Finance Director

COURT EXECUTIVE 2B (FINANCE DIVISION MANAGER): Superior Court of New Jersey, Bergen County. Summary: The Bergen Vicinage is seeking an articulate, flexible, accounting professional who can motivate employees, provide direction, establish accounting procedures and ensure solid management in a dynamic, fast-paced environment. Duties: Under the general direction of the Court Executive 3B (Trial Court Administrator), this individual will direct and supervise the every day operations of the Finance Division. This individual will also formulate and direct the implementation of Judiciary plans, programs, policies and procedures. Duties include but are not limited to the following: advise managers on deadlines, rules, regulations or related information; interpret accounting or financial data; prepare and review budgets; recommend personnel actions; assess staff performance; mentor/coach staff and provide direction and feedback; participate in team or work unit meetings; foster relationships with other divisions; plan agendas for meetings; explain Judiciary policies or procedures to clients or customers; assign workload/specific duties to staff; conduct training sessions or orientation programs; and implement programs, operating procedures or systems. Perform related duties/work as required. Qualifications: Graduation from an accredited college or university with a bachelor’s degree including or supplemented by 21 credit hours in accounting, business administration, public administration, or finance (12 of these credit hours must be in accounting). Five years of professional administrative and/or program management experience, three of which shall have been in accounting, auditing and/or budgeting and included responsibility for the development, implementation and analysis of financial procedures, systems and controls and supervision of staff. Applicants who do not possess the required education, but do possess the required 21 credit hours (including 12 accounting credit hours), may substitute experience on a year-for-year basis. A master’s degree may be substituted for one year of general experience as indicated above. A law degree may be substituted for two years of general experience as indicated above. FISCAL MANAGER: Superior Court of San Benito County, CA. Summary: The Superior Court of San Benito County is recruiting to fill an opening for the new classification of Fiscal Manager. Under limited direction of the Court Executive Officer or their designee, the successful candidate will be an at-will employee, responsible for planning, organizing and directing all fiscal day-to-day operations of the Superior Court while performing other duties as required. Regular and punctual attendance is essential. Duties: Plan, coordinate and manage all fiscal operations including but not limited to payroll and benefits administration and budget development, analysis, control and forecasting. Assist in the development of fiscal goals and standards including implementation and enforcement of related fiscal policies. Establish and maintain accurate and timely fiscal records and reports for ongoing analysis of the organization’s fiscal condition. Plan, coordinate and manage the work and training of all fiscal staff. Monitor legislative and policy developments related to fiscal operations including analysis thereof for legal and administrative compliance. Assist in oversight and evaluation of all technology and facility projects and/or upgrades related to fiscal operations. Exercise independent judgment and initiative in performing ongoing work while establishing and maintaining cooperative working relationships with judicial officers, court staff, other agencies and the public. Perform other duties and/or projects as assigned. Qualifications: An educational level equivalent to a Bachelor’s degree from an accredited university in accounting, finance or related field and two (2) years of progressively responsible experience in supervisory duties including but not limited to assigning work and conducting performance evaluations and four (4) years of progressively responsible experience in a managerial or accounting position performing fiscal or budgetary analysis. DIRECTOR OF FISCAL OPERATIONS: Superior Court of California, County of Fresno. Summary: The Fresno County Superior Court is currently seeking a Director of Fiscal Operations to oversee fiscal operations. Duties: Reporting to the Court Executive Officer, provides managerial direction and control for the planning and coordination of the court’s fiscal operations which includes budget preparation, revenue disbursement, grant and contract accounting. Responsibilities also include establishing and evaluating fiscal policies and procedures, resolving fiscal operational issues, and representing the Court with county and state agencies and departments. This position has managerial responsibility, directly and through subordinate managers, supervisors, professional staff, and fiscal operations employees. Qualifications: Bachelor’s Degree in Business Administration, Public Administration, or a closely related field from an accredited 4 year college or university and 5 years of progressively responsible full-time, paid administrative, managerial or supervisory experience in a court or public agency, including at least 3 years experience in accounting, budgeting, or financial management. OR Any combination of relevant experience and/or education that would demonstrate that the individual possesses the necessary knowledge, skills and abilities, as determined by the Court Executive Officer. Possession of a valid Class “C” California Driver’s License may be required. Salary: $88,686-$107,796. (2007)

