SUPERVISOR, CENTRAL RECORDING BRANCH: Information Technology Division, 500 Indiana Ave., NW., Washington, D.C. Summary: This position is located in the Information and Technology Division of the DC Courts. The position is part of Central Recording Branch (CENR).Duties: Incumbent manages the day-to-day operations of the Recording Technicians in the performance of their duties. Plans and assigns work schedules to ensure an even flow and distribution of work. Trains employees on new technologies, procedures and guidelines. Recommends personnel actions regarding subordinates. Oversees the digital recording system, which is a Windows-based application, in order to provide a permanent, high-quality audio recording of courtroom proceedings. Responsible for planning, developing and managing the digital recording system and subsystems. Manages the design and administers system configuration and architecture including hardware and software, network operations, desktop systems, and system security. Incumbent is responsible for coordinating the Central Recording’s information technology and business life-cycle management activities. Qualifications: A bachelor's degree in systems engineering, computer science, business administration or a related field plus three (3) years of experience in Windows 2000 and/or Windows XP applications including one year as a first-level supervisor Equivalent levels of relevant education or experience may be substituted. ADMINISTRATIVE SPECIALIST 1: Superior Court of New Jersey, Criminal Division, Atlantic Cape May Vicinage. Summary: The Atlantic Cape May Vicinage is looking for a well organized professional with excellent communication skills to provide quality control measures in the area of court recording and audio and video tape management. Duties: The selected individual will also troubleshoot audio and video recording systems, provide staff training and technical assistance, coordinate equipment repair and maintenance; work with other court professionals in implementing judicial policies and procedures; identify systemic issues, and perform other related duties as assigned. Summary: The Operations Division of the Camden Vicinage is seeking a dynamic, organized and motivated individual to join our winning team. Duties: The selected candidate will provide technical advice to staff, peers or management; coordinate report collection activities; negotiate and review vendor(s) bids; train employees on the use of vicinage phone system; establish record keeping systems; recommend improvements; operate audio video recording equipment; duplicate or reformat audio video tapes. Qualifications: Graduation from an accredited college or university with a bachelor’s degree. ADMINISTRATIVE SPECIALIST 4: Appellate Division, AOC, Trenton, NJ. Summary: The New Jersey Judiciary is seeking an individual who has a theoretical and working knowledge of audio and video recording equipment and its application in the courtroom. Duties: A necessary job component is to provide effective training to operators of court recording and videoconferencing equipment. The selected individual will: monitor recording operators’ performance by visits to courts and identify deficiencies and training needs; work with local personnel to improve performance of these operators; possess knowledge of the use of special equipment to meet ADA requirements (including assistive listening devices); assist judges and trial court staff in developing technical requirements for new courts; oversee the Municipal Courts recording process and video arraignments; develop and design training programs and manuals for audio and video systems; keep an up-to-date inventory of all judiciary equipment in assigned counties; record judicial conferences, seminars, hearings and other confidential matters as required; keep abreast of advances in electronic recording technology; properly maintain vehicle and vehicular records and coordinate preventive maintenance of vehicle. VIDEO TECHNICAL COORDINATOR: 22nd Judicial District, Delaware. Summary: Under general supervision of the Director of Legal Audio/Visual operates audio/visual equipment to provide services to the Court and County departments, attorneys, Bar Association and Administrative Office of PA Courts (AOPC). Reviews work calendar to obtain daily/weekly assignments. Receives requests; to set up video conference between courthouse and prison; to videotape depositions, crime scenes, Day in the Life segments; for video teleconferences between designated locations; to play back in court taped depositions, surveillance tapes; to video/record conference, lectures, seminars for Bar Association, and AOPC; to record Court/County events. Obtains information for billing for services. Lands audio/visual equipment; maintains records. Installs, maintains and trouble shoots audiovisual equipment; performs minor repairs, reports major problems to service company. Shows slide show/video daily to jurors in jury lounge. Exercises work guidance over, and assists one (1) Technician engaged in providing audiovisual services. Substitutes for Secretary in absence. Performs related duties as required. Qualifications: High School graduate or equivalent. Courses in the operations and use of audiovisual equipment OR comparable work experience to include the ability to demonstrate use of the equipment. Must have a minimum of three(3) years' previous experience in the Legal/Audio Visual department as a Technician. TECHNICIAN: Legal Audio Visual Department. Duties: Videotape depositions, crime scene, and "Day In The Life" for