SUPERINTENDENT – JUVENILE DETENTION CENTER: Marion Superior Court, Indianapolis, IN. Summary: Under the general supervision of Marion Superior Court, provides a safe and secure residential environment for detained youth.  Assists with the overall planning, organization, and programming of juvenile detention operations including staffing and supervision of students, security, personnel, and facilities.  Duties: Responsibilities include financial, personnel, programs, training, and maintenance of building/grounds with ancillary roles impacting medical clinic, school and food services.  Facilitates and encourages community outreach efforts to better educate and engage the community in developing new programs and resources. Qualifications: Master’s Degree from an accredited academic institution in Criminal Justice, Public Administration, Social Work, Counseling or a related field preferred. Must have the equivalent of eight years, increasingly responsible, full time experience in a community corrections or secure corrections capacity.  Minimum of four years administrative experience on the Deputy level or above preferably within a secure Juvenile Detention/Correctional Facility. Strong organizational and communication abilities, both written and verbal, with excellent public speaking skills required.  Advanced automation experience including working knowledge of computer applications in Microsoft Office Products. Proven experience/knowledge of: principles of personnel administration, security, industry standards, current trends and directions within juvenile corrections, innovative and evidence-based residential treatment programs, analysis of reports and statistics, and ethics and laws governing Detention Administration.  Salary: $80,000 (2008)

EXECUTIVE DIRECTOR: Harris County Juvenile Probation Department, Houston, TX. Duties: It is the responsibility of the Executive Director to develop and administer policies that will ensure the smooth operation of the Juvenile Probation Department, as well as compliance with State laws.  The Executive Director is responsible for managing a staff of approximately 1400 employees; supervision of about 5600 probationers monthly; overseeing the operation of six (6) juvenile detention facilities; and managing a budget of $95,000,000.00.  The Executive Director is under the supervision of the Harris County Juvenile Board. Qualifications: Bachelor’s Degree in Business, Public Administration, Social/Behavioral Science or related field, from an accredited university required, plus twenty (20) years of full time paid experience in the Juvenile Justice field or juvenile related agencies.  Additionally, ten (10) years (of the twenty) must demonstrate progressive management experience including supervising/directing programs, services and staff management. Salary: $145,202.00 (2008)

GUARDIAN AD LITEM PROGRAM COORDINATOR: Idaho Judicial Branch. Summary: The Guardian Ad Litem Program Coordinator is responsible for statewide leadership, program development and support, resource development, education and some training for local guardian ad litem (GAL) programs, consistent with the program standards in Idaho Juvenile Rule 35. Duties: Program and Resource Development: Support court appointed volunteer advocacy of abused and neglected children. Work in partnership with local GAL programs to develop and implement statewide strategies to: increase the number of GAL volunteers; increase number of abused and neglected children served by local GAL programs; increase public awareness of GAL/CASA programs; and, promote cultural competency. Develop statewide program procedures and policies and provide program direction. Write or assist with writing of grants to support work of local GAL programs. Conduct annual site visit to each GAL program to maintain program accountability and compliance with IJR 35 and National Court Appointed Special Advocate Association (NCASAA) standards. Coordinate at least two meetings per year for district program executive directors and appropriate others. Encourage and create opportunities for communication among GAL programs, Idaho Supreme Court Child Protection Committee and CASA Advisory Council. Supervise criminal records checks of program volunteers, staff and members of board of directors, pursuant to IJR 35 and ICAR 47. Provide information to the Administrative District Judge, Trial Court Administrator, and magistrate judges regarding the district guardian ad litem program.  Report to the Child Protection Program Manager and Court Services on behalf of guardian ad litem programs. Support and Technical Assistance: Attend meetings of Child Protection Committee. Act as Reporter for Guardian Ad Litem Subcommittee of Child Protection Committee. Act as liaison between district programs, CASA Advisory Council, NCASAA and Child Protection Committee. Provide direct consultation with district GAL programs on local program issues and assist with compliance with IJR 35 and NCASAA standards. Facilitate assistance of and support from CASA Advisory Council and NCASAA for local programs. Disseminate information to local GAL programs, including federal and state legislation, NCASAA policy, and trends in child welfare. Training: Coordinate with others and assist in the development of ongoing education curriculum and training materials for district program staff, volunteers and members of program Board of Directors. Work in partnership with local GAL programs to identify education and training needs.  