Court Executive Development Program Papers

The National Center for State Courts' Institute for Court Management runs an annual Court Executive Development Program (CEDP). It is designed to "develop and enhance the knowledge, skills, and abilities of court administrators and provide instruction in areas of functional responsibility associated with court administration." To complete the third phase of the program, each CEDP student is required to prepare a comprehensive research paper evaluating a key court function or proposed activity in his or her home jurisdiction. The papers relating to this topic are listed below. 


2008 Tracy L. Smedley.  Beyond Failure to Appear Notices: A Reexamination of Juror Attitudes in the Circuit Court of Jackson County, Missouri and an Examination of Other Techniques to Address Failure to Appear PatternsMay 2008.  A project to determine why failure to appear amongst jurors in Jackson County Mississippi is so common.  The purpose of the document was to discover a manner of improving this troubling trend.  The analysis showed that there is a strong need to improve juror attitudes towards civic duty.

 

2007 David W. Slayton.  An Analysis of the Effective Use of Jurors in Lubbock County.  May 2007.  Lubbock County (TX) had a rather low rate of juror yield -- 25.8% -- because of a high undeliverable rate for summons, exemptions, and postponements.  The paper addresses how to make the jury system more effective and more cost-efficient for the county courts.

2002

Michael Devereaux. Protecting the Juror’s Right to Privacy. May 9, 2002.
The research question investigated was: “Is the juror’s right to privacy adequately protected in the 22nd Judicial Circuit of Missouri.”

Melissa Fowler-Bradley. Should Civil Investigations Be Performed by the Grand Jury in California. May 9, 2002.  This paper examines the civil grand jury process in the State of California for purposes of determining if civil investigations, particularly those of local government, should continue under the current structure, or if statutory reform is needed.  

 

2001

Teresa L. Steelman. An Examination of Juror Attitudes and Failure to Appeal Patterns. May 2001.  An attempt to find patterns among jurors who fail to appear in hopes of creating remedial efforts to combat this problem, thus lessening the number of no-show jurors.

 

1970s Jo Ann Bennett.  Juror Selection in Anoka County, Minnesota: A Critical Evaluation.  May 1979.  In Anoka County, the source list of potential jurors is composed of registered voters on the county's Voter Registration List.  Concerned about whether the Voter Registration List reflects the county's demographics, the author investigates this claim and determines whether the juries in the county are accurate reflections of its population.  (KFM5942 B46 1979)
