COURT EXECUTIVE 2B: Mercer Vicinage. Trenton, NJ. Summary: The Mercer Vicinage is seeking an IT manager with solid leadership experience, excellent communication and customer service skills and broad technical knowledge to manage its IT division. Duties: Under the general direction of the Court Executive 3B (Trial Court Administrator), plans and directs implementation/installation of vicinage-based computer systems and provides ongoing support. Manages the functional responsibility for planning, installing and maintaining operating systems software and hardware which may include: courtroom automation, multi-function computer-based devices, interactive communications systems, scanning, Inter/Intranet and LAN/WAN. Participates in the development and implementation of Judiciary Information Systems policies, procedures and standards; plans, integrates and manages strategic plans for technology innovation consistent with statewide plans and priorities; oversees the installation and support of all computer, technological and communications equipment in the Vicinage; directs systems related to telecommunications and wiring activities; prepares division budget; hires and supervises technical, professional and support staff; conducts performance assessments. AUTOMATION SUPPORT SPECIALIST: United States Bankruptcy Court, District of Arizona, Phoenix, AZ. Summary: This position is located in the Phoenix Office of the U.S. Bankruptcy Court for the District of Arizona and reports to the Manager of Automation and Technology. The incumbent provides technical automation support to the court unit staff and judges and their staff. Duties: Maintains equipment and software inventories. Maintains and monitors help desk requests and posting of solutions. Prepares requests and tracks hardware and software purchases. Provides administrative support to automation department. Customizes programs for local needs and assists in training personnel in their use. Prepares and maintains documentation. Installs hardware and software. Provides information and assistance to users on applications such as word processing and data entry. Advises managers and users on what specific information can be readily extracted from existing files. Develops procedures and standards for data entry to ensure validity of the data. Troubleshoots and repairs software and hardware problems. Technically supports network, courtroom and telecommunication systems. Qualifications: Good knowledge of computer processes and capabilities, including database management and networks. PROJECT MANAGER (INFRASTRUCTURE): Information Technology, 500 Indiana Ave, New, Washington D.C. Duties: Incumbent serves as IT Project Manager responsible for implementing and managing all aspects of IT project management throughout each phase of the systems development and product life cycle. Plans and directs the work of project team members. Serves as a technical resource in resolving mission critical IT issues. Works with stakeholders and conducts project scope planning to define and verify the requirements of the products and services to be provided. Manages the execution of IT projects, such as but not limited to Data Center Design, Wireless, Disaster Recovery, in accordance with the project management standards along with approved project plans and oversee information distribution, team development and quality assurance activities. Conducts project management activities spanning the nine knowledge areas, including risk identification, quality assurance and control, communications planning, organizational planning, and acquisition planning. MANAGER, INFORMATION SYSTEMS: (General Description) Duties: Under general direction, manages systems and applications development and supervises associated support staff. Ensures appropriate technology to support and improve courts processes and public access to the courts. Work performed: Plans, organizes, and coordinates work; hires, trains, evaluates and disciplines assigned staff. Prepares and presents budgets. Develops short and long-term information systems goals. Develops court technology policies and procedures. Designs new programs and processes with user groups, information committees and other agencies. Directs/conducts feasibility studies and requirements studies of user requests, system and procedural changes. Qualifications: Bachelor's degree in computer science or related technical field and 8 years of general information technology experience at least three of which must have been in project management including scheduling, allocating resources and prioritizing technical tasks and projects and at least three years of which must have been in supervising technical personnel performing application design and development, system or database design and support or a network/help desk function. Knowledge of systems administration, operations, analysis and program design, disaster recovery, software testing and quality assurance, software and network architecture and court and case management processing.

COMPUTER NETWORK SPECIALIST I: Supreme Court of Nevada, Administrative Office of the Courts, Information Technology Division. Duties: This position is with the Administrative Office of the Courts, Information Technology Division. Under general direction, this position will be required to perform and/or coordinate specialized work in computer networks and operating systems administration; provide daily assistance in the evaluation, maintenance, enhancement, operation, troubleshooting and repair of the Nevada Supreme Court’s current and future computer networks and operating systems; perform other related work as assigned. Qualifications: Bachelor’s degree from an accredited college or university with a major course work in computer science, information systems or other related field of study, and two years professional data processing work experience. Additional work experience may be substituted for education requirements. PROJECT MANAGER: Mississippi Supreme Court, AOC. Jackson, MS.  