Director of Human Resources/Personnel

HUMAN RESOURCES DIRECTOR: Michigan Supreme Court, Michigan Court of Appeals. Lansing, MI. Summary: The primary responsibilities of this position include the development and maintenance of employment programs, compensation policies, and personnel procedures. Duties: Assisting with the employment selection process, conducting an orientation program for new staff, developing methods for the evaluation of staff performance, and overseeing employment practices and policies. Responding to and resolving employee relations issues. Administering the employee benefits programs. Administering the Courts’ compensation program. Responding to inquiries and ensuring that managers of the Courts understand the legal requirements of the Family and Medical Leave Act, the Comprehensive Omnibus Budget Reconciliation Act, the Americans with Disabilities Act, the Fair Labor Standards Act, unemployment benefits, workers’ compensation, and other employment-related laws. HUMAN RESOURCES DIVISION MANAGER: Human Resources Division, Superior Court of New Jersey, Union Vicinage. Elizabeth, NJ. HUMAN RESOURCES MANAGER: United States Bankruptcy Court, Central District of California. Los Angeles, CA. Summary: The Court is looking for an individual with significant experience in the areas of recruitment and selection, benefits, classification and compensation, wellness, employee relations, workforce and succession planning, and performance management, including performance-based pay. Duties: Demonstrate a thorough knowledge of current HR issues, including legislative mandates impacting human resources management and development; be an effective communicator who uses collaborative approaches in leading cohesive and systematic changes; thrive in a culture of high performance expectations and personal accountability; be a champion for fair and equitable treatment of all employees and an effective coach and counselor for improving performance of all staff and be an advocate for best practices who can confidently and persuasively present options to the Court’s leadership team. HUMAN RESOURCES DIRECTOR: United States District Court, Northern District of Ohio. Cleveland, OH. Summary: Provides a full range of human resources management services and support to all division offices within the Northern District of Ohio, to include Cleveland, Akron, Youngstown and Toledo. Sets a strategic HR vision, partners on initiatives and plans and develops policies and procedures. Works closely with the Clerk of Court and the Chief Pretrial/Probation Officer, with ultimate reporting to the Chief Judge or his designee.Duties: Serves as primary advisor on matters pertaining to human resources management. HUMAN RESOURCES MANAGER: King County District Court, Office of the Presiding Judge. Seattle, WA. Summary: The Human Resources Manager is the subject matter expert (SME) to develop and maintain related information on the Court’s Knowledge Center website. Primary responsibilities include: serving as a liaison between employees, management and judges; and managing/overseeing as needed employee relations, union relations, other HR programs and initiatives as directed by the HR Director. Additional responsibilities include maintaining the KCDC Personnel Guidelines; maintaining current job descriptions for all KCDC positions; assisting with the KCDC emergency response manuals; supervising subordinate staff; performing a variety of professional responsibilities managing human resources; and overseeing KCDC applicable training. DEPUTY DIRECTOR OF HUMAN RESOURCES FOR EMPLOYEE RELATIONS: New York Unified Court System. Summary: The Deputy Director of Human Resources for Employee Relations is responsible to the Director of Human Resources, who works under the direction of, and reports to, the Deputy Chief Administrator for Management Support. Under general direction, the Deputy Director of Human Resources for Employee Relations is responsible for developing and formulating labor relations programs and policies for the Unified Court System, and conducting collective negotiations and implementing collective agreements with employee organizations representing non-judicial employees. The Deputy Director of Human Resources for Employee Relations implements and insures the efficient operation of employee grievance procedures, including conducting step three contract grievance proceedings and contract arbitrations, monitors efficient operation of employee discipline procedures, and performs related duties. Duties: Negotiates contracts with employee representatives. Consults with and advises court administrators concerning employee grievances, the impact of policies, proposed legislation, and programs on employee relations. Provides technical assistance and coordinates with counsel`s office involving litigation concerning employee relations matters; develops negotiating proposals and drafts language of contracts. Implements employee grievance procedures and conducts step three grievance hearings and represents the Office of Court Administration in contract arbitrations. Serves as liaison between the Office of Court Administration and employee organizations. Represents the courts in improper practices, strike and impasse resolution proceedings before the Public Employment Relations Board. Screens, hires and trains professional and clerical staff, supervises and evaluates their work, and recommends promotions. Qualifications: One year in the Principal Employee Relations Attorney, Chief Management Analyst or Chief Personnel Analyst titles; or Bachelor`s degree in Labor Relations, Business or Public Administration from an accredited college or university and eight (8) years of experience in employee relations including experience in collective negotiation of employee contracts, contract administration and labor litigation including contract arbitration; or Master`s degree in Labor Relations, Business or Public Administration from an accredited college or university and five (5) years of experience in employee relations including experience in collective negotiation of employee contracts, contract administration and labor litigation including contract arbitration.

