Juries


Each year (beginning in 1994) the National Center for State Courts publishes a report now entitled "Future Trends in State Courts." The purpose of this report is to support the strategic planning efforts in the court community.   Each publication contains several articles written by NCSC staff and court experts from around the country. Individual Future Trends articles published since 2001 that relate to this topic are listed to below.


Trends 2009

Paula Hannaford-Agor.  Saving Money for Everyone: The Current Economic Crisis is an Opportunity to Get Serious About Improving Juror Utilization.  The current economic cirsis provides an opportunity for courts to improve juror utilization, potentially saving tens of thousands of dollars per year in unnecessary expenses incurred for unused jurors and in lost income and lost productivity incurred by jurors, their employers, and their communities.

 

Trends 2008 G. Thomas Munsterman.  Jury System.  Discusses important developments in jury system management, examines current issues and innovations, and provides a glimpse into the future.

 

Trends 2006 Hon. Donald E. Shelton.  Technology, Popular Culture and the Court System.  This article discusses how the technological revolution is now part of our popular culture and that popular culture is directly reflected in our juries, as it should be in a system that puts its faith in the people. The Court system needs to find ways to keep pace.

 

Trends 2004 Judge Jacqueline Connor and Anne Endress Skove.  Dial "M" for Misconduct: The Effect of Mass Media and Pop Culture on Juror Expectations.  This article discusses the intersection of mass media, pop culture, and juror expectations.  It presents evidence on how shows such as Ally McBeal and Law and Order influence the expectations that people have of the judicial system.

 

Trends 2003 Anne E. Skove. Post-Ring Developments. This document discusses how states have responded to the U.S. Supreme Court's decision in Ring v. Arizona requiring that juries decide the sentence phase in death penalty cases. Of particular concern has been the effect of the decision on death sentences imposed by judges in a handful of states before the Rind decision.

 

Trends 2002 Ann Keith and Paula Hannaford-Agor.  A National Program to Increase Citizen Participation in the Jury System.  This article discusses solutions to increasing jury participation as well as making jury service more accommodating for others.

  

Trends 2001 Honorable Michael Dann.  Juries: Composition and Comprehension.  This article includes five different ways in which jury composition is evolving as well as new mechanisms for helping juries understand the legal matters at hand and to accommodate juries more effectively.  

 

Trends 2000 Tom Munsterman.  Multi-Lingual Juries.  This article discusses the increase in multilingual juries.  It focuses on New Mexico's state constitution and how it addresses the need for a standard language among jurists.
