Finance Director

FINANCE DIRECTOR: (General Description) Summary: Under general direction, directs the staff and operations of the Financial Office for the Judicial Department. Duties: Plans, organizes, directs, and manages subordinate personnel involved in developing, implementing, and maintaining policies and practices for the financial management, budget control, payroll, accounting, and fixed assets system and functions. Oversees accounting systems and reports; approves budget modifications of significant amount; serves as liaison to Executive branch agencies, including the State Treasurer, and local court accounting departments. Develops short and long term goals; advises management on financial trends, applicable accounting state and federal laws and regulations; develops policies and practices necessary to comply with those regulations; and ensures compliance with same. Responsible for statewide compliance with policies and enforcement consistency. Qualifications: A Bachelor's degree in Accounting, Business Administration or a closely related field, and eight years progressively responsible experience in the administration of a large scale financial office. Advanced degree, public sector experience and CPA preferred.

SENIOR ACCOUNTANT: Budget and Finance Division, District of Columbia Courts. Washington, DC. Summary: Incumbent has responsibility for planning, developing, modifying and implementing administrative and technical functions involved in the classification and recording of financial data in the DC Courts’ accounting system, as well as for compiling and/or assisting in the compilation of the Courts’ financial statements. Duties: Develops and implements accounting and reporting procedures for recording financial transactions, and ensures that all related policies and procedures are in compliance with Federal, state and local government accounting standards. Reviews and maintains accounting data related to the Courts’ accounting system(s). Assists with the writing of desk procedures for accounting staff. Prepares monthly financial status reports. Works closely with external auditors to ensure the accurate compilation and presentation of the Courts’ financial statements and single audit reports. Performs special reviews and analyses to ensure the integrity of financial data in the accounting systems utilized by the Courts. Uses accounting information to recommend solutions to management problems and in structuring Court programs. Qualifications: A bachelor’s degree in accounting, finance, business administration or a related degree, plus four years of relevant experience. Salary: $62,467 - $81,204 (2012).

DIRECTOR OF FINANCIAL SERVICES: Denver, CO. Summary: The Director of Financial Services is distinguished from other classifications by providing the administration of financial services and facilities planning for the Colorado Judicial Branch and serves as the Chief Financial Officer.  This position is responsible for the management of the Colorado Judicial Branch’s financial processes and systems, including accounting, collections, court-appointed counsel payments, grants, and purchasing.  In addition, this position provides guidance and assistance for the State courts and probation departments, through the establishment of fiscal rules to help ensure that the Judicial Branch’s assets are effectively safeguarded and efficiently spent.  Duties: Provision of revenue projections, expenditure data, court security data, and other information as may be requested by the State Controller’s Office, State Auditor’s Office, Colorado General Assembly, other governmental agencies, and the public. Developing and implementing procedures for managing and maintaining all division functions. Participates in the development of financial data and payment systems. Responsible for the overall supervision of division staff.  Responsible for recruitment, selection and termination of division employees.  Assigns duties and responsibilities to staff.  Makes provisions for orientation and on–going training, mentoring and coaching.  Establishes expectations and provides employee performance feedback on an on-going and annual basis.

COURT EXECUTIVE 2B: Finance Division Manager. Hackensack, NJ. Summary: The Bergen Vicinage is seeking an articulate, flexible, accounting professional who can motivate employees, provide direction, establish accounting procedures and ensure solid management in a dynamic, fast-paced environment.  Duties: Under the direction of the Court Executive 3b (Trial Court Administrator), this individual will direct and supervise the everyday operations of the Finance Division.  The selected candidate must possess strong analytical, financial management and administrative skills, as well as strong communication, customer service and writing skills.  This individual will also formulate and direct the implementation of Judiciary plans, programs, policies and procedures.  Duties include but are not limited to the following:  advise managers on deadlines, rules, regulations or related information; interpret accounting or financial data; prepare and review budgets; recommend personnel actions; assess staff performance; mentor/coach staff and provide direction and feedback; participate in team or work unit meetings; foster relationships with other divisions; plan agendas for meetings; explain Judiciary policies or procedures to clients or customers; assign workload/specific duties to staff; conduct training sessions or orientation programs; and implement programs, operating procedures or systems. Perform related duties/work as required. Qualifications: Graduation from an accredited college or university with a Bachelor’s degree, including or supplemented by 21 credit hours in accounting, business administration, public administration or finance (12 of these credit hours must be in accounting). Five years of professional administrative and/or program management experience, three of which shall have been in accounting, auditing and/or budgeting and included responsibility for the development, implementation and analysis of financial procedures, systems and controls, and supervision of staff.  Salary: $83,621 - $120,050 (2011).

