JOLTSaz – SENIOR TECHNICAL BUSINESS ANALYST: Information Technology Division. Summary: The Information Technology Division of the Arizona Supreme Court is seeking a Technical Business Analyst to assist in developing and implementing a new juvenile probation online tracking system for the state of Arizona.  Duties: This person works with juvenile probation Business partners to identify and document functional requirements, participates in JAD sessions with Developers to explain/clarify requirements that need to be built, assists in the preparation of the test plan, test cases and testing of new functionality, and defect resolution. This position works closely with the Developers and acts as a liaison with the Business users, other Business Analysts and shared resources while communicating appropriately with both the technical and non-technical sides. Additional duties include the preparation of detailed scope statements, high-level design specs, facilitating design reviews, the change request process, cost benefit analysis, traceability matrices, troubleshooting, reengineering processes as well as aiding the Project Manager in planning, scheduling and monitoring of projects. PRINCIPAL RESEARCH ANALYST: Court Administrative Office, Prince George’s County Circuit Court. Upper Marlboro, MD. Summary: The incumbent works under the direction of the Deputy Court Administrator, conducting advanced statistical analysis and evaluation of court activities and initiatives.  Duties: Works with bench and court administration to identify research needs.  Serves as division expert on statistical information and techniques used in deriving, analyzing and interpreting data from court systems.  Extracts and analyzes court data from all areas to identify trends in filings, dispositions, case outcomes, and case activities, specifically with the Circuit Court IT staff.  Conducts best practices research and performance assessments on court operations.  Staffs and participates in Court planning initiatives, providing data and analysis.  Designs and manages specialized program evaluations including collection, analysis, and interpretation of data.  Produces written reports and gives presentations documenting results of data analysis.  Stays current on relevant research methodology and findings. Qualifications: A Master’s Degree in social science research, public policy, or judicial administration, or a related field, including major course work in statistics and/or research methodology. Ph.D. preferred. Salary: $57,900 - $65,000 (2011).

ETHICS ANALYST (HOURLY): Office of Attorney Ethics, Supreme Court of New Jersey, Administrative Office of the Courts. Ewing, NJ. Summary: The Office of Attorney Ethics is seeking an individual to perform legal research, and draft briefs and memoranda for complex, financially-oriented attorney disciplinary cases.  Duties: The selected individual will also prepare investigative reports and pleadings for pending ethics cases and will assist ethics counsel in preparing for oral argument before the Supreme Court of New Jersey and the Supreme Court’s Disciplinary Review Board. Qualifications: Satisfactory completion of one year of law school or current enrollment as a first year law student with substantial legal writing experience. Salary: $23.11/hr (2011/2012).

Summary: The New Jersey Judiciary is seeking professionals to work under the general supervision of the Chief or other supervisory personnel in the Automated Trial Court Services Unit (ATCSU) who will function as members of a project team. INFORMATION TECHNOLOGY ANALYST: Office of Management and Administrative Services, Administrative Office of the Courts. Trenton, NJ. Summary: The New Jersey Judiciary is seeking a professional individual to work under the direct supervision of an Office Automation Supervisor, assisting in the design and support of custom database applications; determining systems needs; and making appropriate recommendations for improvements. Duties: The selected individual coordinates development and implementation of systems changes, including the installation of software and hardware devices; creates applications using Microsoft Office components and prepares custom reports; manages imaging and archival requests; and prepares schedules or the installation and conversion of new or revised systems. Other duties include assisting in the development, implementation and management of operating policies and procedures as well as user documentation.   Provides technical assistance and training for custom applications, and handles special administration projects as directed. POLICY ANALYST III: National Council of Juvenile and Family Court Judges, Family Violence Department. Reno, NV. Summary: Under the supervision of professional personnel, evaluates current legal and social aspects of issues in relation to domestic violence, custody, child abuse, and other aspects of juvenile and family law. Heavy emphasis on research, writing, analysis of data and various information, and designing and giving presentations in an adult education setting. Duties: Responsibilities include, but are not limited to: collection and analyses of data from various sources; timely and accurate production of reports and related materials; delivery of instruction in adult training seminars on topics of expertise; timely and accurate responses to requests for information from staff, professionals in the field, and the general public. Qualifications: Requirements for the position include a degree from an accredited four-year college or university and at least three of experience in domestic violence service provision, child protection, social justice, systems advocacy, or a related field. Applicants must have a demonstrated understanding of policy development process; program development skills; exceptional written and oral communication skills; and the ability to work cooperatively across the FVD’s multiple efforts with staff, partner organizations, domestic violence advocacy groups, the judiciary, and FVD advisory committees and groups. Salary: $41,000 - $56,375 (2010).

