RESEARCH ANALYST II: Research Division, Fourth Judicial District. Minnesota. Summary: The Fourth Judicial District is seeking an experienced research analyst to conduct advanced analyses of court activities and programs for the purpose of supporting court administration and management in decision-making, facilitating policy evaluation within our court, promoting the efficient and effective use of court resources, and increasing the court’s accountability to the public. Duties: The candidate selected for this position must be detail-oriented, have a strong technical background particularly in advanced social science research methodologies, and an interest in performing justice system research while promoting the strategic vision of our Court as the largest state trial court in Minnesota. This position will: serve as one of the division experts on statistical information and techniques used in deriving, analyzing and interpreting data from court systems; Analyze court data from all areas to identify trends in filings, dispositions, case outcomes, and case activities; Design and manage specialized program evaluations including collection, analysis, and interpretation of data; Produce written reports documenting results of data analysis and present to interested parties and committees; Review relevant literature on criminology and research methodologies; Work with bench and court administration to identify research needs. Qualifications: Possession of a bachelor’s degree from an accredited college or university in social science, public policy or judicial administration, including major course work in statistics and/or research methodology, preferably supplemented by a master’s or Ph.D. and considerable experience designing and managing court/criminal justice system research projects including demonstrated proficiency with SPSS. Our ideal candidate will have more than one year of district court experience, be proficient in statistical techniques and research methodology including statistical programs such as SPSS or SAS, and be highly organized, detail oriented and self motivated. In addition, this person should possess excellent oral and written communication skills. Salary: $56,689 - $87,842 (2009).

SENIOR SYSTEMS ANALYST: Superior Court of California, Marin County. Summary: Under general supervision provides varied and responsible professional information systems services related to database design and management, applications testing and implementation, and systems software and operations support for client server applications; acts as liaison with county for mainframe services; performs related work as required. Duties: Works with court staff to determine how court processes may be improved through the use of automation; recommends processes to be automated and provides a plan for implementing automated solutions. Works with Technology Specialists to conduct analysis and research on appropriateness of various systems, hardware configurations, including computer, printer, monitor, telecommunications and network equipment; makes recommendations concerning office purchases; works closely with court staff in evaluating computer equipment vendors and contractors. Installs and maintains database and file management software and client/servers; implements and monitors database standards; implements and maintains definitions and maintains database entities. Develops and administers systems and procedures for protecting and monitoring the security of data and databases; establishes and maintains database user access such as logons, user identification and passwords. Monitors capacity of client server databases and adjust allocations when needed; analyzes and resolves database related problems; downloads/uploads data and files between various database platforms and from external sources. Provides support for applications programmers for access to production data, user requirements tables, assistance in designing conceptual database designs, and resolving database-related problems; supports relational database design and implementation. Troubleshoots and resolves system problems related to hardware, software, applications and the network; assists in performing systems management for client server applications including imaging, and interfaces software connectivity to the county mainframe. Works with court staff, vendors and agencies in reviewing specifications to ensure compliance with user requirements; develops training programs and conducts or coordinates training on the use of automated systems; prepares on-line help and documentation, training manuals and related materials, and demonstrates software use. Qualifications: Possession of a baccalaureate degree from an accredited college or university with a major in computer science, information systems management, or closely related field, or an approved certification program in a relevant technology, and two years of recent work experience in computer programming or system analysis. COURT RESEARCH ANALYST: Supreme Court of Nevada, Judicial Programs and Services Division, AOC. Las Vegas, NV. Summary: This position is within the Judicial Programs and Services Division, Administrative Office of the Courts, and supports all aspects of the Uniform System for Judicial Records (USJR) court statistical reporting project and other research projects. Duties: Tasks include data entry and quantitative research of statewide court data, assisting with development of research data dictionaries and definitions, drafting reports for publication, and other related tasks. The incumbent must communicate clearly and effectively with judges, court administrators, staff, consultants, contract employees, customers, and senior positions in various state and local agencies. The incumbent must also be able to understand the business needs of the courts and recommend to management appropriate activities to meet those needs. This vacancy may be filled at the entry level, intermediate, or senior level depending on applicant’s qualifications and experience. The position will be required to attend meetings outside of normal working hours; work occasional evening and weekend hours; and will be required to travel statewide as necessary. A valid driver’s license is required.  