Provide or secure local/statewide training for district GAL programs. CASA Advisory Council: Provide limited support for and attend meetings of CASA Advisory Council. Coordinate joint projects in support of local GAL programs. Assist, as appropriate, with development of resources for local GAL programs. Qualifications: Bachelor’s degree (Master’s preferred) from accredited college or university in social work, social sciences, law or related field. Experience in program and resource development (including grant writing and management) and community board relations.  Prior experience with a GAL/CASA program strongly desired. JUVENILE DETENTION OFFICER RECRUIT: Juvenile Detention, Kingman, AZ. Duties: Positions perform entry-level work involved in the care, welfare, custody, and control of juveniles. Qualifications: Requires high school diploma or equivalent, prior experience working with juveniles, and ability to work varied shifts in a secured facility. Successful applicants must also undergo and successfully complete a criminal history/background investigation (felony and misdemeanor convictions may be disqualifying depending upon the number, severity and recency), credit check, psychological evaluation and polygraph examination. JUVENILE DETENTION ADMINISTRATOR: Juvenile Detention- Kingman, AZ. Summary: Under general supervision. Duties: Oversees, manages, administers and supervise all functions associated with the operation of the Mohave County Juvenile Detention Center. Qualifications: A Bachelor's degree in Criminal Justice, Business Administration, Management, Behavioral/Social Science or related field AND five (5) years of relevant, progressively responsible detention, probation, corrections, law enforcement or closely related experience dealing with juveniles in a custodial setting or the counseling and monitoring of juveniles.  Must have two (2) years of management and/or supervision OR any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved. CLERK OF THE COURT II: Second District Juvenile Court, Salt Lake City, UT. DUTIES: Under general direction of the court executive, manages the clerical operations of the Second District Juvenile Courts in Davis, Weber, and Morgan County. Primary duties include the following: Evaluates court operations and procedures to ensure efficiency and uniformity between sites and other juvenile districts within the state. Maintains excellent communications with judges; identifies and responds to judges needs in a timely and efficient manner. Oversees all clerical staff; supervises deputy court clerks; assigns and monitors work; coordinates staff development and training; oversees hiring, discipline and performance evaluation processes. Assists in the preparation and administration of court-level budgets; monitors expenditures to ensure compliance with budget allocations; reviews handling of funds, fees and forfeitures to ensure accurate reporting and disbursement; prepares periodic revenue reports; supervises other related accounting and financial activities. Performs quality control audits to ensure accuracy of court records. Maintains liaison and coordinates court operations with representatives of allied government agencies  Advises site managers on operational procedures, supervisory issues, policies and procedures, and coordination of operations among sites. Assures that personal conduct and communications foster a positive work atmosphere and effective relationships with staff, judges, clients, and administration Responds to questions and concerns from the public. Performs other related duties as assigned. Qualifications: Seven years of progressively responsible experience in court operations or a bachelors degree in business administration, criminal justice or related field plus three years of progressively responsible experience in court operations or an equivalent combination of education and experience.  