Juvenile Justice and Delinquency


Each year (beginning in 1994) the National Center for State Courts publishes a report now entitled "Future Trends in State Courts." The purpose of this report is to support the strategic planning efforts in the court community.   Each publication contains several articles written by NCSC staff and court experts from around the country. Individual Future Trends articles published since 2001 that relate to this topic are listed to below.


Trends 2004 Carol Flango.  Changes in the Juvenile Death Penalty.  November 1, 2004.  This article discusses the changes in state law concerning the death penalty and juveniles.  The article also addresses the United States Supreme Court case Roper v. Simmons, which originates from the state of Missouri.  

Judge Cindy Lederman.  Miami's Infant and Young Children's Mental Health Program: A Case Study.  An update to the 2003 article titled "Miami's Infant and Young Children's Mental Health Program: A Place Where the Healing Begins," this article focuses on the case of Brianna, a 12 year old girl who became impregnated by a 19 year old.  Brianna's mother was an alcoholic and a cocaine addict.  This study follows Brianna and her son through the judiciary.  

 

Trends 2003 Lederman, Judge Cindy S.  Miami’s Infant and Young Mental Health Program: A Place Where the Healing Begins.”  Description of a program in Miami designed to test the effects of programs upon children who have been affected by violence in their homes.

Mountjoy, John J. Interstate Compacts: An Alternative for Solving Common Problems Among States. Describes the general purpose of interstate compacts, discusses both juvenile and adult compacts, provides a historical perspective, as well as case law.

 

Trends 2002 Madelynn Herman.  Teen Courts - A Juvenile Justice Diversion Program.  December 2002.  This article explains the teen court concept -- courts in which teenagers with no previous criminal record are sentenced by their peers for minor violations.  

 

Trends 2000 Ted Rubin. The Juvenile Court Enters Its Second Century. July 2000.  This article touches on a variety of issues such as the differences between direct file and discretionary transfers; dependency, abuse, and neglect jurisdiction of juvenile courts; and the evolution of the family court.  

John Lande.  Child Protection Mediation.  July 2000.  This article defines child protection mediation, who should attend the mediation, the potential benefits to the child, and how child protection mediation functions.
