HUMAN RESOURCE ASSOCIATE DIRECTOR: Administrative Office of the Courts, Olympia, Washington. Duties:   Responsible for the management of the Human Resource section for the Administrative Office of the Courts (AOC). Responsibility includes providing consultation and recommendation on organizational management issues to the Administrative Office of the Courts Leadership Team, the Supreme Court, Court of Appeals, Clerk’s Office, Commissioner’s Office, Reporter of Decision’s Office and the Law Library.  Serves as a member of the AOC Leadership Team. Reporting to the State Court Administrator, responsible for the management, support, development and implementation of human resource programs, policies and procedures, consultation and recommendations for organizational management issues for the Administrative Office of the Courts.    Provides consultation and assessment of human resource issues and organizational management issues to the Supreme Court Personnel Committee affecting the Supreme Court and its departments. Performs duties at the professional expert level requiring application of knowledge and expertise to make decisions on complicated issues. These decisions often require proactive intervention and have wide or precedent setting impact.  Responsible for the management and operation of the Human Resource section of the Administrative Office of the Courts; provides support and assistance to the Supreme Court, its departments and the Court of Appeals. Provides advice and consultation to AOC management, professional staff, as well as trial court judges and managers. Handles or oversees the organization’s most sensitive, complex, or critical human resource issues.  Provides advice and guidance and/or supervises professional or other staff members.     Professional responsibilities include but are not limited to:   Classification, compensation, recruitment, selection, affirmative action, diversity, staff and leadership development and training, career counseling, employee recognition and motivation, advising management on corrective and disciplinary actions, representing an organization in appeals or grievances, organizational analysis or development, interpretation and application of laws, rules, policies and procedures, and other personnel services, workplace safety or security issues, loss control analysis or prevention, program or policy development, quality consultation, or other functions relating to human resource management in an organization.   Core competency responsibilities include: Provide supporting information for management regarding human resource issues, provide guidance for career development planning, provide a framework for performance expectations and provide common elements for selection. Directs and reviews classification studies, which includes recommendations for development and revision to job descriptions.   Directs and reviews the implementation of a human resource development plan, which includes budgeting, staffing levels, goals, objectives, and standards.   Represents agency on human resource matters interfacing with other state agencies. Consults and advises management regarding human resource and employment law training requirements and compliance.  Performs special assignments or projects assigned by the State Court Administrator.  Performs other work as required. Qualifications: A Bachelor’s degree with focus on business, human resources, social or organizational behavioral sciences, or related field AND ten years of broad-based professional human resource experience, including facilitating organizational development or change, and advising and consulting on human resource issues. Relevant professional human resource related experience may be substitute year for year for education requirement. HUMAN RESOURCE ASSISTANT: Idaho Judicial Branch. Summary: Provides administrative assistance to the Human Resource Manager. Duties: General duties (answer telephones, field and respond to calls/inquiries; schedule meetings/teleconferences; take minutes; type minutes and reports, arrange travel & accommodations; coordinate schedules; maintain files; transcribe dictation; schedule committee meetings, etc.). Provides information and forms for employment applicants; assists with screening applications; sets up interview dates and time; and checks references. Processes applications for leave and documents for new hires, promotions, terminations and reclassifications.  Maintains personnel files; assists with coordination of new employee orientation; coordinates benefits enrollment, payroll processing, and balancing leave accruals.  Verifies employee attendance records for accuracy and appropriate documentation.  Assists new employees with preparation of forms and orients them on benefits and policies.  Answers employee questions regarding insurance, retirement, employee assistance and other benefits. Assists with the provision of information and guidance to employees and supervisors regarding policies, procedures, and rules. Composes, copies, and distributes correspondence and memoranda regarding human resource services, updates, procedures and policies. Scans or creates image documents.  Prepares spreadsheets, reports and forms used for payroll tracking, budget analysis, personnel data, and management. Extracts data from different documents and programs, enters formulas for calculation; sets up spreadsheets. Provides employment and/or wage verifications. Qualifications: Graduation from high school or equivalent and five years of clerical experience, preferably in a personnel office.  