MANAGEMENT ANALYST: United States District Court, Southern District of Florida, Miami, FL. Summary: The Management Analyst provides professional level support to Administrative sections of the Clerk’s Office, including development, implementation and evaluation of programs, conduct and management of projects, and other responsibilities that contribute to the efficiency, effectiveness and productivity of the unit and the clerk’s office. Acts as liaison on behalf of the Chief Deputy. Administration with sections within Administration, other areas within the Court, and other agencies. The incumbent conducts research and data analysis and prepares a variety of reports for the purpose of analyzing operations, budgetary trends, financial activities and providing recommendations to senior management. Duties: Act as liaison on behalf of the Chief Deputy with the Administrative sections providing day-to-day oversight, coordination, and problem-solving assistance. Assist with activities related to the procurement and contracting of supplies, equipment, services, and furnishings to provide services, materials and equipment.  Assist with budget and spending plan preparations. Perform analysis on data and conduct modeling based on different scenarios. Perform cost-effectiveness studies and cost-benefit analysis. Serve as project manager on initiatives, such as: budget and financial programs, procurement initiatives, organizational reviews, general process improvement, and other special projects or events. Track and monitor ongoing special projects and activities.  Prepare reports and memoranda on administrative matters to judges, senior management and others. Respond to requests for information from judges, senior management or department representatives about procedures or initiatives within the administrative areas. Assist staff in the development and updating of policy and procedural court manuals and internal controls.  Research, collect, review, audit, and analyze data and information, in areas such as procurement, budget, financial operations, and other administrative areas. Prepare a variety of reports on and regarding current state of the Court, historic and current data, revenue and expense projections, purchasing and usage trends, etc., and provide recommendations.  Research operational questions, problems, trends, and areas for efficiency/improvement related to data being developed and analyzed. Develop proposed resolutions to operational opportunities for improvement. Respond to inquiries and provide information within the court and to other courts, as requested; research and prepare extensive spreadsheets, documents, letters, reports, and memoranda. Perform other duties as assigned. Qualifications: A Bachelor’s degree in Business Administration, Economics, Finance or a related field from an accredited college or university is highly desired. A Master’s degree in Public Administration, Business Administration or a related field from an accredited college or university is preferred. Requires a minimum of three years of general progressively responsible administrative experience in public service or business which provides evidence that the applicant has (1) a good understanding of the methods and administrative machinery for accomplishing the work of an organization; (2) the ability to analyze problems and assess the practical implications of alternate solutions; (3) the ability to communicate with others, orally and in writing; and (4) the capacity to employ the knowledge, skills and abilities listed under Specialized Experience in the resolution of problems. Requires a minimum of three years of progressively responsible specialized experience in, or closely related to, the work of the position that has provided the particular knowledge, skills and abilities to successfully perform the duties of the position. Experience must include at least one year of work experience equivalent to the next lower level of CL 25 (GS 9) or CL 27 (GS 11), as applicable. Individual hired at a CL27 level will be eligible for advancement to the CL28 level without additional competition. A best-qualified candidate will possess a majority of the following KSA’s: Knowledge in operational and administrative areas such as: procurement, finance, budget, and general organizational operations. Knowledge of general organizational policies, procedures, guidelines and ability to work within such controls to achieve goals. Knowledge of project management processes and techniques, including project management software. Ability to research, analyze, develop, implement, and monitor activities and procedures that affect the efficiency of court operations and the stewardship of resources. Ability to make decisions and recommendations based on findings of research and analysis as well as thorough knowledge of the policies practices and guidelines related to the job. Ability to develop options and recommend courses of action based on experience and expertise. Ability to communicate effectively, both orally and in writing, and make formal presentations to a wide variety of individuals.  Skill in working with others in a team setting with the ability to motivate project team members to achieve project goals. Skill in gathering and analyzing information to determine or recommend the best course of action. Skill in preparing and analyzing budget, financial and statistical data and reports. Skill in recognizing financial and/or operating trends and recommending necessary actions. Analytical and creative skills. COURT MANAGEMENT ANALYST: Supreme Court, Carson City , Nevada . Summary: Duties: Under the direction of Deputy Director of Planning & Analysis and Court Services Divisions, this position will conduct or assist with a variety of studies; provide project or subject matter support to commissions, committees, and councils as assigned, especially those related to domestic violence and protection orders; research, compile and analyze data; prepare and present reports summarizing study results/conclusions; may make recommendations regarding policies, procedures, or future course of action, and the development of new programs or services based upon study findings. Example areas of focus for this position include public records, domestic violence, temporary protection orders, and related projects. As a journey-level position, the incumbent also will be involved in policy development for programs and will be responsible for monitoring proposed legislation, reviewing legislative history, and preparing briefing papers. This position will apply legislative changes to the statewide orders for protection and other related or similar documents. This position must