DEPUTY STATE COURT ADMINISTRATOR (General Description) Duties: The deputy supervises
management and professional staff; help direct all
administrative functions of the state judicial branch;
formulate policies for efficient administration; assist in
preparing testimony for bills presented to the legislature. Qualifications: any combination of education and
experience that provides the following: knowledge of
administrative, personnel, fiscal, and management principles
and methods; knowledge of court operations and legislative
process; skills in problem solving, persuasion, and
interpretation of laws and procedures. An example would be a master's degree in court, public,
or business administration, along with further education or
experience, preferably including supervisory and/or policy
development responsibility in a judicial or governmental
system.
ASSISTANT ADMINISTRATIVE DIRECTOR: Supreme Court of Ohio. Summary: This position serves as an operationally focused senior assistant to the Administrative Director on matters affecting the administration of the Supreme Court and oversight of the Ohio judicial branch. Duties: Assists the Administrative Director in identifying emerging issues, developing strategic initiatives, and monitoring action steps and outcomes within the Supreme Court and the Ohio judicial branch, including providing senior leadership and staff support on special projects. Assists the Administrative Director and works with the Administrative Counsel in developing administrative policies, guidelines, practices, and procedures that affect the management of the Supreme Court. The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Qualifications: The incumbent should have ten years of prior court management experience or significant operational experience within a large organization, whether public, private, or non-profit. A bachelor's degree is required, with an advanced degree, such as JD, MBA, or MPA, strongly preferred. Salary: $89,315 - $105,040 (2011).
DEPUTY COURT ADMINISTRATOR: Judicial Branch of Arizona, Maricopa County. Phoenix, AZ. Summary: The Deputy Court Administrator is an executive level position serving under the general direction of the Presiding Judge and the immediate supervision of the Court Administrator. The position is responsible for providing strategic direction, program planning, budget development and administration, and supervision to professional and management staff. Extensive and progressively responsible administrative experience in the application of professional knowledge and skill to achieve key operational results are required. Duties: Representative duties may include: Plan, organize, direct and exercise supervision of department administrators and/or program managers in court operations (such as Criminal, Juvenile, Civil/Tax, Family, and Probate/Mental Health) and administrative and support services (such as court reporters, interpreters, alternative dispute resolution, collections, jury, grants, research, litigant support services and technology planning). Provide analysis and support to the Presiding Judge, departmental presiding judges and judicial officers to address and streamline case flow management issues. The ideal candidate will embrace and support the Court’s expanding reliance on technology solutions where appropriate. Participate on Court committees and in meetings with other administrators, staff and judicial officers; represent the Court in meetings with Maricopa County officials, the Administrative Office of the Arizona Supreme Court, and with various other public and private sector organizations having an interest in Court business. Provide the administrative framework to effectively support and enhance court processes for internal and external justice partners, to ensure the timely resolution of pending disputes. Qualifications: A bachelor’s degree from an academically accredited college or university in Court, Public, or Business Administration or a closely-related field with eight years of progressively responsible administrative experience in court management or public administration; OR a master’s degree from an academically accredited college or university in Court, Public or Business Administration and six years of progressively responsible administrative experience in court management or public administration; OR a juris doctorate degree from an academically accredited law school and the same experience as required with a master’s degree. DEPUTY COURT ADMINISTRATOR: United Judicial System of Pennsylvania, Montgomery County, Criminal Division. Harrisburg, PA. Duties: Responsibilities include case flow management, information & technology management, personnel management, & supervising the scheduling of all criminal court matters. Qualifications: Bachelor’s degree in Judicial, Business or Public Administration; and three years court management experience or four years varied office management work. (2011).
