TRIAL COURT EXECUTIVE: First Judicial District, Utah State Courts. Logan, UT. Summary: Appointed by the State Court Administrator, the position is responsible for the administration of the District and Juvenile court which includes providing administrative support to judges, managing support operations including  50+ professional and technical staff, special services, budget , facilities, and court security; serving as liaison with government agencies, the bar, news media and the community. Knowledge of court procedures, case management, HR management, practices, accounting/budgeting procedures, information technology, contract negotiation/administration and legislative processes is necessary, as well as, excellent interpersonal communication skills. Qualifications: The successful candidate will possess a Bachelor's degree and six years of related management experience; or a Graduate degree in Judicial or Public Administration, Law or closely related field with at least four years of management experience. COUNTY CRIMINAL COURT MANAGER: Dallas County, Human Resources/Civil Service Department. Dallas, TX. Duties: Manages the operation of County Criminal Courts, District Criminal Courts, or Civil and Family Districts Courts of Dallas County. Serves as liaison with all cities, county, state, and other agencies concerned with the administration of the Court. Attends meetings involving County Criminal Courts, District Criminal Courts, or Civil and Family Districts Court matters and keeps the Judge apprised of the developments which affects the Judiciary. Assists the Judge in managing and developing policies and procedures, unifying, simplifying and consolidating all forms used in the Courts, maintaining individual Judge’s liability insurance and conducting studies to improve Court management. Prepares and assists ADR or Court Coordinators in preparing the Courts’ budget, and guides the budget through the review process. Prepares activity and statistical reports and folders for Judge(s). Maintains familiarity with the day-to-day workings of every County Criminal, District Criminal, or Civil and Family District Courts and be able to substitute as ADR or Court Coordinator in their absence. Maintains Phase I & II certification through the Texas Center for the Judiciary. Supervises, trains, and evaluates staff and hires and/or terminates ADR or Court Coordinators, as directed by the Judge. May administratively supervise the needs of the court reporters. Coordinates the use of visiting Judges and provides for a visiting Judge during Judicial conferences to hear all jail pleas for each court. Prepares notices and agendas for the Judges’ meetings and coordinators’ meetings. Answers questions and resolves problems concerning the courts. May administer the Indigent Defense Program, which includes the appointment of attorneys for all indigent defendants’ in Dallas County, as required by the Texas Fair Defense Act and policies set forth by the Judge. Performs other duties as assigned. Qualifications: Education and experience equivalent to a Bachelor's degree from an accredited college or university in Criminal Justice or in a job related field of study. Five (5) years of additional work related experience required. Must have knowledge of computer systems and software applications. COURT ADMINISTRATOR MANAGER II: Court Services Division, Minnesota Judicial Center. St. Paul, MN. Summary: The Court Services Division of the State Court Administrator’s Office of Minnesota Judicial Branch is seeking a highly responsible, advanced administrative and managerial position responsible for the overall direction and operation of the statewide centralized payables unit (MN Court Payment Center). Duties: This centralized position is responsible for payable citations (citations payable by fine, not requiring a court appearance) from all 87 trial courts in a single work unit processing citations for payable violations related to traffic, ordinance, DNR/conservation and trucking regulations. Position will supervise a large staff including subordinate managers and supervisors as well as up to 60 staff. This position will also be responsible for the start up and ongoing coordination of operations and deals regularly with the courts, justice partner agencies, county and municipal agencies as well as the public. Qualifications: Bachelor’s degree in business, public administration, court administration, or related field. J.D. a plus. Minimum of 5 years supervisory/management experience in a professional setting. Candidates with management experience in a high volume, fast-paced, customer service oriented work environment will be considered. Court management experience is a plus but not required. ELECTRONIC COURT RECORDER OPERATOR/CASE ADMINISTRATOR: United States Bankruptcy Court, Middle District of Pennsylvania. Harrisburg, PA. Summary: The Clerk’s Office of the United States Bankruptcy Court for the Middle District of Pennsylvania is accepting applications from qualified applicants for the position of Electronic Court Recorder Operator/Case Administrator. This position is located in the Clerk’s Office of the U.S. Bankruptcy Court in Harrisburg, Pennsylvania. Duties: Makes a verbatim recording of court proceedings on PC based digital recording system and arranges for the production of written transcripts, as requested. Creates detailed log notes of court proceedings