Trial Court Administrator: Large Jurisdiction

COURT ADMINISTRATOR: LARGE JURISDICTION GENERAL DESCRIPTION . (This is the highest level court administrator and serves a large jurisdiction) Summary: Under administrative direction, manages all activities and facilities and directly supervises subordinate management staff. Develops and presents budget requests before legislative bodies and local governments. Participates in short and long-term planning for the court. Duties: Plans, organizes and coordinates functions related to fiscal programs, budget, human resources, information systems and various court programs. Hires, trains, evaluates, and disciplines subordinate staff. Prepares and submits courts operating budget. Analyzes court dockets and operations and develops and implements processes to improve case management and court services. Develops local rules, policies and procedures. Serves as a liaison to the state legislature, county and city governments, law enforcement agencies and the media. Provides testimony to the state legislature. Oversees facilities management and planning including allocating space, overseeing maintenance and modifications, awarding service contracts and negotiating leases. Qualifications: Bachelor's degree in business or public administration or related field and eight years experience in court management including three years of supervisory experience. Knowledge of human resource management, information systems and facilities management; legislative processes; budgeting rules, regulations, policies and procedures; auditing and financial management methods; and customer service practices.

COURT EXECUTIVE 2B: Office of Trial Court Services, Municipal Court Services Division, AOC, Trenton, New Jersey. Summary: The New Jersey Judiciary is seeking an executive with strong leadership, organization, communication and customer service skills to manage the Municipal Court Services Division, Policy and Procedures Unit. Duties: The selected individual will report directly to the Court Executive 3b (Assistant Director – Municipal Court Services Division) and will be responsible for coordinating the development, statewide implementation, and quality control of uniform and efficient operating procedures of the State’s Municipal Court System.  The selected individual will be responsible for the development and maintenance of the Divisions Infonet Web site, which serves as the primary communication center between the municipal courts, municipal division management and the Administrative Office of the Courts (AOC). The selected candidate will also assume responsibility for the analysis of pending legislation and preparation of fiscal notes impacting municipal courts throughout the state.  Additional duties include extensive contact with municipal court officials, representatives of the executive branch at the state, county, and local levels and other public and private organizations.  In addition, the selected candidate will be responsible for staff support assigned to the Conference of Municipal Court Presiding Judges, Conference of Municipal Division Managers, and other various municipal court committees and conferences. Qualifications: Graduation from an accredited college or university with a bachelor’s degree.  Five years of professional administrative and/or program management experience, three of which shall have included responsibility for program development and/or implementation and for supervision of staff. Applicants who do not possess the required education may substitute paraprofessional and professional experience for education on a year for year basis.  A master’s degree may be substituted for one year of experience.  A law degree may be substituted for two years of experience as indicated above. CIRCUIT COURT ADMINISTRATOR II: Third Judicial Circuit, Brookings, South Dakota. Summary: This position manages and directs administrative activities for the UJS, including budget and fiscal preparation and personnel, caseflow and jury management to relieve the presiding judge of administrative tasks for a 14-county circuit including six circuit judges, one magistrate judge, fourteen clerk of courts office, and court services staff.  Directs and implements a system of caseflow management, schedules space and personnel for court hearing to ensure efficiency of court proceedings. Maintains caseload information utilizing the data collection efforts of the various computer-based systems and generates reports to the court and others to ensure the efficient use of court resources. Duties: Managing staffing and personnel of various departments in the circuit court system; processing new position requests; serves as circuit court liaison in dealing with local, state, and private agencies; maintaining employee information for personnel files, payroll authorization, and classification requests; reviewing staff assignments; managing grievance procedure and disciplinary actions prior to presiding judge’s resolution; developing the budget for the court concerning the expenditure of state and county money and makes budget presentation for the court to the county commission; scheduling and managing space for court hearings and directing and assigning court personnel; directing and implementing a system of caseflow management; developing jury schedules, processing requests from prospective jurors and orienting juries. TRIAL COURT ADMINISTRATOR: Seventh Judicial District of Oregon, Gilliam, Hood River, Moro, Wasco, and Wheeler Counties. Duties: The Trial Court Administrator (TCA) position is statutorily created and responsible for the care, custody and control of court records.  The TCA reports to the Presiding Judge and has full authority for all aspects of personnel, budget, financial accounting, management of information services, purchasing, capital asset management, and technical aspects of court operations such as accounting, security, case flow management, safety, facilities management, jury, court records and archives.  