SENIOR COURT PROGRAM ANALYST: Courts of Limited Jurisdiction. Olympia, WA. Summary: The Court Analyst in this position will be responsible for the Administrative Office of the Courts’ (AOC) support of courts of limited jurisdiction, including support of the District and Municipal Court Judges Association (DMCJA). The Analyst will also serve as AOC’s lead point of contact for issues concerning Presiding Judges under General Rule 29, and will serve as staff for other projects. Responsible for planning, implementing, monitoring and evaluating program components involving significant impact on judicial programs, to include completion of complex or highly technical major projects and objectives, under the supervision of a designated manager in the Judicial Services Division. Duties: Manages inter-jurisdictional, comprehensive programs and/or complex/highly technical major projects. Completes research, assessments, and provides recommendations to the designated Manager or executive level staff. Provides information, assessment, consultation, support and recommendations to AOC, courts, associations and boards and commissions within major operational areas (i.e., personnel management, contracting, performance management, budget development, court service delivery and/or judicial system policy and procedure) to achieve consistent, efficient, and effective programs and operations. Analyzes and evaluates proposed legislation and its probable impact upon project and program goals; prepares briefs on proposed legislation; represents the AOC at legislative committee meetings and hearings. Qualiications: A Bachelor’s degree in court administration, public administration, political science, business administration or closely allied field and Five years of progressively responsible experience in court administration and/or program development to include one year or more in a supervisory or lead role and/or managing or directing groups or teams. Salary: $ $54,504 TO $71,496 (2010).

HEAD OF REFERENCE SERVICES: United States Court of Appeals, Eleventh Circuit. Summary: The Head of Reference Services plans, directs, coordinates, and implements day-to-day research and reference services for judges, court personnel, and court libraries throughout the Eleventh Circuit. Duties: Identifies and provides research and instructional services for judicial officers, law clerks and other library users; acts as a liaison with judges and court personnel for research services; develops, manages and expands library services, websites, newsletters, and other learning and development materials; designs, develops, and delivers library orientations, educational programs, and programs for chambers staff and others; works with library and IT staff to update, manage, and maintain library IT projects including web pages, digital collections, and other initiatives; participates in collection development and migration to electronic resources by evaluating and selecting information in all formats for acquisition or retention. Qualifications: Masters in Library Science from an ALA-accredited institution is required; at least 3 years of professional law library experience with supervisory responsibilities or three years of research and training experience in the legal field; expert online research skills (including Lexis, Westlaw, and the Internet) and familiarity with print and electronic resources; experience in instruction and training, website design, and electronic publishing; excellent organizational, interpersonal and communication skills, including ability to make presentations and conduct training sessions. Salary: $59,987 - $93,501 (2010).