COURT EXECUTIVE 2B: Mercer Vicinage, Finance Division Manager. Trenton, NJ. Summary: Under the general direction of the Assignment Judge and Court Executive Officer 3b, the VFDM directs the operations of the Finance Division as well as all financial activities for the Vicinage. Duties: Duties include development and oversight of the Vicinage’s salary and operating expenses budgets, position control, purchasing of all goods and services, fixed asset management, implementation of internal controls to protect the integrity of the collection and disbursement process for filing fees, forfeitures, fines, escrow funds, child support, and restitution, as well as appropriation accounting to manage grants, federal funds, and court-held funds. The VFDM establishes work flow systems and procedures, analyzes work processes, defines objectives for work performances, and is professional, and support staff assigned to the Finance Division. The VFDM represents the Vicinage in partnership meetings with internal and external stakeholders at the County and State levels; performs other duties as required. Qualifications: Graduation from an accredited college or university with a bachelor’s degree including or supplemented by 21 credit hours in accounting, business administration, public administration, or finance (12 of these credits must be in accounting). Five years of professional administrative and/or program management experience, three of which shall have been in accounting, auditing and/or budgeting and included responsibility for the development, implementation and analysis of financial procedures, systems and controls, and supervision of staff. Salary: $80,793 - $115,991 (2011).

COURT FISCAL MANAGER: Second Judicial District Court. Washoe County, NV. Duties: The Manager would plan and oversee, along with Court Administration and the District Court Judges, the Court’s budget input and output; conduct professional accounting and fiscal analysis in the review and preparation, maintenance, and verification of the Court’s fiscal and accounting records; contract administration; state and federal grant oversight and reporting; oversee Filing Office accounting functions and audit process; serve as a contact for County Finance and Comptroller; oversee inventory and supply orders; oversee and respond to court statistical requirements set by the Nevada Supreme Court and Administrative Office of the Court; and other duties as assigned. This position would also exercise supervision over clerical and technical support staff. Qualifications: A bachelor’s degree from an accredited college or university in Accounting, Finance or a closely related field, plus five years of full-time professional accounting experience; OR an equivalent combination of related education and experience. DEPUTY CHIEF FINANCIAL OFFICER: Budget and Finance, D.C. Courts. Washington, D.C. Summary: The incumbent works closely with and serves as key advisor to the Chief Financial Officer (CFO) in the development, implementation and maintenance of a sound financial management system for the D.C. Courts. Duties: Incumbent assists the CFO in: 1) the development and implementation of policies, procedures and guidelines necessary for the management and administration of the Budget and Finance Division; 2) establishing strategies and policies to govern and enhance financial management programs and functions; 3) overseeing the preparation and issuance of the Courts’ financial statements; 4) the development of policies and procedures designed to augment the Courts’ existing internal controls; 5) leading the development, management, implementation and continued enhancement of the Courts’ financial systems; and 6) the preparation and execution of the Courts’ combined budget. Incumbent will be expected to provide direction and general technical and administrative oversight to division staff, including goals and priorities, and deadlines in accordance with planning objectives. Incumbent will be required to review internal and external audit reports and evaluate degree of compliance, developing financial strategies and controls necessary to strengthen areas of weakness which may otherwise be necessary to mitigate risks. Incumbent will also carry out special projects, and may be required to serve on committees or task forces designed to improve divisional and/or enterprise-wise economy and efficiency. Qualifications: A bachelor’s degree in finance, accounting or business administration, plus six (6) years of experience in governmental financial management and budgeting, including at least three years at a management level. Salary: $131,300 - $158,587 (2010).