The TCA is responsible for strategic planning, policy implementation, court operations including analyzing operating processes, administering of a budget in excess of $4.5 million biennially and managing approximately 25 staff located in five different locations covering an area of approximately 100 miles. The TCA supervises all staff, supervisors and lead clerks. The TCA is an integral link between the court and the Office of the State Court Administrator, local Bar, adult and juvenile probation departments, local law enforcement agencies, juvenile and adult services providers, and a variety of civic organizations, the public in general, and the media.  The TCA is responsible for implementing and complying with laws and policies, promoting public awareness and education about the court system, ensuring integrity of the criminal, civil, and juvenile justice systems, initiating and evaluating new service delivery techniques, acting as liaison and presenter of information among the court’s four judges, local and statewide officials, service providers and civic leaders.  The TCA is also an integral link with local, Judicial Department, legislative and state agencies to develop a clear vision of the Oregon court system and Judicial District 7 courts.  The TCA is responsible to create and advocate for enabling legislation, and to work in collaboration and partnership with state and local agencies, the Bar and the public to promote justice services Qualifications: You must submit a Judicial Department application form to apply (This is not the same as a State of Oregon application form.) Applicants must have a Bachelor’s degree in Court Administration, Business or Public Administration, or closely related field, and three years of recent management experience.  A Juris Doctorate or Master’s degree in Court Administration, Public or Business Administration may substitute for one year of the required experience.   Applicants without the relevant educational background may substitute recent court management experience on a year for year basis. Applicants with less than the required management experience may substitute court administrative experience on a year for year basis when that experience demonstrates: considerable knowledge of the administrative and judicial functions of the court;  experience leading/supervising employees; experience developing and implementing court policy, goals, objectives and priorities in conjunction with executive management; and knowledge and experience in accounting procedures and principles, including budget management. Preference may be given to applicants with recent court administration experience. Preference may be given to applicants with relevant advanced degrees. TRIAL COURT ADMINISTRATOR: Fourteenth Judicial Circuit, Panama City, Florida. Summary: Duties: The Trial Court Administrator (TCA) is an executive management position responsible for the administration of the trial court operations, programs and services including financial and budget services, strategic and operational planning, information technology, and communications, security, personnel, facilities, capital projects, and public relations/public information.  The TCA prepares the circuit court budget for the state and county government appropriations, negotiates contracts with public and private vendors, manages a broad variety of court programs including case management, court reporting, court interpreters, drug court, mediation, plans and coordinates capital projects, and coordinates media access and serves as the public information office for the court.  The TCA is also responsible for long range and strategic planning for developing and implementing court technology initiatives, and maximizing judicial resources.  Working relationships are established with judges, state attorneys, public defenders, clerks, judicial commissions, committees, and conferences, other state and federal courts (including the Supreme Court), community organizations and councils, local municipality and county government, state agencies, sheriffs’ offices, and the public.  The TCA is appointed by a majority of the judges of the trial court and reports directly to the chief judge. Qualifications: Graduation from an accredited four year college or university with a major in court administration, public administration, business administration, management, or a related area, and six years of professional experience in court administration, government administration, or in a position of executive leadership, three years of which were in a supervisory role. A Juris Doctorate may substitute for three years of the non-supervisory experience. CIRCUIT COURT ADMINISTRATOR II: 6th Judicial Circuit, South Dakota Unified Judicial System, Pierre, South Dakota. Duties: We are looking for someone with fiscal and office management skills, significant experience in supervising the administrative functions of a trial court, and the ability to supervise a large court staff.  This person will relieve the presiding judge of administrative tasks which include budget and fiscal preparation, personnel, facility, case flow and jury management as well as a liaison with other agencies. This position processes and responds to administrative-related documents and/or correspondence.  Also, this position is challenged to maintain an efficient system and minimize personnel problems and problems with the public which can be difficult due to the number and diversity of position supervised, as well as the geographical area of positions supervised. Qualifications: Graduation from a college or university with a bachelor’s degree in business administration, judicial administration or a related field. Certification from Institute for Court Management Court Executive Development Program preferred.  