COURT SYSTEMS ANALYST: Judicial Branch Technology Project Support Section, Supreme Court of Nevada, AOC. Carson City, NV. Summary: This position is with the Administrative Office of the Courts, Judicial Branch Technology Project Support Section and will support the state-sponsored trial court Case Management System (CMS) and other software applications. Duties: Under the direction of senior level management, the successful candidate will identify enhancements, test, implement, train and support the CMS as well as other software applications; work with users to determine on-going requirements; develop training materials, including written documentation, educate court staff in the use of the various software applications through personal contact and helpdesk support, and perform other related work as assigned.  This is a journey-level position and the incumbent is required to be fully competent to independently perform assigned duties.  Incumbent will work on other major projects as part of a team and may be solely responsible for smaller projects.  Depending on the project, incumbent may utilize a spectrum of skills, from identification of functional system requirements to implementation and training.  A complete position description is available upon request. COURT RESEARCH ANALYST: Supreme Court of Nevada, Judicial Programs and Services Division, AOC. Las Vegas, NV. Summary: This position is within the Judicial Programs and Services Division, Administrative Office of the Courts, and supports all aspects of the Uniform System for Judicial Records (USJR) court statistical reporting project and other research projects. Duties: Tasks include data entry and quantitative research of statewide court data, assisting with development of research data dictionaries and definitions, drafting reports for publication, and other related tasks. The incumbent must communicate clearly and effectively with judges, court administrators, staff, consultants, contract employees, customers, and senior positions in various state and local agencies. The incumbent must also be able to understand the business needs of the courts and recommend to management appropriate activities to meet those needs. This vacancy may be filled at the entry level, intermediate, or senior level depending on applicant’s qualifications and experience. The position will be required to attend meetings outside of normal working hours; work occasional evening and weekend hours; and will be required to travel statewide as necessary. A valid driver’s license is required.  This position is located in Las Vegas.  Qualifications: For entry level (Court Research Analyst I), equivalent to possession of a bachelor’s degree, preferably with major course work in business or public administration, statistics, mathematics, social sciences, or related field with a concentration in research methods and one year of professional or paraprofessional experience in research, development, evaluation, or revision of programs. Experience in a related field may be substituted for the education on a year-for-year basis. Court experience is desirable. Intermediate level (Court Research Analyst II) requires similar education and minimum 2 years experience; senior level (Court Research Analyst III) requires similar education and minimum 3 years experience. BUDGET ANALYST: New York Unified Court System. Summary: With substantial independence from supervision, Budget Analysts work in the Office of Court Administrations (OCA's) Budget and Finance Office and in other OCA units where they are primarily responsible for analyzing, reviewing, and assisting in the implementation of a specific component of the Unified Court Budget. Budget Analysts also provide confidential assistance in formulating budget policies and preparing a component of the Unified Court Budget. Budget Analysts are usually assigned to evaluate the budgets of courts that are located in a particular geographic area or those that have the same legal jurisdiction. They may also be responsible for supervising Principal Court Analysts and other subordinate personnel, and for performing other related duties. Duties: Reviews budget requests for accuracy and conformance with budget guidelines. Prepares reports with recommendations and evaluations of the need for the appropriation requested. Reviews written budget justifications for subsequent submission to the Legislature. Monitors expenditures for compliance with approved appropriations and projects expenditures based on reports from Audit and Control. Evaluates requests for changes in approved budgets. Prepares budget certificates for segregation of funds and correspondence related to budget transactions. Responds to inquiries from local court personnel, OCA staff, and staff of legislative committees. Qualifications: One year in the Principal Court Analyst title; or Master's degree in Public or Business Administration from an accredited college or university and three (3) years of relevant experience.

ANALYSTS (General Description) Summary: This position will be required to exercise leadership and analytical skills. They will assist in the development and implementation of programs, policies, and procedures as well as analyzing research and data in order to evaluate existing programs. Qualifications: This individual should possess in master’s degree in a related field and have at approximately three years experience in the particular field.

MANAGEMENT ANALYST: New York Unified Court System. Summary: Management Analysts are responsible to the Director of the Office of Court Administration`s (OCA`s) Management and Planning Office, or to other court administrators and administrative judges, for supervising a number of on-going projects involving confidential research, analysis, planning, and policy formulation related to court administration and management. Management Analysts also participate in complex projects under the direction of Senior and Principal Management Analysts, work with substantial independence from supervision on individual research projects, and perform other related duties. Duties: Determines methodologies to be used in data collection and analysis. Establishes a timetable for data collection. Assigns fact-finding teams to courts and court agencies. Reviews collected data for appropriateness and consistency. Analyzes data, prepares conclusions and recommendations, and prepares a final written or oral report. Supervises and evaluates the work of Principal, Senior, and Court Analysts, or other subordinate personnel. Supervises the preparation of resource materials and training manuals. Qualifications: One year in the Principal Court Analyst title; or Master`s degree in Public or Business Administration from an accredited college or university and three (3) years of relevant experience.

PERSONNEL ANALYST: New York Unified Court System. Summary: With substantial independence from supervision, Personnel Analysts work in the Office of Court Administration`s (OCA`s) Personnel Office, and in other OCA units where they are responsible for providing confidential assistance in activities requiring specialized knowledge of personnel policies and procedures in the Unified Court System. These activities include: recruitment of non-judicial personnel; payroll preparation; classification of positions; and employee relations. Personnel Analysts assist in the formulation of personnel policy, supervise teams of court analysts and other subordinate personnel assigned to special projects, and perform other related duties. Duties: Organizes reports utilizing data collected by a team of analysts and prepares recommendations. Determines the need to conduct examinations by analyzing position vacancies, eligibility lists, and staffing requirements. Supervises desk audits and interviews employees to determine appropriate classification of positions. Responds to personnel inquiries from local court administrators concerning recruitment and hiring procedures. Writes or reviews title specifications and examination announcements. Assists in the maintenance of eligibility lists and the certification of lists. Supervises the work of clerical support staff. Qualifications: One year in the Principal Court Analyst title; or Master`s degree in Public or Business Administration from an accredited college or university and three (3) years of relevant experience.