FINANCIAL SUPERVISOR: Financial Department, Clerk’s Office, The Theodore Levin United States Courthouse. Detroit, MI. Summary: The employee is responsible for ensuring the safekeeping of deposited funds to registry accounts, reporting of monies received and disbursed by the Court, assisting in investment management and management of government credit card usage. The employee assists in developing and ensuring adherence to Financial Internal Controls and audit guidelines. The employee manages and supervises the financial staff in the day to day operations of the accounting functions for the Court. Duties: Effectively supervises, cultivates, and mentors professional and/or support staff involved in finance, including establishing standards, assigning and reviewing work, evaluating performance, and handling disciplinary actions. Effectively oversees the daily operations of the department to include analyzing workflow, establishing priorities and setting deadlines. Conducts effective staff meetings and routinely communicates operational status and relevant information to staff. Performs thorough quality checks and documents staff performance. Successfully performs and manages all aspects of the financial functions of the court ensuring compliance with the appropriate guidelines, policies, approved internal controls, regulations, and requirements. Effectively develops, implements, and evaluates internal control systems, policies, practices, and standards and recommends appropriate alternatives, as needed. Participates in strategic planning and provides sound advice to help achieve court unit goals. Accurately accounts for and reports all monies received, disbursed and held in the court. Consistently performs and oversees reconciliation of receipts and disbursements. Accurately prepares reliable financial and statistical reports. Regularly identifies or recognizes financial functions needing improvement and makes actionable recommendations. Acts as back-up to the Budget Administrator. Qualifications: A high school diploma or equivalent with a minimum of five years progressively responsible administrative, technical, professional, supervisory or managerial experience that provided an opportunity to gain: (a) skill in developing interpersonal work relationships needed to lead a team of employees, (b) the ability to exercise mature judgment, and (c) knowledge of the basic concepts, principles, and theories of accounting and management; with the ability to understand the accounting and managerial policies applicable to the Finance Department. DIRECTOR OF FINANCE: State Court Administration, Minnesota Judicial Center. St. Paul, MN. Summary: This leadership role will direct the financial activities for the Minnesota State Court System. The Director of Finance provides leadership, guidance, technical expertise and team coordination to support implementation of Judicial Branch strategic initiatives in the areas of fiscal management, budget analysis, financial reporting, fiscal control and auditing. This position plays a key leadership role in the implementation of Access and Service Delivery (ASD) initiatives. The Director of Finance reports to the Deputy State Court Administrator and works closely with the State Court Administrator, SCAO directors, district administrators and judges to achieve the Judicial Branch strategies and priorities. Duties: Provides leadership and oversight for financial activities of the State Court Administrator’s Office and Minnesota State Court System. Direct Judicial Branch accounting and fiscal operations so that adequate financial records and fiscal controls are maintained. Manage the maintenance and development of all agency accounting records; direct the development and maintenance of complex automated financial systems including the analysis of data requirements, creation of data structure, and the establishment of internal operating procedures. Establish a framework of financial policies and procedures to address financial oversight and monitoring throughout the Judicial Branch, including Districts, Courts and Minnesota Judicial Center. Develop and implement financial policies, procedures and standards used in accounting, auditing, financial reporting and related financial management ensuring compliance with federal and state rules and regulations. Serve as Project Lead for ASD Collections Team. Direct and supervise preparation of financial reports, schedules and forecasts so that management is provided information accurately, timely, and in accordance with applicable standards and controls. Direct, coordinate and monitor the biennial budget process so that the budget is prepared in a timely manner and accurately reflects the current Judicial Branch needs, objectives, and resource requirements. Provide budgetary expertise and analysis to State Court Administrator, Judicial Council, District Administrators, and other stakeholders so that financial information is available and sound financial decisions are made. Function as a member of the SCAO's executive team. Provide information and advice to executive team in all areas related to financial operations. Consult and advise State Court Administrator's Office, division heads, and district administration on the financial status of current operating budgets so management has the information to make sound financial decisions. Proactively identify problems and provide alternative solutions. Manage and supervise the human and fiscal resources of the Finance Division of the State Court Administrator's Office so that the Finance Division goals and priorities are accomplished within the allocated administrative budget. Provide leadership for financial initiatives. Recommend alternative financial policies and procedures so that state operations are as effective and efficient as possible. Meet the needs of central, local, and district offices while maintaining the necessary internal controls. Qualifications: Bachelor’s Degree in Accounting, Finance, Business Administration, Public Administration, or directly related field. Master’s Degree in Finance, Public Administration, Judicial Administration, or MBA strongly preferred. CPA preferred. Extensive professional level administrative experience with increasing responsibility, including a minimum of 5 years progressively responsible experience in financial management. Leadership experience in public sector financial management, budgeting, and fiscal analysis strongly preferred. Offers of employment will be subject to BCA criminal background check. COURT FINANCIAL OFFICER: Superior Court of California, County of San Bernardino. San Bernardino, CA. Summary: The Court Financial Officer plans, directs, organizes and manages the budgetary accounting, fiscal reporting and revenue disbursement functions of the court. Duties: Plans, organizes, directs and manages, directly and/or through subordinate management and supervisory staff, the fiscal operations of the court including accounting, budgeting and financial information systems. Develops, implements and interprets financial policies and procedures, ensures same are in accordance with applicable laws, requirements and professional accounting and reporting practices. Acts as court’s liaison regarding budgetary and fiscal matters with the State. Assists executive management, judicial officers and other court management in determining fiscal impact of legislation; provides advice and consultation regarding the court’s financial resources, policies and procedures. Directs the preparation of complex studies, projects and reports pertaining to financial planning, budget projections and protection of court assets; oversees the preparation of monthly, quarterly and annual reports. Coordinates auditing processes and acts as the court’s liaison with external auditors. Oversees the administration of grant funded programs, including developing reporting systems, ensuring that funding requirement are met and coordinating funding agency audits. Serves on State and local committees and work groups. Qualifications: The successful candidate will have graduated from an accredited college or university with a bachelor’s degree in accounting, finance, business administration or public administration. The candidate must have five years of professional experience in fiscal reporting, accounting, and budget administration which include two years of managerial experience. A CPA license and experience in a court or criminal justice setting are highly desirable. Salary: $7,493 - $9,594/month (2009).