and the participants involved in court proceedings using an automated program. Receives and processes CD duplication and transcript request orders. Catalogues CDs and log notes; and maintains their proper storage. Maintains courtroom recording and sound equipment by monitoring operation of same and notifying automation staff of needed maintenance and/or repairs. Assists the Courtroom Deputy with courtroom duties, such as handling exhibits and calling the calendar. In the courtroom, acts independently in arranging equipment, recording proceedings, playing back and preparing CDs for transcription. Interacts with attorneys, trustees and all other participants at hearings. Works with and maintains contact with attorneys, the public, transcript requesters and transcript production vendors. Maintains contacts with the Judges and staff, courtroom deputies and clerk’s office staff; to verify and update the status of cases. Efficiently manages bankruptcy cases and related adversary proceedings from opening to closing. Reviews all electronic filings made by outside users for quality control to ensure that correct documents are filed, required filing fees paid, correct docket events used and takes other appropriate corrective action as needed. Reviews, identifies, and researches the accuracy, timeliness and quality of data entered into the official case record. Scans and converts all paper documents filed to PDF format. Dockets and processes these PDF documents in case management system. Opens cases in case management system and dockets initial opening events. Makes summary entries on the docket of all documents and proceedings including pleadings, motions, complaints, minutes and orders. Schedules and notices hearing dates. Collects appropriate filing fees, receives payments and timely issues receipts for same. Secures funds in cash register and balances cash drawer at end of day. May process credit card payments. Prepares and sends deficiency notices for missing documents and notices for fees due. Provides accurate noticing as required by law, including proper distribution through the Bankruptcy Noticing Center. Reviews and coordinates the processing of orders with parties and chambers staff. Audits cases for closing, reviews final reports, final accounts and certifications from the trustee. Reviews chapter 13 cases for plan confirmation eligibility. Generates discharge and closing orders on cases eligible for same. Prepares and processes appeals and transmits the record to the District Court. Prepares and analyzes case management reports and assures the accuracy of data from these reports. Assists attorneys and the public by telephone and in person, provides information regarding case status, archive information and CM/ECF instruction. Provides back-up coverage for team members and other teams as required. Provides general office support and performs other related administrative/clerical duties as assigned. COURT SERVICES SUPERVISOR 2: Superior Court of New Jersey, Morris and Sussex Vicinage, Civil Division. Morristown, NJ. Summary: The Morris/Sussex Vicinage is seeking a highly motivate self-starter with strong communication, interpersonal and customer service skills to lead a team in the Morris County Civil Division. Duties: Under the direction of the Court Executive 2B (Civil Division Manager) or other supervisory personnel, the selected candidate will manage, coordinate, and oversee the diversified work activities of a team of specialized staff who perform data entry related activities, provide customer service and track cases for case management purposes. COURT EXECUTIVE 2B: Family Division Manager, Vicinage XV – Cumberland, Gloucester, Salem Counties, Superior Court of New Jersey. Bridgeton, NJ. Summary: Under the general direction of the Assignment Judge and Court Executive 3b (Trial Court Administrator), plans, directs, and administers the work of the Family Division. Duties: Court Executive oversees Vicinage XV court operations: formulates and directs the implementation of Judiciary plans, programs, policies and procedures; and manages Judiciary resources. COURT EXECUTIVE 3B: Office of Trial Court Services, Municipal Court Services Division, AOC. Trenton, NJ. Summary: The New Jersey Judiciary is seeking a dynamic leader with strong organizational, communication and customer service skills to direct the programs and staff of the AOC’s Municipal Court Services Division. This division provides strategic planning and management oversight of the state’s 526 Municipal Courts, which together process more than six million cases annually. Most citizens first come into contact with the judicial system and form their conclusions about the quality of justice in New Jersey through its Municipal Courts. The Municipal Court Services Division provides technical assistance and procedural guidance to the 15 Vicinage Municipal Divisions and develops and implements policies, procedures, management systems, operational standards and performance measures. Duties: The Court Executive oversees the administration of Municipal Court judge and employee training, customer service enhancements, legal research and the Automated Traffic and Automated Complaint Systems (ATS/ACS). These automated systems provide centralized integrated case management and court financial recordkeeping for the Municipal Courts and include an on-line traffic and parking