Jury Supervisors

COURT EXECUTIVE 1A: Superior Court of New Jersey, Jury Manager, Middlesex Vicinage. New Brunswick, NJ. Summary: The Middlesex Vicinage is seeking a highly motivated, dynamic executive for the Trial Court Services Division.  Under the direction of the Court Executive 2b (Assistant Trial Court Administrator/Operations Division Manager), the selected individual will assist in managing the daily operations of the Jury Management Unit. Duties: Responsibilities communicate judiciary policies and procedures to clients and customers; facilitate staff or team decision making process; instruct staff or team members on work related matters; plan implementation of projects or programs; confer with judges and managers regarding divisional needs and pending cases; confer with members of a case management team for program management; recommend improvements in operating procedures and administrative practices; compile statistical data on workload volume and unit expenditures, personnel actions, fixed assets and equipment; maintain personnel and attendance records for staff; supervise employees; evaluate the performance of staff; mentor and coach staff and provide direction and feedback; participate in team or work unit meetings; and other related duties as assigned. JURY ADMINISTRATOR: Superior Court of Arizona, Maricopa County. Phoenix, AZ. Summary: This position performs complex managerial work overseeing the Jury Office which services four Superior Court locations, including the summoning and follow-up support for 25 Justice of the Peace Courts, 14 Municipal Courts and state and county grand juries for a total of 44 Maricopa County Courts. Duties: Responsible for professional and administrative functions in the jury office. Administer summoning process for petit and grand jurors.  Supervise creation of jury pools. Analyze and calculate jury summons orders.  Process jury payroll.  Hand jurors’ requests for postponements and excusals.  Process ALT-F reimbursements.  Process and administer warrants corrections, IGA’s, Merge/Purge, Elections/Motor Voter records, and technology records. JURY COMMISSIONER: Philadelphia Court of Common Pleas. Qualifications: Candidates for the position must have a J.D. degree with a minimum of ten years court/jury selection administration experience and be licensed by the Supreme Court of Pennsylvania to practice law. (2011).

ASSISTANT JURY ADMINISTRATOR: The United States District Court, Southern District of Florida. Miami, FL. Summary: Serve as jury operations administrator in the absence of the Jury Administrator; and, assist in the day-to-day management of the court’s jury system, processes and procedures. Duties: Assist in maintaining and managing the jury system and jury wheels. Monitor court calendars(and/or coordinate with courtroom deputies or others) to determine appropriate number of jurors needed. Perform duties relating to sequestration of jurors. Assist in refill of master wheel to supply juror candidates, as required. Assist in responding to juror inquiries and requests (in person, by phone, and in writing). Resolve juror candidate requests for deferral, waivers, or special needs. Assist in conducting orientation and provide information to juror candidates and selected jurors. Ensures notification to Administrative Office the number of citizens naturalized monthly. Qualification: Requires one year of specialized experience which is defined as: Progressive responsible clerical or administrative experience requiring the regular and recurring application of clerical procedures that demonstrate the ability to apply a body of rules, regulations, directives, or laws and involve the routine use of specialized terminology and automated software and equipment for word processing, data entry or report generation. Such experience is commonly encountered in law firms, legal counsel offices, banking and credit firms, educational institutions, social service organizations, insurance companies, real estate and title offices, and corporate headquarters or human resources/payroll operations. Requires excellent customer service, writing and computer skills. Candidate must demonstrate knowledge of or ability to learn the Jury Plan and National Jury Act. Must be able to provide quality service to all customers both internal and external. Ability to create statistical reports. Salary: $44,213 - $71,898 (2010).