This position is located in Las Vegas.  Qualifications: For entry level (Court Research Analyst I), equivalent to possession of a bachelor’s degree, preferably with major course work in business or public administration, statistics, mathematics, social sciences, or related field with a concentration in research methods and one year of professional or paraprofessional experience in research, development, evaluation, or revision of programs. Experience in a related field may be substituted for the education on a year-for-year basis. Court experience is desirable. Intermediate level (Court Research Analyst II) requires similar education and minimum 2 years experience; senior level (Court Research Analyst III) requires similar education and minimum 3 years experience. MANAGEMENT ANALYST: United States District Court, Southern District of Florida, Miami, FL. Summary: The Management Analyst provides professional level support to Administrative sections of the Clerk’s Office, including development, implementation and evaluation of programs, conduct and management of projects, and other responsibilities that contribute to the efficiency, effectiveness and productivity of the unit and the clerk’s office. Acts as liaison on behalf of the Chief Deputy. Administration with sections within Administration, other areas within the Court, and other agencies. The incumbent conducts research and data analysis and prepares a variety of reports for the purpose of analyzing operations, budgetary trends, financial activities and providing recommendations to senior management. Duties: Act as liaison on behalf of the Chief Deputy with the Administrative sections providing day-to-day oversight, coordination, and problem-solving assistance. Assist with activities related to the procurement and contracting of supplies, equipment, services, and furnishings to provide services, materials and equipment.  Assist with budget and spending plan preparations. Perform analysis on data and conduct modeling based on different scenarios. Perform cost-effectiveness studies and cost-benefit analysis. Serve as project manager on initiatives, such as: budget and financial programs, procurement initiatives, organizational reviews, general process improvement, and other special projects or events. Track and monitor ongoing special projects and activities.  Prepare reports and memoranda on administrative matters to judges, senior management and others. Respond to requests for information from judges, senior management or department representatives about procedures or initiatives within the administrative areas. Assist staff in the development and updating of policy and procedural court manuals and internal controls.  Research, collect, review, audit, and analyze data and information, in areas such as procurement, budget, financial operations, and other administrative areas. Prepare a variety of reports on and regarding current state of the Court, historic and current data, revenue and expense projections, purchasing and usage trends, etc., and provide recommendations.  Research operational questions, problems, trends, and areas for efficiency/improvement related to data being developed and analyzed. Develop proposed resolutions to operational opportunities for improvement. Respond to inquiries and provide information within the court and to other courts, as requested; research and prepare extensive spreadsheets, documents, letters, reports, and memoranda. Perform other duties as assigned. Qualifications: A Bachelor’s degree in Business Administration, Economics, Finance or a related field from an accredited college or university is highly desired. A Master’s degree in Public Administration, Business Administration or a related field from an accredited college or university is preferred. Requires a minimum of three years of general progressively responsible administrative experience in public service or business which provides evidence that the applicant has (1) a good understanding of the methods and administrative machinery for accomplishing the work of an organization; (2) the ability to analyze problems and assess the practical implications of alternate solutions; (3) the ability to communicate with others, orally and in writing; and (4) the capacity to employ the knowledge, skills and abilities listed under Specialized Experience in the resolution of problems. Requires a minimum of three years of progressively responsible specialized experience in, or closely related to, the work of the position that has provided the particular knowledge, skills and abilities to successfully perform the duties of the position. Experience must include at least one year of work experience equivalent to the next lower level of CL 25 (GS 9) or CL 27 (GS 11), as applicable. Individual hired at a CL27 level will be eligible for advancement to the CL28 level without additional competition. A best-qualified candidate will possess a majority of the following KSA’s: Knowledge in operational and administrative areas such as: procurement, finance, budget, and general organizational operations. COURT MANAGEMENT ANALYST: Supreme Court, Carson City , Nevada . Summary: Duties: Under the direction of Deputy Director of Planning & Analysis and Court Services Divisions, this position will conduct or assist with a variety of studies; provide project or subject matter support to commissions, committees, and councils as assigned, especially those related to domestic violence and protection orders; research, compile and analyze data; prepare and present reports summarizing study results/conclusions; may make recommendations regarding policies, procedures, or future course of action, and the development of new programs or services based upon study findings. Example areas of focus for this position include public records, domestic violence, temporary protection orders, and related projects. As a journey-level position, the incumbent also will be involved in policy development for programs and will be responsible for monitoring proposed legislation, reviewing