FINANCIAL SERVICES ANALYST: Olympia, Washington. Duties: Reports to Financial Services Business Manager and is responsible for performing procurement functions as well as providing professional financial services accounting, payroll and/or auditing duties in accordance with generally accepted accounting principles, government auditing standards and regulations and Administrative Office of the Courts (AOC) procedures.  Work is performed independently within defined areas. Work performed is generally routine and includes analysis, review and interpretation of reports, preparation of reports, and recommendations for enhancement of business processes. Work products are subject to review and approval by managerial and senior professional level staff. Processes accounts payable including but not limited to: contracts, use tax, travel reimbursements, encumbrances, and refunds. Responsible for the review and verification of critical information including but not limited to: budget code, approval signature, proof of receipt, social security number, payment type, etc. in accordance with established procedures and accounting standards. Qualifications: Bachelor’s degree in accounting or closely allied field to include 10 Semester or 15 quarter hours of college level accounting; OR   Two (2) years or more of fiscal bookkeeping or recordkeeping tasks AND 10 Semester or 15 quarter hours of college level accounting. A combination of relevant education and experience demonstrating a working knowledge of the functions and responsibilities of the Financial Services Analyst may be considered in the meeting the qualification baseline. FINANCIAL SPECIALIST, SENIOR: Idaho Judicial Branch. Summary: Under the guidance and direction of the Financial Executive Officer, performs a full range of advanced financial duties requiring the application of accounting and/or auditing theory, principles, and practices; performs related work. JUDICIARY ACCOUNT CLERK 2: Office of Management and Administrative Services, AOC, Trenton, NJ. Summary: The New Jersey Judiciary is seeking an individual with strong clerical skills to perform support tasks in the Financial Services Division. Duties: The selected individual will be responsible for analysis of statistical or financial data, verification of records for accuracy, analysis of reports for distribution or action, calculating statistical information for reports, data entry, filing and file organization, copying and other tasks as required. Qualifications: One year of experience in an office environment performing a variety of clerical and support services to include keyboarding and one or more of the following: document or information processing, handling payments for fees, recording monies received, transcribing information reconciling balances or accounts, scheduling meetings or appointments. COURT SERVICES OFFICER 1: Civil Practice Division – Office of Foreclosure, AOC, Trenton, NJ. Summary: The New Jersey Judiciary is seeking a paralegal to assist in processing legal documents in the Office of Foreclosure. The selected individual will perform specialized technical work under the direction of the Assistant Chief and attorneys, including analyzing mortgage and tax foreclosure cases for compliance with statutes, court rules, case law, practices and policies related to case disposition. Duties: Incorporated within this responsibility are: assembling case files, documents or exhibits for final foreclosure case disposition; examining case files, records and other materials for final disposition sufficiency; evaluating factual issues and evidentiary proofs, obtaining relevant affidavits, evidence or other material facts pertaining to and required for final disposition; reviewing financial data submitted in support of final foreclosure judgments; making final disposition recommendations to the Office’s staff attorneys and General Equity judges in mortgage and tax foreclosure cases; completing judgments, orders, writs or other related legal documents related to foreclosure; screening foreclosure cases for referral to vicinage General Equity judges; screening pending foreclosure cases for special treatment or accelerated disposition; maintaining effective working relationships with other Judiciary employees, legal professionals, vicinage trial court staff, title companies, pro se litigants and the public; writing case notes and performing related work as required. Qualifications: Graduation from an accredited college or university with a Bachelor’s degree. One year of experience: 1) in case management involving gathering and analyzing case-related information which shall have included the exercise of judgment and discretion, and one or more of the following; reviewing cases to identify case management and discovery needs, coordinating with judges and /or attorneys to resolve case issues, and/or preparing reports of findings and recommendations; or 2) as a paralegal involving the preparation and/or review of legal documents and court pleadings and/or analysis of legal opinions and court decisions. ADMINISTRATIVE ASSISTANT III: Office of the State Courts Administrator, Dispute Resolution Center, Tallahassee, FL. Summary: This position is responsible for performing a variety of administrative and fiscal related duties assisting a non-judicial foficer in managing the daily operations and support functions of a court program or administrative office. Duties: May monitor monthly SAMAS reports, audits invoices and travel reimbursement requests, obtains bids and prepares purchase requisitions, keeps records of encumbered funds and monitors court or office expendiutres including grants. The Administrative Assistant II compiles, and analyzes data for statistical reports, and is responsible for creatinga nd maintaining automated office systems and providing information to court personnel and the general public. Qualifications: A bachelor’s degree from an accredited 4 year university or college and 2 years of experience in administrative support, purchasing, fiscal or other administrative work. A master’s degree may substitute for the recommended experience. ACCOUNTING SERVICES SUPERVISOR: Office of the State Courts Administrator, Finance and Accounting, Tallahassee, FL. Summary: This is a very responsible accounting position supervising accounting and fiscal support positions in the office of finance and accounting. Duties: An accounting services supervisor reviews the completed financial transactions of the disbursement or accounting sections to assure timely processing, acts as liaison with the Florida Comptroller’s office and fiscal offices of the district and circuit courts, monitors and coordinates annual certification forward processing, and prepares a variety of financial and