DEPUTY COURT ADMINISTRATOR: Reno Municipal Court, Nevada. Summary: Under general administrative direction, to assist in planning, directing, managing, and reviewing the activities and operations of the Municipal Court; to research, plan, coordinate and implement a wide variety of administrative and management projects for the Court Administrator; to provide highly responsible and complex administrative support to the Court Administrator; and to serve as Court Administrator upon the request or absence of the Court Administrator. Exercises direct supervision over professional, technical, and clerical staff. Duties: Plans, organizes and manages the activities of assigned divisions in the Municipal Court which may include the preparation of written reports and presentations, compiling and preparing statistical reports for judicial and administrative review, researching and interpreting laws as they apply to court operations, and analyzing policy directives from the Nevada Supreme Court. Recommends and assists in the implementation of departmental goals, objectives and business plan. Participates in developing and monitoring the organization budget. Provides professional leadership and direction for the Court while fostering positive, harmonious working relationships with those contacted in the course of daily duties. Establishes schedules and work procedures for division personnel. Selects, evaluates, observes and supervises the work of supervisors and paraprofessional staff while supporting teamwork and assisting personnel to accomplish goals that meet organizational objectives. Responds to customer needs and complaints while providing information on policies and procedures to ensure the best customer service. Serves as point of contact for communications concerning activities and operation of the clerk’s office. Responds to the media providing information on inquiries as required. Reviews procedures and implements operational changes as required in the areas of employee safety, automation, case flow and facilities planning. Monitors contractual agreements for compliance and service goals with multiple outside agencies. Acts as a liaison to other city departments with regard to court processes and procedures. Represents the Court on external committees and boards to gather and provide input for court-related matters. Acts as project manager for technical, procedural and facilities projects; participates in RFP development. Qualifications: Requires four years of increasingly responsible court administration or supervisory experience in a court/criminal justice environment. Possession of a Bachelor’s Degree in criminal justice, public administration, or business administration; or degree in a related field is required. CIVIL/CRIMINAL DIVISION ADMINISTRATOR: Sixth Judicial Circuit Court, Oakland County, CA. Summary: The Civil/Criminal Division Administrator is a salaried, exempt, administrative position that provides direct administrative support to the Civil/Criminal Division of the Sixth Judicial Circuit Court. The position is under the administrative supervision of the Court Administrator, and works in conjunction with the chief judge, the presiding judge, and the judges of the Civil/Criminal Division. Duties: The Civil/Criminal Division Administrator assists in the development of short- and long-range goals affecting the Civil/Criminal Division of the Circuit Court. He or she implements policies and procedures established by the Court in the scheduling, management, monitoring, and reporting of general civil and criminal cases. He or she supervises the daily operations of the Civil Criminal Division office, including the Case Management office and the Jury office. The position has budgetary and personnel management oversight responsibility for the division. The division consists of 14 full-time judges and approximately 35 full-time employees. The FY 2006 divisional operating budget is nearly $10.1 million. Qualifications: A candidate should possess a Master’s Degree from an accredited college or university with a major in Public Administration, Business Administration, Court Administration, or a closely related field, OR have graduated from an accredited law school and be a member in good standing of the State Bar of Michigan; AND have had at least 5 years of full-time management or administrative experience, preferably within the courts, legal system, or business environment. DIRECTOR, ADMINISTRATIVE SERVICES: Vermont Judicial Branch. Summary: Administrative, managerial, and staff work in the Office of the Court Administrator. Serves as head of Administrative Services. Supervision is exercised over a staff of professional and technical subordinates. Duties: Serves as principal advisor on fiscal, personnel, information, organizational, and management matters. Recommends goals and policies, operational plans, and the most feasible combination of agency funds, personnel, and resources to achieve maximum delivery of service. Maintains continuous liaison with Judiciary management and key personnel of component departments relative to program needs and accomplishments. Recommends modification of goals, policies and operations as warranted by operational analysis and changing program needs. Plans, implements, and provides general supervision over programs in the areas of finance and accounting activities, personnel administration, facilities, space, and inventory control, purchasing, management improvement services, and records maintenance. Qualifications: Master’s degree in public, business or human services administration, accounting, political science, or economics; OR Certification as a certified public accountant. Four years of major division or department level management experience in a large public or private organization, including two years of management level planning and coordination or organizational resources in such areas as personnel management, data processing, space management, or comparable support services. Six years of major division or department level management experience in a large public or private organization, including three years of major supervision over the fiscal functions of the organization, and including at least three years of management level planning and coordination of organizational resources in such areas as personnel management, data processing, space management, or comparable support services. DIRECTOR OF DISTRICT COURT OPERATIONS: Vermont Judicial Branch. Summary: The Director supervises the operation of all programs of the Vermont District Court in accordance with general direction supplied by the Court Administrator and the Administrative Judge for Trial Courts. Position involves managerial, administrative and public relations work, including the responsibility for planning, organizing, staffing, coordinating, ad evaluating the functions of the state’s 14 district