What Is Happening at NCSC

General

2003 Resolution and Report Adopted by the House of Delegates in Support of Judicial Compensation Commissions. This resolution and report address the value of judicial compensation commissions, the current structures and formats adopted by various states, and the ideal structure and format for such commissions.

Independence of the Judiciary: Judicial Compensation. 2001 Legislative and Governmental Priorities.  This online summary includes the history of federal judicial compensation, the status of reform efforts,  ABA  policy on judicial compensation, key points in the argument for compensation reform, and links to other resources.

Judicial Divisions State and Local Resources. This Web site is a compilation of information, news articles, budget requests, and finalized budgets for the state courts.

Mississippi State Code of 1972 as Amended. Municipalities may supplement salaries of county judicial officers surrendering right to practice law.

New Hampshire Statutes. Chapter 491-A Judicial Salaries.  Explains the Salary Adjustment Fund, and the weighted caseload scale for compensating part-time district court justices and probate judges.

Pennsylvania General Assembly: House Bill No. 1521 (Session of 2005). This legislation became Act 44 of 2005, granting salary increases to all government officials.  This legislation also ties future judicial salary increases to the federal judiciary.

Salary Information. Washington Citizens Commission on Elected Officials Salaries.  The Washington Citizen Commission sets the salaries of the state's elected officials including the judicial branch. 

Scott, Kevin M. Judicial Salary: Current Issues and Options for Congress.  (December 2007).  This report was written for Congress to assist them in the decision making process when addressing the declining salaries of Federal Judges.

Federal Judicial Pay Erosion: An Update on the Urgent Need for Action. Washington, DC (2003).  The Federal Bar Association and the American Bar Association's update to the above cited Report on the Need for Reform.

Utah Executive and Judicial Salary Act (Chapter 8 of Title 67).  (2003).  Includes basis of salaries, and description of the State Executive and Judicial Compensation Commission.

Committee on the Appointment and Assignment of Senior Judges: Report and Recommendations. Supreme Court of Florida  (February 2002).  This report examines the assignments and procedures impacting Floridian senior judges.  The first recommendation in the report discusses the need to increase judicial compensation.

Federal Judicial Pay Erosion: A Report On The Need For Reform. Washington, DC: ABA (2001).  The American Bar Association and Federal Bar Association report on the need for compensation reform for federal judicial officers.  Executive summary and full report available.

New York Judicial Compensation Commission Report.  (March 1998).  Describes the Commission and it's findings, provides a history on judicial salary adjustment, and provides salary comparisons to growth in cost of living, to the federal judiciary, to state employee salaries, to lawyer pay and to other states.

Missouri Citizens` Commission on Compensation for Elected Officials.  (November 1996).  Provides an extensive and detailed rationale for the structural changes in judicial compensation.

Survey of Administrative Law Judge Salaries as of January 1, 2001. Glenview, IL: National Association of Administrative Law Judges (2001).  This survey gathered the minimum and maximum salaries for administrative law judges (also commonly referred to as hearing officers or magistrates) in each state that preside over hearings in the following subject matters: human rights, motor vehicles, pollution control, professional regulation, tax, unemployment insurance, utility regulation, welfare, and worker’s compensation.  (KF8777 .S87)

Judicial Compensation in California: The Need to Maintain the Quality of Justice in the Nation`s Largest Court System: A Briefing Document. Judicial Council of California, Administrative Office of the Courts (2000).  This briefing book is a compilation of evidence for the need of judicial salary increases in California.  The evidence includes comparisons of judicial salaries to several different attorney positions, testimonials from retired judges and active trial court judges, letters from judges, newspaper articles advocating for salary increases and documenting the increases received through legislative action in July 2000. A Comparison of State Judicial Retirement Systems. Little Rock, AR: Administrative Office of the Courts (1991).  Brief overview of the eligibility requirements, contribution requirements, and benefits for the judicial retirement system in each state. (KF8777 .C66)

Standards for Judicial Compensation. Chicago, IL: American Bar Association, Judicial Administration Division (1990).  This report provides a brief commentary on the ABA’s seven standards for state judicial compensation. (KF8777 .Z9 S7)

Standards for State Judicial Retirement Plans. Chicago, IL: American Bar Association Press (1985).  This report describes the five standards for state judicial retirement plans and provides a brief commentary for each.  The standards include the purpose and goals of a judicial retirement plan, the eligibility for benefits, contribution to the plan by judges and the state, actual benefits, and retirement/service after retirement.  (KF8777 .Z95 S72)

Federal Judicial Compensation: A Pressing Need for Increase: A Report to the Commission on Executive, Legislative, and Judicial Salaries. Washington, DC: Administrative Office of the United States Courts (1984).  Describes the need for adequate judicial compensation, the history of federal judicial salaries, and how statutes have affected salaries.  Provides a comparison of salaries from 1969 onwards, and highlights the fact that judicial salaries have not increased at the same rate as the cost-of-living and incomes of other Americans and that judges and justices have lost purchasing power.  (KF8777 .A8 U54)