budget reports, including the State Courts System’s annual financial statement, using FLAIR. The Accounting Services Supervisor assists the Chief of Finance and Accounting in evaluating State Courts System accounting policies and procedures, updating accounting and reporting procedure manuals, and in implementing approved changes. The Accounting Services Supervisor also provides technical assistance to fiscal officers in all state courts to resolve problems and/or respond to audits conducted by the Auditor general’s office. Working relationships are established with judges, State Courts System managers and fiscal staff, State of Florida’s comptroller’s office, the office of the Auditor General, and vendors. Qualifications: A Bachelor’s degree from an accredited four year college or university with a major in accounting, finance, or business administration, and 4 years of professional accounting experience, or 4 years of accounting experience with the state of Florida, one year of which was in a supervisory position. COURT EXECUTIVE 2B: Office of Deputy Administrative Director, Internal Audit Unit, AOC, Trenton, NJ. Duties: The New Jersey Judiciary is seeking an individual to direct and coordinate the conduct of financial and program audits for the Judiciary to ensure compliance with state financial transaction rules and regulations as well as with Judiciary policies and procedures. The selected individual will develop detailed plans to meet the demands of the Internal Audit Unit and will direct and coordinate the work and activities of this unit. Other duties include supervising audit staff; establishing procedures for investigating, as well as reviewing audit worksheets and reports; and recommending operational improvements to strengthen internal controls or prevent recurrence of unusual situations or problems. The selected individual will be responsible for developing vulnerability assessment questionnaires, audit guide manuals, and other official documents and reports relating to audit standards, procedures and operations. The Court Executive 2b will report to the Deputy Administrative Director or his designee. Summary: The NJ Judiciary is seeking a professional to work under the general direction of the Chief of Internal Audit. Duties: This individual will be responsible for examining and evaluating existing internal controls, procedures, and recommended enhancements. In addition, this individual will prepare audit reports including background, scope, objective, findings, recommendations and conclusions; coordinate and perform post-audit reviews of audits performed by the State Auditor, the Judiciary Internal Audit Department and independent public accountants performing audits at the Judiciary; and work with vicinage personnel to develop accounting and internal control procedures. SENIOR ACCOUNTANT: California AOC, San Francisco, California. Summary: Under supervision, the senior accountant will perform the full range of analytical tasks, to help in the development and implementation of a Trial Court Financial System for the California trial courts. Duties: Planning and implementing the financial system infrastructure for the trial courts; Configuring and testing the financial system; Consolidating financial information for the State’s Comprehensive Annual Financial Report (CAFR); Updating the Trial Court Financial Policies and Procedures manual; Legislative review of all financial statutes and rules being considered that pertain to the trial courts; Documenting the financial system being developed; and Providing experienced accounting assistance to the trial courts. Qualifications: Equivalent to possession of a bachelor’s degree, preferably with major course work in accounting and three years of professional accounting experience, including one year of lead experience for positions with lead responsibility. Additional directly related experience may be substituted for the education on a year-for-year basis. This position requires statewide travel and may require evening and weekend hours. ACCOUNTANT I: Alabama Administrative Office of the Courts, Montgomery, Alabama. Summary: This is accounting work in the application of accounting principles, methods, and procedures in the establishment, analysis, and maintenance of fiscal records for the AOC. Employees in this class perform professional accounting work of routine difficulty according to established procedures and regulations. Work involves keeping all accounting records accounting records; maintaining less complex control accounts; reviewing accounting reports; or assisting higher level accountants in providing specific analyses, interpretations, etc. Employees work under general supervision, and instructions are usually given only when they begin new work or when new procedures are instituted. Work is reviewed at completion for overall standards of performance. Duties: Working knowledge of professional accounting principles, methods, and procedures and ability to apply and adapt established methods to varied accounting transactions. Working knowledge of related fields such as economics, business law, data processing, general management, and of the interrelationships of accounting with these process. Returns audit and investigative reports to field staff with specific instructions for completion; handles related correspondence by letter or phone. May supervise a small clerical and/or technical unit in keeping routine accounting operations. Performs related work as assigned. Qualifications: Any combination of training and experience equivalent to: Graduation from a standard high school, and a Bachelor of Science Degree in Accounting, Business Administration, or equivalent. Considerable progressively responsible office experience including recent experience in accounting in government or private business. Knowledge of the State of Alabama’s Fiscal Policy and Procedures manual, and knowledge and experience with the State of Alabama’s Accounting System (FRMS) is highly desirable. DEPUTY STATE COURT ADMINISTRATOR FOR BUSINESS OPERATIONS: Financial and Administrative Services Division (FASD), Office of the State Court Administrator (OSCA), Salem, Oregon. Summary: The Deputy State Court Administrator (SCA) for Business Operations position provides coordination, review and oversight of the budget and business policy, procedures, systems and operational aspects that cross divisional and court lines for effective administration of the Oregon Judicial Department (OJD) in keeping with its identified needs, goals and business requirements. Duties: The position coordinates the cross-functional business, financial, audit, technical and personnel resources by assigning policy, procedure and distribution methodologies with the