DEPUTY CIRCUIT EXECUTIVE: United States Court of Appeals, Eleventh Circuit. Atlanta, GA. Summary: The Deputy Circuit Executive is a senior-level management position reporting directly to the Circuit Executive, exercising broad supervisory and administrative responsibility for the Office of the Circuit Executive, and acting for the Circuit Executive in his absence. Major responsibilities include assisting the Circuit Executive in the exercise of all duties outlined in Title 28, United States Code, § 332 and those assigned by the Judicial Council and the Court of Appeals; establishing and enforcing operating procedures and standards; directly supervising upper-level managers; and managing the day-to-day operations of the Office of the Circuit Executive, including budgeting, procurement, property accountability, space and facilities, emergency preparedness, security planning, information technology, personnel management, special events and projects, conferences, and support of judicial officers. The position requires extensive analytical and writing responsibilities. Duties: Overall supervision of operational and administrative functions of the Office of the Circuit Executive. Direct supervision of a diverse group of professionals and upper-level managers. Assist in the development of organizational goals and objectives. Research, analyze, and synthesize statutes, policies, and regulations governing a wide range of issues, including government fiscal and procurement law, canons of ethical behavior, personnel and employment matters, and judiciary practices and procedures. Provide expert and/or legal opinions regarding acceptable options and best practices. Prepare written memoranda, policies, and manuals for wide distribution to judicial officers and staff. Coordinate staff efforts, monitor and ensure timely compliance with project deadlines, and evaluate and memorialize lessons learned during major projects and operations. Administer a complex personnel system to include hiring, evaluating, motivating, training, coaching and mentoring employees. Oversee the preparation and administration of a centralized budget; certify the payment of court obligations; serve as a contracting offer. Study and recommend changes to organizational structure and individual job descriptions to maximize overall office efficiency and effectiveness. Supervise the planning and coordination of the biennial circuit judicial conference and special events such as investitures, dedications, and ceremonies. Interact courteously and professionally with judges and high-level government, legal, law enforcement, and private sector officials. Qualifications: A minimum of ten years of progressively responsible administrative, professional, or legal experience, including at least five years of extensive and substantial management responsibility is required. Demonstrated, excellent written and oral communications abilities and strong interpersonal and analytical skills are essential. An undergraduate degree from an accredited university is required. A law degree is strongly preferred, but a graduate degree in business, public, or judicial administration or other related academic disciplines combined with substantial court administration experience may be substituted. Salary: $118,846 - $165,300 (2011).
ASSISTANT EXECUTIVE OFFICER: Superior Court of California, County of Santa Clara. San Jose, CA. Summary: This executive level position assists the Chief Executive Officer (CEO) by managing/coordinating non-judicial functions and operations of the court consistent with the policies of the CEO and the court. Responsibility for the Office of the General Counsel and its areas of responsibility are excluded from those assigned to the Assistant Executive Officer. The position is responsible for program development and coordination, executing strategic initiatives of the court and planning for financial, technological, facility and operational needs of the court. The AEO, under direction from the CEO has full supervisory and/or coordinating responsibility, directly and through subordinate supervisors, for other employees. This position frequently assists judges and commissioners and serves as Chief of Staff, directing executive teams for numerous judicial policy committees and working groups. Incumbents typically receive minimal direction from the CEO and must exercise considerable judgment and discretion with respect to assignments and duties. This executive level position typically must provide services transcending all non-judicial and judicial support areas of the court, including all case types, facilities, committees, programs and projects. Duties: Recommends policies and procedures affecting some or all of the non-judicial functions of a court or a major program area; Reviews, evaluates, and interprets new legal requirements, laws, and legislation affecting court programs, and develops policies and procedures to implement the changes; Manages/coordinates assigned and other staff, directly and through subordinate managers and supervisors; performs a broad range of general supervisory duties; Coordinates the activity of the assigned functions with other agencies and court departments; Assists the CEO in planning, organizing, directing, and reviewing the non-judicial operations and administration of the court; Coordinates strategic initiatives of the court including research, analysis and planning for financial, technological, facilities and operational needs of the court. Salary: $170,000 (2011).