courts. Position may also include coordination and oversight of the operations of the superior and environmental courts and the Judicial Branch. Duties: Supervises caseflow management and records management. Works to ensure that docket entries and all other court records are made accurately and timely. Work includes ensuring that clerk’s office procedures and forms are documented and easily retrievable, errors are quickly identified and corrected, staff are trained and management reports are meaningful and fully utilized. Ensures that the Vermont courts provide quality and timely services and are accessible to all members of the public. Works with the public through the media and in person and maintaining effective working relationships with the Vermont Bar, the law enforcement community, representatives of the media and related public and social service agencies. Visits each Vermont District Court to confer with judicial officers, court staff, attorneys and other users of the courthouse to learn of strengths and areas needing improvement and to help solve any problems. Identifies improvements to the District Court which require new legislation, procedural rules, administrative rules, or court policies. Drafts legislation and rules. Translates new legislation and rules into court policies and protocols. Develops and implements new approaches to dispute resolution, which could include a drug court and other “problem-solving” courts. Identifies methods to enable the Judiciary to provide quality services effectively and efficiently, including improvements that can be accomplished through enhanced training and technology. Provides counsel to the Administrative Judge and Court Administrator. Supervises staff as assigned by the Court Administrator. Provides staff support to judicial branch committees as assigned by the Court Administrator. Works with all members of the Judiciary to develop a long-term plan for the Vermont District Court and then to develop and implement annual plans. Performs related duties as required. Two years of management experience in the public sector (government or not for profit) of a major program, division, or department above the first line supervisory level, or two years in a high level position in the public sector with responsibility for policy formulation and implementation, budget preparation and fiscal administration, supervision and human resources management, and program evaluation, or two years of supervisory experience in a Vermont court. COURT OPERATIONS MANAGER: Superior Court of California, County of Sonoma. Duties: Under general direction of the Director of Court Operations, the individual in this position will plan, organize, coordinate and manage the activities and operations of a division of the Sonoma County Superior Court; develop, interpret, implement, and evaluate workflow improvements; policies, and procedures; and perform related work as required. This position is regular, fulltime and exempt from the Fair Labor Standards Act. Qualifications: To qualify for this position, an applicant must possess any combination of experience, education, and/or training which would produce the required knowledge, skills and abilities. COURT MANAGER: Superior Court of San Benito County, CA. Summary: The Superior Court of San Benito County is recruiting to fill an opening for the new classification of Court Manager. Under limited direction of the Court Executive Officer or their designee, the successful candidate will be an at-will employee, responsible for planning, organizing and directing all non-judicial staff and day-to-day operations of the Superior Court while performing other duties as required. Regular and punctual attendance is essential. Duties: Plan, coordinate and direct the work and training of all non-judicial staff including ongoing evaluations of public services delivered. Assist in the development and implementation of administrative and financial goals, standards and policies. Assist in the development and oversight of the annual budget process. Assist in all aspects of the labor negotiation process. Monitor legislative and policy developments including analysis thereof for legal and administrative compliance. ASSISTANT COURT EXECUTIVE OFFICER: Superior Court of California, County of Siskiyou. Duties: Under the general direction of the Court Executive Officer, assists in the planning, coordinating organizing and directing of the non-judicial activities and operations of the Superior Court; make recommendations of organization, financial management, and procedures; assists in the supervision and managing of the workload and staff in the department; and assumes responsibility for department policy administration in the absence of the Court Executive Officer. The Assistant Court Executive Officer is a senior management class characterized by the responsibility to establish, interpret and carry out overall departmental policies. This position is responsible for planning, organizing, and supervising the operational activities of the court, including assisting with budget preparation, supervising staff, and coordinating court calendaring activities. This position differs from other management positions in that those positions are responsible for a division or major component of the department. The Assistant Court Executive Officer is responsible for directing the day-to-day activities of all divisions. In the absence of the Court Executive Officer, the Assistant Court Executive Officer serves as Acting Court Executive Officer. Qualifications: Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be: A four year degree with major course work in court, business or public administration is preferable. A minimum of five years experience in a court, legal environment or related business or governmental organization in a supervisory or management capacity is required. COURT EXECUTIVE 2B (FAMILY DIVISION MANAGER): Superior Court of New Jersey, Union Vicinage. Duties: Under the general direction of the Assignment Judge and Court Executive 3b (Trial Court Administrator), plans, directs and administers the work of the Family Division, The Court Executive oversees court operations; formulates and directs the implementation of Judiciary Plans, programs, policies and procedures; and manages Judiciary resources. Prepares and analyzes case processing statistical reports and case flow; prepares and administers the budget; prepares supervisory staff performance evaluations; recommends disciplinary and/or employee recognition actions; and determines goals and objectives. ASSISTANT COURT EXECUTIVE OFFICER: Superior Court of California, Mendocino County. Summary: The Court is seeking a highly qualified individual to assist with the direction of administration of non-judicial activities. Duties: Under authority of Mendocino Court judges, and supervision of the Court Executive Officer, the assisting