COURT
ADMINISTRATOR: LARGE JURISDICTION GENERAL DESCRIPTION . (This is the
highest level court administrator and serves a large
jurisdiction) Summary: Under
administrative direction, manages all activities and facilities
and directly supervises subordinate management staff. Develops
and presents budget requests before legislative bodies and local
governments. Participates in short and long-term planning for
the court. Duties: Plans, organizes and coordinates functions related to
fiscal programs, budget, human resources, information systems
and various court programs. Hires, trains, evaluates, and
disciplines subordinate staff. Prepares and submits courts
operating budget. Analyzes court dockets and operations and
develops and implements processes to improve case management and
court services. Develops local rules, policies and procedures.
Serves as a liaison to the state legislature, county and city
governments, law enforcement agencies and the media. Provides
testimony to the state legislature. Oversees facilities
management and planning including allocating space, overseeing
maintenance and modifications, awarding service contracts and
negotiating leases. Qualifications: Bachelor's degree in business or public administration or
related field and eight years experience in court management
including three years of supervisory experience. Knowledge of
human resource management, information systems and facilities
management; legislative processes; budgeting rules, regulations,
policies and procedures; auditing and financial management
methods; and customer service practices.
COURT ADMINISTRATOR: Administrative Services Department, Municipal Court. Salem, OR. Summary: Responsible for professional administration of Municipal Court operations. Plans, directs and reviews the activities and operations of the Municipal Court including non-judicial functions of the court system, personnel management, development and implementation of policy and procedures, budgeting, case-flow management, responding to public inquiries and record maintenance. Duties: Duties include developing the strategic plan for the division; developing, reviewing, approving and implementing administrative court operations, work plans, services, policies, procedures and reports; managing the court information system; developing and maintaining collection program policies and procedures; ensuring that systems are developed and maintained for management of court finances, records, space, cash flow, juries and operations; preparing, recommending and monitoring budget for the division; developing and analyzing reports which accurately track court statistics and benchmarks. TRIAL COURT ADMINISTRATOR: Administrative Office of the Courts. Miami, FL. Summary: The Trial Court Administrator develops and implements strategic plans and administrative policies for the judiciary, and represents the judiciary in dealing with the legislative and executive branches of state and county government. The Trial Court Administrator is selected by the chief judge subject to concurrence by a majority vote of the circuit and county judges of the circuit. Qualifications: Graduation from an accredited four year college or university with a major in court administration, public administration, business administration, management, or a related area, and five years of professional experience in court administration or government administration, including knowledge of the Florida Court System and five years in a supervisory capacity. A Juris Doctorate, Master’s Degree or certification by the Institute for Court Management may substitute for one year of the non-supervisory experience. Salary: $116,147 (2009).
COURT ADMINISTRATOR: Vermont Supreme Court, Office of the Court Administrator. Montpelier, VT. Summary: The Vermont Supreme Court invites applications and nominations for the position of Court Administrator. Under the direction of the Supreme Court, the Court Administrator is responsible for the overall management of the court system, develops and implements strategic plans and administrative policies for the Judiciary, and represents the Judiciary in dealing with the legislative and executive branches of state government. Vermont’s Judiciary is currently engaged in several major initiatives designed to improve services to the citizenry while also increasing efficiency and reducing costs. COURT EXECUTIVE 4: Office of Trial Court Services, AOC. Trenton, NJ. Summary: The New Jersey Judiciary is seeking a senior level executive with great depth and breadth of experience, the highest level of expertise in strategic planning, and outstanding analytic and communication skills to lead the management of the Judiciary’s five case management divisions: Criminal, Civil, Family, Municipal and Probation as well as certain automated trial court services in New Jersey's unified court system. This key manager reports directly to the Administrative Director of the Courts. Duties: The Director, Office of Trial Court Services provides direction to five assistant directors and two section chiefs, and must have the ability to effectuate the Judiciary’s policymaking needs related to case flow processing, and to oversee the management of critical programs in a fast paced environment. The selected candidate must be conversant with and skilled in legal principles, case flow processing, management principles, and intergovernmental dynamics. DISTRICT COURT ADMINISTRATOR: State of Georgia, Tenth Judicial Administrative District. Athens, GA. Summary: The Tenth Judicial Administrative District of Georgia, located in East Central Georgia is seeking a regional court administrator to assist the District Council of Superior Court Judges and its Administrative Judge in a wide range of non-judicial functions relevant to trial court operations. Duties: [The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. DISTRICT COURT ADMINISTRATOR: 12th Judicial District, State of Michigan. Summary: Under the direction of the Chief Judge, manages all administrative functions of the Court, including budgeting and financial administration, personnel and employee relations, systems planning, records management, caseflow management, jury utilization, facilities and equipment, and other administrative areas. Directs a staff responsible for the processing of traffic, civil, and criminal cases, providing probation services, collecting monies owed the Court, and fulfilling other court management functions. Serves as a back-up Magistrate. Duties: As manager of all non-judicial staff, is