ATTORNEY 1: Office of Trial Court Services, Municipal Court Services Division, AOC, Trenton, NJ. Summary: The New Jersey Judiciary is seeking an Attorney to work under the direction of the Court Executive 2b (Chief Municipal Court Services, Judiciary) or other supervisory personnel. Duties: This individual will review and analyze new legislation; assist in developing an “Electronic Municipal Court Bench Book”; prepare reports of findings from legal research; and review ordinances, statutes and regulations for inclusion in the ATS/ACS schedule via JUATS. This individual will also be responsible for updating the Statewide Violation Bureau Schedule and the Uniform Traffic Ticket, and undertake such other assignments as may be made by the Court Executive 2b, or other supervisory personnel. Qualifications: Graduation from an American Bar Association-approved law school. One year of experience as an attorney in the public or private practice of law, including professional legal research and analyzing and evaluating legal documents, rules, regulations, and legislation or one year of experience as a New Jersey Judicial law clerk. Salary: $59,570 - $92,839 (2008)

EXECUTIVE ANALYST: Communication and Staff Education Analyst, Oregon Judicial Department. Duties: Typical job duties may include, but are not limited to, the tasks listed below.  Assigned tasks may be changed to accommodate work load and organizational needs. Independently perform a variety of duties including, but not limited to: Provide advice and consultation for ongoing professional development and communication activities, including regular education and communication on improving access to justice and enhancing public trust and confidence in the justice system.   Design, assess, create, deliver, and evaluate new and existing curricula for staff education programs from concept through evaluation utilizing concepts, theories, principles, and practices of adult learning. Facilitate groups with varied backgrounds, to initiate open dialogue and candid discussions, gather information and stimulate insight. Keep abreast of national trends in education in court-related as well as public and private sector environments. Qualifications: You must have a high school diploma, GED, or equivalent work or life experience. You must have a Bachelor’s degree, preferably with major course work in communication and/or education.  You must have at least three years of increasingly responsible communication and/or education work experience. A master’s degree may be substituted for one year of experience; a doctorate in education, law, public administration, or related field may be substituted for one year of experience. Applicants without the relevant educational background may substitute recent experience that demonstrates the above abilities on a year for year basis. Preference may be given to candidates with prior experience working in a court setting or developing and presenting education programs. Public sector (e.g. state, county, city) communication and/or education experience is desirable. You must be able to work effectively with persons from diverse backgrounds. Duties: With substantial independence from supervision, Principal Court Analysts work individually or as team leaders on projects that involve research and confidential analysis, planning, and other related work in one or more of the following areas: budget development and court finance; personnel administration; resource allocation; and court system management and administration. As team leaders, Principal Court Analysts supervise Senior Court Analysts, Court Analysts, and Junior Court Analysts assigned to a single study component of a large and complex project. Qualifications: One year in the Senior Court Analyst title; or Bachelor’s degree from an accredited college or university and three years of relevant experience; or Master’s degree in public or business administration from an accredited college or university and two years of relevant experience; or an equivalent combination of education and experience.  Salary: $57,053 (2007 )