ADMINISTRATIVE SPECIALIST 3: Superior Court of New Jersey, Essex Vicinage. Newark, NJ. Summary: Under the direction of the Trail Court Administrator, or designee, this individual will provide administrative support and coordinate the quality assurance program. Duties: The selected individual will interpret statistical data; prepare technical or evaluation reports; gathering workflow systems or procedures; evaluate program performance in accordance with established policies or procedures; analyze work process or methods; conduct quantitative or wualitative research of processes, programs or projects; assist with support of quality assurance follow-up; develop manuals, guides, audio-documentation for quality assurance training programs and other duties as required. Qualifications: Bachelor’s degree from an accredited college or university. DEPUTY COURT ADMINISTRATOR: Carrollton, TX. Summary: Under direction of the Court Administrator, assisting with the oversight and operations of Municipal Court. Duties: Responsible for supervising support staff including: hiring, evaluating, training, and coaching staff; running and analyzing performance reports to ensure quality, and taking appropriate corrective action as needed; dealing with escalated situations; coordinating special projects or department programs; generating specialized reports and providing analysis to management; maintaining and troubleshooting court software; and, maintaining employee access to department systems. Work requires limited supervision. May serve as Court Administrator in his/her absence. Qualifications: Bachelor’s Degree in liberal arts, business, finance, public administration, criminal justice or a related field and two years of court experience OR high school diploma or GED and six years of court experience with two years increasingly responsible experience in the area of expertise such as a call center, courts, billing, administration or related area. Salary: $47,603 (2011).
DISTRICT COURT ADMINISTRATOR: District Court. Thurston County, WA. Summary: The District Court Administrator is accountable to three District Court Judges and works under broad directives with considerable latitude for independent judgment to effectively implement the goals and decisions of the District Court Judges. Duties: The incumbent provides ongoing status reports of significant activities and programs and/or advises the District Court Judges of actions to be taken, which are consistent with statutory guidelines or regulations. Court policies are reviewed by the Judges for the effective management of assigned functions. This is an appointed, “at-will” position and serves at the pleasure of the District Court Judges. This position is responsible to plan, organize, and direct the efficient and effective programs and activities for the non-judicial functions of the District Court. The incumbent is responsible for the overall management of the court including the personnel function, expenditure and revenue budget administration, records management, and oversight of daily activities and services. The District Court Administrator will be an exceptional leader, manager, team-builder, customer service focused, educator/mentor, and familiar with issues, opportunities and challenges associated with managing assigned functions within a court environment. Qualifications: Bachelor’s degree in Judicial Administration, Business or Public Administration or a related field. A Master’s degree or a Fellowship from the National Center for State Courts’ Institute for Court Management is highly desired. Five years of progressively responsible management experience in a court or legal environment including experience in budget administration, personnel supervision, and collective bargaining. Salary: $6,902 - $9,203 (2011).
DISTRICT ADMINISTRATOR: Colorado Judicial Branch. Grand Junction, CO. Summary: This position supervises and directs all court employees within the 21st Judicial District, located in Mesa County. Duties: The District Administrator duties involve management of case flow management, development and implementation of new policies in conjunction with judges and court staff, and participation in the design, acquisition and implementation of automation for court processes and proceedings. In addition, the District Administrator establishes expectations of employees, develops and establishes procedures for operating and maintaining required administrative systems and manages the budget, purchasing, and accounting functions, among other duties. Salary: $6,680 - $9,175/month (2011).
COURT ADMINISTRATOR: Municipal Court. Fountain, CO. Summary: Supervises municipal court services; provides administrative support to the court including judges, attorneys, and law enforcement officials. Maintains the City’s records concerning court and court case files. Schedules hearings and trials and administers court calendars. Duties: Manages court operations including arraignments, trials, scheduling, computer hardware and software, building operations, and division finances. Supervises municipal court staff, assigns and reassigns job responsibilities as needed to complete work in a timely manner. Prepares performance evaluation work plans for subordinate employees. Tracks court activity and violations bureau activity by recording number of guilty pleas, not guilty pleas, deferred judgments, number of cases closed, etc., to prepare statistical reports. Statistics are gathered from court dockets, receipts, bond/jury fee reports and citation listings. Information is recorded on monthly and year-to-date statistical reports. Manages daily and monthly revenue accounts. Prepares court docket for regular court sessions and traffic court. Set up court room for regular court sessions. Calls court to order. Prepares annual budget by reviewing and analyzing expenditures for current and past year and making determination as to amount needed for the next year’s budget and to ensure that sufficient funds are available for court needs. Prepares and balances jury fee disposition reports and posted and disbursed cash bond reports by comparing number and amounts posted and disbursed to balance reports with Finance Department. Controls and approves court expenditures by preparing purchase orders and approving requests for supplies to ensure that expenditures do not exceed amount budgeted for the year. Qualifications: Bachelor’s degree in public administration or related field required; Bachelor’s degree Criminal Justice preferred. Seven years’ previous work experience in positions similar to or related to this position; or equivalent combination of education, formal training, and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position. Salary: $63,415 - $79,268 (2011).
