Jury Management


Court Executive Development Program Papers

The National Center for State Courts' Institute for Court Management runs an annual Court Executive Development Program (CEDP). It is designed to "develop and enhance the knowledge, skills, and abilities of court administrators and provide instruction in areas of functional responsibility associated with court administration." To complete the third phase of the program, each CEDP student is required to prepare a comprehensive research paper evaluating a key court function or proposed activity in his or her home jurisdiction. The papers relating to this topic are listed below.


2011

Carolyn F. Woolf.  The Trial Experience: Civic Service vs. Civil Servicee.  May 2011.  This paper discusses the potential impact of jury duty in higher profile cases with a focus on the State of North Dakota Judiciary District Court. 

   

2010

Cherie Lusk.  Survey of Superior Court Juror Satisfaction: Kitsap County, Washington.  May 2010.  This report reviews the development of a survey to evaluate the overall satisfaction of citizens serving on the Kitsap County Superior Court jury trials in both criminal and civil cases. 

   

2008 Wanda Lopshire.  Accessing and Improving the Jury Processes in Washoe County, NevadaMay 2008.  The goal of this detailed survey was to improve the jury process in Washoe County.  The project was conducted by submitting a survey across Washoe County asking various questions about the jury experience.  Response was mostly positive, but further improvements were shown to be needed.

Donna Wunderlich.  Improving the Jury Experience Through Juror Education in North Dakota.  May 2008.  A study of information provided to jurors to try to improve the jury process for all involved.  The study contains findings of the problems with the jury experience as well as recommendations for improvement. 

   

2006 Nikki R. Shaubel. A Survey and Analysis of Juror Satisfaction in the Billings Municipal Court. May 2006.  The purpose of this paper is to determine the level of satisfaction felt by jurors who serve in Billings Municipal Court (BMC) and to develop a plan for improvement. The current jury management system has been thoroughly examined to identify its strengths and weaknesses.

2004

Terry Holtrop. An Evaluation of the One-Week, One-Trial Juror Term of Service for 17th Circuit Court for Kent County, Michigan. May 2004.  An evaluation of whether the implementation of this program has had positive effects on the diversity of jurors summoned or the effectiveness of juror utilization.

 

2001 Teresa L. Steelman.  An Examination of Juror Attitudes and Failure to Appear Patterns in the Circuit of Jackson County, Missouri: an Effort to Determine Actionable Remedial Alternatives: Executive Summary. May 2001.  This paper looks at the attitudes toward jury duty by sampling Kansas City jurors in an effort to increase the attendance rate of jurors. 

2000 Tina Marie Jones. Impact Two-Day, One-Trial Will Have on Counties in Missouri with Populations of 5,000 or Less. May 2000.  The author researched six counties in Missouri to examine the impact of two-day, one-trial juror service terms.

1990s Thomas J. Clewley. Management of the Master Jury Wheel and the Jury System in the Eastern District of Pennsylvania. May 1998.  This report examines room for improvement with the jury administration and management system of the Eastern District of Pennsylvania. 

David Richard Drain.  A Feasibility Study of an One Day/One Trial Jury Service in Kent County, MichiganMay 1998.  This paper looks at the feasibility of one-day, one-trial jury service after Kent County implemented a new automated jury management system.  

Mark Van Bever. Jury Management in the Eighteenth Judicial Circuit of Florida. May 1997.  This project evaluates the areas of juror utilization and customer service toward jurors in Brevard County.  

Erroll E. Giddings. Colorado Jury System Failure to Appear Notices. May 1993.  This paper addresses the 1992 implementation of the failure to appear juror program in the Colorado courts.