SENIOR COURT ANALYST: Office of Alternative Dispute Resolution and Court Improvement Programs, Cohoes , New York . Duties: Under supervision, Senior Court Analysts work individually or as team leaders, on projects that involve research and confidential analysis, planning and other related work in one or more of the following areas: budget development and court finance; personnel administration; resource allocation; and court system management and administration. As team leaders, Senior Court Analysts supervise Junior Court Analysts and Court Analysts assigned to field or research projects of narrow scope. SENIOR BUSINESS APPLICATIONS ANALYST: Burbank , California .  AOC. Summary: The Center for Families, Children & the Courts has a temporary Senior Business Applications Analyst opening in the Southern Regional Office of the Administrative Office of the Courts (AOC). This Senior Business Applications Analyst position will work on the California Court Case Management System (CCMS), which is a statewide initiative to bring the courts together to use one application for all case types. Development began in 2002 and implementation is planned through 2012. The CCMS application includes Criminal and Traffic, Civil, Small Claims and Probate; and Family Law, Juvenile and Mental Health case types. Duties: Under the supervision of the CFCC Supervising Research Analyst and joint direction of CFCC and CCMS management, this Senior Business Applications Analyst will be responsible for working on teams charged with design, development, configuration, and testing of the CCMS family and juvenile modules as well as automated court services for self-represented litigants. This position will represent the needs of family and juvenile court business users and will serve as a functional liaison with CCMS project and information systems technical staff, and provide business functional analysis related to application development, maintenance and support. Qualifications: Equivalent to possession of a bachelor's degree, preferably with major course work in public administration, or business administration, and four years experience in business process analysis, functional operational system documentation, and workflow analysis, including one year of project management experience and one year of lead experience. OR One year as a Business Applications Analyst with the judicial branch. (Additional experience may be substituted for the education on a year-for-year basis. BUSINESS ANALYST: Unified Judicial System, Pierre , South Dakota . Summary: This position elicits, analyzes, specifies and validates the business needs of project stakeholders, whether outside or within the UJS, by planning and coordinating Information and Technology-related business, financial, and operations systems in support of core organizational functions and business processes. Duties: Duties include: serving as the conduit between the Information and Technology staff and other judicial staff to develop business technology solutions that ensure continuity of operations and improved and efficient services to staff and citizens; identifying and defining uniform business practice issues; monitoring, identifying, and interpreting legislative changes; coordinating systems user testing efforts to ensure that final solutions meet business needs; managing IT service request priority list according to IT Request Management Process on enhancements to existing applications; coordinating the implementation of business changes and identifying specific impact to those to IT; working with IT to identify, scope, functional requirements, test plans, and implementation schedules for court automation projects.   Qualifications: A Bachelor’s degree in business administration, public information, computer science, management information systems or a related field is preferred, as is certification by the Institute for Court Management’s Court Executive Development Program or Court Management program. Three years experience in a court environment in a lead position.  Salary: $47,991.96 - $55,190.75 (2007)

SENIOR COURT SERVICES ANALYST: Court Interpreters Program, California Judiciary San Francisco, CA. Summary: Become a part of a dynamic program supporting language access to justice in the most linguistically diverse state in the nation. The Senior Court Services Analyst in the Court Interpreters Program of the Executive Office Programs Division, Administrative Office of the Courts, will perform advanced analytical and consultative work on a variety of court interpreter related projects or services. Duties: Act as a lead on assigned projects, ensuring that individual and team projects are completed on schedule and within budget, and provide status updates to the CIP supervisor/manager; Provide lead direction, training, and work review to other CIP staff. Must be available to work occasional overtime and available for occasional travel statewide as necessary. Qualifications: Equivalent to possession of a bachelor’s degree, preferably with major course work in court, public, or business administration, and three years of professional analytical or managerial experience in court, governmental, or other organizational operations that has involved program analysis, development, and implementation, including one year of lead experience. Additional directly related experience may be substituted for the education on a year-for-year basis. Possession of a directly related postgraduate degree or certification from the Institute for Court Management (ICM) may be substituted for one of the three years of required experience. BUSINESS ANALYST SPECIALIST V: Court Services Department, AOC, Phoenix, AZ. Summary: This position provides support to courts through project management, organizing, planning, testing, rolling out and training new releases and modules of automated court case management systems. Duties: Essential functions include reviewing completed Remedy documentation and solutions provided about and for the court case management system which involve court operational procedures and ensuring that the answers and solutions provided are correct, taking corrective action when necessary. Assisting in standardizing the solutions portion of the systems.   In-depth research of problems courts encounter using court automation software. Additional responsibilities include developing and maintaining operational procedures that will guide and assist courts in using court automation software, testing these procedures, and publishing them on the web for easy access. Other duties include assisting in table data definition, testing new versions of AZTEC, and recommending procedures to be documented for the courts. Qualifications: The successful candidate will hold a Bachelor’s degree in Public or Judicial Administration, Criminal Justice, or related field, and five years of relevant experience or the equivalent. The ideal candidate will have professional level oral and written communication skills, be able to multi-task, and possess the ability to provide highly responsible administrative and technical work independently with minimal supervision. The position requires travel to courts and training sites within Arizona , overnight stays of several days’ duration may be necessary periodically. A good working knowledge of AZTEC or case management systems, court procedures, rules, and Arizona statutes, and experience with Informix databases, experience in using report writing software, ability to interpret legislation and policies, court automation experience, and the ability to exercise independent judgment in decision making are preferred.