with the person appointed to this position will be responsible for administration of non-judicial staff and will serve judges in execution of Court business. The ACEO should bring management knowledge and experience to court operations. The ACEO is expected to provide innovative and creative leadership to ensure court operations are conducted in an effective, efficient, and economical manner, complying with California law and policies. Qualifications: A typical way to obtain the required knowledge and abilities would be: an educational level equivalent to a Bachelor’s Degree from an accredited college or university in court administration, public administration, public or business administration, criminal justice or closely related field and six years of progressively responsible court administration experience, which includes considerable supervisory experience (at least four years) and which demonstrates possession of and competency in requisite knowledge and abilities. ASSISTANT DIRECTOR OF COURT ADMINISTRATION: Lubbock County Administrative Office of the Courts, TX. Summary: The Lubbock County Administrative Office of the Courts is seeking a qualified applicant for the position of Assistant Director of Court Administration. FAMILY COURT MANAGER: 19th Judicial Circuit, Ft. Pierce, FL. Summary: This is responsible work assisting the Trial Court Administrator, and/or Chief Judge, in the daily operations of a Family Court Division of a circuit court, including supervision of professional and support staff, development of operational policies and procedures, oversight of program budget, planning, and liaison with local and state government. Duties: The Family Court Manager supervises court support staff by assigning and reviewing work, conducting performance appraisals, and recommending and arranging training. The Manager may conduct or assist in the recruitment and selection of court programs to assure compliance with court policy and procedures. The Family Court Manager conducts research for the Chief Judge or Court Administrator such as studies for the improvement of court operations, caseload reporting, and the implementation of laws, policies, and state or federal regulations. Working relationships are established with judges, court personnel, clerk of court, law clerks, state and county officials, attorneys, local organizations and social services agencies, and the general public. Graduation from an accredited law school may substitute for non-supervisory experience. A Master’s degree in an area above may substitute for the non-supervisory experience. COURT EXECUTIVE 2B (INFORMATION TECHNOLOGY DIVISION MANAGER): Superior Court of New Jersey, Monmouth Vicinage. Summary: The Monmouth Vicinage Judiciary is seeking an individual with strong leadership and managerial skills to develop a partnership with senior and executive management and lead the organization in technology. Duties: Under the direction of Court Executive 3b (Trial Court Administrator) this manager will function as an internal consultant, conducting annual needs assessments to identify strategic planning initiatives. This will include development of IT related training for judges and vicinage users. The incumbent will: assist, plan and direct implementation and installation of statewide and vicinage based computer systems and provide ongoing support. In addition, participates in the development and implantation of Judiciary Information Systems policies, procedures and standards. Will also plan, integrate and manage strategic goals for technology innovation consistent with statewide plans and priorities. Responsibilities include: managing, planning, installing and maintaining operating systems software and hardware which may consist of courtroom automation, multi-function computer-based devices, interactive communications systems, scanning, Inter/Intranet, LAN/WAN and IT security; oversees both the local help desk support for vicinage staff of 450 and the installation of all computer, technological and communications equipment in the vicinage; directs systems related to telecommunications and wiring activities; manages voice data support in four judicial facilities; interacts with the NJ Administrative Office of the Courts and County of Monmouth management and outside vendors, prepares Division budget; hires and supervises technical, professional and support staff and arranges for necessary training for this staff; conducts performance assessments and resolves grievances and disciplinary matters as appropriate; and performs other related duties as required. Qualifications: Graduation from an accredited college or university with a bachelor’s degree. Five years of professional program management experience in IT, three years of which shall have included supervision of staff, in addition to responsibility for program development and/or implementation for network administration in a personal computer or local/wide area network environment, telecommunication facilities and services, database administration, systems analysis, and/or software applications. ADMINISTRATIVE SPECIALIST 2: Counties of Atlantic and Cape May, Superior Court of New Jersey. Summary: Atlantic County Superior Court seeks an Administrative Specialist 2 with excellent customer service and communication skills. Duties: This person will maintain work orders and fleet management and coordinate equipment requests for the courthouse. The incumbent will also provide sufficient signage so that the public can negotiate hallways and locate rooms; maintain electronic notification of the location of daily events. Regularly inspect the facility for cleanliness and repair condition recommending methods to enhance building appearance, purchase commodities, compile statistical data, recommend purchases of equipment, materials or supplies. Provide assistance to the telephone administration operation. Assist divisions in delivery of bulky, sensitive supplies and materials or the details of sequential events critical to renovations or relocation. Recommend improvements in the delivery of service; respond as directed by the divisions to all courthouse emergencies and emergency drills either during or after work hours; work effectively with the Purchasing, Information Technology and division staffs in insuring the smooth transition of equipment and staff. One year of technical experience in the area of program evaluation, administrative operations, program analysis or administrative research. COURT SERVICES SUPERVISOR 2: Superior Court of New Jersey, Office of the Court Administrator. Duties: Under the direction of the Court Executive 2b or other designated supervisory personnel, the selected candidate will monitor, assign, evaluate, review, lead and oversee the work activities and staff resources of a team or work unit consisting of professional, paraprofessional and/or support staff employees.