Additional training or specialized course work in personnel administration, human resources or related field is desirable.  Education may substitute for up to one year of experience. HUMAN RESOURCE MANAGER: AOC, Idaho Judiciary. Summary: Under guidance and direction of the Administrative Director of the Courts and the Deputy Administrative Director of the Courts, directs the human resources function for the Idaho Judiciary, including recruitment and retention of court employees, compensation, classification, and benefits administration, workforce planning, fair employment practices, employment law compliance, and organizational development. Duties: Creates and implements rules, policies, procedures, and programs necessary to the effective operation of the Judicial Branch; communicates and gathers input from appropriate agencies and staff and reviews results; facilitates collaboration from all involved. Maintains employee handbook and other pertinent policies. Counsels employees and applicants in rules, policies, procedures, and benefits. Advises personnel, judges, and supervisors regarding the proper application of federal and state laws, rules, and policies to specific employee situations, as well as advises state and county employees on matters relating to “shared employees”. Recommends compensation and pay policies for all employees and independent contractors. Responds to employment inquiries, participates in recruitment of Judicial Branch positions, and assists with employee selections. Advises the Administrative Director of the Courts on issues related to workforce planning, including succession planning; recommends systems and policies to achieve desired goals affecting all judicial employees; develops wellness plans and initiatives. Analyzes and recommends appropriate position classification and conducts salary surveys. Conducts and coordinates human resource training and provides information regularly to judges and court employees. Investigates personnel problems, reports findings, and makes recommendations. Explains application and hiring procedures and conducts new employee orientation. Performs or supervises preparation and submittal of personnel, payroll, and benefits documents. Establishes and maintains employee records system. Supervise human resource specialist or assistant. Attends meetings and training as required. Qualifications: Graduation from an accredited college or university with a bachelor’s degree in judicial, public, or business administration; sociology; psychology; human resources development or related field. Five years of professional, administrative, supervisory, or management experience is required. Advanced degree preferred. Salary: $52,146 - $86,902 (2008)

SUPERVISOR I: Colorado Judicial Branch, Combined Clerk of Court Office Fort Collins, CO. Summary: The Colorado Judicial Branch is seeking a talented Supervisor I for the Combined Clerk of Court office in beautiful Fort Collins, CO.  This position coordinates a unit within the Clerk of Court's office and supervises clerical and/or technical subordinates in case processing and related activities.  Duties: Supervises staff by guiding, coaching, mentoring, establishing expectations, checking work product, assists in hiring and disciplining staff, assists in developing policy and procedures, schedules staff, monitors and approves leave, and ensures subordinates have the tools necessary to perform the job. DIRECTOR HUMAN RESOURCES DIVISION: Human Resources, 616 H Street, NW, Washington, D.C. Summary: The Human Resources Director serves as program, policy and technical adviser to the D.C. Courts’ judiciary, Executive Officer, Clerks of Court, Division Directors and other operating officials.  Duties: Plans, develops, coordinates and administers an effective full service human resources program for the Courts. COURT EXECUTIVE 2B (HUMAN RESOURCES MANAGER): Administrative Office of the Court, New Jersey Judiciary, Trenton, NJ. Summary: The New Jersey Judiciary is seeking a customer-service oriented human resources manager with strong analytical and communication skills to direct recruitment and classification for the Judiciary’s 9,000 employees. This position supervises staff in the Administrative Office of the Court’s Placement and Classification Sections and provides recruitment and classification guidance to the 15 vicinage (trial court) Human Resources Offices. Duties: The selected individual will oversee recruitment/selection policies and procedures to ensure that unclassified and classified (Career Service) vacancies are appropriately recruited for and filled on a timely basis; develop new recruitment initiatives to attract quality candidates based upon analysis of recruitment and retention data, including exit interview surveys; coordinate with New Jersey Department Personnel (DOP) regarding Career/Civil Service testing and appointment procedures; oversee all central office recruitments as well as statewide law clerk recruitments and appointments; and in the event of layoffs in any Appointing Authority would oversee implementation in accordance with Civil Service and Judiciary procedures. ADMINISTRATIVE SUPERVISOR 3 (CONFIDENTIAL): Office of Attorney Ethics, AOC, West Trenton, New Jersey. Summary: The New Jersey Judiciary, Office of Attorney Ethics, is seeking a supervisory professional possessing strong administrative, financial management and communication skills. This individual will be expected to coordinate