Research/Court Analyst Managers

DEVELOPMENT ASSOCIATE: Research and Development, District of Columbia Courts. Summary: The Research and Development Division conducts social science research studies, best-practice research, program evaluations and performance assessments on court operations and administrative functions; manages grant-related activities; prepares statistical reports for public dissemination; designs new programs and initiatives; and provides other technical assistance to the D.C. Courts. Duties: The incumbent identifies grant opportunities to meet the needs of the D.C. Courts; writes concept papers, grant applications, proposals and budgets for submission to granting agencies; coordinates grant submission activities and monitors award timelines; manages site visits by grantors and generally oversees the administration of grants awarded to the Courts to ensure that program milestones, reporting and other requirements are met. Assesses and assists in defining court grant funding priorities and stays abreast of program needs at the Courts. Conducts grant seeking and outreach activities. Monitors federal legislation and District activities related to grant programs. Determines eligibility of the Courts for particular grant solicitations and disseminates this information courtwide. Conducts follow-up meetings to conceptualize strategies for proposals. Writes grant applications, proposals and budgets in standard, consistent and recognizable formats. Monitors and tracks progress of proposal submissions, grant awards and rejections. Oversees administration of grants awarded to the Courts, and serves as liaison with funding agencies to ensure compliance with grantor practices and intent. Develops and submits grant modification requests. Reviews proposals, letters of support or memoranda of understanding prepared internally and/or by partner agencies for grants involving the Courts. Modifies and updates R&D grant publications. Prepares routine reports and spreadsheets on the Courts’ grant activities for internal distribution. Maintains and routinely updates R&D’s comprehensive database /files of funding sources and grant activity. Qualifications: A bachelor’s degree in a social science, journalism, public administration, or a related field, plus four (4) years of progressively responsible experience in grant development, preferably with government agency grants. An advanced degree in public administration, non-profit management, journalism, or accounting may substitute for one (1) year of work experience. Must have demonstrated competency and success in grant development. A grant specialist credential a plus. A copy of the most recent performance evaluation and a sole-authored writing sample must be submitted with the application, as well as proof of education, if substituting education for experience. RESEARCH ASSOCIATE: Research and Development, District of Columbia Courts. Summary: The Research and Development Division conducts social science research studies, best-practice research, program evaluations and performance assessments on court operations and administrative functions; manages grant-related activities; prepares statistical reports for public dissemination; designs new programs and initiatives; and provides other technical assistance to the D.C. Courts. Duties: The incumbent performs social science research, program and survey design, evaluation and performance monitoring activities in a wide range of program areas. Designs and implements social science research projects, proof of concept assessments, and program evaluations to determine effectiveness of court programs. Conducts best/evidence-based practice research, prepares concept papers and assists court officials in designing programs, reporting formats and court improvement projects. Analyzes, primarily using SAS, data from court information systems, file reviews, surveys and courtroom observations to identify findings, to address inquiries, and formulate implications. Designs and/or maintains datasets for specific research projects, evaluative studies and pilot programs. Oversees R&D survey design and data analysis activities and provides technical support, including sampling, questionnaire design, data entry and quality assurance, data analysis, report writing and presentation of results. Develops performance measures, logic models and program evaluations components of grant applications. Develops statements of work for requests for proposals for independent evaluations of court programs. Develops performance measures and designs data collection and monitoring systems for court operating units. Monitors developments in criminal and juvenile justice, futures and caseload trends, court administration, and research findings to identify advances and advise on those with potential impact on the Courts. Qualifications: A bachelor’s degree in a social science, criminal justice, public administration, or a related field, plus four (4) years of progressively responsible experience as a social science researcher or policy analyst, preferably including one (1) year managing a research or evaluation project. An advanced degree in social sciences or other closely related field may substitute for one (1) year of work experience. Proficiency in SAS and Microsoft Office. COURT MANAGEMENT ANALYST: Superior Court of California, Marin County. Summary: This single position classification functions in a staff capacity and is distinguished by its specialization in management analysis and a cross-discipline approach (analytical, technical and business). The incumbent performs business and data analyst work at an experienced journey-level. Assignments can be quite varied and encompass any aspect of court administration or technology, but typically entail research and data gathering, quantitative and qualitative data analysis; program evaluation, report and diagram preparatation and implementation tasks. Duties: Plans, organizes, conducts and manages staff analyses of administrative, organizational, financial or operational issues and deliverables relating to a court division, program or special project. Reviews, analyzes and evaluates the effectiveness and efficiency of existing court operations and