Proven recent supervisory experience is required. DIRECTOR OF JUVENILE COURT SERVICES: Grand Forks, ND. Summary: The Director of Juvenile Court Services is responsible for planning and directing all juvenile court services in the administrative unit. Supervises a large professional and clerical staff of 18 people covering 13 counties with offices in Grand Forks, Devils Lake, Bottineau, and Grafton engaged in providing juvenile court services and programs. Provides leadership in fostering the development of community wide programs. This position reports directly to the Trial Court Administrator for Unit I. The position will be located in Grand Forks, North Dakota. Duties: Plans, organizes, and directs programs to provide juvenile services in accordance with court rules, local ordinances, federal and state laws, administrative rules and policies. Applies caseflow management principles to assure timely disposition of referrals. Oversees and monitors case management activities, records, and information relevant on to the juvenile court information system. Supervises, delegates, and monitors the work of a large juvenile court staff including responsibility for: recruiting; interviewing; selecting and orienting new employees; training staff; and assisting caseloads and monitoring work performance. Conducts informal adjustment proceedings and determines conditions of conduct; issues temporary custody orders, authorizes secure/non-secure detention, release of, or shelter care of juveniles. Develops procedures and implements programs and policies relating to juvenile court services consistent with directives established by the Juvenile Policy Board and the Supreme Court; and assesses and evaluates the impact of new and changing situations and recommends methods to address changing situations. Promotes cooperative relationships with state and local social service agencies, institutions, law enforcement agencies, and the community. Represents the Juvenile Court in task forces, forums, and committees within the district on issues related to children. Assists in the preparation of the biennial budget for the juvenile court. Reviews and approves expense vouchers, purchase requisitions, and monitors contract service billings and compliance of contract services. Qualifications: Requires a bachelor’s degree in social work, psychology, sociology, counseling, criminal justice or a related area and six years of experience as a court officer, three years of which must have been in a juvenile court system. PROBATION OFFICER – BILINGUAL (SPANISH & ENGLISH): Superior Court of New Jersey. Somerset, Hunterdon and Warren Counties. Probation Division. Summary: Under the direction of the Court Executive 1b (Vicinage Assistant Probation Officer) and other supervisory personnel, this individual will be responsible for supervising a caseload of juvenile offenders with a variety of personal and behavioral problems in the Supervision Unit. Duties: Specific duties will include enforcing all court orders for each offender; classifying each case in accordance with the orders of supervision; administering both urine and oral swab testing; making institutional visits to detention facilities or jails; developing and implementing appropriate plans that will address the needs of each probationer; maintaining an appropriate contact standard which includes personal, field, report night and agency contacts; and performing other related duties as assigned. NOTE: Field night and report night hours are required. Qualifications: A Bachelor’s degree from an accredited college or university including or supplemented by twenty-four credit hours in the behavioral or social sciences. Candidate selected must provide official transcript prior to start date. This position is in the career (classified) service. Since an open-competitive certification for this location is currently not available, applicants selected from this recruitment will be appointed provisionally. TRIAL COURT EXECUTIVE: Fourth District Juvenile Court, UT. Summary: The Utah State Courts are seeking an experienced administrator to serve as Trial Court Executive for the 4th Judicial District Juvenile Court, based in Provo, which includes Utah, Wasatch, Millard and Juab counties. Duties: Appointed by the State Court Administrator, the position is responsible for the administration of the Juvenile court which includes providing administrative support to judges; managing support operations including 80 professional and technical staff, special services, budget, facilities, probation services, and court security; serving as liaison with government agencies, the bar, news media and the community. Qualifications: Knowledge of court procedures, case management, child welfare, delinquency, HR management practices, accounting/budgeting procedures, information technology, contract negotiation/ administration and legislative processes is necessary, as well as excellent interpersonal communications skills. DEPUTY CIRCUIT COURT ADMINISTRATOR -  JUVENILE DIVISION: Lansing, MI. Summary: Under general direction of the Circuit Court Administrator the Deputy Court Administrator, Juvenile Division, is responsible for all administrative aspects related to operation of the Juvenile Division including the Ingham County Youth Center. Duties: Updating Court procedures as changes in law occur; serving as liaison to the Board of Commissioners and federal, state, and local agencies; representing and responsible for the direction of all departments of the Juvenile Division. Responsible for the full range of personnel functions including interviewing, hiring, supervision, discipline, staff training and development. Responsible for budget