communicate clearly and effectively with judges, court administrators, staff, contract employees, customers, interpreters, and senior positions in various state and local agencies. Occasional travel throughout Nevada is required. Under general direction, this position manages and supervises the staff of the Court Services Unit and may also serve as supervisor for division staff in absence of Deputy Director. Occasional lifting of shipping boxes containing equipment up to 50 pounds is required. Qualifications: Bachelor’s degree from an accredited college or university in public or business administration, finance, social sciences, or related field and 3 years of professional experience in the research, development, evaluation, or revision of programs, organizations, methods or procedures; one year of which was equivalent to a Court Services Analyst 2 in Nevada Judicial service. Equivalent experience may be substituted for the education on a year-for-year basis. Familiarity with court processes is desirable. Salary: $47,773 - $78,028 (2007)

KNOWLEDGE AND INFORMATION SERVICES ANALYST: National Center for State Courts, Williamsburg, VA. Summary: The National Center for State Courts (NCSC), a national court improvement organization, is seeking to fill the position of Knowledge and Information Services Analyst in Williamsburg, VA. The position is responsible for responding to requests for knowledge, information, and data related to the state courts. Duties: Duties include providing technical assistance to courts and responding to inquiries regarding court policies, procedures, and processes, financial management budgeting and other court specific issues; and identifying and analyzing information relevant to emerging trends in court administration. Qualifications: Applicants must have an advanced degree in public or judicial administration, public policy, or a law degree and 2-3 years relevant work experience; or a combination of education and experience that demonstrates the ability to perform the duties of the position. Demonstrated experience using on-line and web-based research tools, a working knowledge of Excel, ability to use and interpret statistics, effective oral and written communication skills, plus excellent customer service skills are required. Knowledge of court operations/management and experience working in the court system is preferred. POLICY AND RESEARCH ANALYST: Federal Court, San Francisco, CA. Summary: Federal court, San Francisco, seeks individual with policy or management analysis or program evaluation experience, excellent analytical and research skills, and excellent communication skills to perform management studies and data analysis of court programs. RESEARCH ANALYST II: St. Paul, Minnesota. Summary: This is an advanced, specialized professional position that works in statistical and data analysis, court program evaluation and policy analysis. Work includes conducting advanced analyses of state court activities and programs for the purpose of supporting court administration and management decision making, facilitating policy evaluation within the courts and in the legislature, promoting the efficient and effective use of court resources, and increasing the court’s accountability to the public. Duties: Serve as court’s expert on statistical information and statistical techniques used in deriving, analyzing and interpreting data from the statewide judicial information system. Take lead role in the analysis of court data to identify trends in filings dispositions, case outcomes, and case activity. Design and manage special program evaluations for problem solving courts, new initiates and grants. Coordinate the solicitation and coordination of grants. Direct and participate in data analysis and manage the production of the annual statistical court highlights report. Develop and maintain historical research databases. Qualifications: Possession of a bachelor’s degree from an accredited college or university in social science, public policy or judicial administration, including major course work in statistics and/or research methodology, preferably supplemented by a master’s or PH.D. and considerable experience designing and managing court/criminal justice system research projects including demonstrated proficiency with SPSS. RESEARCH ANALYST: Judicial Council of California, Office of Court Research, Executive Office Program Division, San Francisco, California. Summary: The Research Analyst position, in the Office of Court Research, with the Executive Office Programs Division, will work on a wide range of projects including studies of workload, the development of performance measures, data improvement, jury management, the utilization of court interpreters, and drug-court evaluation. In consultation with subject matter experts, analysts are expected to design research strategies, develop questionnaires and surveys, manage and evaluate projects. Duties: Research Design-This involves meeting with subject-matter experts to learn about policy questions currently under consideration and develop research strategies to address these questions. Research design requires creativity in constructing surveys to collect primary data and/or identifying existing data sources that can guide policy. Understanding the strengths and weaknesses of different methodologies and working within tight timeframes is critical; Data Collection and Data Management: This includes conducting data collection via different qualitative and quantitative modes; providing training for court staff in data collection requirements, developing analysis plans, designing and managing specified databases, and establishing data quality control practices and procedures; Collaboration in the Development of Research - This involves working collaboratively with other analysts as well as subject-matter experts in all phases of research and requires the flexibility to adapt research strategies to take into account data limitations and time constraints; Project Implementation - This includes drafting reports, memos summarizing findings or progress toward completion of projects, and newsletter articles on research projects; giving oral presentations to a wide range of audiences; responding to questions; and providing available information and statistical data to management, staff, other governmental agencies, and the public. Specific desirable qualifications include: -Experience working collaboratively in large-scale research projects; -Experience in a range of data collection methods, quantitative and qualitative program evaluation methods, survey research methodology, statistical methods for survey data analysis, and research consultation;-Demonstrated