DISTRICT COURT ADMINISTRATOR: Unified Judicial System, 51st Judicial District, Adams County. Gettysburg, PA. Summary: This senior management position is responsible for the management of all administrative functions of the 51st Judicial District including fiscal management, personnel management, case flow management, jury utilization and management, research and planning, facilities management, court calendar management, grant management, and public relations. Selected candidate will exhibit flexibility, creative leadership, and an ability to coordinate multiple projects simultaneously. Work is performed with a high degree of independence while exercising sound judgment and discretion under the general direction of the Board of Judges. Duties: Prepares, submits, and monitors the annual court budget; represents the court in financial negotiations & discussions. Plans, assigns and reviews the work of all administrative services court personnel; oversees personnel matters (including hiring, training, evaluating, promoting and disciplining) in coordination with County Human Resources staff. Prepares annual court calendar. Monitors operations of Magisterial District Judges’ offices. Manages juries, including selection, summoning, service, payment, change of venue, and / or sequestration. Reviews and monitors current court operations and makes recommended changes for improved efficiency. Implements policies established by the Supreme Court of PA, AOPC, Legislature and President Judge. Monitors compliance with AOPC policy and procedures; assists in creating court policy as required. Studies case flow and makes improvements as necessary. Represents the court in communications with the media, bar, state and county officials, and the general public. Qualifications: Bachelor’s degree from an accredited college or university in Judicial, Business, or Public Administration, or closely related field; AND Two years experience in court management or three years varied office management work including experience in budgeting, procurement, and personnel management. An equivalent combination of education, training, and / or experience may be considered. Salary: $35,000 - $66,814 (2011).
CITY COURTS ADMINISTRATOR: Salt Lake City, UT. Summary: This is a division manager level position involving critical operational and administrative decision-making and understanding of criminal and administrative law proceedings. Incumbent must demonstrate considerable independent judgment and have a broad understanding of municipal violations fee/fine structures, collection and dispute resolution programs, and associated legal protocols. Duties: Directs the operational activities of the City Courts Division. Administers programs related to the collection of fines, fees, penalties, surcharges and restitution originating from criminal and non-criminal violations in accordance with City Ordinances; ensures compliance with State Statutes and City Codes. Responsible for maximizing the collection of associated revenues and minimizing operational expense and long-range court planning. Promotes teamwork and creates a productive work environment. DISTRICT COURT ADMINISTRATOR: Unified Judicial System, 1st Judicial District, Philadelphia County. Philadelphia, PA. Summary: This senior management position is responsible for coordinating the operations of the First Judicial District of Pennsylvania. Responsibilities include court operations, human resources, fiscal operations, procurement, space and facilities management, automation and technology, research and planning, grant management, public relations, and liaison work with Judges and external agencies. Duties: Plans, administers and manages the Court’s activities and work projects; assigns unit administrative and supervisory personnel responsibility for completing specific projects and duties. Reviews official directives and correspondence for changes prescribed in Court’s programs, policies and procedures, and new assignments or responsibilities delegated to the courts. Supervises and / or accepts for approval all leases, contracts, maintenance agreements and purchases. Negotiates union settlements and agreements. Obtains funding from City Council to ensure efficient and effective District operations. Oversees human resources functions, including hiring, promotions, disciplinary actions, and terminations. Serves as the First Judicial District’s liaison to the Pennsylvania Supreme Court, the Court Administrator of Pennsylvania, and various state, county and local government agencies. Qualifications: J.D. or Master’s degree in Judicial, Business or Public Administration from an accredited college or university; AND six years of progressively responsible court administration experience, an equivalent combination of education, training and/or experience may be considered. COURT DISTRICT SUPERVISOR: San Bernardino Superior Court. Summary: Under a general direction, supervises the daily operations of a small Court District/Department for a large Court District or juvenile court; and performs related duties as required. Duties: Assigns, supervises, and coordinates the work of the court including civil, small claims, family law, traffic, juvenile and criminal; supervises the preparation of the court calendar; ensures the effectiveness of workflow. Trains, evaluates, and assists in the selection and discipline of employees; approves leave time and pay cards; coaches and mentors subordinate staff; determines and implements employee training schedules; discusses staff work performance with unit supervisor to ensure accurate assessment of employees. Confers with judges regarding operational problems and changes in policies and procedures; acts as liaison with all local court-related offices and law enforcement agencies. Obtains the services of Judges Pro Tem, Court Reporters, Interpreters and Attorneys as required. Handles the more complex problems or unusual situations; prepares program status reports and maintains statistical data. Assists in the preparation of the district or juvenile court budget; reviews and approves court billings; requests facility maintenance, remodeling and furniture repair. Performs vacation and temporary relief as required. Qualifications: 30 semester (45 quarter) units of completed college coursework in business or public administration, criminal justice, or related field; half of required college coursework in upper division is highly desirable; and five years of increasingly responsible and varied technical court experience and one year of court related experience as a supervisor; or any combination of training and experience that could provide the desired knowledge and abilities. Salary: $62,254 - $79,539 (2011).
DEPUTY DISTRICT COURT EXECUTIVE: United States District Court, Southern District of New York. Summary: The Deputy District Executive is an executive-level position that reports to the District Executive and assists in organizational assessment and strategic planning, in the development of policy and procedure and in the overall management of the District Executive’s Office. In the absence of the District Executive, the Deputy District Executive assumes the duties and responsibilities of the District Executive. Duties: The Deputy District Executive assists the District Executive by handling special projects and assignments, representing him at designated meetings and assisting him to communicate and promote District Executive Office goals and objectives. The Deputy District Executive coordinates operations and management of the office allowing the District Executive to focus on court-related activities. These functions may include, but are not limited to the following: finance and budget, space and facilities management, construction management, technology, statistical reports, human resources, judicial committees, court reporter supervision, media relations and court management and research. The Deputy District Court Executive works closely with the Court Committees and has regular interactions with judicial officers and other court unit executives, the Administrative Office of the U.S. Courts, the Circuit Executive, the Federal Judicial Center, Department of Justice and other federal agencies. Qualifications: The successful candidates must have at a minimum a bachelor’s degree in a related field from an accredited college or university. A master’s degree, relevant post graduate certification or a Juris Doctor (J.D.) degree is very strongly preferred and may be substituted for up to 2 years of professional experience. Salary: $150,402 - $165,300 (2010).
DEPUTY DIRECTOR: Emergency Management & Court Security, Administrative Office of the Courts. Annapolis, MD. Summary: The Deputy Director will serve principally as a security consultant to and is responsible for assisting the appellate courts, the circuit courts and the facilities within the Annapolis Complex in the development, implementation, testing and evaluation of effective courthouse and building security programs. Duties: The Deputy Director will serve as a liaison with judges and court staff, local and state legislative and executive branch agencies, public safety and law enforcement institutions, as well as community groups regarding security and emergency planning. The Deputy Director will assist in researching, applying for and managing emergency management and public safety grant funding opportunities at the federal, state and local level. The department also will oversee the security staff within the Annapolis Complex. The Deputy will assist the Executive in the development, implementation, testing and evaluation of emergency preparedness planning. Supports other preparedness and operational activities as needed and assists in the maintenance of the Judicial Bench Book on emergency preparedness. This position is designated as essential personnel and must be available during court closures or disruptions for activation and assignment. Qualifications: A Bachelor’s Degree from an accredited college or university. A minimum of five years experience in managing the development, implementation, testing and evaluation of security programs. Salary: $75,488 - $90,434 (2010).