ADMINISTRATIVE SPECIALIST 2: Operations Division – Jury, Management Office, Somerset County Courthouse. Somerville, NJ. Duties: Under the direction of the Court Executive 2B (Operations Division Manager) and other supervisory personnel, this individual will be responsible for professional level administrative functions in the Jury Management Office including administering the summoning process for petit and grand jurors; preparing jury orders; qualifying juror questionnaires; processing jury payroll; handling jurors’ requests for postponements and excusals; creating jury pools; compiling statistical data generated from the Jury Automated System (JAS) or other systems; ensuring accurate data entry; establishing recordkeeping systems; communicating with judges, jurors, and staff; training employees in jury functions; conducting juror orientation as required and performing other related duties as assigned. The successful candidates will possess strong customer service, interpersonal and oral communication skills. COMMISSIONER OF JURORS: New York Unified Court System. Summary: Commissioners of Jurors are responsible for providing qualified grand and trial jurors to the courts. They serve in a confidential capacity supervising activities of qualifying, summoning, non-compliance enforcement, impaneling, and assigning individuals to serve as jurors as provided by the Judiciary Law and other laws, rules, and regulations. Commissioner of Jurors I positions work in counties where the number of jury trials commenced, averaged over three years, is less than 1% of the statewide total (exclusive of New York City).  Duties: Determines source lists for potential jurors; sends questionnaires and reviews responses to determine whether or not an individual is qualified to serve as a juror, as specified by statute. Ascertains number of jurors to be summoned; issues summonses and determines requests for postponement, exemption or disqualification. Establishes procedures for enforcement of non-compliance with questionnaires and summonses. Greets summoned jurors and explains procedures and other aspects of jury service; answers questions; selects jury panels and directs them to courtroom or other area; dismisses jurors from assembly room at end of day or service. Responds to inquiries from lawyers, jurors, media and the public. Maintains attendance records and prepares jury payrolls. Assigns, monitors, directs, and reviews the work of court personnel. Collects statistics and prepares periodic reports. Furnishes lists of names of qualified jurors to courts from which the office directly draws panels. Monitors operations to insure maximum juror utilization. Qualifications: Bachelor`s degree from an accredited college or university and two (2) years of work experience involving managerial responsibilities such as human resources administration, budget preparation, and review of documents for compliance with policies, rules, and procedures; or Associate`s degree (or completion of 60 college level credits) from an accredited college and four (4) years of work experience involving managerial responsibilities such as human resources administration, budget preparation, and review of documents for compliance with policies, rules, and procedures.