ADMINISTRATIVE SUPERVISOR 2: Superior Court of New Jersey, Morris/Sussex Vicinage, Finance Division. Summary: The Morris/Sussex Vicinage currently has an exciting opportunity for a highly motivated, self-starter who demonstrates positive interaction with customers, staff and supervisors to work as an Administrative Supervisor 2 in the Finance Division. The responsibilities of this area encompass the acceptance, processing, internal control, and system management of court ordered receipts and filings to include, but not be limited to: Bail, Child Support, Probation Fines and Restitution, Civil and Family Law Division filings, Special Civil Part filings, and other miscellaneous sanctions and application fees. Duties: Under the general direction of the Court Executive 2b (Finance Division Manager), the successful candidate will independently perform professional administrative functions, cash management activities for court held funds and revenues, and coordinate the diversified work activities of a team composed of paraprofessional and clerical support personnel. Specific responsibilities include: overseeing the collection and processing of all cash receipts and disbursements; manage the reconciliation of accounts; develop, implement, and monitor internal controls systems and procedures; perform internal audits and analyses; monitor compliance to statutory requirements and Administrative Office of the Courts (AOC) directives and develop automated ledgers to supplement existing systems. He/she will mentor and cross-train personnel and assign tasks based on the specific needs of the organizational unit; develop written procedures to ensure an efficient working environment and regulate the flow of processing in accordance with operational needs in a fast paced environment where multi-tasking is an ongoing requirement; provide direction for achieving goals, advise management of personnel issues; attend regularly scheduled meetings; conduct formal staff performance evaluations; determine staff training needs and recommend personnel actions. The selected candidate must also keep abreast of all policies, standards, regulations, directives, court rules and statues as they pertain to the financial organization and will be expected to network and participate on statewide committees and inter-divisional partnerships. Knowledge of MS Office is desirable. May perform other related duties as required. Qualifications: Graduation from an accredited college or university with a bachelor’s degree including or supplemented by 21 accounting credit hours in accounting, business administration, public administration or finance (12 of these credit hours must be in accounting). Three years of increasingly responsible professional experience, one year of which should have included experience in accounting, budgeting, or auditing. Applicants who do not possess the required education, but do possess the required 21 credit hours (including 12 accounting credit hours), may substitute paraprofessional and professional experience on a year-for-year basis. FISCAL SERVICES MANAGER: Superior Court of California, County of Contra Costa. Summary: The Superior Court in Contra Costa County is seeking a finance/accounting professional to fill a vacant Fiscal Services Manager position. The Fiscal Services Manager reports directly to the Chief Financial Officer and serves as first-line supervisor to staff in the Court’s Fiscal Unit. Duties: The Fiscal Services Manager’s management responsibilities include but are not limited to: preparation and ongoing monitoring of the Court’s annual budget; assists in the development of fiscal policies and procedures; monitors fiscal operations to assure conformance with policy, procedures and legal requirements; prepares accounting reports and statements; oversees the distribution of fines and fees and the accounting aspects of court case management; represents the Court in contacts with representatives from the AOC and other agencies; trains, mentors and develops subordinate clerical and accounting staff; and acts as Chief Financial Officer in his or her absence. Qualifications: The person appointed to this position must exemplify all the core competencies expected of court managers including being a leader of change, being a leader of people, being results oriented, possessing good business acumen, and being able to build coalitions and communicate effectively with all others. Education: possession of a baccalaureate degree from an accredited college or university with a major in business administration, public administration, finance, accounting, or a closely related field. Experience: Four years of progressively responsible fiscal, administrative, or staff analyst experience; OR: Any combination of education and experience that provides the candidate with the requisite knowledge, skills and abilities to perform the duties of Fiscal Services Manager. CHIEF FINANCIAL OFFICER: Superior Court of California, Contra Costa. Summary: Under the direction of the Assistant Executive Officer, the successful candidate will be responsible for the management of the Court’s Fiscal Unit that includes a staff of nine employees. Duties:  Management responsibilities include, but are not limited to: develop and coordinate budget preparation, grants, and contracts administration; monitor and evaluate revenue expenditures relative to budget projections; monitor fiscal operations for conformance with various policy, procedural and legal requirements; and perform a wide variety of professional budget and accounting work. The position of Chief Financial Officer is an “at will” position. As such the incumbent’s continued employment is at the discretion of the Court Executive Officer. Qualifications: A qualified candidate would typically possess education and/or experience equivalent to a bachelor’s degree from an accredited college or university with a major in business administration, public administration, accounting, or a related field AND five years of increasingly responsible experience in a managerial or accounting position performing fiscal or budgetary analysis, at least two years of which included responsibility for budget preparation and control. Experience supervising professional staff, familiarity with public sector accounting and budgeting and a master’s degree and/or CPA are desirable. Salary:$83,123 - $101,036 per year. (2006)

FINANCE DIRECTOR: (General Description) Summary: Under general direction, directs the staff and operations of the Financial Office for the Judicial Department. Duties: Plans, organizes, directs, and manages subordinate personnel involved in developing, implementing, and maintaining policies and practices for the financial management, budget control, payroll, accounting, and fixed assets system and functions. Oversees accounting systems and reports; approves budget modifications of significant amount; serves as liaison to Executive branch agencies, including the State Treasurer, and local court accounting departments. Develops short and long term goals; advises management on financial trends, applicable accounting state and federal laws and regulations; develops policies and practices necessary to comply with those regulations; and ensures compliance with same. Responsible for statewide compliance with policies and enforcement consistency. Qualifications: A Bachelor's degree in Accounting, Business Administration or a closely related field, and eight years progressively responsible experience in the administration of a large scale financial office. Advanced degree, public sector experience and CPA preferred.