Summary: The New Jersey Judiciary is seeking a senior-level manager with excellent analytic, communications, and leadership skills along with extensive experience directing human resources activities as part of a large organization. This position calls for providing excellent service to customers both within and external to the Judiciary. Duties: The Assistant Director, Human Resources is responsible for the development and implementation of human resources policies and procedures Judiciary-wide and oversees the recruitment, job title classification, payroll, timekeeping, benefits, HRIS, performance management, labor and employee relations and training functions for the New Jersey Judiciary’s 9,000+ staff, as well as payroll and benefits support for 450+ judges. These duties entail extensive contact with Judiciary senior management, as well as coordination with New Jersey’s Civil Service Commission and Treasury Department’s Division of Pensions and Benefits and Centralized Payroll Office. Under the direction of the Court Executive 4/Director, Office of Management and Administrative Services, the Assistant Director, Human Resources leads the AOCs’ Human Resources Division, which consists of 44 staff including four managers. The Division provides direct human resources support, consistent with Judiciary policy procedures, for the Judiciary’s central office managers and staff, as well as for judges, and provides guidance on such matters to the 15 trial court Human Resources offices. The Assistant Director, Human Resources serves on several Judiciary management committees and works cooperatively with the Judiciary Chief EEO/AA Officer in implementing and ensuring compliance with the Judiciary’s EEO/AA Master Plan. Qualifications: Graduation from an accredited college or university with a bachelor’s degree. Summary: This position provides the full range of human resources management services and advice to the Court including planning, developing and implementing human resources policies, training, procedures, rules, regulations and programs for the District Court. LABOR AND EMPLOYEE RELATIONS MANAGER: Minnesota Judicial Center, St. Paul, MN. Summary: Seeking a highly experienced, senior manager in the HR division to focus on the management and development of the Minnesota Judicial Branch's statewide labor/employee relations program and to serve as Chief Negotiator for the Minnesota Judicial Branch. This position is responsible for contract negotiation and administration, statewide policy development and implementation, supervision of staff, and development and delivery of training programs. Advise and coach administrators, judges, managers, supervisors, HR representatives, and staff on labor/employee relations issues. Creatively resolve problems and propose strategies to accomplish strategic initiatives and foster cooperative labor/employee relations. Develop and manage organization-wide employee relations initiatives, including policies and procedures in areas such as performance management. Supervise labor/employee relations function within judicial branch HR office, including hiring, training, coaching, mentoring and directing the work of staff. Develop and implement labor/employee relations training programs for management, which will improve skills in creating and maintaining a positive work environment so that the courts continue to be able to attract and retain high quality employees. Keep up-to-date on federal, state and local labor/employee relations laws and regulations in order to ensure compliance.
In conjunction with the Office of Legal Counsel, conduct investigations into complaints relating to EEO and ADA (employment).

DIRECTOR HUMAN RESOURCES: Minnesota Judicial Branch, St. Paul, MN. Summary: The Minnesota Judicial Branch is seeking a highly responsible Human Resources Director to lead the Human Resources function for the state court system. The Director provides executive leadership, guidance, and direction on implementation of human resources initiatives in order to carry out the strategic priorities of the Minnesota Judicial Branch. The Human Resources Director reports to the Deputy State Court Administrator and works closely with the State Court Administrator, SCAO directors, district administrators, and judges to achieve the Judicial Branch strategies and priorities. Duties: Oversee and direct human resources programs for the Minnesota State Court System. Direct and manage the work of human resources staff in order to carry out the strategic initiatives of the division. Lead and facilitate the activities of the statewide HR Management Team comprised of HR managers in ten judicial districts. COURT EXECUTIVE 2B (HUMAN RESOURCES DIVISION MANAGER): Superior Court of New Jersey, Ocean Vicinage. Summary: The Bergen Vicinage is seeking an individual with strong leadership, administrative, communication and writing skills, who is committed to providing quality service, to serve as Court Executive 2b (Human Resources Division Manager). Duties: Under the general direction of the Court Executive 3b (Trial Court Administrator), the Human Resources Division Manager will direct all aspects of the HR Division. Functional areas of responsibility include but are not limited to: recruitment and selection, training, classification and compensation, pension and benefits administration, performance management, as well as employee and labor relations. In addition, a Court Executive formulates and directs the implementation of Judiciary plans, programs, policies, and procedures, and manages Judiciary resources. Qualifications: Graduation from an accredited college or university with a bachelor’s degree. Qualifications: Graduation from an accredited four year college or university with a major in public, business, or personnel administration, psychology, communications, or a related area, and seven years of experience in personnel administration, including three years of supervisory experience, or experience managing a personnel program. A master’s degree in an above area may substitute for two years of the non-supervisory or program management experience. KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the principles and practices of modern personnel administration. Knowledge of and understanding of the various State of Florida personnel systems. Knowledge of, and ability to interpret and apply, state, federal, and local employment laws, and other rules, and guidelines concerning personnel administration.
