Vermont

Actions Underway

  • Vermont is primarily a state-funded system.  The counties pay for clerical staff in the court of civil jurisdiction, some facilities and some operating expenses.  Vermont’s budget was reduced by $1 million (3%) in FY09 and the budget was reduced again in FY10.
  • Courts are closed 1/2 day per week to allow for positions to be kept vacant as they occur. The staff works during the closing to catch up on paperwork, saving the cost of security services. 
  • Courts are also closed all day on the following days: February 6, March 13, April 7, May 5, and June 5 of 2009. These five furlough days will be unpaid days for judicial officers and all state Judiciary employees who are not in the bargaining unit and who earn [on an annualized basis] $60,000 or more. 
  • In FY10, Judges and non-union staff making over $60,000 will take a 5% pay cut.  Discussions are taking place with the union concerning the contracted 1.8% cost of living increase scheduled to take effect in FY10.
  • For FY2010, courts will have 12 furlough days. The dates are as follows: July 17, August 7, September 2, October 2 and 30, and December 11 of 2009 and January 8, February 5, March 12, April 2, May 7, and May 26 of 2010.
  • Vermont has established a Commission to examine how to provide court services with fewer dollars.  The commission is looking at the closing of courts, the consolidation of courts into fewer facilities, altering venue and jurisdiction, creating a new management structure and centralizing clerical, administrative and financial functions.