and oversee human resource functions, support staff operations, facility issues and purchasing; as well as recommend and implement improvements in administrative procedures and effectively manage multiple and diverse projects. This individual will also formulate the annual budget submitted to the Supreme Court, perform and/or oversee accounting functions, maintain the general ledger, implement cost controls, prepare quarterly revenue and expenditure analysis reports, as well as other financial analyses as required. This position directly supervises four employees and functions under the general direction of the Director, Office of Attorney Ethics. Summary: The New Jersey Judiciary is seeking a detail-oriented individual with strong customer service and organizational skills to work in the Payroll and Benefits Unit, under the supervision of the Administrative Supervisor 2. Duties: The selected individual will assist Human Resources (HR) representatives with clerical tasks and payroll and benefits issues, and will be responsible for completing and processing position and employee transactions through the Personnel Management Information System (PMIS) and the Judicial Human Resources Information System (JHRIS). EXECUTIVE ANALYST: Personnel Division, Oregon Judicial Department. Summary: This position reports to the Director of the Personnel Division, and will join three incumbent HR Managers who provide professional consultation and advice to: 1) OJD administrators, supervisors, and presiding judges; 2) current OJD employees; and 3) prospective OJD job applicants. Each of the four HR Managers is the primary point-of-service “generalist” for HR matters (excepting benefits and safety/workers’ compensation) within an assigned group of OJD courts and offices. In addition to HR generalist duties, each of the four HR Managers carries a “portfolio of expertise” in one of the following areas: law/rule/policy; recruitment/outreach; classification/compensation; employee and organizational development. (This position is currently assigned the latter portfolio). Duties: Typical job duties include, but are not limited to, the tasks listed below. Assigned tasks may be changed to accommodate work load and organizational needs. Provide advice and consultation to management and non-management staff regarding a wide variety of HR issues (excepting benefits and safety/workers’ compensation). Interpret laws, rules and policies relating to HR administration for staff. Review Judicial Department Personnel Rules and make recommendations for revision based upon employee input as well as changes in the law. Participate in developing new or revised rules. Visit client courts to meet with court staff, administrators, and judges on current HR matters. JUDICIAL PERFORMANCE REVIEW ADMINISTRATOR: In conjunction with the Commission on Judicial Performance Review, administers the projects, staff and operations of the Commission to ensure Constitutional mandates, goals and objectives are met. This position also oversees the recruitment and appointment of presiding judges, judges pro tempore and of members to Supreme Court administrative committees and commissions. Duties: Provides both short-term and long-range planning for significant projects, including but not limited to the Commission on Judicial Performance Review, Judicial Performance Review conference teams, Responds to ad hoc inquiries from the court community, media, public and government agencies, Maintains cooperative working relationships with members of the court community at all levels, private business personnel, the public, and members of various committees and commissions, Develops, implements and evaluates training programs for the public, judges, attorneys and court staff to assist them in completing their judicial performance review responsibilities, Develops and reviews reports, administrative orders, court rules, policies and procedures, Plans, coordinates and disseminates publicity for judicial performance voter information materials, Coordinates procurement of services, including development of bidding criteria and preparation of bidding documents, ensures that databases, files and procedure manuals concerning presiding judge, judge pro tempore, performance review, and committee and commission appointments are maintained, manages the budget for the Commission on Judicial Performance Review, coordinates with the Judicial College of Arizona regarding educational goals developed through the judicial performance review process, assists in tracking legislation and prepares materials to assist in implementing new or revised legislation for judicial selection and evaluation, ensures appointment orders for presiding judges, judges pro tempore, and committee and commission members are prepared, filed and communicated in a timely manner. Qualifications: Bachelor’s degree in public administration, court administration or personnel management or three years experience in related fields, three years experience in public administration, court administration, or a related field, excellent oral and written communication skills, demonstrated ability to plan, organize, manage and coordinate multiple projects simultaneously, experience working with elected and appointed officials, ability to understand, interpret and apply rules of procedure, legislation, administrative orders, and policies and procedures, ability to maintain a high degree of confidentiality, knowledge of administrative functions at appellate and trial court levels.
