COURT EXECUTIVE 2B: General Operations Division Manager, Monmouth Vicinage, Freehold, NJ. Summary: The Monmouth Vicinage is seeking a highly motivated self directed individual with strong leadership skills to work under the supervision of the Court Executive 3b (Trial Court Administrator).  Duties: The Court Executive 2b (General Operations Division Manager) is responsible for the management of general operations and facilities of the Superior Court Monmouth Vicinage located in Freehold and Ocean Township, NJ.  The General Operations Manager has responsibility for the vicinage wide administrative functions of court interpreting, court reporting, transcripts, sound and video recording, law and champers libraries, court security, facilities (space allocation, renovations, relocations and maintenance), jury operations, volunteer program, vehicle fleet coordination and telecommunications systems.  Responsibilities also include overseeing emergency management, workplace violence programs and the identification and removal of barriers to public access (including access for disabled individuals by serving as the ADA Coordinator) and overseeing the maintenance, retention, storage and integrity of all court records.  Responsibilities also include the supervision and human resource function for about 20- employees (including hiring, discipline, performance evaluation and training). The General Operations manager also provides customer service to judges, managers, employees and diverse court users and is the Trial Court Administrator’s liaison with state and county governmental agencies, the public, the media and external contractors and vendors.  The operations Division Manager also acts in the absence of the Trial Court Administrator providing direction to 9 Division Managers and the direct point of contact to the Assignment Judge.  Other related duties are performed as required. Qualifications: Graduation from an accredited college or university with a  bachelor’s degree.  Five years of professional administrative and/or program management experience, three of which shall have included responsibility for program development and/or implementation and for supervision of staff. Applicants who do not possess the required education may substitute para-professional and professional experience for education on a year for year basis. A master’s degree may be substituted for one (1) year of experience. A law degree may be substituted for two (2) years of experience as indicated above. Salary: $76,639.57 - $108937.67 (2008)

COURT EXECUTIVE 2B (Family Division Manager): Superior Court of New Jersey, Ocean Vicinage, Toms River, New Jersey  Duties: Under the general direction of the Assignment Judge and Court Executive 3b (Trial Court Administrator), plans, directs and administers the work of the Family Division.  The Court Executive oversees Vicinage XV court operations; formulates and directs the implementation of Judiciary Plans, programs, policies and procedures; and manages Judiciary resources. Prepares and analyzes case processing statistical reports and case flow; prepares and administers the budget; prepares supervisory staff performance evaluations; recommends disciplinary and/or employee recognition actions; and determines goals and objectives. Other tasks include assessing training needs and requirements to enhance skills and abilities of assigned staff; assigning of personnel; and interviewing job or team applicants. Does related work as required. NOTE: Traveling within the tri-county vicinage is mandatory. Qualifications: Graduation from an accredited college or university with a bachelor’s degree. Five years of professional administrative and/or program management experience, three of which shall have included responsibility for program development and/or implementation and for supervision of staff. Applicants who do not possess the required education may substitute paraprofessional or professional experience for education on a year-for-year basis. A master’s degree may be substituted for one year of experience as indicated above. A law degree may be substituted for two years of experience as indicated above. Salary: $74,953.12 - $106,540.51 (2007)

TRIAL COURT EXECUTIVE: Fourth District Juvenile Court, UT. Summary: The Utah State Courts are seeking an experienced administrator to serve as Trial Court Executive for the 4th Judicial District Juvenile Court, based in Provo, which includes Utah, Wasatch, Millard and Juab counties. Duties: Appointed by the State Court Administrator, the position is responsible for the administration of the Juvenile court which includes providing administrative support to judges; managing support operations including 80 professional and technical staff, special services, budget, facilities, probation services, and court security; serving as liaison with government agencies, the bar, news media and the community. Qualifications: Knowledge of court procedures, case management, child welfare, delinquency, HR management practices, accounting/budgeting procedures, information technology, contract negotiation/ administration and legislative processes is necessary, as well as  excellent interpersonal communications skills. The successful candidate will possess a B.S. Degree & 6 years of related management experience or graduate degree in judicial or public administration, law or related field plus 4 years experience, or an equivalent combination of education & experience. Salary: $26.65 - $42.26/hr. (2007)