Five (5) years in business or judicial administration or related experience; or an equivalent combination of education and experience. TRIAL COURT ADMINISTRATOR: 22nd Judicial Circuit Court of Illinois, County of McHenry, Woodstock, Illinois. Duties: Currently, the administrator is charged with many of the basic duties normally associated with trial court managers, including but not limited to budgeting, facilities planning, special projects, adjudication support (interpreters, clerical staffing for judges), law library oversight, statistical analysis, policy and procedure development, human resources, and interaction with county, state and federal agencies. Expanded responsibilities targeted to be overseen by the court administrator include heightened management of a developing electronic integrated case management system, enhanced caseflow management analysis, development of problem-solving courts, and promoting customer improvements for jury operations, self-represented litigants, and Internet services to the public.  Also, the court would like to see a closer, more formal relationship between court administration and court services (probation department), ending in a possible restructuring under the Trial Court Administrator. Qualifications: Regarding education and experience, a bachelor’s degree or equivalent in management, public, legal, courts or business administration; criminal justice administration; or a related field is required.  A graduate degree would be helpful.  Eight or more years of progressively responsible and related experience, preferably in a trial court, with at least 3 years in a supervisory position is desirable.  An equivalent combination or education and experience may be considered. DISTRICT COURT ADMINISTRATOR: District Court, Spokane County, WA.  Duties: Manages the administrative work of the Court to permit the maximum allowance of Judges’ time for judicial work.  Develops and administers personnel rules and regulations; selects personnel, develops and evaluates training and supervision of personnel; conducts and directs performance evaluations; manages grievance and discipline procedures in including termination. Participates on behalf of the Judges in collective bargaining/labor management relations. Prepares and administers the budget, forecasts additional funding needs, approves expenditures of the division. Carries out fiscal policies approved by the judges; utilizes effective financial controls and audit procedures. Performs managerial tasks related to records management including maintenance, retention and disposition of microfilm and automated and electronic data processing technology; develops records systems and court information systems. Coordinates with the Office of the Administrator for the Courts (OAC) regarding the electronic data records system used by the Court. Plans and interprets results of empirical research which apply to law and justice systems and prepares recommendations and reports to the judges. Plans, develops, implements and evaluates court management systems; organizes, staff, and designs positions to effectively and efficiently carry out court programs. Implements effective case flow systems. Coordinates activities with other department managers, elected officials, other county departments, outside agencies and organizations Performs other related duties as required.  Qualifications: A Bachelor’s degree in judicial, public or business administration or closely related field AND five years of progressively responsible court administrative or management experience, including three years of supervisory responsibility OR substituting MBA, MPA, LLB, OR JD for up to three years of the non-supervisory experience. DISTRICT COURT ADMINISTRATOR: 8th Judicial District, Green Bay, WI.  Duties: The selected individual will Assist the Chief Judge and Deputy Director for Court Operations with court management issues in accordance with Supreme Court Rules and Statutes; Ensure efficient district court operations including, but not limited to: caseload and jury management; judicial assignments; orientation and mentoring of judges, clerks, registers in probate and other court staff; staff supervision; technical assistance, training; court reporting services; court automation; security and facilities; and, planning and budgeting; Represent the court system through effective communication with the public, other government agencies, civic groups and media;  Implement court system policies and procedures; and, Coordinate record management requirements in accordance with the open record law. Qualifications: Master’s degree in Court Administration, Public Administration or a closely related field or its equivalent.  Significant, progressively responsible experience in court management or judicial administration, including substantial experience in a high-level managerial capacity.  Excellent written and oral communication skills. COURT ADMINISTRATOR: City of Glendale. Duties: Plan, direct and supervise all non-judicial operations, activities and procedures within the Glendale City Court including court services, fines administration, case flow and records management and budget administration functions; coordinate the activities of the Court with the Glendale City Council Office, Glendale City Manager’s Office and other departments; serve as Clerk of the Court. Develop, implement and oversee a Department work plan; organize, prioritize and assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures; make recommendations and modifications as required. Plan, organize and supervise the activities of all non-judicial professional, technical and clerical staff; select, train, motivate and evaluate personnel; provide or coordinate staff training; work with employees to provide performance feedback and correct deficiencies; implement discipline and termination procedures for non-judicial personnel.    