DEPUTY STATE COURT ADMINISTRATOR FOR BUSINESS OPERATIONS: Financial and Administrative Services Division (FASD), Office of the State Court Administrator (OSCA), Salem, Oregon. Summary: The Deputy State Court Administrator (SCA) for Business Operations position provides coordination, review and oversight of the budget and business policy, procedures, systems and operational aspects that cross divisional and court lines for effective administration of the Oregon Judicial Department (OJD) in keeping with its identified needs, goals and business requirements. Duties: The position coordinates the cross-functional business, financial, audit, technical and personnel resources by assigning policy, procedure and distribution methodologies with the strategic direction and needs of the department to best fulfill its public mission. In this capacity, the position is responsible for identifying, developing and implementing short-and long-range department strategies that result in the timely meting of significant business objectives and in the effective and best use of state resources. The position is also involved in the preparation and presentation of OJD budget and business system issues before the legislature and certain other bodies. The planning and implementation of the comprehensive financial management program for the OJD is the primary role of the Deputy also serving as the Director of the FASD. Qualifications: A bachelor’s degree in accounting, business administration, finance, public administration, economics, or a related field, and minimum of five years’ of progressively responsible professional experience having a major emphasis on financial or budget policy development and management. In addition you should have at least two years’ experience supervising in a fiscal work-related staff. The candidate must possess excellent oral, written, organizational and analytical skills, and be well versed in use of automated business applications and use of automated spreadsheets. The candidate should have a demonstrated ability to work independently, manage multiple and competing deadlines, interact with other people and agencies effectively to resolve complex business issues and supervise employees in a positive manner. Preference may be given to applicants who have: been responsible for all or a substantial portion of budgeting and financial management for a complex state or public sector agency; significant experience in fiscal/budget policy development/implementation; experience working with elected and/or appointed officials; or a master’s degree in a related field or have a professional certification (CPA, CMA, etc.). Salary: $6,419 - $8,600 monthly. (2005)

ADMINISTRATIVE SUPERVISOR 2: Superior Court of New Jersey, Somerset/Hunterdon/Warren Vicinage, Somerville, New Jersey. Summary: The Hudson Vicinage is seeking a customer service oriented individual with strong analytical, financial management and supervisory skills to be responsible for the daily operation of Hudson Vicinage revenue. Under the direction of the Assistant Finance Manager (Court Executive 1b), performs professional administrative functions, manages cash management activities for court held funds and revenues, and coordinates the diversified work activities of a team composed of paraprofessional and clerical support personnel. Qualifications: Graduation from an accredited college or university with a bachelor’s degree including or supplemented by 21 credit hours in accounting, business, administration, public administration, or finance (12 of these credits must be in accounting). Three (3) years of increasingly responsible professional experience, one (1) year of which shall have included experience in accounting, auditing or budgeting. Finance & Accounting Manager: Lee County Court Administration, Ft. Myers, FL. Supervises all fiscal activities of a department, typically reporting directly to the department director. Duties: Work includes developing and implementing departmental fiscal policies and procedures; supervising fiscal employees, preparing departmental budget; and reviewing and approving department or division level fiscal activities such as account payable, accounts receivable, etc. Duties are complex and are performed under minimal supervision. Performance is measured by work product, effectiveness of established policies and procedures, and accuracy and effectiveness of budgetary decisions made. Additional miscellaneous duties are required as assigned. Qualifications: Bachelor’s degree from an accredited four year college or university with a major in accounting, finance, or business administration, and seven years of professional accounting experience, or five years of accounting experience with the state of Florida, two years of which was in a managerial or supervisory position. A Master’s degree in accounting, finance, or business administration, or a Certified Public Accountant certificate. This position has supervisory responsibilities. Desired Knowledge, Skills, and Abilities: Must have thorough knowledge of the principles and practices of accounting as they relate to governmental accounting. Ability to analyze accounting data. Knowledge of and ability to apply federal, state and local rules and regulations as they relate to department fiscal activities. Ability to prepare annual financial statements. Ability to provide Department Director with consistently sound fiscal recommendations. Physical Demands: The employee is regularly required to talk or hear. The employee is frequently required to sit, to hear, walk, read and talk for long periods of time. Ability to carry and/or lift a minimum of 10 lbs.