FAMILY COURT ADMINISTRATOR: North Carolina Judiciary, Judicial District 14 (Durham, NC). Summary: The person in this position has overall responsibility for Family Court under the direction of the Chief District Court Judge and Trial Court Administrator. Duties: This person will supervise Family Court staff and the operations of Family Court including: case management, programs, policies and procedures, timely preparation of reports, and customer services. In addition, the Family Court Administrator will serve as liaison between the court, community agencies and volunteer groups, work with the Trial Court Administrator to ensure appropriate court time is allocated for Family Court matters, and coordinate alternative dispute resolution (ADR) programs and services. Qualifications: Master’s degree in Public Administration or a human services field plus three years of related management and/or court experience; bachelor’s degree in a human services field such as psychology, social work, sociology, counseling, or criminal justice and five years of experience in managing programs and/or personnel or related experience in the court system; or a law degree plus two years of related experience; or an equivalent combination of training and experience. Must be computer literate and have strong oral and written communication skills as well as excellent interpersonal, organizational, and team development skills. Salary: $46,423 - $61,811. (2007)

COURT ADMINISTRATOR: State Bar Court of California, Los Angeles. Summary: The State Bar of California seeks a Court Administrator for the State Bar Court in its Los Angeles office. The Court Administrator (CA) serves under the general direction of the Chief Administrative Officer (CAO) and is directly responsible for planning, organizing, directing and managing the administrative processes and procedures of the State Bar Court consistent with the relevant provisions of the Business & Professions Code, Rules of Procedure of the State Bar of California, Rules of Practice of the State Bar Court and other relevant authorities. The CA directly manages and directs the administration and administrative personnel of the State Bar Court and supports the judges of the State Bar Court in fulfilling their adjudicative responsibilities related to the public protection mission of the State Bar Court and the State Bar. The position manages approximately 15 employees and a budget of $2.5 million annually. The position is an at-will management position. Duties: In collaboration with judges, court personnel, and task forces, the position: Develops and executes long and short range plans, strategies, procedures, policies, budgets and methods to ensure that the mission, goal and of the State Bar Court are met; Initiates and coordinates various projects, programs and activities; Develops and implements systems and procedures for processing cases and staffing all clerical and administrative activities of the court; Evaluates operations  and implements changes using technological and other solutions to maximize efficiency and productivity; Serves on related committees and organization-wide task forces; Represents the State Bar Court within the organization, and outside with other courts, outside agencies, attorneys and members of the public. Qualifications: Bachelors degree in public or business administration or equivalent. A demonstrated verifiable reputation for integrity. Minimum of six (6) years progressively responsible experience in court administration or equivalent. Minimum of three (3) years experience in management/supervisory experience administering personnel and budget requirements. A Masters Degree in a relevant field may substitute for up to two (2) years of experience. Desirable experience would include: applying case flow management techniques, implementing court technology solutions (e.g. e-filing, imaging, transitioning to Word, case management system implementation), analyzing statistical data and writing reports and requests for proposals. Salary: $89,084 - $129,171. (2007)

CHIEF ADMINISTRATIVE OFFICER: State Bar Court of California. Summary: The State Bar Court uses independent judges to conduct hearings, render decisions and make formal recommendations to the California Supreme Court on attorney discipline matters. The judges of the State Bar Court are appointed by the California Supreme Court, Legislature and Governor. This position could be based either in Lost Angeles of San Francisco. Although the State Bar Court judges have adjudicatory independence from the State Bar, the State Bar Court is supported by the staff of the State Bar of California. Duties: Working in cooperation with the State Bar Court Presiding Judge, CAOSBC is responsible for overseeing, planning, organizing and directing the staff and operational administration of the State Bar Court. The CAOSBC is a member of the State Bar’s Senior Management Team and is responsible for the administration of the budget and personnel in the two offices of the State Bar Court, subject to the State Bar Executive Director’s overall responsibility to administer the budget, personnel, facilities and related support activities in accordance with the policy parameters established by the Board of Governors and defined in the Business & Professions Code. The CAOSBC may also oversee other State Bar programs separate from the administration of the State Bar Court. Qualifications: Bachelor’s Degree in business or public administration, or related field; A demonstrated verifiable reputation for integrity and no history of disciplinary offenses in any capacity; A minimum of ten years progressively responsible experience in court administration or equivalent; A minimum of five years senior management/supervisory experience in administering personnel and budget requirements, A Master’s Degree in a relevant field may substitute for up to two years of experience. Salary: $108,240 - $162,360. (2006)