preparations, presentations, implementation, and oversight of the County General Fund and State Child Care Fund. Authorizes and signs all vouchers submitted to the Juvenile Division. Prepares written reports, and speaks for the Juvenile Division to the Board of Commissioners, other County departments, public and private agencies, other Court systems, and the State Court Administrator’s Office. Designs, develops, and oversees the implementation of programs. Directs, monitors, and evaluates the effectiveness of all Division policies, procedures and programs. Plans, develops, negotiates, and monitors all contractual programs for budgetary and data compliance. Conducts staff meetings to ensure each division is operating efficiently and update staff on new polices and procedures. Supervises services provided by Court staff to children and families who are under Court jurisdiction as well as services provided by state and private agencies.  Responsible for personnel functions such as payroll, records maintenance and contractual agreements between employees and the County. Conducts and attends meeting with representative from DHS, State Court Administrator’s Office, public, and private agencies. Represents the Juvenile Division to the media. Investigates and resolves problems and complaints that are referred by Judges, staff, clients, Commissioners, other State and County departments or the general public. Performs related duties as assigned by the Circuit Court Administrator, Presiding Judge, Family Division, Chief Circuit Judge, or other Judges. Attends and participates in Judges meeting and meets with Judges as needed. Ensures the Chief Judge and Circuit Court Administrator are advised on budget matters, security issues and program needs. COURT SERVICES PROGRAM MANAGER: Travis County, Austin, TX. Duties: Manages and assigns the work of the Juvenile Probation Department Legal Services Unit. Plans and develops policies, procedures and programs. Prepares reports and monitors department workload to ensure policies, procedures, laws and regulations are followed and goals are met. Conducts work flow analysis and establishes department systems to ensure the efficiency and quality of departmental functions and operations. Oversees and performs managerial, consultative, technical and administrative work. DEPUTY CHIEF ADMINISTRATIVE SERVICES, JUVENILE PROBATION DEPARTMENT: Judicial Branch of Arizona in Maricopa County. Summary: This position reports directly to the Chief Probation Officer and performs work of considerable difficulty in preparing and maintaining the budget, administration, development, organization, and direction of Juvenile Probation Department, Court and County Strategic Plans. FACILITY DIRECTOR: Swannanoa Valley Youth Development Center, Buncombe County, NC. Duties: This position provides direction and leadership for staff working in a secure, confined facility for committed delinquent juveniles. The juveniles are at least ten years of age and are committed for an indefinite period of at least six months. Responsible for leading a multi-disciplinary staff comprised of a therapeutic approach, direct care, clinical, educational, medical, food service, maintenance, and supervisory staff to provide for the safety, treatment, and educational needs of the juveniles. The Facility Director ensures that staff and program delivery efforts comply with federal laws, North Carolina General Statutes, and Departmental policies and procedures. Qualifications: Master’s degree in human services, business, education, psychology, social work and/or criminology; or, four-year degree with a major in human services, business, and/or public administration; and four years administrative experience in the planning and management of a business or governmental program with an equivalent combination of training and experience. DIRECTOR OF JUVENILE COURT SERVICES: The individual in this position plans, develops, implements, coordinates, directs, reviews and evaluates policies, programs, and procedures, including judicial activities, of Ada County Juvenile Court Services, in conjunction with appropriate parties; confers with the Ada County Board of Commissioners, the Trial Court Administrator, and juvenile court judges as necessary, establishes Departmental goals, after working with others to interpret issues/problems of crime and delinquency, develops a budget emphasizing the Balanced Approach to juvenile probation and is responsible for controlling and monitoring expenditures, works with managers and supervisors to plan and direct the work of probation officers, detention officers, program staff, and others. Duties:  Plans, develops, implements, coordinates, directs, reviews and evaluates all aspects of Juvenile Court Services' operations, resolves complex and/or sensitive, case-related problems and/or systems problems encountered by departmental staff, county and agency officials, attorneys, judges, residents, parents and the public, plans, develops, implements, manages and evaluates the operation of Juvenile Court