DEPUTY STATE COURT ADMINISTRATOR FOR PROGRAM OPERATIONS: Oregon Judicial Department, Office of the State Court Administrator, Salem, Oregon. Summary: The Deputy State Court Administrator for Program Operations (DSCAPO) is an executive strategic management position in OSCA.  Duties: Typical job duties include, but are not limited to, the tasks listed below.  Assigned tasks may be changed to accommodate work load and organizational needs.  As delegated by the SCA, the DSCAPO performs a wide array of administrative duties and responsibilities under ORS 8.125, administers the CPSD programs and functions and provides for effective administration, oversight and coordination of these operations.  The position manages and supervises the units, sections and programs of CPSD and is responsible for proper stewardship of its personnel and other resources and for the proper carrying out of OJD processes and procedures in all its activities.  The position is responsible for strategic planning, performance measurement and development, evaluation and implementation of new initiatives to improve services and respond to the needs of those courts and the public in a manner that also is consistent with the goals and objectives of the OJD.  The position actively participates in the coordination of internal planning, preparation, training and implementation of the e-commerce and other electronic business processes for the courts system as part of the central OSCA team. The position has responsibility to provide the appropriate levels of communication and representation of public information and administrative issues externally to the circuit courts, bar, legislature, other government entities, media and the public; provide for related outreach, training and education opportunities and keep current web based information on CPSD/OJD programs and activities, especially those related to access to public services and programs (e.g., ADA public access compliance, interpreters, jury, pro se forms).  Qualifications: You must have a Bachelor’s degree in Court Administration, Business or Public Administration, or closely related field, and five years of management experience in a trial court of general jurisdiction in the United States, in a state or federal court administrative office, in a court organization, or governmental justice system agency.  You must also have at least 2 years of supervisory experience or experience managing a significant administrative or operational function or program. A Juris Doctorate or Master’s degree in Court Administration, Public or Business Administration may substitute for one year of the required experience.  Applicants with less than the required management experience may substitute up to two years of court administrative experience when that experience demonstrates: considerable knowledge of the administrative and judicial functions of the court; experience leading/supervising employees; experience developing and implementing court policy, goals, objectives and priorities in conjunction with executive management; and knowledge and experience in accounting procedures and principles, including budget management. Applicants without the relevant educational background may substitute recent court management or court administrative experience on a year for year basis. Salary: $6,750.00 – 10,468.00 monthly (2008)

DEPUTY ADMINISTRATIVE DIRECTOR: State of California, Administrative Office of the Courts. Summary: Under policy direction, directs assigned units, functions, and operations of the Administrative Office of the Courts (AOC); acts as the Chief Deputy Administrative Director in his or her absence; performs related work as assigned. Duties: Directs the development and implementation of policies, procedures, and work standards related to the internal operations of the agency. Participates in developing, recommending, and implementing AOC programs in furtherance of Judicial Council policies and priorities. Participates in directing the development and administration of the AOC’s budget. Negotiates program policy and service agreements with state courts and other government entities. Creates performance and development plans for direct reports, conducts periodic discussions about progress on performance and development plans, and prepares written performance reviews and discusses same with assigned staff. Reviews and approves personnel appointments; administers employee disciplinary actions and dismissals as necessary. Acts as Chief Deputy Administrative Director in his or her absence. Represents the judiciary to external customers, including other branches of government. Resolves emerging problems related to AOC policy and personnel. Qualifications: Equivalent to possession of a bachelor’s degree and eight years of increasingly responsible experience in a relevant field, including a minimum of five years of increasingly responsible management experience OR One year as an executive with the judicial branch. CHIEF DEPUTY EXECUTIVE DIRECTOR OF STATE COURT ADMINISTRATION: Indiana Supreme Court, Division of State Court Administration. Summary: The primary function of this position is to perform functions as assigned by the Executive Director, the Chief Justice and Supreme Court. Generally the Chief Deputy will assist the Executive Director in performing the functions and duties assigned to the Division, in managing the Division staff and internal office operations, and in managing programs and projects staffed by the Division. Duties: Providing staff support to the: CLEO program, GAL/CASA program; Public Defender Commission; Race and Gender Commission; Supreme Court Rules Committee; Commission on Judicial Qualifications/Judicial Nominating Commission; and Supreme Court Records Management Committee. Providing trial court management services to trial courts and their staff, including managing senior judge and other temporary judicial service offices; managing weighted caseload measures system and data collection program for case and fiscal information; payroll and benefits administration for judicial officers and prosecutors; administration of Family Court Project and local ADR service plans. Providing technology services to all courts, through appellate and trial court level services. Providing effective communication, through the Internet, reports, e-mail, newsletters, etc., to and among Indiana’s courts, court staffs, clerks and their staffs, other judicial and state agencies, the Indiana General Assembly, the Bar and the public. Qualifications: J.D. from A.B.A. accredited law school and admission to the Indiana Bar. Five years high-level administrative or supervisory responsibility. (2008)