private attorneys, Public Defenders and Assistant District Attorneys, both inside and out of the Courthouse. Playback videotapes in Court for private attorneys, Public Defenders and Assistant District Attorneys. Show the Juror Orientation Sound/Slide program to jurors daily. Photograph assorted ceremonies and press shots for the Courts and County including weekly County Council meetings, awards, visitors to the Courts and County, etc. Videotape and photograph Induction ceremonies, Naturalization ceremonies, etc. Install, maintain and trouble shoot equipment for video-conferencing by fiber optics between the Courthouse and the Prison. Install, maintain, and trouble shoot equipment for video teleconferencing at various county and court sites. Schedule and perform video teleconferencing for live trial testimony or to be videotaped, nation and worldwide, for private attorneys, Public Defenders, Assistant District Attorneys and Legal Services for various Court and County departments. Post and file clipping, pertaining to defendants in upcoming cases in our Courts as part of Court Community Services.  Check Courtrooms daily to update the Television Informational Display. Videotape and photograph conferences for the State and Bar Association with President Judges' approval. Videotape special seminars for Judges and the Bar Association. Copy videotapes for private attorneys, Judges and Court and County departments. Assists secretary with answering phones and scheduling. VIDEO TELECONFERENCING TECHNICIAN: County of Deleware. Duties: Under the general supervision of the Director of Legal Audio Visual and the Video Technical Coordinator, setting up video teleconferencing equipment in courtrooms/ hearing rooms for hearings; coordinating hearings with remote locations; scheduling hearings or conferences between the Delaware County Court and State Correctional Facilities or other institutions; normal preventative maintenance and weekly checks of more than 30 video teleconferencing units in Court; assist in Juvenile Court hearings; interactions with County Telecommunications Department, Verizon of PA, Verizon Network Integration and AT+T; installation of equipment; assisting in other departmental functions with the department's audio-visual technician. Performs related duties as required. Qualifications: High school graduate or equivalent. PA Driver's License. Ability to communicate with the public. VIDEOCONFERENCING COORDINATOR/TECHNICIAN: 32nd Judicial District, Pennsylvania. Duties: Under direction of Director of Legal Audio Visual, ability to work with a computer and software for out application; coordinate scheduling, activation and switching of 16 videoconferencing rooms at the Courthouse and 11 to 18 rooms at the Prison for Court hearings and interviews. Assist in video conferencing scheduling and setting up equipment; Assist other department technicians in playing back videotapes in Court. Performs related duties as required. TEMPORARY PROGRAMMER/ANALYST: United States District Court, Detroit, MI. Summary: This position is located in the Information Technology (IT) Department of the Clerk’s Office located in Detroit, Michigan. The employee will develop applications for managing local data systems, custom interfaces for national systems, analyze manual processes and propose automated solutions within the Court. The employee will be a member of a group of IT support personnel and report directly to the Director of IT. Duties: Utilizes current technology in JavaScript, VBScript, PERL, CGI, Cold Fusion, PHP and Java programming to enhance the efficiency and effectiveness of local and nationally developed systems of the Court family. Writes command language scripting in both Windows and Linux Redhat operating environments. Develops SQL scripts and shells to make effective use of information in existing systems databases. Teaches and coaches Court personnel in the effective use of automated resources.  Assists in the installation of new or revised releases of national software. Monitors day-to-day operations of the locally and nationally supported programs and applications. Acts as the technical expert in solving computer application problems and assists the group with backup and recovery of applications as necessary. Prepares and maintains user manuals, user and technical documentation for locally-developed software used at the Court. Under the guidance and coaching of the Director of IT, advises Court managers on how to meet needs for sorting, recording and retrieving automated information, including the time and cost of processing the data; as well as identifying and developing applications to enhance effectiveness of personnel within the Court.  Maintains a continuous improvement dialogue with IT personnel from other locations for the purpose of staying informed about new developments, techniques, and programs that might enhance the automation of the Eastern District of Michigan. Provides follow-up maintenance and support for existing applications in use within the Court system.  Supports the conversion of existing local applications from older technologies and non-supported technologies using a defined project plan. Evaluates established Court processes and makes recommendations for automating processes. Works with Court staff to enhance web and other current applications.  