ADMINISTRATIVE SPECIALIST 2: Superior Court of New Jersey, Operations Division – Jury, Management Office, Hunterdon County Justice Center. Flemington, NJ. Summary: Under the direction of the Court Executive 2B (Assistant Trial Court Administrator) and the Court Executive 1A (on-site Manager in the Operations Division/Jury Manager), the Judiciary is seeking an organized self-starter who is attentive to detail, decisive, customer service orientated and motivated. JURY SERVICES MANAGER - COURT OPERATION MANAGERS: Superior Court of California, County of Orange. Summary: The Superior Court of California, County of Orange is actively seeking energetic, enthusiastic and innovative leaders that can plan, direct and coordinate the activities of an operations or administrative division for the Court. Duties: In general, Court Operations Managers plan, direct and coordinate the activities of an operations division for the Court. The Essential Functions of these positions are to: Manage through subordinate supervisors the staff that provide direct support and services to the Bench and to the public/court users. Evaluate department needs and formulate/administer plans, policies and programs in support of organizational goals and objectives. Court Operations Manager I is the entry level. Incumbents in this class are expected to gain proficiency and advance to Court Operations Manager II within the one year probation period. There is no permanent status in this classification. Court Operations Manager II (Deputy Manager) oversees court operations that involve specialized legal case processing functions of multiple units such as civil, criminal, traffic, juvenile, etc.; or court operations that involve moderately complex legal functions involving diversified functions, such as case processing, courtroom activities and/or activities that have court-wide impact. Court Operations Manager III (Unit or Branch Manager) has oversight of a major diversified division or the daily oversight of a justice center. Management at this level is accomplished through one or more Deputy Manager positions and/or several supervisory subordinates. Qualifications: Completion of at least 72 college semester units in the business, public administration, criminal justice, behavioral science, or closely related field - Bachelor's degree preferred. JURY PROGRAM MANAGER: Bernalillo County Metropolitan Court, Albuquerque, NM. Summary: Duties: This position supervises the Jury Management Division which ensures that both the jurors’ needs and those of the Court are met.  This Division provides jury panels for approximately 300-350 Metropolitan Court cases requiring a jury trial and develops, maintains and revises standard operating procedures for the Division.  The Division is responsible for requesting juror summonses and processing summonses for juror eligibility; mailing juror summonses to individual jurors, downloading juror data and updating individual juror information in the Jury Management System; preparing and presenting juror orientations; preparing voir dire peremptory sheets; tracking jury panel members and the need for jurors; processing juror payments and reimbursements; maintaining jury panel records and maintaining jury management statistics.  Qualifications: Bachelor’s degree in any field from an accredited university.  Four (4) years of program experience may substitute for education.  Three (3) years of program experience.  Relevant experience may include:  public or business administration, budget, finance, social services, social work, social sciences, mediation, grant writing, guidance and counseling, law/probation, program management, adult education/training volunteer programs or closely related field.  Additional relevant education may substitute for experience at a rate of thirty (30) semester hours equals one year of experience. COURT EXECUTIVE OFFICER: Superior Court of California, County of Riverside. Summary: Riverside is the 16th largest county in the U.S. and the 4th most populous in CA (population over 2 million) and, for more than a decade, has been one of the nation’s fastest growing counties. Duties: This is an at-will position serving at the pleasure of the court, working under the direction of the Presiding Judge. This person is responsible for overseeing the management and administration of the non-judicial operations of the court, including personnel/labor relations (there are 3 bargaining units), budgeting, contracts, calendar management, technology, jury management, facilities, records, public relations, etc. Qualifications: Desire a relevant bachelor’s degree; MPA or MBA would be a plus. COURT EXECUTIVE 1A: Monmouth Vicinage, Superior Court of New Jersey, Freehold, New Jersey. Summary: The Monmouth Vicinage is seeking a dynamic self-starting leader with excellent planning and organizational skills to manage the Jury Management Unit at the Freehold Court House. Duties: Under the general direction of Court Executive 2B (Operations Manager), oversees, coordinates, and supervises the day-to-day activities associated with petit and grand jury operations. Reviews the qualifying and summoning of potential jurors for compliance with laws, court rules, or administrative directive in the excuse, disqualification or exemption of potential jurors. Maintains active and daily communication with judges and court staff to achieve optimum estimates of the daily need for jurors. ADMINISTRATIVE SUPERVISOR 2: Superior Court of New Jersey, Passaic Vicinage, General Operations. Summary: The Passaic Vicinage is seeking a professional self-starter to work in the General Operations Division. Jury Analyst

JURY ANALYST: New York Unified Court System. Summary: Jury Analysts are responsible to Commissioners of Jurors for overseeing the operations necessary for providing qualified grand and trial jurors to the courts.  They recommend policies and procedures, supervise activities of qualifying, summoning, non-compliance enforcement, impaneling, and assigning individuals to serve as jurors, prepare juror payrolls, assist with formulating jury management policies, and assist the Commissioner of Jurors with administrative tasks. Duties: Assigns work; plans and coordinates work schedule; establishes completion dates; trains  and supervises subordinate staff; evaluates performance and develops work performance  standards. Reviews laws, administrative directives, and office operations to prepare policy and procedure recommendations. Jury Clerk 

SUPERIOR COURT JURY CLERK II: Fulton County. Atlanta, GA. Qualifications: Bachelor’s degree in business or public administration or a related field; AND five years of experience managing a court program, or providing management in a court system or legal field, including three years of supervisory experience; or a year for year interchange of related education and experience equal to the minimum qualifications. Salary: $71,172 - $108,180 (2011).

