Court Administrator/Clerk

APPELLATE COURT SERVICES DIRECTOR: State of Oregon, Judicial Department, Office of the State Court Administrator, Appellate Court Services Division, Salem, OR. Duties: As delegated by the State Court Administrator, the position of Appellate Court Administrator performs the statutory array of administrative duties and responsibilities of the court administrator (clerk of court) for the appellate courts under ORS 8.110(1) and provides for effective administration of these operations for the Oregon Supreme Court and Court of Appeals. The position manages and supervises the units and programs of the Appellate Court Services Division and is responsible for proper stewardship of its personnel resources and of the related budget, financial, capital and technological resources and facilities and for its proper carrying out of court administrative processes and procedures. The position actively participates in the coordination and oversight for the internal planning, preparation, training and implementation of the e-commerce and other electronic business processes for the appellate courts. The position is also responsible for oversight and coordination of record-keeping functions regarding admissions to the practice of law, issuing certificates of good standing, and other requirements performed for the Supreme Court and State Court Administrator for enforcement or administration of the practice of law in Oregon as required by law. This position works with the Chief Justice, Chief Judge and State Court Administrator on identifying, evaluating and addressing internal and external issues related to the effective and efficient administrative performance and functioning of the appellate courts and its court operations. The position is responsible for strategic planning, performance measurement and development, evaluation and implementation of new initiatives to improve services and respond to the needs of those courts and the public in a manner that also is consistent with the goals and objectives of the OJD. The position has responsibility for the appropriate communication and representation of public information and administrative issues externally to the circuit courts, bar, other government entities, media and public; provides for related outreach, training and education opportunities and keeps current web based information on the appellate courts and on changes to court procedures and rules. The position is responsible for ensuring the currency and effectiveness of the security, emergency preparedness and business continuity plans involving the operations of appellate courts and the ACSD. The position must ensure the necessary compliance with state and OJD requirements and the necessary coordination of OJD relevant policies, procedures and communications as appropriate to meet and respond to the needs of the courts and the public it serves. Qualifications: a Bachelor’s degree in Court Administration, Business or Public Administration, or closely related field, and three years of recent management experience. A Juris Doctorate or Master’s degree in Court Administration, Public or Business Administration may substitute for one year of the required experience. Applicants without the relevant educational background may substitute recent court management experience on a year for year basis. Applicants with less than the required management experience may substitute court administrative experience on a year for year basis when that experience demonstrates: considerable knowledge of the administrative and judicial functions of the court; experience leading/supervising employees; experience developing and implementing court policy, goals, objectives and priorities in conjunction with executive management; and knowledge and experience in accounting procedures and principles, including budget management. Preference may be given to applicants with recent court administration experience, or with experience working in the Oregon court system. CLERK/ADMINISTRATOR OF AN APPELLATE COURT: California Judiciary, Courts of Appeal. Summary: Under policy direction, serves as the court’s executive officer with responsibility for planning, organizing, coordinating, and directing with full authority and accountability the management of the Office of the Clerk of the Court and all non-judicial administrative support activities for an entire appellate court; performs related work as assigned. Duties: Plans and implements administrative and operational programs and policies for the court and for the Office of the Clerk of the Court. Directs, plans, organizes, administers, reviews, and evaluates the work of staff, often through subordinate managers and/or supervisors; oversees or provides for the selection, training, professional development, and discipline of staff; supervises assigned staff. Develops and/or revises administrative policies and procedures. Reviews and responds to correspondence and inquiries regarding interpretation of court policies and procedures. Develops, administers, and monitors budget of an appellate court. Coordinates facility and space planning. Manages the procurement of supplies and equipment. ASSISTANT