responsible for hiring, training, assigning work, approving leaves, reviewing and evaluating performance, and dealing with employee relations issues. Reviews and analyzes existing operations and procedures, develops and implements changes to eliminate, simplify and/or improve efficiency and reduce costs. Qualifications: Equivalent of a Bachelors degree in business administration, public administration, or other area related to court administration. CIRCUIT COURT ADMINISTRATOR II: South Dakota Unified Judicial System. Pierre, SD. Summary: Manages and directs administrative activities for the UJS, including budget and fiscal preparation and personnel, caseflow and jury management to relieve the presiding judge of administrative tasks. The incumbent oversees and manages nonjudicial functions of the court, relieving the presiding judge of administrative tasks to include budget and fiscal preparation, personnel, facility, caseflow and jury management as well as liaison with other agencies. Duties: Manages staffing and personnel of various departments in the circuit court system, processes new position requests, maintains personnel files, payroll authorization and classification requests; reviews staff assignments; manages grievance procedures and disciplinary actions prior to presiding judge’s resolution to ensure effective administration of department activities. Summary: This position manages and directs administrative activities for the UJS, including budget and fiscal preparation and personnel, caseflow and jury management to relieve the presiding judge of administrative tasks for an 8-county circuit including three circuit judges, one magistrate judge, eight clerk of courts offices, and the court services staff. COURT SERVICES ADMINISTRATOR – B: Superior Court of Contra Costa, Court Services. CA. Summary: The Superior Court of Contra Costa County is recruiting to fill a vacant Court Services Administrator position. This position is becoming available due to the impending retirement of the current incumbent. While the vacant assignment is presently located in the Richmond Branch, the person selected for this position must be available for any assignment at any court location in the County. Duties: Court Services Administrators supervise subordinate Court Managers and work very closely with judicial officers, executives and managers in the Executive Office of the Court, as well as with managers at other court locations. Under the direction of a Deputy Executive Officer, Court Administrators; develop, interpret and implement policies and procedures, local court rules and forms management, plan, organize, direct and coordinate the activities and operations of an operational or administrative division and perform related work as required. COURT ADMINISTRATOR: Vermont Supreme Court, Office of Court Administrator. Montpelier, VT. Summary: Under direction of the Vermont Supreme Court, the Court Administrator manages the administrative office, and develops and implements administrative policies and support services for the judicial branch. The judiciary’s annual budget is currently in the range of $35 million dollars. Managers directly reporting to the Court Administrator include Directors of Administrative Services; Research and Information Services; Court Improvement and Innovation; and Trial Court Operations. Duties: Ensures that the Office of Court Administrator and the trial courts have a clear mission, vision and shared values; and develops, with the Supreme Court, the strategic plan for the judiciary. Ensures court operations and judicial administrative needs are identified, evaluated and incorporated into appropriate long and short range plans; establishes priorities and secures resources to accomplish those priorities. Identifies and addresses financial and operational problems related to legislative action and lobbies for legislative improvements; builds, reviews and approves proposed budgets submitted by the judiciary. Identifies operations that can benefit from information-technology and ensures implementation of technological improvements. Vermont’s judiciary is going through a process of reforming its structure and operations to improve service to our citizens while increasing efficiency and reducing cost. The Court Administrator will support the Supreme Court, and a separate Commission recently appointed for that purpose. The Court Administrator will complete or modify, based on experience, implementation of internal reorganization of the Office of Court Administrator. The Court Administrator will evaluate, and propose improvements to, the current statewide structure of civil, family, criminal, juvenile and probate courts, work with the legislature for adoption of Court and Commission recommendations and will lead staff at all levels of implementation. The Court Administrator will evaluate and participate in the design, purchase and implementation of a new, statewide case management system that will automate workflow, create an electronic case file and move the judiciary to electronic filing. The Court Administrator will recommend measures to respond to, modify or meet executive or legislative branch requests for budget reductions in reaction to reduced tax revenues. Qualifications: Master’s degree in court, public or business administration; related degree or Juris Doctor or licensed to practice law in the State of Vermont; and five years experience in court or equivalent organizational or business management with direct experience in managing budgets of considerable complexity. COURT EXECUTIVE OFFICER: Superior Court of California County of Colusa. San Francisco, CA. Summary: Under direction from the presiding judge of the Court, the Court Executive Officer provides strategic direction and has overall management authority and responsibility for the non-judicial components of the court system. This is a single at-will position, executive level class, within the trial court organization. The position is appointed by and serves at the pleasure of the judges and is responsible for providing strategic direction, program and budget development/coordination and goal setting for the non-judicial components of the Court. It is the highest-level non-judicial position in the Court. The Court Executive Officer has overall management authority and responsibility for the smooth and efficient operation of the Court. The position has full supervisory responsibility, directly and through subordinate managers and supervisors, for the Court’s employees. The position works under the