Support and recommend community outreach efforts. Compile and evaluate statistical data related to the efficiency and effectiveness of Court operations, and make appropriate written and verbal recommendations as needed; maintain compliance with requirements governing statistical reporting, jury management, accounting and records management policies and procedures established by the Supreme Court and the Presiding Judge of Maricopa County. Establish, maintain and improve automation and communications systems as directed by the Presiding City Judge and with the concurrence of the Presiding Judge of Maricopa County. Respond to and resolve difficult and sensitive citizen inquiries and complaints; meet with the media to provide information and respond to inquiries as required. Represent the Court with outside agencies such as State Bar, boards and committees, and at interdepartmental meetings and committees as required. Identify, recommend and implement business system changes required as a result of new legislative enactments and City Council, City Manager direction.  Recommend, establish and monitor bond schedules in coordination with the justices of the peace and magistrate courts within the County. SUPERIOR COURT ADMINISTRATOR: Cobb County, GA. Duties: Oversees and directs Superior Court Administration operations, Juvenile Court and all programs of the Cobb County Superior Court. Performs personnel management functions, e.g., interview, selection, hiring, employee development, disciplinary action, recommending promotion, and performance evaluations. Plans, organizes, assigns, reviews, and controls work production and activities, to include procedures, allocation of resources, problem resolution, training of employees, and employee orientation, including sexual harassment policy and procedures. Plans, allocates, and monitors time, people, equipment, and other resources for the Court to ensure efficient organization and completion of work. Provides information, advice, feedback, or assistance to others within the department to refine work outputs or resolve problems. Develops and recommends operating budget for the court annually; monitors and administers approved budget. Supervises the administration of the jury selection process to include, summons, re-scheduling, orientation, daily reference and activity records, paying of jurors and balancing jury accounts. Maintains effective working relationship with judges, attorneys, court personnel, jurors and the public. Provides technical support to all courts. Coordinates with State and local agencies including drafting and presenting legislation requests to both the State Legislature and the County Commissioners and attends legislative and commission meetings as required. Publishes the monthly court schedule of the judges. Represents the County at various functions such as making speeches at civic and business associations, meeting with officials, citizens, and other persons within the community and representatives of the press to establish goodwill and resolve/respond to issues. Maintains current knowledge of industry, regulatory and legislative developments affecting state court services to ensure application to areas of responsibility. Qualifications: Bachelor’s Degree in Business or Public Administration or related field; supplemented by  progressively responsible experience in administration, the majority of which shall have been in a management capacity with responsibility for budget administration, regulatory compliance and personnel management; or an equivalent combination of education, training, and/or experience. TRIAL COURT ADMINISTRATOR: Oklahoma Judicial District 14. Summary: Duties: The trial court administrator is appointed by and serves at the pleasure of the district and associate district judges of Tulsa and Pawnee Counties.  The duties of the court administrator are to assist the presiding judge of the judicial district in the performance of his administrative duties.  Under the general direction of the presiding judge with collaboration from judges, the state Administrative Office of the Courts and county departments, this position performs administrative duties including personnel management, budgeting, purchasing, fiscal control, interpreter services and jury management. Qualifications: To be eligible for appointment, an applicant shall possess at least one of the following minimum qualifications: Be an attorney licensed to practice law in this state; Have a bachelor’s degree in court management, or an equivalent degree; or Have at least ten (10) years’ experience in management with substantial supervisory responsibility; and Be a graduate of the Institute for Court Management. COURT EXECUTIVE OFFICER: Eighth Judicial District Court, Las Vegas Township Justice Courts, Las Vegas, Nevada. Summary: Acting under the supervision of the District and Las Vegas Justice Court Chief Judges, the Court Executive Officer oversees the management and administration of the non-judicial operations of the court and allocates resources in a manner that promotes access to justice for all members of the public. Duties: Acting under the direction of the District and Las Vegas Justice Court Chief Judges and associate judges and consistent with the law and rules of court, the Court Executive Officer performs the following representative duties: Personnel - Plans, organizes, administers, reviews and evaluates the work of over 780 employees through subordinate supervisors. Provides for the selection, training, professional development and discipline of staff. Finance - Prepares and implements the court’s budget in excess of 70 million dollars including payroll, purchasing, accounts receivable and payable, trust fund accounts, and contract vendors. Manages 60 million dollars in revenue from collection fees, fines, assessment fees and restitution. Maintains accurate financial records; directs the preparation of and prepares a variety of statistical and narrative reports for local use or submission to various agencies. Technology - Provides for the technical resources to the Court including oversight of a new case