FAMILY DIVISION ADMINISTRATOR: Reno, Nevada. Summary: Family Division Administrator is a salaried, non-confidential, exempt, executive position that provides direct management support to the Family Court Division under the supervision of the District Court Administrator, working in conjunction with the chief judge, presiding judge and judges of the Family Court Division. The Family Court presents a unique environment with a busy, emotionally charged caseload and large number of unrepresented parties. Duties: The candidate we seek needs to have an understanding of family dynamics and the importance of Family Court proceedings, be flexible in managing the needs of support both inside and outside the courtroom and have a desire to build on the foundation of the Family Court Team. We seek an innovative and knowledgeable candidate with broad court administration experience oriented towards family court proceedings and involving the supervision of staff, human resources skills, budget development and monitoring, grants program application and monitoring, scheduling and case flow management, personnel and facilities management, and the development and use of technology to enhance family court operations. The Second Judicial District Family Court Division has 4 full time judges and 6 court masters. Qualifications: Minimum qualifications include a BS/BA degree in judicial, business, public administration or related field; and six or more years of progressively responsible court administration experience. Candidates with an equivalent combination of education and/or experience will also be considered if the sum of their education/experience provides the knowledge, skills and abilities identified as needed for this position.  Candidates holding MJA, MPA or MBA degrees and/or certification as a Fellow of the Institute for Court Management will be given preference. Salary: $68,910.40 to $99,944.00 per annum plus an excellent benefits package. (2006)

COURT EXECUTIVE 2B (TAX COURT CLERK/ADMINISTRATOR): Tax Court Management Office, AOC, Trenton, NJ. Summary: The New Jersey Judiciary is seeking a manager with strong analytic and communication skills. The Clerk/Administrator of the Tax Court of New Jersey is responsible for managing all staff operations of the Tax Court. Duties: The Clerk oversees all case operations and management for approximately 10,000 cases filed annually and administrative services for the court including facilities, personnel, information technology and budget. The Clerk will be expected to analyze the current case processing methods and recommend efficient workflow systems; recommend strategies for accomplishing goals; effectively manage and develop approximately 20 professional and support staff; directly assist the judges in the performance of non-adjudicative duties; allocate the Tax Court resources and staff in providing excellent support and service to the seven Tax Court judges; and promote quality customer service to attorneys and litigants. The Clerk is also responsible for the distribution of judges’ opinions, actions and remands to the Tax Court. The Clerk is appointed by the Supreme Court and reports to the Presiding Judge of the Tax Court. Qualifications: Graduation from an accredited college or university with a bachelor’s degree. Five years of professional administrative and/or program management experience, three of which shall have included responsibility for program development and/or implementation and for supervision of staff. Applicants who do not possess the required education may substitute experience on a year for year basis. A master’s degree may be substituted for one year of experience. A law degree may be substituted for two years of experience as indicated above. Salary: $71,400 - $101,490. (2005)

CLERK OF THE COURT: Danville Juvenile and Domestic Relations District Court. Summary: The Clerk serves as the Chief Administrator of the Court and is responsible for the management and application of court resources. Duties: The position maintains authority over financial performance, staffing, budgets, and efficient caseload processing; monitors and performs procedures to ensure compliance with statutory requirements, the needs of the Court, other criminal justice agencies, and the public, consistent with sound management principles. Personnel management consists of supervising five fulltime positions and one 8-hour per week wage position. The Clerk may also be required to perform pre-court and post-court case processing tasks and other tasks connected with the functioning of the office in order to provide timely public service. Qualifications: High school diploma or equivalent required; college degree preferred. Substantial experience, or combination of experience and education, required in court, business or office which provides knowledge, skills, abilities in public relations, recruitment/personnel management and evaluation, individual and group training expertise and advanced ability in word processing software, specifically Microsoft Office. Knowledge of judicial or regulatory requirements that affect court operations desirable. Salary: $56,848.(2004)