Summary: The Mississippi Supreme Court and Administrative Office of Courts’ IT Department is seeking a project manager for its ongoing effort to implement an electronic statewide case management system for use in the youth courts of the state. The case management system which is called MYCIDS (Mississippi Youth Court Information Delivery System) is currently implemented in 32 courts statewide. Duties: This position is responsible for 1) providing professional expertise and consultation in support of system architect, 2) system design of existing and future features, 3) development, 4) overseeing system implementation, 5) management of subordinates, 6) project tracking, 7) user support, 8) problem solving, and 9) carrying out the overall strategic direction and operation of the youth court case management system (MYCIDS) as determined by the Mississippi Supreme Court and the Administrative Office of Courts (AOC) under the direction and coordination of the I.T. Director. Essential activities include: Manage short and long range goals and objectives; Identify, assess and determine potential value of new and emerging technologies to be assimilated or integrated; Evaluate overall operations of computing and technology functions and recommend enhancements; Oversee and recommend modifications, new design, development, and system; Manage and track assignments of subordinates; Maintain and provide weekly project management reports and time-lines; Provide system design and development services; Interface with I.T. Business Systems Analyst, and AOC and youth court personnel on new designs, enhancements, and issue resolutions; Recommend policies, procedures and plans for disaster recovery; Maintain readiness of approved disaster recovery policies, procedures and plans; Learn and maintain detailed working knowledge of assigned custom and third party application software; Maintain high degree of product knowledge, expertise, and best practices; Complete assigned courseware for continuing education; Complete and maintain the PMP certification; Accomplish any other assignments as may be directed. Qualifications: Experience in managing highly skilled programmer analysts and software developers, delegating responsibility and evaluating performance. Experience in creating team environments that encourages creative thinking while maintaining focus, intensity and persistence in solving problems. Must be a highly skilled software developer with an Object Oriented featured language such as Delphi, Visual Basic, C++, C#. However, Object Pascal (Delphi) experience is preferred.  At Least 8 years experience developing software applications with an Object Oriented featured language. COURT EXECUTIVE 2B: Information Technology Office, AOC, Trenton, NJ. Summary: The New Jersey Judiciary is seeking an individual with strong leadership skills and commitment to the provision of quality service. This individual is responsible for the design, development, administration, and continuous improvement of systems and applications supporting the State of New Jersey court system.   Duties: There will be broad opportunity to develop and implement project work schedules, define business strategies, manage diverse work groups, provide oversight of major systems development initiatives and participate in technology policy and strategy planning efforts.  Experience offered in multiple environments including enterprise servers, client-server, internet, intranet, and electronic commerce.  The selected individual will play a key role in transforming the organization making use of the latest technology and web-based solutions.  Qualifications: Graduation from an accredited college or university with a bachelor’s degree. PC MANAGER: United States Court of Appeals, Eleventh Circuit, Atlanta, Georgia. Duties: The incumbent reports directly to the Assistant Circuit Executive for Information Technology and will be responsible for supervising a team of automation specialists in overseeing the operation and maintenance of desktop support in a WinXP/Win2K3 environment. The incumbent will serve as a liaison between judges chambers and support offices within the court. Qualifications: High school graduation, or the equivalent, plus three years specialized experience, including at least one year equivalent to work at CL 29 level. Demonstrated supervisory experience and ability to train technical staff and end users highly desirable. Bachelors degree in computer science or related field highly desirable. Progressively responsible experience that provides evidence that the applicant has (1) a good understanding of the methods and administrative machinery for accomplishing the work of an organization; (2) the ability to analyze problems and assess the practical implications of alternate solutions; (3) the ability to communicate effectively with others, orally and in writing; and (4) the capacity to employ the knowledge, skills and abilities in the resolution of problems. Progressively responsible experience related to the technical aspects of data processing, office automation, and data communications and their applications, terminology and methodology. Advanced knowledge of desktop software and hardware. Extensive knowledge of desktop computer software and Life Cycle Management including testing method, practices and preventive maintenance activities preferred. Experience with WinXP/Win2K3 environment and WinXP workstations image deployment and remote desktop support. Certified MCE a plus. Experience with Lotus Notes a plus. INFORMATION TECHNOLOGY MANAGER (DEPUTY CHIEF INFORMATION OFFICER): State of Oregon, Judicial Department, Office of the State Court Administrator, Enterprise Technology Services Division, Salem, OR. Summary: Under the direction of the CIO, the Deputy CIO is responsible for managing the day to day functions of the Enterprise Technology Services Division (ETSD). Duties: The areas of direct responsibility include the applications development, infrastructure and customer relationship groups. The advancement of technology in the judicial branch is facilitated through a central technology governance committee structure consisting of members representing the trial and appellate courts, administration, and the Oregon State Bar. In conjunction with the CIO, the Deputy CIO is responsible for executing policy recommendations made by the committee as affirmed by the Chief Justice and State Court Administrator, which affect the day to day operations of ETSD. Comprehensive technological planning and operational support for the appellate courts is provided by the Enterprise Technology Services Division. For the trial courts, with direction and input from the CIO and appropriate court committees, the Deputy CIO conducts needs assessments regarding functional requirements, establishes standards, develops plans and statewide policy for implementation at the local level, and reviews annual operational plans developed and submitted by the circuit courts. The Deputy CIO may be responsible for developing and managing regional support centers to provide technology support for local trial courts that request