ticket processing system, a hand-held parking ticket-issuing system, and a statewide electronic traffic and criminal warrant system. The division also provides staff support to various Supreme Court, presiding judge, management and ad hoc committees. This position entails extensive contact with county and municipal court officials, representatives of the Executive Branch at the state, county, and local levels, and other public and private organizations. The position also supervises all staff support provided to the Municipal Court Administrator Certification Board. Reporting to the Court Executive 4/Director of the Office of Trial Court Services, the Court Executive supervises the division’s legal, professional and support staff. CUSTOMER SERVICE REPRESENTATIVE II: Municipal Courts, Warrants Division. Fort Worth, TX. Summary: The City of Fort Worth is seeking qualified individual to provide complex, administrative support for the Municipal Courts Department -Warrants Division. Duties: Receives and processes criminal warrants for delinquent citations and maintains a variety of court-related documents. The successful incumbents will perform routine and complex, work in a fast-paced, high volume environment which may include: making copies, answering phones, taking messages, faxing paperwork, filing, notarizing documents, processing mail, maintaining court calendars, scanning files, and/or performing other support activities requiring general office knowledge. Qualifications: HS diploma or GED and two years of responsible customer service experience. Experience in a law enforcement or court environment is preferred. PUBLIC GUARDIAN: Office of the Public Guardian. DE. Summary: Delaware has an Office of the Public Guardian, which is headed by the position of Public Guardian. The office has six other full-time employees: 3 case managers; 1 deputy public guardian; 1 financial case manager; 1 support staff. The job description reads as follows:  The Public Guardian is the supervising officer responsible for administration/management in the Office of the Public Guardian. Duties: Work involves working at an unsupervised level to petition the Court of Chancery to be appointed guardian for the person, property or both for the aged, mentally infirm or physically incapacitated.  The Public Guardian determines when to initiate proceedings in the Court of Chancery to obtain guardianship, whether guardianship should be of property, person or both, and insures that petitions conform to statutory and court guidelines.  Once guardianship is established, the Public Guardian makes and implements all decisions on behalf of the disabled person including giving consent to recommended medical treatment, placement in an alternative living situation (i.e., a foster home or nursing home).  If necessary, the Public Guardian arranges sale of a disabled person’s property to pay for care.  Also, the Public Guardian becomes responsible for managing all assets of a disabled person.  The Public Guardian serves all three counties and is on-call twenty-four hours a day.  Additionally, the Public Guardian establishes agency policy and guidelines, and supervises casework staff, administrative and clerical staff.  Finally, the Public Guardian works as a confidential advisor and investigator for the Court of Chancery, as assigned. Assesses referrals to determine need for guardianship; attempts to locate alternate sources of guardianship such as relatives or financial institutions; interviews proposed disabled persons regarding competence to care for his/her self and ability to manage his/her property.  Directs the preparation of petitions submitted to Chancery Court seeking appointment as guardian, sale or purchase of assets, establishment of burial trusts or, if appropriate, terminating guardianship. When appointed as guardian of the person or property, the Public Guardian shall have plenary authority as guardian, and concomitant responsibility, to the extent provided by law, as modified by order of the Court.  In addition, the Public Guardian: Prepares annual reports and statistical reports for the Court of Chancery. Oversees the preparation of six-month reports to the Court of Chancery regarding guardianship of person. Prepares agency budget and submits it to the Governor’s Budget Committee and to the Joint Finance Committee. Sets agency policy and procedure. Conducts interviews and assessments of proposed disabled persons as necessary. Conducts supervision of casework staff of administrative and clerical staff. Provides educational workshops in Delaware to groups and agencies wanting information pertaining to guardianship. Provides information to other states setting up Public Guardianship programs. JUDICIAL PROGRAMS ADMINISTRATOR: Judicial Programs, Pennsylvania Problem-Solving Courts, AOC. Summary: Under the direction of the Judicial Programs Director, the Coordinator is responsible for the design, implementation, administration, coordination and oversight of problem-solving courts throughout the Commonwealth to ensure the efficient and effective operation of these courts. Monitors and evaluates the quality of problem-solving court programs and services. Provides leadership and technical assistance to local jurisdictions interested in establishing problem-solving courts. Conducts training for judges, employees and treatment professionals of problem-solving