executive direction of the presiding judge and must exercise considerable discretion with respect to assignments and duties. Errors in work or judgment could result in inefficient operations, poor community relations, or litigation against the Court. Duties: Essential duties include, but are not necessarily limited to: Works closely with the two judges to plan and implement administrative and operational programs and policies for the Court; directs the development and implementation of organizational policies, procedures and goals for the Court, including personnel plans, calendar and case flow management, automated systems and record keeping. Manages staff, directly and through subordinate managers and supervisors. Monitors the effectiveness and results of court operations; directs operational and analytical studies and makes recommendations as appropriate. Manages the preparation and administration of the Court budget, representing the Court in any budgetary matters. Identifies and forecasts the Court’s short and long range needs; determines necessary resources (e.g., equipment and staffing). Represents the Court in major negotiations related to establishment of physical facilities for the Court and the provision of services by vendors. Serves as a liaison for the Court with the Judicial Council, committees of the Legislature, the news media, and State, County, and City officials; attends meetings of special commissions, civil groups and committees of the County as the Court’s representative. Serves as jury commissioner. Qualifications: Bachelor’s degree from an accredited college or university in court administration, business or public administration, criminal justice or a closely related field. A Master’s Degree in a related field or completion of the National Center for State Courts’ Court Executive Development Program is desirable. Increasingly responsible management experience in a court setting may be substituted for a college education. Experience: Five or more years of management or administrative experience including a minimum of three years of court or law and justice related experience or any combination of training and experience that provides the desired knowledge and abilities. COURT ADMINISTRATOR: Reno Justice Court, Reno, Nevada. Duties: The Court Administrator provides leadership, planning, directing, and supervision of the operations of Reno Justice Court. Incumbents are required to design and implement policies and procedures as part of a comprehensive business system to effectively and efficiently support the operations of the Court and the implementation of judicial rulings and/or orders. Responsibilities include case flow management, records management, fiscal administration management, statistical analysis and projections, public relations, technology management, court security management, and personnel management, including the selection, training, evaluation and disciplining of non-judicial staff. ADMINISTRATOR-CLERK OF COURT: US District Court, Southern District of Florida, Miami, FL. Summary: Clerk
of Court is appointed by the Judges of the Southern District of
Florida and serves one of the largest federal trial courts in
the country. This is a high level management position which
functions under the direction of the Chief Judge. Duties:
The Court Administrator – Clerk of Court manages the
operational and administrative activities of the Clerk’s
Office, oversees the performance of the statutory duties of the
office, and maintains oversight of the U.S. Probation Office.
The position may also
include any of the following duties: daily consultation,
advising and supporting the Chief Judge and District’s

progressively responsible administrative experience in public
service or business which provides a thorough understanding of
organizational, procedural and human aspects of managing an
organization. At least 3 of the 10 years experience must have
been in a position of substantial management responsibility.
Preference will be given to applicants with a master’s degree

Fifteenth Judicial Circuit is accepting applications for the
position of Trial Court Administrator (TCA). This is an
executive management position responsible for the administration
of trial court operations, programs, and services including
financial and budget services, strategic and operational
planning, information technology and communications, security,
personnel, facilities, capital projects, and public
relations/public information. Duties: The TCA prepares the circuit court budget for state and

of Sacramento. Summary: Acting
under the direction of the presiding judge and at the pleasure
of the judges of the court, the court executive officer serves
not only in that capacity but as the court’s clerk and jury
commissioner. He or she is responsible for overseeing the
management and administration of non-judicial operations of the
court. The responsibilities include allocating resources in a
manner that promotes access to justice for all members of the
public, providing a forum for the fair and expeditious
resolution of disputes, maximizing the use of judicial and other

functions, accountabilities and responsibilities include, but
may not be limited to: Provides information and recommendations
to the bench on court policy and procedure, evaluation, planning
and development. Plans manages and controls budget and fiscal
resources and negotiates contracts on the court’s behalf.
Plans, implements and manages policies, programs and systems to
support case processing and service to the public. Develops,
recommends and administers a court-approved personnel plan and
directs management staff. Has authority to appoint and terminate
court employees except as prohibited by law or court policy.
Evaluates and implements technology and automated systems to
assist the court. Under the direction of the Presiding Judge,
speaks on behalf of the court with other governmental entities,
the public, the private sector and the media. Qualifications:
The minimum educational requirement is a bachelor’s degree
from an accredited college or university, preferably in court,
public or business administration; pubic policy; or a closely
related field. Work experience must have included assignments
that involved substantial administrative management, supervision
of subordinate managers and budget preparation and management.
Additional qualifying work experience may be substituted for the
required education. Management experience in a large court or
other large organization, public or private, is desirable.