CIRCUIT EXECUTIVE FOR ADMINISTRATION AND INTERNAL OFFICE MANAGEMENT: The Office of the Circuit Executive, Eleventh Circuit, U.S. Court of Appeals, Atlanta, GA. Summary: The incumbent reports directly to the Deputy Circuit Executive. The incumbent supervises a staff of five. The principle responsibilities of this position are to provide oversight and coordination concerning matters related to Judicial Council and Court operations. Duties: Exercising aspects of administrative control of certain non-judicial activities of the Court of Appeals of the circuit; providing oversight to internal operations of the office of the circuit executive. Assisting the circuit executive in developing organizational goals and objectives, including the establishment and adjustment of long range schedules, priorities and deadlines for the completion of work assignments. Assisting the circuit executive in establishing policy. Establishing operating guidelines and procedures to implement established policy. Studying continuing problems with carrying out the responsibilities of the office of the circuit executive and recommending necessary corrective actions. Assigning and explaining work requirements for new or changed programs, functions, goals and processes to court unit executives and top level managers and supervisors within the Court of Appeals for the circuit. Assisting in administering the personnel system of the Court of Appeals of the circuit; serving as personnel officer for the circuit executive’s office. Developing and enforcing a system of internal financial controls for the office of the circuit executive. Developing and managing the budgetary cycle of the Court of Appeals for the circuit, continually assessing the needs of the court and the office of the circuit executive, and aiding in the preparation of budgetary requests for the court. Serving as the primary contact for formal financial audits of the Court of Appeals. Managing a modern accounting system. Providing oversight, general supervision, and coordination of the office secretarial staff, the circuit’s budget administrator, financial analyst, and administrative assistant for finances. Developing and overseeing a responsive office filing system as well as overseeing the preservation of circuit archives. COURT EXECUTIVE 3B: Appellate Division, AOC, Trenton, NJ. Summary: The New Jersey Judiciary is seeking an innovative, service-oriented leader with strong analytical and managerial skills. The individual selected for this position will direct and manage all staff operations of the New Jersey Judiciary’s Appellate Division. Duties: The Clerk is responsible for the oversight and leadership of all operations in three major areas of responsibility: Case Management (7,000 appeals filed annually); Administrative Services (transcript production, facilities, personnel, information technology and budget); and Central Appellate Research. The selected candidate will be expected to develop goals and strategies for accomplishing objectives; analyze current case processing methods; devise streamlined and expedited workflow systems, and implement new processes while assuring a high level of quality control. COURT ADMINISTRATOR: Summary: Under administrative direction, manages all activities and facilities and directly supervises subordinate management staff. Develops and presents budget requests before legislative bodies and local governments. Participates in short and long-term planning for the court. Duties: Plans, organizes and coordinates functions related to fiscal programs, budget, human resources, information systems and various court programs. Hires, trains, evaluates, and disciplines subordinate staff. Prepares and submits courts operating budget. Analyzes court dockets and operations and develops and implements processes to improve case management and court services. Develops local rules, policies and procedures. Serves as a liaison to the state legislature, county and city governments, law enforcement agencies and the media. Provides testimony to the state legislature. Oversees facilities management and planning including allocating space, overseeing maintenance and modifications, awarding service contracts and negotiating leases. Qualifications: Bachelor's degree in business or public administration or related field and eight years experience in court management including three years of supervisory experience. CLERK OF THE SUPREME COURT: Rhode Island Judiciary. Summary: The Clerk of the Supreme Court exercises primary responsibility for the administration and management of the Supreme Court Clerk’s Office by assistance to the Chief Justice of the Supreme Court, other courts in the Judiciary, state government agencies, attorneys, and citizens of the state. Duties: The Clerk directs the daily operations of the Clerk’s Office and supervises the staff of professional and non-professional assistants. The Clerk works closely with the Chief Justice and four (4) Justices in all matters relating to the Supreme Court. Supervises, administer, and direct all services and staff within the Supreme Court. Manages and oversees financial accounts of the Supreme Court. Publishes and