these services. The Deputy CIO will coordinate and provide advanced support services for all levels of Oregon Judicial Department approved software and hardware. Support to end users by researching, developing, delivering and managing all resources including hardware, software, and personnel. This position is a hands-on position and may perform systems analysis, project management, and technical support oversight. It also collaborates with and provides backup IT functions for the trial courts. The Deputy CIO in conjunction with the CIO will develop, maintain and enforce procedures and policies for ETSD day to day functions, computer operations, applications development and customer support. Qualifications: A bachelor’s degree in computer science, business, management information systems, or a related field and a minimum of five years of progressively responsible management experience involving the application, analysis, development, or adaptation of computer information systems to complex and varied management functions. Equivalent additional work experience may substitute for the degree on a year-for-year basis. Preference may be give to applicants with experience working in a trial court. TECHNOLOGY DIVISION MANAGER: Department of Judicial Administration, King County, Seattle, WA. Summary: This position is responsible for creating, implementing, and managing information systems for a large, high-profile, Court Clerk’s Office. Duties: The primary responsibilities of the Technology Manager are: Develop the department’s technology strategic plan. Work closely with the senior management team to develop and promote a customer-focused approach to deliver the technology systems within DJA to its clients. (Internal and External to DJA) Provide leadership for Technology Division staff in developing innovative applications, implementing new technology and methods, providing first-rate customer service, adhering to workplace policies and promoting professional development. Create, develop, and coordinate system architecture, processes and plans for strategic and tactical use of information technology. Conduct, direct and evaluate research on computer and communications architecture, standards, methods, tools and products and their suitability for the Department’s needs in the context of existing systems and future market trends. Make recommendations, advocate, monitor and control expenditures for the division and for project budgets. Create an annual division work plan, manage the work, prioritize tasks and provide direction to technology division staff on work plan items. COURT EXECUTIVE 3A: IT Office, AOC, Trenton, New Jersey. Summary: The New Jersey Judiciary offers an opportunity for an experienced technical manager to join our Information Technology Office. Reporting to senior IT management, this key leadership position will hold responsibility for large-scale IT application development and new technology reengineering projects in support of the operations of the New Jersey courts. Duties: The selected candidate will oversee several large project teams that are actively engaged in a challenging transition to web based applications. INFORMATION SYSTEMS MANAGER: Fulton County Technology Department, Atlanta, GA. Summary: This classification is a technical and managerial class overseeing the maintenance, technical support functions, systems developments, wide area network and local network installation and improvement of existing information systems. Duties: Provides technical advice to employees and officials of assigned department and oversees the maintenance, enhancement and operations of the assigned department mid-to large range computer and electronic network. Manages the department’s data management information system including file design and allocation of space storage to various application. Oversees the evaluation of facilities and hardware/software and in selection of new on-line computer and telecommunications systems. Writes, prepares and reviews bid specifications for purchases, and reviews hardware/software systems, cable installations and other recommendations based upon specifications, including compilation with outside vendors. Implements security measures for assigned departmental computer and the local and wide area networks. Provides in house training in equipment use for departmental employees. Manages the wiring, installation and programming related to various data processing and peripheral equipment. Advises various decisions, units and department areas in planning, evaluating systems and correcting problems with existing systems. Perform other administrative duties such as insuring proper list of supplies, preparation of reports, resolving operational problems and software upgrades. Plans and supervises the work of assigned subordinate employees. Implements back up and recover procedures and functions as programmer and systems analyst, including the monitoring of disk and CPU usage and ensures proper maintenance of data sets and storage capacity. DIRECTOR OF INFORMATION TECHNOLOGY: United States District Court, Southern District of Iowa, Des Moines, IA. Summary: The United States District Court for the Southern District of Iowa is accepting applications for the position of Director of Information Technology. This position is located in Des Moines , Iowa and reports to the Clerk of Court and Chief Probation Officer. The information technology staffs for the District and for Probation and Pretrial Services are merging under the supervision of the Director of Information Technology. The director receives broad direction from the district’s unit executives. The Director is responsible for all the information technology systems, and courtroom technology, in all judicial chambers, courtrooms, and court units serviced. The Director will also be responsible for supervising a team of IT professionals. IT professionals through assigning and approving work, and administratively managing the group. Occasional evening, weekend, and holiday work is necessary. Physical effort may be involved in moving, connecting or troubleshooting equipment. Duties: Provide leadership and direction in the development of short and long range technology plans. Gather, interpret and prepare data for unit executives and their deputies. Provide professional advice to other members of management throughout the District. Prepare project reports to inform management of project status and deviation from goals. Facilitate strategic and operational planning of IT matters. Measure effectiveness and/or improvement of