programs, and makes recommendations for improvement as appropriate; monitors change results and communicates to users and management. Participates on staff committees established to design and execute court programs or develop and implement new policies and procedures; writes draft policies and procedures based on business process and workflow analysis, documentation and diagrams. Gathers and analyzes organizational internal and external data; compiles statistics and data forecasts; assembles information for inclusion in internal and Judicial Council Reports; conducts surveys of other courts. Conducts special studies and prepares executive reports; presents analysis, findings and recommendations in writing or oral form to Court Executive Officer, judges, or other court management staff. Qualifications: Possession of a baccalaureate degree from an accredited college or university with a major in business, public administration, information systems or related field. Three years of experience in administrative or management analysis work preferably in a governmental, court or justice agency; relevant private industry experience may also be considered. Salary: $84,552 - $101,108.80. (2009)

SENIOR SYSTEMS ANALYST: Superior Court of California, Marin County. Summary: Under general supervision provides varied and responsible professional information systems services related to database design and management, applications testing and implementation, and systems software and operations support for client server applications; acts as liaison with county for mainframe services; performs related work as required. Duties: Works with court staff to determine how court processes may be improved through the use of automation; recommends processes to be automated and provides a plan for implementing automated solutions. Works with Technology Specialists to conduct analysis and research on appropriateness of various systems, hardware configurations, including computer, printer, monitor, telecommunications and network equipment; makes recommendations concerning office purchases; works closely with court staff in evaluating computer equipment vendors and contractors. Installs and maintains database and file management software and client/servers; implements and monitors database standards; implements and maintains definitions and maintains database entities. Develops and administers systems and procedures for protecting and monitoring the security of data and databases; establishes and maintains database user access such as logons, user identification and passwords. Monitors capacity of client server databases and adjust allocations when needed; analyzes and resolves database related problems; downloads/uploads data and files between various database platforms and from external sources. Provides support for applications programmers for access to production data, user requirements tables, assistance in designing conceptual database designs, and resolving database-related problems; supports relational database design and implementation. Troubleshoots and resolves system problems related to hardware, software, applications and the network; assists in performing systems management for client server applications including imaging, and interfaces software connectivity to the county mainframe. Works with court staff, vendors and agencies in reviewing specifications to ensure compliance with user requirements; develops training programs and conducts or coordinates training on the use of automated systems; prepares on-line help and documentation, training manuals and related materials, and demonstrates software use. Qualifications: Possession of a baccalaureate degree from an accredited college or university with a major in computer science, information systems management, or closely related field, or an approved certification program in a relevant technology, and two years of recent work experience in computer programming or system analysis. CHIEF MANAGEMENT ANALYST: New York Unified Court System. Summary: Chief Management Analysts are responsible to the Director and Deputy Director of the Office of Court Administration`s Management Planning Office or to other court administrators for supervising the work of Principal Management Analysts, Senior Management Analysts, and other subordinate personnel and for assisting in the formulation of management planning policies. Chief Management Analysts may supervise large areas of managerial analyses in the Management Planning Office and serve as supervisor of a group of analysts engaged in particularly complex planning projects, or as a supervisor of several task groups engaged in complex managerial analysis projects. Chief Management Analysts are expected to be specialists in several substantive or functional areas such as courts of original jurisdiction, statistical analysis, or systems analysis. Duties: Determines outstanding needs for managerial analysis and prepares proposals indicating methodologies to be employed as well as personnel and other required resources. Formulates proposals for organizational structure and functional assignments within the Management Planning Office. Assigns projects to units and management analysts, review their work, and monitors on- going programs, responds to inquiries from administrators, court personnel and employees of court related agencies such as District Attorneys` Offices and Legal Aid Society regarding planning and management analysis projects in the courts. Determines methodologies and assists court administrators in implementing policy decisions involving court structure and operations. Coordinates work in a variety of functional areas of the Management Planning Office to insure compatibility of programs involving procedural changes, space utilization, program implementation, and new legislation. Analyzes and drafts new legislation. Serves as staff to advisory committees such as the Family Court Advisory and Rules Committee, and assists in the preparation of advisory committee reports. Qualifications: One year in the Principal Management Analyst title; or Master`s degree in Public or Business Administration from an accredited college or university and five (5) years of relevant experience.