distributes Supreme Court opinions and orders. Oversees the scheduling, preparation, and coordination of the Supreme Court calendars. Evaluates, plans, organizes, develops, and implements policies and procedures. Oversees the Committee of the Board of Bar Examiners and the Rhode Island  Bar Exam. Plans and implements new, emerging, and changing technological developments Coordinates services with other court departments, agencies, and outside vendors. The Clerk of the Supreme Court reports to the Chief Justice of the Supreme Court and the State Court Administrator. Qualifications:  The Clerk position requires a Bachelor’s Degree plus a minimum of five years experience in court administration or comparable experience in management and a Juris Doctor from an ABA-accredited institution. This position is ideal for a person with a proven record as a successful manager and leader. Must possess excellent organizational, interpersonal, written, and oral communication skills. CLERK OF THE IDAHO SUPREME COURT AND COURT OF APPEALS: Idaho Supreme Court Description: Clerk of the Idaho Supreme Court and Court of Appeals. The Clerk of the Court performs highly responsible and confidential legal and administrative work for the Supreme Court, pursuant to Article V, Section 15 of the Idaho Constitution. Duties :Work involves management of related legal and clerical functions of the Supreme Court and Court of Appeals, including those duties set forth in Idaho Code, Title 2, Chapter 4, §§ 1-401 et seq. and 1-501 et seq. Responsibilities: management of all personnel and operations in the Clerk’s Office and related functions; interpretation of appellate court rules and procedures; review of motions and petitions filed with the Court; releasing and reporting opinions for the Court; and travel with the Court and preparation of courtrooms for oral arguments. ADMINISTRATIVE DIRECTOR: West Virginia Supreme Court of Appeals, Charleston, WV. Highly qualified individual sought by the Supreme Court of Appeals to serve as Administrative Director. Duties: The Administrative Director works under the general administrative policies of the Supreme Court and the oversight authority of the Chief Justice, and is responsible for administrative control of non-judicial activities of the state court system including budget development and financial accountability, procurement and inventory control, personnel and payroll administration, statistical data collection and analysis, planning and administrative policy development, facility development and maintenance, judicial and non-judicial staff training, technology development and systems administration, and other duties that may be required by the Supreme Court. The Administrative Director also serves as the liaison for the court system as a whole with the legislative branch, executive branch, local governments, the Bar, news media, and general public. COURT SERVICES SUPERVISOR 3: AOC, Trenton, NJ, Appellate Division. Summary: The New Jersey Judiciary is seeking a manager to oversee the case processing activities of two teams of professionals and clerical staff members. Duties: Specific duties will include monitoring, evaluating, leading and overseeing the work activities of the two team supervisors. SENIOR COURT MANAGEMENT SPECIALIST: Arizona Supreme Court, Phoenix, AZ. Summary: Ready to utilize your expert knowledge, experience and skills in a dynamic work environment? This position produces a wide range of complex projects that involve planning, researching and analyzing court administration and operations that result in improving and increasing efficiency of the court system. Duties: Serves as project leader in planning, managing and implementing projects for improving court operations including, but not limited to, developing appropriate statewide case processing time standards for all case types; establishing plans for caseflow management programs to meet case processing timelines; and, implementation of strategic initiatives. SENIOR COURT MANAGEMENT SPECIALIST: Arizona Supreme Court, Phoenix, AZ. Summary: This position administers a wide range of complex projects that involve planning, researching and analyzing court administration and operations in order to implement statewide strategic agenda initiatives. This position will provide high level support, perform research and provide information to committees as directed. This position will work in tandem with a second Sr. Court Management Specialist to coordinate the implementation of CourTools; work with the court community to implement programs that will guarantee the availability of qualified language interpreters fro non-English speaking litigants; and staff a new state level committee on victims’ rights. Duties: Some essential functions of the job include analyzing court processes to identify problems, providing recommendations and preparing reports, developing projects to improve court operations, researching and developing grant proposals, conducting studies involving data collection and analysis, developing statewide training curriculum, and serving as an educational faculty or facilitator. In addition, this position fosters and maintains cooperative working relationships within the criminal justice community and other governmental and private agencies in order to achieve general organizational and specific project goals. Successful candidates should have the ability to staff, coordinate and facilitate Supreme Court committees comprised of Judges, Court Administrators, Clerks of Court, as well as other criminal justice system stakeholders and the public. Appellate Court Attorneys/Legal Counsel

