
The National Campaign to Ensure the Racial and Ethnic Fairness of America’s State Courts is designed to mobilize the significant expertise, experience, and commitment of state court judges and court officers to ensure both the perception and reality of racial and ethnic fairness across the nation’s state courts. The Campaign includes four phases: (1) the compilation of state efforts and promising practices in five key issue areas, drawn from the experiences of individual jurisdictions from across the country; (2) development of state tactical plans to address key areas and development of a national action plan to provide leadership, coordination, information sharing and technical assistance in support of the state tactical plans; (3) implementation of state tactical plans with the assistance of national organizations; and (4) assessment of the implementation of state tactical plans.
The key areas include:
• Diverse and representative state judicial workforces;
• Fair and unbiased behaviors on the part of judges, court staff, attorneys, and others subject
to court authority in the courthouse;
• Comprehensive, system-wide improvements to reduce racial and ethnic disparities in
criminal, domestic violence, juvenile, and abuse and neglect cases;
• The availability of timely and high-quality services to improve access to the courts for
limited-English-proficient persons; and
• Diverse and representative juries.
The National Center for State Courts conducts the Campaign with funding from the Open Society Institute and the State Justice Institute. A Steering Committee of representatives from several national court organizations guides the work of the Campaign and encourages and supports state efforts. In addition, each state participates in the Campaign through a primary contact appointed by the state’s chief justice. |
