Director of Human Resources/Personnel

COURT EXECUTIVE 3B: Office of Management and Administrative Services, Human Resources Division, AOC. Trenton, NJ. Summary: The New Jersey Judiciary is seeking a senior-level manager with excellent analytic, communications, and leadership skills along with extensive experience directing human resources activities as part of a large organization. This position calls for providing excellent service to customers both within and external to the Judiciary. Duties: The Assistant Director, Human Resources is responsible for the development and implementation of human resources policies and procedures Judiciary-wide and oversees the recruitment, job title classification, payroll, timekeeping, benefits, HRIS, performance management, labor and employee relations and training functions for the New Jersey Judiciary’s 9,000+ staff, as well as payroll and benefits support for 450+ judges. These duties entail extensive contact with Judiciary senior management, as well as coordination with New Jersey’s Civil Service Commission and Treasury Department’s Division of Pensions and Benefits and Centralized Payroll Office. Qualifications: Graduation from an accredited college or university with a bachelor’s degree. Seven years of professional administrative and/or program management experience, five of which shall have been in Human Resources, including payroll processing, benefits administration, classification, salary administration, labor/employee relations, selection/recruitment, Equal Employment Opportunity/Affirmative Action and/or training and supervision of professional staff. HUMAN RESOURCES SPECIALIST: US District Court, Eastern District of Michigan, Human Resources Department, Detroit, MI. Summary: This position provides the full range of human resources management services and advice to the Court including planning, developing and implementing human resources policies, training, procedures, rules, regulations and programs for the District Court. Duties: Reviews, researches, develops, recommends and implements human resources policies for the District Court. Advises senior managers on human resources matters. Measures, documents, and tracks the effectiveness of the human resources programs. Assists in ensuring the human resources office practices are in compliance with policies, procedures and regulations. Maintains the Court’s Human Resources Manual. Works with department to implement orientation programs for new employees, judges staff and managers/supervisors. Travel may be required to assist in implementing human resources programs. Advises court mangers on application of relevant classification standards. Provides recommendations for alternate organizational structures. Administers existing benefit programs for the Court. Provides advice and assistance to employees and managers in federal benefits areas, including health and life insurance, and retirement. Administers EEO programs. Monitors and documents policies consistent with EEO guidelines. Prepares EEO reports. Develops and administers employee recognition program. Process personnel and payroll actions (appointments, promotions, separations, terminations, within-grade increases, and quality step increases). Maintains all human resources records, including payroll and leave records. Assists in periodic reports for Court Unit Executives and the Administrative Office of the United States Courts as directed. Qualifications: Required: A high school diploma or equivalent with a minimum three years specialized and progressively responsible experience in administering programs and enforcing procedure in a Human Resources department/setting, including at least one year equivalent to work at the CL-27 level. This experience must have included at least three of the following areas: recruitment and staffing, benefits, training and development, classification, performance management, employee relations, payroll and benefits administration, and/or organizational development. Preferred: Master’s Degree in Human Resources Management or other relevant field (i.e. Education). Experience in computerization of human resources’ functions. An additional four years of specialized experience in administering programs and enforcing procedure in a Human Resources department/setting. Prior supervisory experience. HUMAN RESOURCES DIRECTOR: Superior Court of California, County of Monterey. Summary: The Monterey County Superior Court is seeking an innovative and creative Director of Human Resources responsible for leading the Court’s human resource strategies needed to support the wide range of work performed within the Court. Duties: The Director of HR reports directly to the Court Executive Officer, and is a pivotal member of the CEO’s executive management team, which sets the Court’s strategic directions and develops the strategies for the effective implementation of those objectives. DIRECTOR OF HUMAN RESOURCES: State of Maine Judicial Branch, Portland, ME. Summary: The Maine Judicial Branch is seeking a Director of Human Resources. This is highly responsible management work overseeing the human resource and employee relations functions of the Maine Judicial Branch with courts and other offices throughout the state. Duties: Develop/implement personnel policies and procedures; manage position classifications; negotiate collective bargaining agreements; oversee employee training; serve on Judicial Branch management team. LABOR AND EMPLOYEE RELATIONS MANAGER: Minnesota Judicial Center, St. Paul, MN. Summary: Seeking a highly experienced, senior manager in the HR division to focus on the management and development of the Minnesota Judicial Branch's statewide labor/employee relations program and to serve as Chief Negotiator for the Minnesota Judicial Branch. This position is responsible for contract negotiation and administration, statewide policy development and implementation, supervision of staff, and development and delivery of training programs. This key position serves as a member of the senior HR management team. The successful candidate should thrive in a fast-paced, team environment. Duties: Manage the labor relations function for the judicial branch. Serve as Chief Contract Negotiator for the three MJB contracts: TEAMSTERS-CAT, AFSCME-CAT, and TEAMSTERS Court Reporters. Administer labor agreements and develop guidelines and procedures for discipline, grievances, investigations, and hearings. Advise and coach administrators, judges, managers, supervisors, HR representatives, and staff on labor/employee relations issues. Creatively resolve problems and propose strategies to accomplish strategic initiatives and foster cooperative labor/employee relations. DIRECTOR HUMAN RESOURCES: Minnesota Judicial Branch, St. Paul, MN. Summary: The Minnesota Judicial Branch is seeking a highly responsible Human Resources Director to lead the Human Resources function for the state court system. The Director provides