GUARDIAN
AD LITEM PROGRAM COORDINATOR:
Idaho
Judicial Branch. Summary:
The Guardian Ad Litem Program Coordinator is responsible for
statewide leadership, program development and support, resource
development, education and some training for local guardian ad
litem (GAL) programs, consistent with the program standards in
Idaho Juvenile Rule 35. Duties: Program and Resource
Development: Support
court appointed volunteer advocacy of abused and neglected
children. Work in partnership with local GAL programs to
develop and implement statewide strategies to: increase the
number of GAL volunteers; increase number of abused and
neglected children served by local GAL programs; increase public
awareness of GAL/CASA programs; and, promote cultural
competency. Develop statewide program procedures and policies
and provide program direction. Write or assist with writing of
grants to support work of local GAL programs. Conduct annual
site visit to each GAL program to maintain program
accountability and compliance with IJR 35 and National Court
Appointed Special Advocate Association (NCASAA) standards.
Coordinate at least two meetings per year for district program
executive directors and appropriate others. Encourage and create
opportunities for communication among GAL programs, Idaho
Supreme Court Child Protection Committee and CASA Advisory
Council. Supervise criminal records checks of program
volunteers, staff and members of board of directors, pursuant to
IJR 35 and ICAR 47. Provide information to the Administrative
District Judge, Trial Court Administrator, and magistrate judges
regarding the district guardian ad litem program.
Report to the Child Protection Program Manager and Court
Services on behalf of guardian ad litem programs. Support
and Technical Assistance:
Attend meetings of Child Protection Committee. Act as Reporter
for Guardian Ad Litem Subcommittee of Child Protection
Committee. Act as liaison between district programs, CASA
Advisory Council, NCASAA and Child Protection Committee. Provide
direct consultation with district GAL programs on local program
issues and assist with compliance with IJR 35 and NCASAA
standards. Facilitate assistance of and support from CASA
Advisory Council and NCASAA for local programs. Disseminate
information to local GAL programs, including federal and state
legislation, NCASAA policy, and trends in child welfare. Training: Coordinate with others and assist in the development
of ongoing education curriculum and training materials for
district program staff, volunteers and members of program Board
of Directors. Work in partnership with local GAL programs to
identify education and training needs.
Provide or secure local/statewide training for district
GAL programs. CASA
Advisory Council: Provide limited support for and attend
meetings of CASA Advisory Council. Coordinate joint projects in
support of local GAL programs. Assist, as appropriate, with
development of resources for local GAL programs. Qualifications:
Bachelor’s degree (Master’s preferred) from accredited
college or university in social work, social sciences, law or
related field. Experience in program and resource development
(including grant writing and management) and community board

is responsible for management and day-to-day supervision of the
Clerical Section of the Landlord and Tenant Branch. Duties:

Services is the agency umbrella under which the following
programs operate: Hall County Drug Court
(est. 2001) – a minimum 2-year felony drug court program; this
is a post plea, pre-sentence court that accepts 1st or 2nd
felony possession charges. Counseling in this program is
provided in house and there is a staff of 2 counselors, 1 case
manager and 1 coordinator. Current census is 150-160. An Early
Intervention Track provides treatment for those who are

program; this is post-sentence court and participation is

Program (est. 2004) – a 9-18 month mental health court program

participation is voluntary and treatment is provided in the
community with clinical case management on-staff. Hall County Family Treatment Court
(est. 2006) – a minimum 18-month program designed to treat
those parents who have lost custody of their children due to
substance abuse issues. The treatment is provided by community
service board. Dawson County Treatment Court
(est. 2006) – a minimum 12 month DUI Track/24 month Drug Track
blended program. This program blends both the multiple offender
and felony drug models into one program with 2 treatment tracks. Hall

Substance Abuse Services – conducts substance abuse
evaluations/referrals for the Circuit. This program evaluates
between 1300-1500 offenders and works with 6 local treatment
providers, 2 probation agencies and pretrial services to track
the progress of referrals. Duties:

automation training programs are developed and delivered to

systems. Prepare and maintain Continuity of Operations Plan for

the District’s “Mission Critical Systems.” Qualifications: A
bachelors degree in computer science or related field is
required. Experience in managing an Information Technology
operation is required. Thorough working knowledge of theories,
principles, practices and techniques of computer hardware and
software, office automation, database design, and data

experience in analyzing, evaluating and determining automation
needs and planning to implement systems to meet those needs.
Skill in training non-IT personnel in automation techniques and