COURT RESEARCH ANALYST: Supreme Court of Nevada, Judicial Programs and Services Division, AOC. Las Vegas, NV. Summary: This position is within the Judicial Programs and Services Division, Administrative Office of the Courts, and supports all aspects of the Uniform System for Judicial Records (USJR) court statistical reporting project and other research projects. Duties: Tasks include data entry and quantitative research of statewide court data, assisting with development of research data dictionaries and definitions, drafting reports for publication, and other related tasks. The incumbent must communicate clearly and effectively with judges, court administrators, staff, consultants, contract employees, customers, and senior positions in various state and local agencies. The incumbent must also be able to understand the business needs of the courts and recommend to management appropriate activities to meet those needs. This vacancy may be filled at the entry level, intermediate, or senior level depending on applicant’s qualifications and experience. The position will be required to attend meetings outside of normal working hours; work occasional evening and weekend hours; and will be required to travel statewide as necessary. A valid driver’s license is required.  This position is located in Las Vegas.  Qualifications: For entry level (Court Research Analyst I), equivalent to possession of a bachelor’s degree, preferably with major course work in business or public administration, statistics, mathematics, social sciences, or related field with a concentration in research methods and one year of professional or paraprofessional experience in research, development, evaluation, or revision of programs. Experience in a related field may be substituted for the education on a year-for-year basis. Court experience is desirable. Intermediate level (Court Research Analyst II) requires similar education and minimum 2 years experience; senior level (Court Research Analyst III) requires similar education and minimum 3 years experience. Salary range: Court Research Analyst I $41,906 - $61,950 DOE, employee/employer paid retirement. Court Research Analyst II $45,560 - $67,692 DOE, employee/employer paid retirement. MANAGEMENT ANALYST II: Colorado Judicial Branch, Denver, CO. Summary: Manages specific programs or serves as project leader to develop improved managerial procedures and practices in the Colorado Judicial Department. Duties: Plans, administers, and implements statewide programs and projects. Serves as project leader for the development, implementation and maintenance of new policies and procedures within the state court system; develops training for new policies and procedures. Reviews and evaluates organizational policies, practices, structure, functions, programs, work methods, resources, relationships between various organizational units and management, and program performance; increases efficiency and effectiveness of state court systems. Identifies problems within various departments of the state court system; offers recommendations and implements solutions; compares estimates and trend projections through the application of mathematical or statistical methods. Compiles and analyzes information collected; verifies accuracy of information; identifies issues and problems; formulates recommendations that will encourage change within the state court system. Drafts rules, administrative recommendations, and chief justice directives. Prepares reports, schedules, forms, procedures and directives based upon research and evaluation of issues and problems. Analyzes proposed legislation, judicial processes, and procedures for possible impact on the Judicial Department. Establishes response procedures designed to address internal and external requests for information. Some positions may prepare grant proposals, monitor grant funds, and prepare grant completion reports. Attends meetings and training as required. Performs other duties as assigned. Qualifications: Experience with any or all of the following areas is preferred: program evaluation, including the use of both quantitative and qualitative analysis; experience using SPSS; knowledge of the legislative process. The ability to work in a self-directed, independent manner, maintain a service attitude, display initiative and the ability to work in a cooperative manner with other staff. Graduation from an accredited college or university with a Bachelor’s Degree and four years of management analysis experience. Additional work experience may be substituted on a year for year basis for the required formal education. OR: One year of experience as a Management Analyst I in the Colorado Judicial Department. Salary: $4,763 - $6,383 per month. (2007)

