Delaware

Actions Underway

  • Delaware is a state funded court system.  Its budget was reduced by $280,500 in FY09; the legislature has not yet set the FY10 budget.
  • The Judicial Branch has provided several million dollars to the state in additional revenues through fee increases and other initiatives.  The Judiciary has also lost $665,200 in FY 2009 reversions.
  • Delaware has imposed a hiring freeze with the exception of security positions and those positions deemed mission critical.  It has no plans to give pay raises of any kind and currently 8% pay cuts have been proposed for FY 2010, although the FY 2010 budget is still being worked on.   Furloughs have been discussed, but have not yet been imposed.  Layoffs will be only as a last resort.
  • Pass-through funding for the Victim Offender Mediation Program was reduced in the FY 2010 Governor's Recommended Budget.
  • The Judiciary is consolidating court operations into fewer facilities.
  • Delaware has initiated or completed technological changes, including electronic filing, records, signatures, warrants, orders, a document management system, an integrated case management system, video conferencing, video arraignments, digital recording and technologies to permit access from other locations.