Perform reviews and reconciliations of financial information, to ensure accuracy, financial integrity and compliance with statutory and regulatory requirements. Analyze data, conduct research of statutory issues, monitor fiscal records and compliance with statutory requirements; prepare financial statements; perform fiscal analysis; analyze, review and conduct research to ensure financial reports meet program and legal requirements.  Document, review and maintain departmental procedures and policies to assure consistency and provide training tools. Review required local, state, and or federal financial reports for accuracy, consistency, compliance with statutory requirements and adherence to policies and procedures to ensure adherence and financial integrity. Prepare fiscal year budget for the responsible divisions; monitor spending and recommend/initiate corrective action to ensure fiscal compliance. Administer and manage all contracts of the Court, including collection of revenues from grants, services changes, and fees. Manage Court grants, including transmittal letter, application packages, project assurances, financial reports, program reports, and related audits while insuring compliance with grant requirements. Prepare and review assigned areas of annual and interim financial reports. Initiate, review, and implement thorough internal controls, policies, and procedures for assigned areas of responsibility. Design and prepare various internal fiscal management reports for the business operations. Communicate with Court Administration and other staff regarding the timeliness, accuracy, and implications of financial records and data. Qualifications: A bachelor’s degree from an accredited college or university in Accounting, Finance, or a closely related field, plus five years of full-time professional accounting experience; OR an equivalent combination of related education and experience. Salary: $69,569.80 - $90,500.80 (2009).