ASSISTANT DIRECTOR: Administrative Office of the Courts, San Francisco, CA. Summary: The Bay Area/Northern Coastal Regional Office (BANCRO) provides timely and relevant technical assistance to the trial courts within the region through experienced and respected personnel whose primary role is to partner with the trial courts in assessing problems, challenges and opportunities. The Assistant Director of BANCRO will, in partnership with the Regional Administrative Director, provide technical and consultative assistance to the trial courts as well as help develop policy and manage BANCRO office programs to ensure the accomplishment of the organization’s goals and objectives. Duties: Serves as a technical court consultant to assist court personnel in performing and coordinating specialized work in court operations; Develops and implements goals, policies, and work standards for the BANCRO regional office; Disseminates information to trial courts with an emphasis on determining how policy implementation would impact individual courts; Coordinates AOC divisions and trial court resources to provide solutions to trial court issues; Communicates trial court issues, questions and concerns to the AOC and advocates for trial court interests via court site visits, participation in regional meetings, and conferences; Plans, organizes, administers and evaluates the work of staff. Plans, manages and evaluates programs related to the regional office including a broad variety of issues affecting the trial courts such as legislative advocacy, budget administration, human resources, education, and trial court policies and procedures; Develops, administers, and monitors the BANCRO regional office budget and provides direction in the development of budget change proposals; Partners with trial court staff, judges, and AOC management; Works with various AOC committees to develop general policies, strategic initiatives, priorities and goals and assists in their implementation as necessary; Represents the judiciary to both internal and external customers, including the other California governmental agencies, on issues pertaining to the division’s functional areas; Develops, recommends, and implements regional programs in furtherance of Judicial Council policies and priorities; Represents the BANCRO Division Director as necessary. Qualifications: Equivalent to possession of a bachelor’s degree and eight years of experience in the relevant field, including a minimum of three years of increasingly responsible management experience. Completion of graduate level college coursework in law, public administration, business administration, or other directly related field may be substituted for experience on a year for year basis (but not for the three years of management experience). OR: Two years as a Manager or Senior Manager; or three years as a Supervising Analyst, Supervising Attorney, or other supervisory-level professional class with the judicial branch. DEPUTY COURT ADMINISTRATOR: Superior Court of DeKalb County, Stone Mountain Judicial Circuit. Summary: The Deputy Administrator, under the direction of the District/Trial Court Administrator, provides administrative, management, and technical support to the DeKalb County Superior Court. Qualifications: Applicants must possess a bachelor’s degree from an accredited college or university in court management, public administration or a related field and must have five years of professional experience in a court or related agency, including experience in planning and coordinating program activity with progressive management or administration experience including supervision of professional and technical staff. ICM graduates and detailed knowledge of NACM “Core Competencies for Court Managers” are desirable. Salary: $78,590. (2006)

DEPUTY STATE COURT ADMINISTRATOR (General Description) Duties: The deputy supervises management and professional staff; help direct all administrative functions of the state judicial branch; formulate policies for efficient administration; assist in preparing testimony for bills presented to the legislature.  Qualifications: any combination of education and experience that provides the following: knowledge of administrative, personnel, fiscal, and management principles and methods; knowledge of court operations and legislative process; skills in problem solving, persuasion, and interpretation of laws and procedures.  An example would be a master's degree in court, public, or business administration, along with further education or experience, preferably including supervisory and/or policy development responsibility in a judicial or governmental system.

