COURT EXECUTIVE 3B: Office of Trial Court Services, Municipal Court Services Division, AOC. Trenton, NJ. Summary: The New Jersey Judiciary is seeking a dynamic leader with strong organizational, communication and customer service skills to direct the programs and staff of the Administrative Office of the Courts’ Municipal Court Services Division. This division provides strategic planning and management oversight of the state’s 526 Municipal Courts, which together process more than six million cases annually. Most citizens first come into contact with the judicial system and form their conclusions about the quality of justice in New Jersey through its Municipal Courts. The Municipal Court Services Division provides technical assistance and procedural guidance to the 15 Vicinage Municipal Divisions and develops and implements policies, procedures, management systems, operational standards and performance measures. Duties: The Court Executive oversees the administration of Municipal Court judge and employee training, customer service enhancements, legal research and the Automated Traffic and Automated Complaint Systems (ATS/ACS). These automated systems provide centralized integrated case management and court financial recordkeeping for the Municipal Courts and include an on-line traffic and parking ticket processing system, a hand-held parking ticket-issuing system, and a statewide electronic traffic and criminal warrant system. The division also provides staff support to various Supreme Court, presiding judge, management and ad hoc committees. This position entails extensive contact with county and municipal court officials, representatives of the Executive Branch at the state, county and local levels, and other public and private organizations. The position also supervises all staff support provided to the Municipal Court Administrator Certification Board. Reporting to the Court Executive 4/Director of the Office of Trial Court Services, the Court Executive supervises the division’s legal, professional and support staff. DIRECTOR OF THE KENTUCKY AOC: AOC, Kentucky Judicial Branch. Frankfurt, KY. Summary: One of the most innovative unified court systems in the country is seeking a director to oversee its daily operations. This is an excellent opportunity to work with Kentucky’s new chief justice, John D. Minton, Jr., in guiding the Administrative Office of the Courts through an exciting transition. Collaborate with the Supreme Court to develop a strategic plan for the judiciary. Ensure that court operations and judicial administrative needs are identified, evaluated and incorporated into appropriate short- and long-range plans. Establish priorities and secure resources to accomplish those priorities. Identify and address financial and operational problems related to legislative action and promote legislative improvements. Recommend measures to respond to, modify and meet Executive or Legislative Branch requests for budget reductions as a result of reduced tax revenues. DIVISION DIRECTOR, EDUCATION SERVICES: Arizona Supreme Court, Administrative Office of the Courts. Summary: This senior management position, located within the Administrative Office of the Courts (AOC), Supreme Court of Arizona, provides leadership on statewide Judicial Branch education initiatives and innovations that have made Arizona one of the leaders among states in judicial education. In addition to supporting the work of various Supreme Court education committees, the Education Services Director directs the work of division employees and oversees a budget of over $2 million. Summary: The New Jersey Judiciary is seeking a manager to join the Probation Services Division, Intensive Supervision Program (ISP). The Court Executive 2a will be responsible for implementing procedures to meet ISP’s expansion goals. ASSISTANT DIRECTOR: Judicial Education Division, AOC, Illinois Courts. Chicago, IL. Summary: This highly responsible administrative position oversees the Judicial Education Division of the Administrative Office of the Illinois Courts (AOIC). Duties: Under the direction of the State Court Administrator, the Assistant Director develops, coordinates, and manages the administration of continuing judicial education conferences, advanced academies, seminars, and other judicial and non-judicial personnel training related activities as prescribed by the Supreme Court of Illinois. The duties include working with select committees of the Supreme Court and its Judicial Conference to develop annual and long term strategic plans for judicial education, assess training needs, develop new programs, and work with faculty to design and implement curricula. The Assistant Director supervises staff of the Judicial Education Division located in both the Chicago and Springfield offices. Qualifications: This position requires a minimum of seven years of experience in the design and delivery of professional education programs or a related judicial branch function, three of which must be in administrative duties. Preferred candidates will demonstrate a working knowledge of the functions of state courts; knowledge of all levels of the Illinois judicial branch desirable. Candidates must possess superb written and verbal communication skills as well as demonstrated knowledge in project management, preferably including the development of professional training curricula. STATE COORDINATOR: Court Referral and Drug Court Programs, Alabama Drug Courts, AOC. AL. Summary: This is responsible professional work assisting in the development and administration of court referral, drug court and alternative sentencing programs. An employee in this class assists the Deputy Director of the Administration Office of Courts in the administration and operation of the Alternative Sentencing, Drug Court and Court Referral Programs in accordance with established policies and procedures. Work involves the development, organization, administration and evaluation of court referral and drug court programs for the court system. Work also involves the development of programs that compliment court referral officers, community corrections, drug courts, education and treatment services for offenders. Work is performed under the supervision of the Deputy Director of the Administrative Office of Courts. PROGRAM ASSISTANT: Supreme Court of Nevada, AOC. Carson City, NV. Summary: This position is a skilled support position in the Judicial Education Unit (“Unit”) within the Administrative Office of the Courts (“AOC”), a department of the Nevada Supreme Court. The Unit is responsible for the overall plan of continuing education to judges and court staff in Nevada courts, including the Supreme Court. This