ATTORNEY 2: New Jersey Judiciary, Bar Admissions Unit, AOC, Trenton , NJ . Summary: The New Jersey Judiciary, Bar Admissions Unit of the Supreme Court is seeking an experienced attorney with proven administrative and written skills. Duties: This position entails working with the Committee on Character reviewing documentation, investigating information in preparation for hearings, conducting hearings, and preparing reports, minutes, reviews and legal memorandum for the Committee and the Supreme Court. APPELLATE COURT ATTORNEY: Los Angeles, CA. Summary: Division Seven of the California Court of Appeal, Second Appellate District located in Los Angeles, is accepting applications for an attorney position on its Central Staff to work directly with Presiding Justice Dennis M. Perluss. The position will be staffed at a level commensurate with the qualifications of the selected individual. Duties: Duties of a Central Staff attorney include: assisting in the drafting of bench memoranda and opinions in assigned cases and reviewing memoranda and proposed opinions in cases assigned to other justices of the Court of Appeal. COURT EXECUTIVE 2A: Bar Admissions Unit, Supreme Court of New Jersey, AOC, Trenton, NJ. Summary: The New Jersey Judiciary Bar Admissions Unit of the Supreme Court is seeking a person with solid managerial skills to serve as Counsel to the Committee on Character. The selected individual will report to the Secretary of the Committee and the Assistant Secretary to the Board of Bar Examiners while being responsible for the general operation of the work of the Committee on Character. Summary: The New Jersey Lawyers’ Fund for Client Protection, an entity of the Supreme Court, seeks a Senior Counsel with strong analytical and managerial skills. The individual selected for this position must have high ethical standards. Duties: This individual will handle legal matters for the Fund including commercial litigation, bankruptcy, chancery, and collections. STAFF ATTORNEY: U.S. Courts for the Tenth Circuit, Denver Colorado. Summary: The Office of Staff Counsel for the U.S. Tenth Circuit Court of Appeals is seeking highly qualified, experienced attorney to serve as staff attorney to the full court. The office currently consists of nineteen attorneys and four support staff. Duties: The Office of Staff Counsel’s principal responsibility is to recommend to the court the disposition of substantive motions, appeals decided without oral argument, original proceedings, and emergency matters. Staff attorneys confer with the judges, conduct legal research, prepare legal memoranda, and draft proposed opinions. Because staff attorneys must be able to advise the judges on difficult, varied, and important legal issues, the court is highly selective in its hiring. The court is looking for individuals who can analyze complex legal issues thoroughly and efficiently and express themselves clearly, both orally and in writing. Qualifications: Graduation from an accredited law school. Admission t practice before the highest court of a state/territory of the U.S. Strong academic background. Superior legal research, analytical, writing, and editing skills. At least one year legal experience after graduation. Preference for court legal staff experience or judicial law clerk experience. CHILD SUPPORT / FAMILY LAW SPECIALIST VI: Court Services Division, Arizona Supreme Court. Summary: Do you have specialized knowledge in family law, child support, domestic violence and related Arizona laws, rules and procedures? Would you enjoy being part of a team that utilizes the most current social science research on children and families to develop policies and procedures which enhance existing laws or create new ones? The Court Services Division’s Court Programs Unit is looking for a detail-oriented individual who enjoys working in a fast-paced environment, can see big-picture perspectives and has the ability to consolidate input from a variety of people and organizations in an objective manner. Duties: This position provides staff support to the Domestic Relations Committee and Child Support Committee, Arizona Legislative Committees, and their related subcommittees. This position assists in the development, implementation and monitoring of statewide plans for family law education on children’s issues and develops and/or performs statewide training for judicial officers and court staff on family law and child support. This position is also responsible for grant fund administration, serves as the project manager for the quadrennial review of Arizona’s child support guidelines and develops selected procedures manuals, booklets and family law website content for use by self-represented litigants. Qualifications: This position requires a Bachelor’s degree in judicial administration, public administration or a related field. Five years’ experience in a general jurisdiction court, including three years as a court administrator or five years’ experience working in an administrative office of a court doing improvement projects. Law degree and legal experience preferred. Successful candidates should have the ability to staff, coordinate and facilitate Supreme Court/Legislative committees and have knowledge or insight into future court trends and emerging policy issues affecting trial courts. Also requires excellent interpersonal skills for working effectively with legislators, judges, court staff, the State Bar, governmental agencies and the public, as well as experience in team building, strategic planning, and excellent project management skills. ATTORNEY III (ASSISTANT COURT COMMISSIONER): Minnesota Supreme Court. Summary: The Minnesota State Commissioner’s Office seeks an Attorney III to serve as legal counsel to the court, provide legal research and recommend case dispositions in both civil and criminal cases. Duties: Confer with justices concerning legal matters and other problems that arise in the processing of cases and provide advice and recommendations thereon. Work assignments are carried out with a substantial degree of discretion and independent judgment within the framework of laws and the policies of the court. Qualifications: Graduate of an accredited law school, 5 years litigation experience, certified admission to the Minnesota State Bar and eligibility to practice law in the State of Minnesota. SUPREME COURT ATTORNEY: The Supreme Court of California, San Francisco, California. Summary: Capital Central Staff, which assists the court in reviewing and processing appeals and habeas corpus petitions and related motions filed in the Supreme Court following the imposition of a judgment of death in the superior court.  Members of the Capital Central Staff work under the immediate direction of a Supervising Attorney and in close conjunction with the justices and other members of the court staff. Duties: Review briefings in automatic appeals and habeas corpus matters and prepare memoranda that evaluate the issues, analyze the law applicable thereto, and offer recommendations for proper disposition; Prepare and review memoranda to the court concerning motions relating to both automatic appeals and habeas corpus petitions; Recommend and draft proposed changes in the court’s published and internal policies and other written material to assist the court in responding to new legislation and judicial decisions; Provide advice and assistance to the court for improving the fair and efficient processing of all aspects of capital matters; Consult with attorneys and/or professional staff regarding capital and case related issues; Attend oral arguments; Serve on court committees as required; and conduct special legal research and assignments when requested, including editing of work prepared by court externs. Qualifications: Active membership in State Bar of California. Salary: $4,118-$10,148 per month depending on experience. (2005)

PRINCIPAL APPELLATE COURT ATTORNEY: State of New York, Unified Court System. Appellate Division, Second Judicial Department. Brooklyn, NY. Duties: Principal Appellate Court Attorneys serve in a confidential capacity and are primarily responsible for assisting Chief Appellate Court Attorneys in the Appellate Divisions and Appellate Terms with the supervision and administration of their legal departments. Principal Appellate Court Attorneys research and analyze complex issues and questions for the court and perform other related duties. Other duties include: Researching and analyzing legal questions and issues in the area of attorney discipline; preparing preliminary reports and confidential memoranda; evaluating testimony and evidence; identifying relevant case law; making recommendations of findings to the court; drafting opinions and orders and responding to inquiries from complainants, counsel and the public regarding attorney discipline matters. Ability to meet strict deadlines and communicate effectively, both verbally and in writing, with judicial and administrative personnel is essential. Qualifications: Admission to the New York State Bar and three years of service in the Senior Appellate Court Attorney title; or equivalent legal experience. Salary: $80,043.00 + Location of $1,2000. (2004)

ASSOCIATE STATE ATTORNEY: Summary: Under administrative direction, manages assigned appellate caseload; performs legal research, analysis and writing; makes recommendations regarding dispositional and interlocutory decisions; drafts opinions, orders, and other dispositional and interlocutory decisions. Duties: Reviews cases on appeal, recommends appropriate calendaring and drafts calendar notices. Performs legal research. Examines briefs, records and legal authorities cited. Drafts opinions, orders and decisions for judge's review and final approval. Primary responsibility for special projects as assigned by Chief Staff Attorney. Participates in the hiring process, in State Bar committees, and special projects.