Services in accordance with guidelines and legal mandates, establishes and maintains liaison with the Ada County Commissioners and reports to them on all matters relating to juvenile court operations, maintains communications, cooperates, and coordinates with Ada County departmental directors, establishes and maintains accounting systems which provide a detailed, current status of Juvenile Court Services' budget and financial position, prepares annual budget proposal, presents it to the Fourth Judicial Administrative Judge for review; and submits it to the Ada County Commissioners for approval, monitors current-year budget and expenditures, establishes and staffs all essential functions for the effective operation of probation, detention, clinical services and administrative support programs of Juvenile Court Services, establishes program goals and objectives and monitors progress in achieving such, develops proposed and/or final policies and procedures, and implements and enforces same, adheres to the principles of the Juvenile Detention Alternatives Initiative, and provides leadership to the agency and community in that effort, interviews, hires, and trains subordinate staff, supervises and evaluates performance; recommends merit increases, and disciplines staff, conducts staff meetings and represents Juvenile Court Services in other meetings, maintains cooperative relationships with state and local service agencies, institutions, and law enforcement agencies, participates in coordinating councils, committees, and other groups interested in juvenile probation and/or delinquency; and maintains a consistent flow of grant funding by identifying, writing, obtaining and managing grants to support Juvenile Court Services program, compiles and/or reviews reports, and performs related duties as required. Qualifications:  Any combination of education, training and/or experience, which demonstrates competence in each of the following: Master's degree in Social Work or Criminal Justice/corrections, and at least seven (7) years of progressively responsible administrative experience in juvenile justice systems, including at least five years of supervision; or a Bachelor's degree in Social Work or Criminal Justice, and at least ten years of progressively responsible administrative experience relevant to the position.  Salary: $3,000 to $75,000 annually; depending on experience. JUVENILE COURT ADMINISTRATOR: Pierce County Juvenile Court, Washington. Summary: This is a highly responsible management and administrative position. The Juvenile Court Administrator performs his or her work with considerable independence. Receiving general direction and review from the Juvenile Court Executive Committee, the position is responsible for coordinating and facilitating the activities of the Administrative and Information, Probation, Detention and Facilities and Court Services departments of the juvenile court. Personnel in these departments are directly or indirectly responsible to the Juvenile Court Administrator. The agency has 187 employees. Duties: Setting overall policy, directions and organizational objective for departmental managers in conjunction with the Juvenile Court Executive Committee; Reviewing operational effectiveness through departmental managers; Coordinating and facilitating interdepartmental activities; Defining responsibility and authority of departmental managers and establishing standards of accountability; acting as primary liaison with other governmental departments, agencies and the community; Maintaining primary responsibility for departmental budget; Overseeing and directing the activities of the departmental management team. CLERK OF THE COURT: Danville Juvenile and Domestic Relations District Court. Summary: The Clerk serves as the Chief Administrator of the Court and is responsible for the management and application of court resources. Duties: The position maintains authority over financial performance, staffing, budgets, and efficient caseload processing; monitors and performs procedures to ensure compliance with statutory requirements, the needs of the Court, other criminal justice agencies, and the public, consistent with sound management principles. Personnel management consists of supervising five fulltime positions and one 8-hour per week wage position. The Clerk may also be required to perform pre-court and post-court case processing tasks and other tasks connected with the functioning of the office in order to provide timely public service. Qualifications: High school diploma or equivalent required; college degree preferred. Substantial experience, or combination of experience and education, required in court, business or office which provides knowledge, skills, abilities in public relations, recruitment/personnel management and evaluation, individual and group training expertise and advanced ability in word processing software, specifically Microsoft Office. Knowledge of judicial or regulatory requirements that affect court operations desirable. Salary: $56,848.