strategic direction and needs of the department to best fulfill its public mission. In this capacity, the position is responsible for identifying, developing and implementing short-and long-range department strategies that result in the timely meting of significant business objectives and in the effective and best use of state resources. The position is also involved in the preparation and presentation of OJD budget and business system issues before the legislature and certain other bodies. The planning and implementation of the comprehensive financial management program for the OJD is the primary role of the Deputy also serving as the Director of the FASD. Qualifications: A bachelor’s degree in accounting, business administration, finance, public administration, economics, or a related field, and minimum of five years’ of progressively responsible professional experience having a major emphasis on financial or budget policy development and management. In addition you should have at least two years’ experience supervising in a fiscal work-related staff. The candidate must possess excellent oral, written, organizational and analytical skills, and be well versed in use of automated business applications and use of automated spreadsheets. The candidate should have a demonstrated ability to work independently, manage multiple and competing deadlines, interact with other people and agencies effectively to resolve complex business issues and supervise employees in a positive manner. Preference may be given to applicants who have: been responsible for all or a substantial portion of budgeting and financial management for a complex state or public sector agency; significant experience in fiscal/budget policy development/implementation; experience working with elected and/or appointed officials; or a master’s degree in a related field or have a professional certification (CPA, CMA, etc.). ADMINISTRATIVE SUPERVISOR 3 (CONFIDENTIAL): Office of Management & Administrative Services, Accounting Unit, AOC, Trenton, NJ. Summary: The New Jersey Judiciary has an opportunity for a results-oriented professional to supervise the functions and staff associated with various forms of financial operations and reporting. FINANCIAL SPECIALIST I: Arizona Supreme Court, Phoenix, Arizona. Summary: The Financial Specialist I position performs a variety of complex accounting tasks and provides accounting assistance to Financial Office staff, customer departments, and auditors. Duties: Duties include monitoring for compliance with established policies, and reconciling capital expenditures activities, accounts receivable, income statement accounts, bank reconciliations, and revolving fund for the Administrative Office of the Courts. Additional duties include month end close reporting, monitoring and recording fixed assets and conducting an annual inventory. This position will also communicate with Court departments to determine changing needs and problems.  This position may also advise and train court departments on finance and account related policies and procedures. Qualifications: Requires training and experience equivalent to a Bachelor's degree in Accounting or Finance. SUPERVISING INTERNAL AUDITOR: Administrative Office of the California Courts. San Francisco, California. Summary: The mission of Internal Audit Services is to assist the Judicial Council and its staff agency, the Administrative Office of the Courts, and all members of the judicial branch in the effective and efficient discharge of their administrative and operational responsibilities. Duties: Plans, organizes, assigns, supervises, reviews, and evaluates the work of internal audit staff. Recommends selection of staff, trains staff, and provides for their professional development, including identifying and proposing training and development workshops; and administers discipline as required. Directs the design, planning, scheduling and implementation of complex organization-wide audits with minimal direction. Supervises the internal auditors in the preparation of working papers, schedules, and audit reports related to audit assignments throughout the organization. Administers standardized audit procedures to ensure uniformity. Provides advice and guidance to audit staff on solutions to problems arising during audits or financial evaluations. Oversees audit entrance and exit conferences with court executive staff and AOC management explaining audit findings. Provides expert assistance and advice on the application of judicial policy, law and auditing procedures and techniques through written and oral communication with personnel in the superior courts, AOC, Judicial Council, legislative branch and executive branch. Prepares and submits weekly work plan updates to management. Responds to or assists contracted or other State of California auditors, as needed. Participates in the development and maintenance of the Trial Court Financial Policies and Procedures Manual. Evaluates legislative proposals, identifies potential problems, and makes recommendations accordingly. Conducts special studies, reviews, or other related audit work. Qualifications: Equivalent to possession of a bachelor's degree, preferably with major course work in accounting and four years of professional auditing experience, including a minimum of one year of supervisory experience. Two year as a Senior Internal Auditor or four years as an Internal Auditor with the judicial branch. Additional directly related experience may be substituted for education on a year-for-year basis. Possession of a directly related postgraduate degree may be substituted for one of the four years of required experience.-Knowledge of GAAP,GAGAS, GAAS, and knowledge of automated financial system applications. salary range: $6,741 - $8,192 per month (2004)

Summary: The New Jersey Judiciary, Office of Attorney Ethics is seeking a motivated individual who works well under time guidelines to conduct field and office investigations, primarily of a financial nature, into the conduct of attorneys who are members of the New Jersey bar; including auditing of attorney trust and business accounts involving reconstruction of accounts when necessary. The selected individual will also gather evidence; interview witnesses; prepare accurate, detailed reports; and assist in preparing and planning for proposed witnesses in formal ethics proceedings. Qualifications: Graduation from an accredited college or university with a bachelor’s degree including or supplemented by 21 credit hours in accounting. Five years of professional accounting, auditing or budgeting experience. Applicants who do not possess the required education, but do possess the 21 accounting credit hours, may substitute experience on a year for year basis.