courts. Serves as liaison between the AOPC and treatment court judges, government officials, criminal justice professionals, and others about all matters involving problem-solving courts. Duties: Develops guidelines, protocols, procedures and forms for problem-solving courts (adult/juvenile drug courts, mental health courts, family dependency (child protection) courts, truancy courts, etc.) in accordance with state statutes and Supreme Court rules. Ensures statewide consistency with the appropriate problem-solving court protocols, treatment quality, data collection, forms and information sharing. COURT COMMISSIONER: Superior Court of California, County of Humboldt. Summary: A Court Commissioner, under the authority of the Judges of the Court, and at the direction of the Presiding Judge, performs various judicial functions as prescribed by law or conferred by the court. TRIAL COURT EXECUTIVE: Fourth District Juvenile Court, UT. Summary: The Utah State Courts are seeking an experienced administrator to serve as Trial Court Executive for the 4th Judicial District Juvenile Court, based in Provo, which includes Utah, Wasatch, Millard and Juab counties. Duties: Appointed by the State Court Administrator, the position is responsible for the administration of the Juvenile court which includes providing administrative support to judges; managing support operations including 80 professional and technical staff, special services, budget, facilities, probation services, and court security; serving as liaison with government agencies, the bar, news media and the community. FAMILY COURT ADMINISTRATOR: North Carolina Judiciary, Judicial District 14 (Durham, NC). Summary: The person in this position has overall responsibility for Family Court under the direction of the Chief District Court Judge and Trial Court Administrator. Duties: This person will supervise Family Court staff and the operations of Family Court including: case management, programs, policies and procedures, timely preparation of reports, and customer services. In addition, the Family Court Administrator will serve as liaison between the court, community agencies and volunteer groups, work with the Trial Court Administrator to ensure appropriate court time is allocated for Family Court matters, and coordinate alternative dispute resolution (ADR) programs and services. Qualifications: Master’s degree in Public Administration or a human services field plus three years of related management and/or court experience; bachelor’s degree in a human services field such as psychology, social work, sociology, counseling, or criminal justice and five years of experience in managing programs and/or personnel or related experience in the court system; or a law degree plus two years of related experience; or an equivalent combination of training and experience. COURT ADMINISTRATOR: State Bar Court of California, Los Angeles. Summary: The State Bar of California seeks a Court Administrator for the State Bar Court in its Los Angeles office. The Court Administrator (CA) serves under the general direction of the Chief Administrative Officer (CAO) and is directly responsible for planning, organizing, directing and managing the administrative processes and procedures of the State Bar Court consistent with the relevant provisions of the Business & Professions Code, Rules of Procedure of the State Bar of California, Rules of Practice of the State Bar Court and other relevant authorities. The CA directly manages and directs the administration and administrative personnel of the State Bar Court and supports the judges of the State Bar Court in fulfilling their adjudicative responsibilities related to the public protection mission of the State Bar Court and the State Bar. The position manages approximately 15 employees and a budget of $2.5 million annually. The position is an at-will management position. Duties: In collaboration with judges, court personnel, and task forces, the position: Develops and executes long and short range plans, strategies, procedures, policies, budgets and methods to ensure that the mission, goal and of the State Bar Court are met; Initiates and coordinates various projects, programs and activities; Develops and implements systems and procedures for processing cases and staffing all clerical and administrative activities of the court; Evaluates operations  and implements changes using technological and other solutions to maximize efficiency and productivity; Serves on related committees and organization-wide task forces; Represents the State Bar Court within the organization, and outside with other courts, outside agencies, attorneys and members of the public. Qualifications: Bachelors degree in public or business administration or equivalent. A demonstrated verifiable reputation for integrity. Minimum of six (6) years progressively responsible experience in court administration or equivalent. Minimum of three (3) years experience in management/supervisory experience administering personnel and budget requirements. A Masters Degree in a relevant field may substitute for up to two (2) years of experience. Desirable experience would include: applying case flow management techniques, implementing court technology solutions (e.g. e-filing, imaging, transitioning to Word, case management system implementation), analyzing statistical data and writing reports and requests for proposals.