Regional Administrator

DISTRICT COURT ADMINISTRATOR: Wisconsin State Courts, 2nd and 8th Judicial Districts. Two vacancies: Racine and Green Bay. Summary: Assist the Chief Judge and Deputy Director for Court Operations with court management issues in accordance with Supreme Court Rules and Statutes. Duties: Ensure efficient district court operations including, but not limited to: caseload and jury management; judicial assignments; orientation and mentoring of judges, clerks, registers in probate and other court staff; staff supervision; technical assistance, training; court reporting services; court automation; security and facilities; and, planning and budgeting. Represent the court system through effective communication with the public, other government agencies, civic groups and media. Implement court system policies and procedures. Coordinate record management requirements in accordance with the record law and perform caseload statistical analysis. Qualifications: (1) Master’s degree in Court Administration, Public Administration or a closely related field or its equivalent and, (2) Significant, progressively responsible experience in court management or judicial administration, including substantial experience in a high-level managerial capacity (3) Excellent written and oral communication skills; (4) Proven expertise in policy research, analysis and development. Salary: $84,350 (2009).

CIRCUIT COURT ADMINISTRATOR II: Sixth Judicial Circuit, AOC, Pierre, SD. Summary: Professionally, this position is responsible to the presiding circuit judge and State Court Administrator’s Office for the administrative functions of a 14-county circuit. Duties: This person will relieve the presiding judge of administrative tasks which include budget and fiscal preparation, personnel, facility, case flow and jury management as well as a liaison with other agencies. This position processes and responds to administrative-related documents and/or correspondence.  Also, this position is challenged to maintain an efficient system and minimize personnel problems and problems with the public which can be difficult due to the number and diversity of position supervised, as well as the geographical area of positions supervised. Qualifications: Graduation from a college or university with a bachelor’s degree in business administration, judicial administration or a related field. Certification from Institute for Court Management Court Executive Development Program preferred.  Two (2) years in business or judicial administration or related experience; or an equivalent combination of education and experience. Salary: $53,683.98-$67,104.98. (2007)

COURT ADMINISTRATOR 4: Bernalillo County Metropolitan Court. Summary: Court Administrator for Bernalillo County Metropolitan Court is an at-will senior management position hired by the Court Judges and supervised by the Chief Judge. Administers and manages a 24/7 high volume, multi-faceted court of limited original jurisdiction. Duties: Managing multiple operational shifts of employees engaged in case initiation, file maintenance, bond posting, customer service, tracking and compliance, educational service, background investigation, client supervision, mediation courtroom support, jury orientation and management, interpreter services and administrative functions supporting court judges in the disposition of court cases; exercising fiduciary responsibilities over the Court’s $77 million capital outlay, $6.8 million fixed asset inventory, $12.5 million personal services budget and over $35 million in revenues collected from case filings numbering over 300,000 per year; developing, institutionalizing and monitoring specialized pre adjudication and post sentencing court programs such as Mediation, Domestic Violence Early Intervention, Pre-Trial Supervision, NCIC and Background Investigation Unit, Community Services, Drug Court, Probation, DWI School and Driver Improvement School to allow for sentencing options; and representing the Court before local governmental bodies, interest and advocacy groups, the media and the State Legislature. May perform other duties in order to meet the operational needs of the Court. Qualifications: Bachelor’s degree in business or public administration, finance, economics, criminal justice or related field plus ten years of judicial experience including five years of court management and five years of supervisory experience. Fellowship with the Institute for Court Management or a Master’s degree is desirable. Experience may substitute for education at a rate of one year of experience equals 30 semester hours. Education may not substitute for supervisory experience. Knowledge of state statutes, rules and opinions is required; legislative process, general accounting and financial standards, including performance-based budgeting; human resource management; information systems including word processing, spreadsheets and financial and budgeting software; facilities management; State Procurement Code; general construction, building and renovation practices; management and customer service practices. Desirable qualifications include: An MPA and/or CPA; knowledge of statistics; State Budget Preparation System, court operations; criminal justice system; local community resources supporting alternative sentencing; human resource management; information systems management, data processing hardware and software; grant application and funding; revenue bonds; facility design; architectural designs, blue prints and schematics; physical plant maintenance and management; lessor/lessee contracts, security and safety requirements and practices; and public relations and negotiation. Salary: $76,960 - $103,824 annually DOE. (2006)