position is an integral part of the judicial education team assisting with the implementation of the statewide education plan with particular emphasis on the education plan for court staff. Duties: Under the general supervision of the Manager of the Judicial Education Unit and the direct oversight of the team leader for the program, the incumbent has primary responsibility for administrative and clerical assistance of conference planning activities related to judicial branch conferences and seminars sponsored by the AOC. This includes but is not limited to conference site visits, selection, contract negotiations, program budget preparation, and publication of all conference materials, onsite registration, event coordination, travel and follow-up. The incumbent will assist in development of the policies and procedures manual for program assistants and of forms utilized by the Unit. The incumbent also maintains databases related to the activities of the Unit and produces reports, as required. The incumbent must communicate knowledgeably, confidentially and in a professional manner with judicial education customers, on the telephone, via e-mail, and in person. Qualifications: Accuracy in data inputting and proofreading is necessary. The incumbent must work on multiple projects and programs simultaneously to meet deadlines. The incumbent is required to travel to various locations for meetings and conferences approximately 90 days per year, often working long shifts including occasional weekday holidays. Expenses for travel and other activities while staffing trainings, conferences and planning sessions statewide will be reimbursed pursuant to Supreme Court policy. The incumbent is responsible for arranging for transportation of equipment, training materials and supplies. Therefore, the incumbent must meet the essential function of this position that requires lifting items that may range in weight between five (5) and thirty (30) pounds. STATEWIDE COORDINATOR OF PROBLEM SOLVING COURTS: AOC, Lincoln, NE. Summary: Under the direction of the State Court Administrator, the Coordinator is responsible for statewide administration and coordination of all problem solving courts. The Coordinator is responsible for planning, developing, evaluating, and coordinating statewide court programs that provide therapeutic treatment services. The coordinator will work closely with the judges assigned to problem solving courts and the interagency management team for each court. Duties: Assist in the design, development, implementation and enhancement of problem solving courts in each of the 12 judicial districts. Develop and administer a system for awarding funding to each problem solving court. Establish policy and procedures for problem solving courts statewide in accordance with state statute and Supreme Court rules. Develop and coordinate the operation of a statewide Problem Solving Court Coordinating Committee with representatives from each judicial district. Provide technical assistance to all problem solving courts. Establish an evaluation process for all problem solving courts. Assist local problem solving courts in identification of funding sources and the development of proposals to funding authorities. In cooperation with the Director of Judicial Branch Education, develop and present training programs to all judges and employees of problem-solving courts. Assist in oversight of contracts with treatment providers. Develop and monitor the budget for statewide problem solving courts. In cooperation with the Supreme Court Public Information Officer, provide general information on problem-solving courts. Provide periodic reports to the State Court Administrator and the Nebraska Supreme Court. Qualifications: Minimum education and experience requirements include an advanced degree in a human services, public administration or education discipline or a J.D. plus experience and training in the delivery of mental health and substance abuse services. Excellent verbal and written skills. Demonstrated ability to organize tasks, plan and implement strategies, and develop systems. In-depth knowledge of the screening, referral and clinical assessment of individuals entering the criminal justice system who experience substance abuse, domestic violence and/or mental health problems. In-depth knowledge of the inner workings of the criminal justice system and familiarization with laws and regulations governing the processing of defendants through the criminal justice system. Knowledge of state and federal laws and regulations governing the delivery of mental health and substance abuse services as well as general knowledge of managed care delivery and reimbursement systems. EXECUTIVE DIRECTOR: Maryland Drug Court Commission, AOC. Annapolis, MD. Summary: The Executive Director, Maryland Drug Court Commission is responsible for developing and managing the statewide comprehensive Drug Court Commission for the Maryland Judiciary. Duties: recommending standards and guidelines for the development and operation of a drug court program; coordinating drug court activities throughout the State; establishing standardized policies and practices throughout the state; developing on-going training programs for the Judiciary and others involved in planning and implementing drug court programs; recommending changes to legislation, administrative policies or court rules so that there is a consistent and collaborating legal basis for the implementation and operation of the drug treatment courts; overseeing the development of data elements and outcome measures so that state and national assessments can be conducted; offering and/or overseeing grants to jurisdictions to plan, implement or enhance drug court operations; conducting comparative evaluations of drug court programs to identify and document program effectiveness and impact; collaborating with Maryland Drug Court Commission members and managing Commission staff. The incumbent will oversee the monitoring of federal grants awarded for drug court planning and/or implementation in Maryland, monitor the expenditures of the federal grant associated with the Maryland Drug Court Commission, and provide technical assistance to local courts relating to the development of drug court programs. The successful candidate will be expected to propose a drug court model that reflects Maryland’s commitment to a comprehensive, integrated, multi-disciplinary strategy for combating the problem of substance abuse in the juvenile, adult and family courts in Maryland and stay current with national and state developments, including organizational and programmatic developments and best practices in the drug treatment court field.