legislative history, and preparing briefing papers. This position will apply legislative changes to the statewide orders for protection and other related or similar documents. This position must communicate clearly and effectively with judges, court administrators, staff, contract employees, customers, interpreters, and senior positions in various state and local agencies. Occasional travel throughout Nevada is required. Under general direction, this position manages and supervises the staff of the Court Services Unit and may also serve as supervisor for division staff in absence of Deputy Director. Occasional lifting of shipping boxes containing equipment up to 50 pounds is required. Qualifications: Bachelor’s degree from an accredited college or university in public or business administration, finance, social sciences, or related field and 3 years of professional experience in the research, development, evaluation, or revision of programs, organizations, methods or procedures; one year of which was equivalent to a Court Services Analyst 2 in Nevada Judicial service. KNOWLEDGE AND INFORMATION SERVICES ANALYST: National Center for State Courts, Williamsburg, VA. Summary: The National Center for State Courts (NCSC), a national court improvement organization, is seeking to fill the position of Knowledge and Information Services Analyst in Williamsburg, VA. The position is responsible for responding to requests for knowledge, information, and data related to the state courts. Duties: Duties include providing technical assistance to courts and responding to inquiries regarding court policies, procedures, and processes, financial management budgeting and other court specific issues; and identifying and analyzing information relevant to emerging trends in court administration. Qualifications: Applicants must have an advanced degree in public or judicial administration, public policy, or a law degree and 2-3 years relevant work experience; or a combination of education and experience that demonstrates the ability to perform the duties of the position. Demonstrated experience using on-line and web-based research tools, a working knowledge of Excel, ability to use and interpret statistics, effective oral and written communication skills, plus excellent customer service skills are required. RESEARCH ANALYST II: St. Paul, Minnesota. Summary: This is an advanced, specialized professional position that works in statistical and data analysis, court program evaluation and policy analysis. Work includes conducting advanced analyses of state court activities and programs for the purpose of supporting court administration and management decision making, facilitating policy evaluation within the courts and in the legislature, promoting the efficient and effective use of court resources, and increasing the court’s accountability to the public. Duties: Serve as court’s expert on statistical information and statistical techniques used in deriving, analyzing and interpreting data from the statewide judicial information system. Take lead role in the analysis of court data to identify trends in filings dispositions, case outcomes, and case activity. Design and manage special program evaluations for problem solving courts, new initiates and grants. Coordinate the solicitation and coordination of grants. Direct and participate in data analysis and manage the production of the annual statistical court highlights report. Develop and maintain historical research databases. Qualifications: Possession of a bachelor’s degree from an accredited college or university in social science, public policy or judicial administration, including major course work in statistics and/or research methodology, preferably supplemented by a master’s or PH.D. and considerable experience designing and managing court/criminal justice system research projects including demonstrated proficiency with SPSS. Statisticians

STATISTICAL ASSOCIATE: Research and Development, District of Columbia Courts. Summary: The Research and Development Division conducts social science research studies, best-practice research, program evaluations and performance assessments on court operations and administrative functions; manages grant-related activities; prepares statistical reports for public dissemination; designs new programs and initiatives; and provides other technical assistance to the D.C. Courts. Duties: The incumbent applies social science analytics, data management principles, advanced programming, primarily in SAS, and statistical methods to design, process and manage a variety of datasets to determine the effectiveness of court programs. Manages datasets in support of R&D’s statistical analysis and reporting functions. Conducts data analysis using advanced statistical methods. Monitors caseload trends and produces courtwide statistical reports, including the Courts’ annual statistical publication. Conducts caseload trend monitoring, forecasting and projections. Leads R&D’s efforts to design, develop and test courtwide automated reports from the case management information system. Serves as R&D’s technical resource on data management issues and solutions, data quality standards and the uses of the SAS statistical software application. Serves as liaison between R&D, IT, operating divisions and external organizations for development of information systems/datasets for court initiatives. Provides technical guidance to R&D staff and other court users on SAS. Participates or may lead cross-divisional initiatives. Qualifications: A bachelor’s degree in social sciences, computer science, or statistics and five (5) years of progressively responsible experience in data management, programming and statistical analysis, preferably including one (1) year of project management. An advanced degree in social sciences, computer science or other closely related field may substitute for one (1) year of work experience. Must also have extensive experience in SAS programming. A copy of the most recent performance evaluation must be submitted with the application, as well as proof of education, if substituting education for experience. Salary: $86,927 - $113,007.