executive leadership, guidance, and direction on implementation of human resources initiatives in order to carry out the strategic priorities of the Minnesota Judicial Branch. The Human Resources Director reports to the Deputy State Court Administrator and works closely with the State Court Administrator, SCAO directors, district administrators, and judges to achieve the Judicial Branch strategies and priorities. Duties: Oversee and direct human resources programs for the Minnesota State Court System. Direct and manage the work of human resources staff in order to carry out the strategic initiatives of the division. Lead and facilitate the activities of the statewide HR Management Team comprised of HR managers in ten judicial districts. COURT EXECUTIVE 2B (HUMAN RESOURCES DIVISION MANAGER): Superior Court of New Jersey, Ocean Vicinage. Summary: The Bergen Vicinage is seeking an individual with strong leadership, administrative, communication and writing skills, who is committed to providing quality service, to serve as Court Executive 2b (Human Resources Division Manager). Duties: Under the general direction of the Court Executive 3b (Trial Court Administrator), the Human Resources Division Manager will direct all aspects of the HR Division. Qualifications: Graduation from an accredited four year college or university with a major in public, business, or personnel administration, psychology, communications, or a related area, and seven years of experience in personnel administration, including three years of supervisory experience, or experience managing a personnel program. A master’s degree in an above area may substitute for two years of the non-supervisory or program management experience. KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the principles and practices of modern personnel administration. Knowledge of and understanding of the various State of Florida personnel systems. DIRECTOR OF PERSONNEL ADMINISTRATION: Superior Court of California, County of Sacramento. Summary: Acting under the direction of the court executive officer, the director of personnel administration is responsible for overseeing the management and administration of the court’s Personnel Administration Division, which includes human resources, labor relations, training, payroll and benefits programs. Critical attributes of this position will include the demonstrable ability to understand, predict, and accommodate court needs; possession of well-developed personnel management and sophisticated labor relations skills; experience in change management; and the ability to multitask, be flexible, and adapt to the needs of the judges, the court executive officer, and the executive team. Travel is expected on occasion. The director of personnel administration serves at the will of the court’s executive officer. The court reserves the right to make final assessment and approval of education and work experience in the absence of a master’s degree. HUMAN RESOURCES DIRECTOR: Albuquerque, New Mexico. Summary:  As the Human Resource Director for a high volume, fast paced and complex 24/7 Metropolitan Court, this employee will set human resource and benefits management, training, loss control, and safety goals and objectives; forecast, plan, organize, develop work and training programs; prioritize, assign, review and evaluate work of subordinate staff; review, research, analyze, recommend and draft policy statements and procedures; facilitate through mediation and conflict resolution; investigate complaints; give expert testimony; respond to inquiries from elected officials, managers, supervisors, employees, contracted providers, other agencies and the public; manage position allocation and personal services budget; and represent the Court on local and statewide committees for community activities and recruitments, and with other federal, state and local governmental agencies. May perform other duties as assigned in order to meet the operational needs of the Court. Relevant education may substitute for experience and relative experience may substitute for education at a rate of thirty semester hours equating to one year of full-time work experience; education shall not be substituted for supervisory experience. Summary: Under the direction of the Court Executive 3b (Trial Court Administrator), the qualified manager will possess strong leadership skills, customer service, problem solving and analytical skills. Duties: Responsibilities include directing the development and implementation of policies and procedures relating to: Employee & Labor Relations and the administration of negotiated contracts, the Administration of Leave programs including FMLA, FLA, Donated Leave and the assessment and investigation of work-related injuries and illnesses; Salary Administration and financial internal controls; Pension and Benefits Administration; Classification and Compensation, Recruitment and Selection, and Training. NOTE: Traveling within the tri-county vicinage is mandatory. Qualifications: Graduation from an accredited college or university with a bachelor’s degree. DIRECTOR, HUMAN RESOURCES: (General Description)  Summary: Under general direction, directs all human resources activities for the Judicial Department. Duties: Plans, organizes, directs, and manages subordinate personnel involved in developing, implementing, and maintaining policies and practices; position classification and compensation; benefits plan administration; recruitment and selection; EEO planning and implementation, employee relations, and HR information systems. May include payroll processing. Develops short and long term goals; advises management on employment trends and employee issues, applicable human resources related state and federal law and regulations; develops policies and practices necessary to comply with those regulations; and ensures compliance with same. Responsible for statewide compliance with policies and consistency in their enforcement. Qualifications: A Bachelor's degree and eight years professional human resources experience, including at least three years in a supervisory capacity. Advanced degree, public sector experience and SHRM or IPMA certification preferred.

JUDICIAL HUMAN RESOURCE MANAGER: Nineteenth Judicial Circuit, Waukegan, Illinois. Summary: Reporting to the Court Administrator, this position is responsible for the development, maintenance and administration of all phases of human resources activity for the Court. The scope of work covers 31 judges and 200+ employees. Qualifications: Bachelor’s degree in public, personnel, business administration, criminal justices or a closely related field is required with three to five years of increasingly responsible experience in the area of personnel administration. A master’s degree is highly desirable and may substitute experience as indicated above on a year-for-year basis. Starting salary: $37,150 with (up-to) probation period raise of 4.6.(2004)