DEPUTY COURT ADMINISTRATOR: Coconino County Superior Court. Summary: Under general supervision, performs work of considerable difficulty managing the non-judicial functions of the Justice Courts; performs related work as assigned. Duties: manages the non-judicial functions of the Justice Courts in Coconino County; plans, directs, supervises, and coordinates administrative support functions; develops, monitors and administers the Justice Courts budgets; hires, trains, supervises, evaluates, and disciplines staff; develops and implements policies, procedures and rules; coordinates with the Courts, elected and appointed officials, outside agencies, and the public; prepares and maintains records and reports; performs special projects as requested; acts as Court Administrator in that person’s absence; other duties as assigned. Essential functions include: sitting; working with and around others, working with interruptions, repetitive motion (hand/wrist, elbow/shoulder) for computer work; vision acuity (near/far) for computer work and to see customers; hearing and speech for ordinary conversation and speaking with co-workers and customers via telephone and in person; touch/finger dexterity for typing and data entry. Qualifications: Bachelor's Degree in Public Administration or a related field, and three years progressively responsible administrative or supervisory experience in a judicial environment; or any combination of education, training and experience which demonstrates the ability to perform the duties of the position. Fingerprint clearance required. Salary: $71,490 - $82,213 (2010).
REGION IV ADMINISTRATOR: Michigan Supreme Court, State Court Administrative Office. Gaylord, MI. Duties: Carry out administrative superintending control of the Supreme Court over local trial courts by enforcing trial court compliance with statutes, court rules, Supreme Court administrative orders, and the code of judicial conduct. Frequent and substantive contact with the trial courts to convey its constitutional, statutory, administrative, public, and ethical requirements and responsibilities. Provide direct outside oversight of the administration of the trial courts. Review trial court operations to ensure compliance with Supreme Court administrative orders. Identify and resolve problems arising from any such areas. Discuss with each chief judge the requirements of the caseflow guidelines and compile, evaluate, and discuss the court’s compliance. Monitor each court within a region to ensure compliance with Michigan Court Rules pertaining to speedy trials, administration of estates, matters undecided, caseload reporting requirements, reporting requirements under Canon 6(C), and other issues as relevant. Serve as liaison between judges, locally elected officials, the Supreme Court, the State Court Administrative Office (SCAO), and other state agencies and officials. Participate and/or represent SCAO in regional and statewide meetings of local officials, make presentations at meetings of local officials, organize meetings between local officials and judges to discuss areas of common concern, and represent local trial courts’ perspective at the state level. Research, evaluate, and make recommendations to judges regarding complex legal issues and procedures; human resources and labor relations issues; docket management; case processing; and other areas of court administration that may have a significant value and risk to a case, a court’s administration, a staff member, or to litigants and attorneys, etc. Administer the Judicial Assignment Program under Supreme Court Procedures. Clearly interpret and explain the legal, political, and ethical issues and the direct, long-term impact on individual cases when assigning and counseling a judge. Write the formal assignment procedures. Research, evaluate, and advise judges and court staff regarding ethical issues. DISTRICT COURT ADMINISTRATOR: 11th Judicial District, Administrative Office of Pennsylvania Courts, Luzerne County. Summary: The District Court Administrator directs and coordinates all operations of the Court of Common Pleas to include case management, personnel management and budget management. The selected candidate is also the liaison with County Government and the AOPC. Work is performed with a high degree of independence while exercising sound judgment and discretion under the general direction of the President Judge. Summary: Highly responsible supervisory and administrative work in directing the administrative activities of the 21st Judicial District, which includes two counties. Duties: Work involves responsibility for organizing, directing, coordinating and supervising either directly or through the use of intermediate supervisors the activities of subordinates engaged in processing all district court cases in a judicial district.
