Carter C. Cowles is a court information systems consultant and the former Director of Judicial Information Systems for the State of Illinois. Previously, he was a senior staff associate with the National Center for State Courts. Mr. Cowles has had many years of experience with implementing and managing technology in the courts and other organizations.