CASE MANAGEMENT SYSTEMS ANALYST: Administrative Office of the Courts, Fort Myers, FL. Summary: This professional systems analyst position is responsible for the analysis, development, and implementation of technology solutions that address the criminal case management system business processes for the Courts. Criminal case management entails all pre-adjudication and post-adjudication case processes, which include pretrial services, criminal trials, plea processing, criminal calendaring, criminal diversion programs, and County Probation supervision. The systems analyst is required to perform business process analysis, produce detailed specification and analysis models, conduct project planning, establish timelines, and meet deadlines for the development, implementation, and management of the Courts’ criminal case management systems. This position will report directly to the Court Technology Officer. Duties: Business process modeling; system analysis and system requirements definition for the Courts’ criminal case management systems, including case flow diagrams using the Visio program; development of project plans using, for example, Microsoft Project, and providing project updates on an as-needed basis; ability to function effectively as a member of Courts’ technology team; effectively communicating and coordinating the Courts’ systems requirements and plans with the programming staff and contractors; ability to analyze current data requirements and purpose solutions for incomplete or missing data; ability to understand and process query analysis on current data with regards to reporting requirements and future needs of Court Administration; and assisting the technology staff by troubleshooting current software problems that may affect their data or process outcomes. Qualifications: Bachelor’s degree in Computer Information Systems or Computer Science from an accredited university; at least 4 years experience in process and systems analysis. Knowledge of: Windows and Web Based Applications including limitations of both; Business process modeling: Systems requirements definition, including detailed specification and analysis modeling; SQL 2000 Server; Windows 2003 Server; Microsoft Office Suite of Products; Query Analysis; Database Relations in reference to keys and indexing; Database architecture; Visio 2003; Microsoft Visio Studio .NET 2003; Oracle Server and Client; Data transformation services. PLANNING AND RESEARCH OFFICER: Orange County Superior Court, California. Summary: The Planning and Research Officer will be responsible for creating the Planning and Research Unit. If you excel in designing research projects, analyzing management information and statistics then this is the opportunity for you. Duties: Designing of research projects, including surveys, focus groups, and program evaluations; collaborating with analysts, judicial officers, and others to incorporate their needs and viewpoint into research designs. Analysis of secondary data from court information systems to answer policy questions from the Bench and Court Administration. Conducting field research projects through statewide surveys, interviews, court file review, courtroom observation, focus groups, and analysis of administrative data; Analyzing and summarizing complex qualitative and quantitative data using SAS or SPSS. Project management and lead direction in implementing research projects, including training, and work review; organizing and assigning work; setting priorities; following up to ensure coordination and completion of assigned work; and providing input into selection, evaluation, discipline, and other personnel matters. Presenting project results through reports and journal articles, press releases, and newsletter articles and give oral presentations to a wide range of audiences. Will also respond to questions and provide available information and statistical data to judicial, staff, other governmental agencies, and the public. Qualifications:  At least seven years of work experience performing analytical and/or high level administrative duties which would have developed the knowledge and abilities required for the particular program area.  Successfully completed accredited college or university course work in the fields of business, public administration, criminal justice, finance, economics or closely related field may be substituted as follows: Masters degree may substitute for up to two years experience; graduation with a bachelor’s may substitute for up to one year experience. At least a Masters degree from an accredited college or university in the fields of business, public administration, criminal justice, statistics, finance, economics or closely related field.
