Actions Underway
- Ohio is primarily a locally funded court system. Through the judiciary/supreme court budget the state pays 100 % of the salaries of the justices of the supreme court and the judges of the courts of appeals, 90 % of the salaries of the judges of the courts of common pleas, and 45 % of the salaries of the judges of the municipal and county courts.
- The state also pays the salaries of the 270 employees of the supreme court, the 300 employees of the courts of appeals, and one-eighth of the salaries of the 88 elected county clerks of court.
- Ohio’s chief justice ordered a 5 % reduction in the supreme court operating budget in January 2008 for FY08 and FY09. The FY08 budget was reduced by $1.5 million and the FY09 budget was reduced by $1.65 million. This was done in response to a directive from the governor to reduce executive branch agencies by a similar amount.
- The state general assembly is engaged in a conference committee review of the budget for the FY10 and FY11 biennium which is scheduled to begin on July 1, 2009. There is a $3.2 billion budget shortfall between projected revenue and the budget as passed by the Senate. The supreme court, on behalf of the judiciary/supreme court budget, voluntarily reduced its budget request as approved by the House by 5.73% or $3.4 million which was then approved by the Senate.
- Ohio’s judges did not receive a salary adjustment for 2009 and will not receive one for 2010. Supreme court and court of appeals staff will not receive a salary increase in 2009. The supreme court has also eliminated eight positions on its employee roster (six through attrition) with the possibility of two more reductions through attrition to occur by the end of the summer. The reduction will also delay development of a standardized case management system that is intended to be made available to all courts in the state.