JURY AIDE: Superior Court of New Jersey. Bridgeton, NJ. Summary: Under the direction of a Court Executive 1A (Jury Manager) or other supervisory personnel, this individual will perform varied clerical, administrative and supportive tasks related to Jury Management.  Duties: This would include answering routine questions; routing telephone calls; sorting mail, cards, letters or forms; storing records; and recording courtroom activities such as attendance of jury. Qualifications: Selected candidate must be authorized to work in the United States according to Department of Homeland Security, United States Citizenship and Immigration Services regulations. Salary: $11.80/hr (2011).

JURY CLERK: United States District Court, District of Connecticut. Hartford, CT. Summary: The incumbent performs administrative and customer service work to coordinate and prepare qualified jurors for jury selection, in accordance with approved internal controls, procedures and rules. Employees in these positions ensure the efficient and fair operations related to the selection, qualification, summoning, orientation, management, and payment of jurors for petit and/or grand juries; accurately report juror attendance for statistical reports. Duties: Perform duties relating to master wheel refill of petit and grand jury selection. Provide support and assist jurors during jury service. Prepare and mail summons notices and forms. Process juror payments and reimbursements. Process questionnaires and summons, returned in the mail or through e-Juror (including data entry), process and reply to requests to be deferred or excused received via mail, e-Juror or e-mail. Operates the court's JMS and e-juror component of JMS and other automated systems. Maintain and update the inbound and outbound telephone calls through use of an interactive voice response system for summoned, trial and grand jurors. Maintain and update demographic and other information for summoned and trial jurors. Work with chambers staff, clerk's office staff, U.S. Marshals Service, U.S. Attorney's Office and other groups to ensure the smooth operation of high-profile or protracted jury trials. Travel to other seats of court to assist with jury selections and perform other jury work as assigned. Other duties as assigned. Qualifications: Two years general experience or two years specialized experience. Specialized experience should include at least one year at or equivalent to the next level below the level of the position for which the person is being considered. High school diploma required, degree preferred. Salary: $34,176 - $47,347 (2011).

JURY AIDE: Superior Court of New Jersey, Jury Management. Atlantic City, NJ. Summary: Under the direction of supervisory personnel, opens, reads, analyzes, and responds to correspondence related to Jury summons. Duties: Answers written and telephone inquiries from court staff/litigants and the public to resolve basic jury management issues. Assists in the coordination of the jury selection process of potential jurors in a courthouse environment. Directs jurors to proper courtroom. Functions as a team player within the work unit of Jury Management. Utilizes strong inter-personal and customer service skills to address problems within the unit. Qualifications: Experience in an office environment and computer knowledge is helpful. Ability to walk short distances to direct jurors. Salary: $12.20/hr (2011).

JURY AIDE: Superior Court of New Jersey, Cumberland/Gloucester/Salem Vicinage. Duties: Under the direction of a Court Executive 1A (Jury Manager) or other supervisory personnel, this individual will perform varied clerical, administrative and supportive tasks related to Jury Management. This would include answering routine questions; routing telephone calls; sorting mail, cards, letters or forms; storing records; and recording courtroom activities such as attendance of jury. Qualifications: Experience in office environment and computer knowledge would be helpful. This position is limited to 944 hours in a fiscal year. Salary: $11.80 per hour. (2008)