DIRECTOR OF FINANCE: Court Administrative Office, Prince George’s County Circuit Court. Upper Marlboro, MD. Summary: The incumbent, under the supervision of the Court Administrator, is responsible for all phases of budgetary and financial management for the entire Circuit Court for Prince George’s County. Duties: The incumbent leads and participates in performing budget, planning, programming and management analysis projects. Ensures all phases of budgetary and financial management for the Circuit Court Budget, Family Division, Child Support, Adult and Juvenile and Drug Court and other Grants. Develops a separate and distinct system of administrative controls to ensure the most effective and economical expenditure of allocated funds. Assesses budgetary requirements, budget formulation and preparation for justification, presentation and execution. Develops and monitors systems and procedures necessary for the administration of federal and state grants received by the Circuit Court. Tracks and reconciles quarterly and end of year reports to the state and county for the Family Law Grant, Child Support Grant, Adult and Juvenile Drug Court Grants. Establishes and maintains automated financial management system for budgeting, tracking account management, and financial reporting. Reconciles monthly credit card payments, provides monthly purchasing reports, oversees contracts, and ensures payments for new and current initiative contracts. Prepares travel requests, execution of collection letters and payments. Supervises Financial Unit staff as well as providing indirect supervision to other employees when necessary. Works closely with the Clerk of Court, the Administrative Office of the Courts and with Prince George’s County’s Office of Management and Budget and the Office of Finance. Serves on various committees and represent the Court in statewide budget meetings. Qualifications: Master’s Degree in accounting, finance, public or business administration with major course work in accounting, public/business administration, economics, finance, or a closely related field, plus three (3) years experience at a professional level involving development of budget estimates and justifications to support budgetary recommendations, projecting budgetary issues and preparing and submitting strategic budgetary plans or an equivalent combination of education and experience. Have at least three (3) years supervisory experience. Have experience and knowledge of the operations of the Maryland’s court system. Have the ability to interact professionally with judges, attorneys, court employees, public officials, co-workers and colleagues. The ability to speak Spanish is a plus. FINANCIAL SERVICES SPECIALIST: Budget and Finance Division, District of Columbia Courts. Summary: Under the supervision of the Chief Financial Officer (CFO) for the DC Courts, the incumbent performs complex work of a financial nature in the Budget and Finance Division. Duties: The incumbent will be required to become proficient in the financial procedures, policies and administration of the DC Courts. Provides professional and administrative support in the development and implementation of and conducts training courses as needed on financial systems and business processes for Budget and Finance Division such as Pegasys, PAyIT, MIP Sage, COTRs (Contracting Officer’s Technical Representative), time and attendance policies, travel and training procedures, to be presented to Court management and employees. Provides support to the CFO and to the Budget and Payroll Branch Chief in the compilation and preparation of the Courts’ annual budget by assembling personal and non personal services requests from branch chiefs and supervisors and editing and/or writing justifications for new requests. Assists the Accounting Branch Chief in the preparation of the Courts’ financial statements, as well as in the development of travel systems (incumbent is expected to assist in the development of automated travel capabilities) and procedures. Provides assistance to both the Banking and Finance and the Defender Services Branch Chiefs as necessary to complete projects and/or assignments. Utilizes fiscal data to develop and submit reports regarding budgetary court-wide needs. Qualifications: A bachelor’s degree in accounting, finance, business administration or a related degree plus three (3) years in a governmental budget or finance environment (federal, state, or municipal government), preparing finance related documents (e.g. policies, procedures, letters, memos, budget and/or accounting documents). Equivalent levels of education or experience may be substituted for general experience, on a year-to-year basis. FINANCIAL SPECIALIST II: United States Court of Appeals, Eleventh Circuit; Atlanta, GA. Summary: The Financial Specialist reports to and works directly with the Assistant Circuit Executive for Administration. Duties: The financial specialist performs administrative, technical, and professional work related to financial, accounting, bookkeeping, and budgetary activities for the Eleventh Circuit Judicial Council, which requires the highest level of quality and professionalism. Work must be performed in compliance with the appropriate guidelines, policies, and approved internal controls. The financial specialist provides customer service by assisting court personnel, judicial officers, and outside entities regarding financial related inquiries or problems; prepares, maintains, updates, analyzes, and reconciles a variety of accounting records, financial statements, and reports; is responsible for accounts payable and accounts receivable activities, including accuracy and accountability of monies received and disbursed; assists with budget preparation; conducts internal reviews to ensure compliance with the Guide to Judiciary Polices and Procedures and internal controls; identifies findings and develops written recommendations for changes, as well as procedures for improvements and implementation. Qualifications: Minimum of three years of progressively responsible financial experience which demonstrates the particular knowledge, skills, and abilities to successfully perform the duties of this position. Two years specialized experience, including at least one year equivalent to work at the classification level 25 (CL-25). Salary: $58,734 - $76,360. (2009)

CHIEF FINANCIAL OFFICER: Marin County Superior Court, California. Summary: The Chief Fiscal Officer is a management class responsible for all financial activities of the Court. Budgetary responsibilities include the preparation and administration of multiple budgets that meet State requirements and the monitoring of such budgets to ensure that operational and programmatic State Trial Court Funding limits are not exceeded. This class is distinguished from that of the Assistant Executive Officer, in that the latter has day-to-day responsibility for all administrative and operational functions required for support of judicial functions, and supervises this classification. Duties: Plans, coordinates and implements fiscal goals, objectives, policies, procedures and internal financial control systems for the Court. Plans, organizes, assigns, supervises, reviews and evaluates the work of professional and technical staff; recommends selection of staff; trains staff in work procedures and provides for their professional development; recommends and/or administers discipline as required. Acts as the Court’s liaison regarding budgetary and fiscal matters with State Trial Court Funding staff; ensures that Court budgetary, accounting and fiscal reporting policies and procedures meet appropriate standards, are in accordance with applicable laws, regulations and professional accounting practices and coordinates with those of the State. Coordinates the development, implementation and monitoring of multiple programmatic and/or functional budgets; monitors such budgets and ensures that operational expenditures are maintained within limits proscribed by the State. Qualifications: A bachelor’s degree from an accredited four-year college or university with major course work in business or public administration, accounting, economics or a field related to the work and four years of professional level experience in fiscal reporting, accounting, budget administration and related financial and administrative activities. Prior lead or supervisory experiences and experience in a Superior Court and/or criminal justice setting are desirable. Salary: $107,286 - $117,145. (2009)

FINANCIAL SPECIALIST: Supreme Court of New Jersey, Office of the Courts, West Trenton, NJ. Summary: The New Jersey Judiciary, Office of Attorney Ethics, is seeking a motivated individual who works well under time guidelines to conduct field and office investigations, primarily of a financial nature, into the conduct of attorneys who are members of the New Jersey bar; including auditing of attorney trust and business accounts involving reconstruction of accounts when necessary.
