Michigan

Actions Underway

  • Michigan is primarily a locally funded court system.  The state pays for the Supreme Court and the Court of Appeals, all judicial salaries (with benefits for trial court judges funded locally). The state also pays a portion of the cost of drug treatment courts and mental health courts.  The counties pay most other expenses.
  • Michigan’s budget was cut by 4% in the spring of FY09 with a negative supplemental.  The FY10 budget is not yet final, but there is the likelihood of at least an additional 6% reduction from the original FY09 budget.
  • Michigan has left some pre-hearing attorney positions vacant to address budget cuts in the Court of Appeals.  This is slowing down the processing of cases.  Analyst positions in the State Court Administrative Office have been held open.  There has been a 13% reduction in FTE’s in the Supreme Court, Court of Appeals and State Court Administrative Office combined.  There were a few layoffs; most reductions were the result of leaving positions vacant following voluntary departures.
  • Michigan has implemented furlough days, closing the Supreme Court, Court of Appeals, and the State Court Administrative central and regional offices on six days from June through September, 2009 (Friday, June 19; Monday, July 6; Friday, July 24; Friday, August 7; Friday, August 21; and Friday, September 4).