information technology within the organization. Advise the court unit executives on current technology and how it may enhance the effectiveness of court operations. Evaluate and develop new and expanded ways to utilize technology. Prepare annual technology budget plan. Develop customer service systems and promote a customer service focus with the IT staff. Also responsible for managing and approving leave, and ensuring that managers are aware of coverage arrangements. Supervise and direct the development and maintenance of the district’s internet and intranet sites and services. Prepare and give presentations on automated applications to large audiences. These audiences can include Judges, the bar, senior managers, and staff. Ensure that automation training programs are developed and delivered to staff on computer security and the use of software and hardware systems. Prepare and maintain Continuity of Operations Plan for all IT services. Will be actively involved in the operations of the District’s “Mission Critical Systems.” Qualifications: A bachelors degree in computer science or related field is required. Experience in managing an Information Technology operation is required. Thorough working knowledge of theories, principles, practices and techniques of computer hardware and software, office automation, database design, and data communications is required. The successful candidate will have experience in analyzing, evaluating and determining automation needs and planning to implement systems to meet those needs. Skill in training non-IT personnel in automation techniques and processes is also required. ADMINISTRATIVE SUPERVISOR 4: IT Office, AOC, Trenton, NJ. Summary: The New Jersey Judiciary is seeking an individual to lead and supervise work in developing enterprise level applications using object oriented analysis and design techniques within a structured life cycle methodology. Duties: The selected individual will lead development work in the web and client server environments supporting court case processing individual web development, electronic filing and document imaging functions. Our software database environments include: JAVA, WASD, XLM, Websphere, JAVA Script, MQ series, Visual Basic, Kofax, the Rational Unified Process, DB2 and Content Manager. Responsibilities include leading the documentation of business and technical requirements, defining workflow processes, architecting and developing application solutions and conducting technical research on new technologies. Other responsibilities include hardware and software installation, performance monitoring and tuning, deployment, troubleshooting, contacting and working with vendors to obtain product information and resolving technical problems. Qualifications: Graduation from an accredited college or university with a bachelor’s degree. Five years of increasingly responsible professional experience, two years of which should have included: analyzing, designing,  programming, troubleshooting and resolving technical problems associated with mainframe terminal, PC or LAN’s, setting up mainframe terminals, PC or LAN’s and configuring and networking devices for the end user; installing software applications; database administration, computer operations and/or planning, acquiring, installing and implementing telecommunications facilities and services or developing, conducting or evaluating training on automated applications, computer concepts or information technology operations. AUTOMATION AND TECHNOLOGY MANAGER: U.S. District Court, Eastern District of Michigan. Summary: The employee is responsible for managing the consolidated Automation and Technology Department of the District Court, Probation Department and Pretrial Services Agency. This includes managing all automated systems within the Court and providing specialized expertise to all chambers and units serviced. Duties: Researches, identifies and adapts national proposed system equipment; evaluates proposed system equipment, configuration and makes recommendation; recommends placement and utilization; identifies need for supplemental equipment and works with vendors. Develops budget plan for the Court’s automation program; allocates resources to support the development of automated networks; manages the approved budget including the procurement and inventory control. Supervises, evaluates, and identifies training needs for the Automation and Technology Department staff. Assigns explains, and approves work requirements to subordinate levels of supervision for current new or changed programs. Recommends personnel actions concerning subordinates; evaluates work performance; assists in the human resources programs for the Automation and Technology Department including selection, development, training, employee relations and related areas. Qualifications: Five years management experience; possess the ability to exercise mature judgment; have a thorough knowledge of the basic concepts, principles and theories of management; have demonstrated ability to manage automation systems in a large organization. Preferred: A bachelor’s degree in computer science or related field and a master’s degree in public, business or judicial administration. Thorough working knowledge of computer hardware and software, office automation, database design and date communications. Ability to troubleshoot and problem solve. Experience in analyzing, evaluating and determining automation needs and planning to implement systems to meet those needs. General aptitude to learn new operating system languages and applications. Skill in training non-automation personnel in automation techniques and processes. Knowledge of the functions and processes of the court. Ability to conduct research of all available services and provide proposed solutions; ability to research, isolate and take corrective actions to applications software and hardware problems. Ability to effectively communicate orally and in writing. Skill at speaking to large groups of people. Skill at applying existing or new principles in difficult, challenging or doubtful situations. Technical Qualifications: Extensive knowledge of software Life Cycle Management to include software testing method, practices and preventive maintenance activities. Knowledge of sophisticated programming methods, practices and applications sufficient to extract and format data in INFORMIX and SQL relational database management system environment. Knowledge of the LINUX operating system and INFORMIX compliant relational database management system. Salary: $75,283 - $122,400. (2006)