COURT ADMINISTRATOR: Carson City First Judicial District. Summary: Under the direction of the First Judicial District, the Court Administrator manages the day-to-day operations of the programs and personnel of the Justice and District Courts. The Court administrator will act as a liaison with law enforcement and other agencies coordinating activities with internal and external entities. Qualifications: Graduation from a four year college or university with major course work in court administration, business or public administration, criminal justice or a related field and a minimum of four years of progressively responsible supervisory experience with a judicial agency, law enforcement agency, other public agency, or large organization which deals with the public. Experience may be considered in lieu of educational criteria. Executive Development or Management Certificate from the Institute for Court Management of the National Center for State Courts is preferred, but not required. Salary: $80,000 to $92,000 annually. MUNICIPAL COURT ADMINISTRATOR: The City of Joplin, MO. Summary: Under general direction from both the City Manager and the Municipal Court Judge, this position serves as the department head responsible for the administrative and managerial functions of the Municipal Court. Duties: Duties include assisting the Municipal Court Judge in all aspects of court operation; plans, organizes and directs all non-judicial activities of the Court; supervises and evaluates Court personnel. Investigates complaints relating to the operation of the Court’s functions; analyzes and reviews Appellate Court decisions and legislative acts which affect Municipal Court operations. Qualifications: Requires graduation from an accredited college or university with a bachelor’s degree in Judicial Administration, Business Administration or related discipline, plus at least one year of experience in responsible related work. Master’s degree or Graduate Fellow of the Institute for Court Management preferred. Work experience in a court position with considerable responsibility may be substituted for formal educational requirements on a year-for-year basis. Salary: $45,889 - $64,802 annually DOQ. (2006)

REGIONAL ADMINISTRATOR: Phoenix, Arizona. Duties: The principal responsibilities of the Administrator include: development and execution of strategic and operation plans; serves as staff to judicial committees in development and review of Court goals; analyzes complex data, draws logical conclusions, directs research and reports findings; confers with judicial officers on case management and operational issues to ensure the bench is provided timely information; takes necessary action to anticipate, investigate, and resolve operational concerns; develops improves, and implements policy and practice recommendations; ensures compliance with Supreme Court and other Court rules and regulations; represents the Trial Courts with various outside agencies and government officials; manages the regional budget, payroll and oversees major expenditures; identifies and ensures that human resources, facilities, and technology needs are met; directs and authorizes personnel transactions and ensures compliance with Court personnel rules. Qualifications: The ideal candidate must possess the minimum of a Bachelor's Degree in Business, Criminal Justice, Public Administration or related field and 7 years of progressively responsible management or administrative experience; OR Fellow Certification from the Institute for Court Management and 7 years of progressively responsible management or administrative experience.  A Master's Degree in Business, Criminal Justice, Public Administration or related field or a Law Degree from an accredited law school may be substituted for two years of the requisite management experience.  ADDITIONAL INFORMATION: The Regional Court Administrator is an Unclassified position under the Judicial Merit System Resolution and Rules.  It is exempt from FLSA overtime status.