Provides guidance and oversight to others performing the automation of manual processes. Assists IT staff and unit managers with the creation of one-time and recurring reports. Other duties as assigned. Qualifications: Required: A high school diploma or equivalent with a minimum of three years of progressively responsible experience related to the technical aspects of application development, web development and System Life Cycle development methodologies. At least two of the three years experience must be equivalent work at the CL-27 level. SENIOR APPLICATION DEVELOPER: Information Technology, Prince George’s County Circuit Court, Upper Marlboro, MD Summary: As a Senior Application Developer, the incumbent performs monitoring, analysis, upgrade planning and implementation for the applications used by the Circuit Court (Oracle, .Net). Duties: May provide second level technical application support and problem resolutions. Develops operational tools/scripts used to monitor application and system processing. Maintains current .Net applications. Develops .Net applications as required to facilitate data exchange and interfaces between court applications. Performs security/disaster recovery planning and implementation. Develops internet services by maintaining current information on the Courts Web pages (updating content), adding new content as appropriate, including court forms, procedures and lists, and explores increased use of the internet including public access and reports on potential costs and benefits to the court. Plans and coordinates data exchange with County and State agencies. Schedules and coordinates meetings with the user agencies and management to characterize and resolve technical and administrative problems. Performs tasks and other duties that may not be specially listed in the class specification but which are within general occupational category. Qualifications: Graduation from college or equivalent technical trade school education in computer programming and three (3) years of progressively responsible experience as a .Net Developer. Experience in performing application development using Visual Studio, .Net and experience with ASP.Net development using C# and Visual Studio. Ability to create complex SQL queries and Oracles PL/SQL procedures and functions. Have efficient skills in requirements analysis. Ability to speak Spanish is a plus. Salary: $56,405-$109,741. IT SPECIALIST DATABASE AND WEB DEVELOPER: District of Columbia Courts, Information and Technology. Summary: This position is located in the IT Division of the DC courts and would be part of the database and web development group. Duties: Develop, maintain and enhance new or existing web-based database systems; consult with senior staff in defining requirements for and determining the optimal configuration of new or enhanced web-based database systems; administer installation and implementation of new systems ensuring interoperability and integration within the existing internet and intranet infrastructure; recommend adoption and application of new and innovative approaches to the delivery of database systems to enhance effectiveness of the program; implement quality management practices designed to facilitate continuous improvement in assigned work practices; troubleshoot and perform technical support to multiple client-server or web-based applications within the Court; and assess the impact of new legislation and policies, changing program and business requirements, shifts in resource availability, emerging technology, and other developments on assigned activities. DATA CONVERSION PROGRAMMER: Arkansas Supreme Court, Little Rock, AR. Duties: Conducts onsite analysis of client legacy system and database with the goal of producing the initial data mapping for the extract process. Required to define high-level conversion scope, develop data conversion strategies and estimate work effort. Prepares detailed specifications from which programs will be written, or equipment fabricated or installed. Develops data conversion programs to extract, transform and load data into a defined target database. Tests all conversion processes in succession in order to identify programmatic dependencies, derive database sizing estimates, and uncover software / hardware / environment constraints. Define data integrity/cleansing requirements for the transform process. Works with project team to ensure successful system implementation; may assist in user training.  Guides and assists in documenting system requirements and architecture, data conversion and implementation processes.   Provides management and project team status reports for complex development projects. Additional tasks include assisting other DBAs with various assignments.  The Conversion Programmer has regular contact with elected court officials and court staff, department staff, other state agency/institutions personnel. Must maintain a high degree of integrity, decorum and respect for court personnel at all times and possess the ability to communicate with court personnel at all levels. This position works closely with other AOC technical staff, including the Security Administrator and PC Support Technicians to support computer operations. The Conversion Programmer reports to the Context Program Manager. Qualifications: Bachelor’s degree in Computer Science or related field and 3-5 years equivalent work experience is desired. Knowledge of Arkansas court systems and understanding of the use of technology in court applications is preferred. Summary:  Maintains existing and develops new data processing application systems, programs and JCL procedures that meet the requirements of the user and established QA standards. Provides technical support and direction to other programmers of the mainframe application systems.