management system and oversees leadership in both infrastructure and desktop service divisions. Case Flow Management - Administers and utilizes efficient calendar and case flow management systems, including the automation of calendaring and record keeping systems. Monitors and advises the judiciary in the coordination of case processing to ensure the most effective and efficient handling of cases. Jury Management - Supports the judiciary in all phases of the jury selection process in the most efficient and effective way. Facilities - Plans, evaluates and implements physical space, facility maintenance and improvements, and other operational needs of the court, including the development of new courts and procedures. Records - Oversees the maintenance and proper retention of all court records and documents; ensures accuracy, secure storage and appropriate access. Recommendations - Identifies problems, conducts studies, analyzes information, evaluates alternatives and makes recommendations for procedural or administrative changes. Confers with court judges regarding proposed legislation, policies and administrative programs and procedures. Prepares agenda items and makes presentations to the Board of Commissioners. Liaison - Acts as liaison with and provides professional assistance to judges and other County departments in areas of expertise; acts as court liaison with other agencies, the media and the public. Committees - Provides support to judges, committees and similar justice groups; prepares the governing body agenda and meeting minutes and coordinates the distribution of same. Qualifications: Bachelor’s Degree in Court Administration, Business or Public Administration or a field related to the work AND four (4) years of full-time senior level management experience in a court or justice setting. Possession of an advanced degree in appropriate field is desirable. Equivalent combination of formal education and appropriate related experience may be considered. Preference may be given to individuals who possess an Institute for Court Management CMP certification. Salary: $101,896.00 - $161,054.40 (2008)

TRIAL COURT EXECUTIVE: First Judicial District, Logan, Utah. Summary: The Utah Courts are seeking an experienced administrator to serve as Trial Court Executive for the First Judicial District, based in Logan, which includes Box Elder, Cache and Rich counties. Duties: The Court Executive serves as the senior administrator in the district working closely with the Presiding Judge, Clerk of Court and Probation Chief in overseeing daily operations; as well as, interfacing  with the statewide District and Juvenile Court Administrators ensuring that the best practices identified throughout the state are implemented within the district. Qualifications: Candidates should hold a minimum of a bachelor’s degree in public or business administration or closely related field and six years of progressively responsible management experience; or a graduate degree in judicial or public administration, law or related field plus four years of management; or an equivalent combination of education and experience.  Salary:  $59,000 to $94,000 (2008)

COURT EXECUTIVE OFFICER: Superior Court of California, County of Riverside. Summary: Riverside is the 16th largest county in the U.S. and the 4th most populous in CA (population over 2 million) and, for more than a decade, has been one of the nation’s fastest growing counties. Duties: This is an at-will position serving at the pleasure of the court, working under the direction of the Presiding Judge. This person is responsible for overseeing the management and administration of the non-judicial operations of the court, including personnel/labor relations (there are 3 bargaining units), budgeting, contracts, calendar management, technology, jury management, facilities, records, public relations, etc. Qualifications: Desire a relevant bachelor’s degree; MPA or MBA would be a plus. Must have superior people skills and be able to work effectively with the California Administrative Office of the Court (AOC). COURT ADMINISTRATOR: 61st District Court, Grand Rapids, MI. Summary: The Court Administrator is an executive level position appointed by and serving at the pleasure of the six district court judges. This position, in conjunction with the Chief Judge, has overall management authority and responsibility for the non-judicial components of the Court. Duties: The Court Administrator provides strategic direction, program and budget setting, and overall supervision for all court departments and activities. Representative duties include: Oversees and manages all court personnel through subordinate management staff, including recruitment, training, supervision, discipline, and termination. Responsible for fiscal management, including budget preparation/administration, purchasing, payroll and financial control functions. Formulates policies regarding modification and adoption of rules and policies established by the Michigan Supreme Court, City of Grand Rapids, or the judges and implements them when approved. TRIAL COURT ADMINISTRATOR: North Dakota Judicial System, Minot, ND. COURT ADMINISTRATOR: Bismarck, ND. Summary: Under the direction of the state court administrator, the court administrator plans, organizes and directs court administrative activities for all courts within one of the four state administrative units. This position serves as a manager to a large staff engaged in providing service to high volume and complex caseloads including comprehensive district-wide programs, juvenile, and court administrative services. As the senior administrative position within the administrative unit, the position is responsible for providing leadership and guidance in all administrative areas with emphasis on the development and implementation of efficient and cohesive administrative processes. Staff oversight is provided through subordinate supervisors within the administrative unit.