skills using statistical analysis software (including Excel, Stata or SPSS);  -Familiarity with legal and/or court policies and procedures; and the ability to communicate effectively in writing as well as in oral presentations to small and large groups. RESEARCH SPECIALIST IV: Austin, Texas. Summary: Performs advanced level evaluation and research work. Work involves planning and conducting evaluation and research on major segments or phases of comprehensive evaluation and research projects. Work includes: on-site review and data collection of activities in courts across the state to promote local compliance and accountability with the legal requirements of Fair Defense Act and rules promulgated by the Task Force on Indigent Defense through an evidence-based practice; prepares and presents comprehensive reports on findings and recommendations; and, provides technical assistance to courts and local governments. Works collaboratively with court and local officials to develop remediation plans in instances of non-compliance. May plan, assign, and/or coordinate the work of others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment. Duties: Plan, develop, and implement an evidence-based practice system to show whether particular programs and activities are producing the desired outcomes under state law and rules promulgated by the Task Force on Indigent Defense. Develop strategies and methodologies to measure the core outcomes of the Fair Defense Act. Prepare and publish in coordination with local stakeholders a methodology to measure outcomes. Develop monitoring and evaluation processes to meet program objectives efficiently and effectively. Prepare guidelines relating to support documentation and records needed to indicate compliance with the Fair Defense Act. Conduct on-site reviews to determine compliance with laws, regulations, policies and procedures. Collect data and conduct statistical analysis. Analyze data, system operations, methods, outputs, and activities in order to identify gaps in resources and recommend improvements along with coordinating activities to produce a more effective program. Prepare and present detailed, comprehensive reports of findings and recommendations related to program activities. Provide technical assistance on program measurement and services. Prepare remediation plans, procedures, and assistance. Investigate allegations of non-compliance, assist with complaint intake, data collection, and conduct quality assurance reviews of investigation reports. May train and/or supervise the work of others. Attends work regularly in accordance with agency leave  policy. Performs related work as assigned. Qualifications: Graduation from an accredited four-year college or university. One year work experience in research, program evaluation, statistical analysis, auditing, monitoring, or in general government supporting essential functions as noted above. Experience in Microsoft Office Suite, specifically MS Word and MS Excel. Experience in SPSS, SAS, or other statistical analysis software. Preferred Qualifications:  Major undergraduate course work in criminal justice, government, political science, law, business or public administration, statistical analysis, research methodology, or economics. Master Degree of Public Administration/Affairs (MPA). Experience in a criminal justice field. Experience in the judicial system. Knowledge of local, state, and federal laws relating to indigent criminal defense. Salary: $3,236  to  $4,167/monthly. (2005)

PROGRAM ANALYST: District of Columbia Courts. Summary: The Research and Development Division conducts research, policy and management studies on court operations and administrative functions, manages grantseeking activities, prepares statistical reports, develops new court programs and initiatives, and provides other technical assistance to the D.C. Courts. Duties: The incumbent conducts data/caseload analyses on court operations; develops and/or verifies statistical reports based on accepted practices and standards; implements procedures for data collection and maintenance, tabulation, analysis and presentation; develops computer programs using applications, such as SAS, Excel and Access; conducts statistical analyses, such as multivariate analysis, inferential statistics, correlation and reliability tests and forecasting; designs and maintains databases for special research projects and evaluative studies; monitors criminal justice trends and prepares information bulletins; and undertakes special research studies and projects in support of the Division’s technical support function, for Family Court and other court operations. Qualifications: A bachelor's degree in the social sciences, statistics or criminal justice, plus three years of experience as a social scientist researcher. An advanced degree in computer science, criminal justice or social science research may be substituted for some work experience. Salary: $52,468-$68,209. (2005)

RESEARCH ASSOCIATE: Virginia Supreme Court, Richmond, VA. Duties: Working with project teams to develop statistical models of judicial sentencing practices, to identify risk factors associated with the likelihood of offender recidivism, to conduct impact analysis of proposed policy changes, to develop sampling, data collection and analysis plans for special projects, and to present qualitative and quantitative research results using various software applications. Qualifications: Proficiency in the theory and application of multivariate statistical analysis techniques and social science research methods, experience with the application of statistical analysis software such as SPSS or SAS, and ability to effectively communicate, both orally and in writing, complex information to various audiences. An advanced degree in a social science discipline is desirable. Prior experience working with large data bases is also desirable. STATISTICIAN: (General Description) Summary: Provides statistical support for short and long term court projects and ad hoc requests. Duties: Conducts all aspects of statistical and related research, including literature search, survey design, data collection and verification, analysis, and report writing, especially the development of tables and graphs to communicate research results to non-statisticians. Designs, maintains, and distributes regular and ad hoc reports as requested. Qualifications: Bachelor's degree, including some course work in research methodology and statistics, and three years applied statistical research, using SAS or similar software. Advanced degree referred. Knowledge of social science or related research methods and principles of analysis principles. (2001)