JURY MANAGEMENT CLERK: Superior Court of New Jersey, Atlantic and Cape May Counties, Atlantic City, NJ. Duties: Under the direction of the Jury Manager or other supervisory personnel, opens, reads, analyzes and responds to correspondence related to Juror summons. Answers written and telephone inquires from court staff/litigants and the public to resolve basic jury management issues. Assists in the coordination of the jury selection process of potential jurors in a courthouse environment. Directs jurors to proper courtroom. Functions as a team player within the work unit of Jury Management. Utilizes strong inter-personal and customer service skills to address problems within the unit. CLERK TO THE GRAND JURY: Superior Court of New Jersey, Morris and Sussex Vicinage, General Operations Division. Summary: The fast-paced Morris County Jury Management office seeks an individual with exceptional customer service and communications skills. Duties: Under the general direction of the Court executive 1A (Jury Manager), this individual will be responsible for arranging indictments to be handed up to the Assignment Judge on a weekly basis, keeping voting and attendance records for the Grand Jury, providing orientation to the Grand Jury every four months as well as operating recording equipment during Grand Jury presentations. The selected candidate will work in tandem with other Grand Jury personnel and will be available to assist coworkers within the Jury management office; to maintain a regulated work flow including processing jury questionnaires, to process jurors to the courtroom, to analyze and prepare statistical reports, to create spreadsheets and charts, to prepare juror payroll using Excel and Windows and to field juror inquiries in person and via telephone. The chosen candidate will provide petit juror orientation as well as conduct school tours in the absence of the Jury Manager. Performs other related duties as required. Qualifications: Three years of experience in an office environment performing a variety of clerical and support services to include keyboarding and one or more of the following: document or information processing, handling payments or fees, recording monies received, transcribing information, reconciling balances or accounts, scheduling meetings, appointments or coordinating office work flow. NOTE: Strong public speaking skills as well as knowledge of Word and Excel would be helpful. KEYBOARDING SKILLS: Applicants for appointment to the band must pass an appointing authority administered examination to demonstrate keyboarding skills at the Judiciary standard of twenty-five words per minute. ON-CALL BAILIFF: Superior Court locations in Bullhead, Kingman and Lake Havasu, AZ. Summary: The Superior Court seeks to establish a pool of individuals to call upon to serve as Bailiffs for jury trials. Duties: Performs duties associated with maintaining the integrity of the jury to include but not limited to: escorting jurors to and from the courtroom, tending to the needs of the jury, ensuring that no outside person makes any communication with jurors during jury deliberation, may escort witnesses, and performing various clerical and customer service duties as assigned. Qualifications: Requires ability to: establish and maintain effective working relationships, communicate effectively; follow written and verbal instructions; instruct others; determine appropriate strategies to anticipate, identify and respond quickly, calmly and decisively to emergencies and emotionally charged and stressful situations; and remain sitting for long periods of time. COURT AIDE: Superior Court of New Jersey, Counties of Atlantic and Cape May, Civil Division. Duties: Under the direction of supervisory personnel, opens, reads, analyzes and responds to correspondence related to Juror summons. Answers written and telephone inquiries from court staff/litigants and the public to resolve basic jury management issues. Assists in the coordination of the jury selection process of potential jurors in a courthouse environment. Directs jurors to proper courtroom. Functions as a team player within the work unit of Jury Management. Utilizes strong interpersonal and customer service skills to address problems within the unit. Qualifications: Experience in an office environment and computer knowledge is helpful. Ability to walk short distances to direct jurors. NOTE: This position is limited to 944 hours in a fiscal year. Salary: $11.50 per hour. (2007)

ADMINISTRATIVE SPECIALIST 2: Superior Court of New Jersey, Mercer Vicinage, General Operations Division. Duties: Under the direction of the Court Executive 2b (Operations Division Manager) and other supervisory personnel, this individual will be responsible for professional level administrative functions in the Jury Management Office including administering the summoning process for petit and grand jurors; preparing jury orders; qualifying juror questionnaires; processing jury payroll; handle jurors’ requests for postponements and excusals; create jury pools; compile statistical reports generated from the Jury Automated System; ensuring accurate data entry; establishing recordkeeping systems; communicate with judges, jurors and staff; train employees in jury functions; serve as assistant jury manager and conduct juror orientation as required. Qualifications: Graduation from an accredited college or university with a bachelor’s degree. One year of paraprofessional experience in the area of program evaluation and/or administrative operations. Applicants who do not possess the required education may substitute experience on a year-for-year basis. Salary: $36,746.12 - $60,202.39. (2007)
