Court Administrator: Large jurisdiction

TRIAL COURT ADMINISTRATOR: AOC, Judicial District 18, Greensboro, NC. Summary: Judicial District 18, located in Greensboro, North Carolina, has an exciting and challenging position available. Duties: Duties include administration and improvement of the Jury Management System; preparation of various statistical reports; development and implementation of court improvement projects, including coordination between and among elected officials and state, city, and county government employees; identification and preparation of grant proposals for funding special projects; assistance with case management and calendaring systems for civil cases in both Superior and District Court; and occasional supervision of staff personnel. Qualifications: Master’s or Law Degree and at least three years of progressively responsible experience in the court system with at least one of the three years experience in managing people and programs. SUPERIOR COURT ADMINISTRATOR: Spokane County Superior Court. Duties: Responsible for planning, directing, implementing and managing daily court procedural and administrative functions. Responsible for hiring and training the Court Administrator’s staff. Plans, assigns and reviews the work of staff, conducts employee performance evaluations and recommends salary increases as provided by Superior Court and county policy Administers discipline as needed. COURT EXECUTIVE OFFICER: Superior Court of California, County of Sacramento. Summary: Acting under the direction of the presiding judge and at the pleasure of the judges of the court, the court executive officer serves not only in that capacity but as the court’s clerk and jury commissioner. He or she is responsible for overseeing the management and administration of non-judicial operations of the court. The responsibilities include allocating resources in a manner that promotes access to justice for all members of the public, providing a forum for the fair and expeditious resolution of disputes, maximizing the use of judicial and other resources, increasing the efficiency of court operations, and enhancing service to the public. The executive officer’s main office is in Sacramento. Some travel is required – to other court locations, to the AOC in San Francisco and to other job-related destinations. Duties: The executive officer is responsible for providing innovative creative leaderships and policy development to meet the challenges of a large urban trial court. Essential functions, accountabilities and responsibilities include, but may not be limited to: Provides information and recommendations to the bench on court policy and procedure, evaluation, planning and development. Plans manages and controls budget and fiscal resources and negotiates contracts on the court’s behalf. Plans, implements and manages policies, programs and systems to support case processing and service to the public. Develops, recommends and administers a court-approved personnel plan and directs management staff. Has authority to appoint and terminate court employees except as prohibited by law or court policy. Evaluates and implements technology and automated systems to assist the court. Under the direction of the Presiding Judge, speaks on behalf of the court with other governmental entities, the public, the private sector and the media. Qualifications: The minimum educational requirement is a bachelor’s degree from an accredited college or university, preferably in court, public or business administration; pubic policy; or a closely related field. Work experience must have included assignments that involved substantial administrative management, supervision of subordinate managers and budget preparation and management. Additional qualifying work experience may be substituted for the required education. Management experience in a large court or other large organization, public or private, is desirable. REGIONAL COURT ADMINISTRATOR: Judicial Branch of Arizona in Maricopa County. Duties: The principal responsibilities of the Administrator include: development and execution of strategic and operation plans; serves as staff to judicial committees in development and review of Court goals; analyzes complex data, draws logical conclusions, directs research and reports findings; confers with judicial officers on case management and operational issues to ensure the bench is provided with timely information; takes necessary action to anticipate, investigate, and resolve operational concerns; develops, improves and implements policy and practice recommendations; ensures compliance with Supreme Court and other Court Rules and regulations; represents the Trial Courts with various outside agencies and government officials; manages the regional budget, payroll and oversees major expenditures; identifies and ensures that human resources, facilities, and technology needs are met; directs and authorizes personnel transactions and ensures compliance with Court personnel rules. DISTRICT COURT ADMINISTRATOR: Eighth Judicial Administrative District, Lyons, Georgia. Summary: The Eighth Judicial Administrative District of Georgia, located in middle Georgia, seeks a DCA to assist the District Council of Superior Court Judges and its Administrative Judge in a wide range of non-judicial functions relevant to trial court operations. Duties: Duties to include, providing administrative, budgetary, managerial and technical support to all superior courts within the 22 county district, and to other courts as requested; collecting and evaluating relevant caseload and other statistical data; recommending and implementing innovative programs and procedures to improve court operations; developing and maintaining cooperative working relationships with government officials, bar associations and other court related agencies and officials on a local, regional and state level; managing personnel, equipment and other resources as appropriate; preparing grant applications; and performing other related or assigned duties. COURT EXECUTIVE 3B (TRIAL COURT ADMINISTRATOR): Superior Court of New Jersey, Counties of Atlantic and Cape May. Summary: In partnership with the Assignment Judge and Administrative Director of the Courts, the Trial Court Administrator provides strong leadership, vision, and innovative strategies to direct and oversee all operations of the Superior Court of New Jersey, Atlantic and Cape May Vicinage. Duties: The successful candidate will define objectives for performance at the organizational level; deliver quality service to the clients and customers of the Superior and Municipal Courts; design case management processes; develop/implement strategic plans to achieve the goals and objectives of the vicinage management and policy teams; develop and manage a $27 million budget; allocate resources for approximately 500 employees; supervise nine Division Managers and the EEO/AA Officer. Manage program development, case coordination, and case flow management of the Civil Equity, Criminal, Family, Probation and Municipal Court Divisions, as well as oversee the Finance, Human Resources, Information Technology and Operations Divisions, (security, jury utilization, research and development activities, complementary dispute resolution and coordination of volunteers and records management, statistical analyses, facilities and equipment planning). As a member of the Judiciary’s Administrative Council, collaborates with other senior managers in formulating statewide strategic initiatives for system improvements and in assessing proposed uniform policies and procedures on the broad range of court management matters. Qualifications: Graduation from an accredited college or university with a Bachelor’s Degree. Seven years of managerial experience, five of which shall have included responsibility for the development and management of budgets, staff, information systems, and administrative operations; development and implementation of programs, policies and procedures; and supervision of professional staff. Applicants who do not posses the required education may substitute paraprofessional and professional experience on a year for year basis. EXECUTIVE OFFICER AND JURY COMMISSIONER: Superior Court of San Diego County, CA. Summary: The Superior Court of San Diego County, the second largest court system in the state of California, is seeking an individual with outstanding leadership and administrative skills for the position of Executive Officer and Jury Commissioner. The individual must possess the highest level of integrity and possess skills in strategic thinking, problem solving and teambuilding. Duties: The successful candidate, under the policy direction of the Judges of the Superior Court, will be responsible for the daily operations of the Court and the management of a staff of 1600. The primary goal for the candidate will be to apply best business practices to maximize efficiency in providing Court services. COURT ADMINISTRATIVE MANAGER II: Minnesota District Court 4th Judicial District, Minneapolis, MN. Summary: This is an executive administrative and management position involving the supervision of the Criminal division for the Fourth Judicial District, the largest judicial district having the highest caseloads in the Minnesota State Court System. This position oversees the District’s Criminal Courts, including all felony, gross misdemeanor, misdemeanor and petty misdemeanor charges, our specialty courts, such as Drug, Community, Property and Domestic Violence Courts, and our high-volume Violations Bureau and Hearing Office. Duties: Manage and direct the operations of a multi-jurisdictional court. Participate in the development of District Court’s strategic plan. Develop and implement systems to carry out policies established by judges and Court Administration and to comply with legislative or rules changes. Administer, prepare and monitor operating and/or capital budgets. Monitor and analyze caseloads and other activity indicators and direct the reassignment of staff as needed. Act as coach and mentor to staff which includes ongoing evaluation, process involvement, and the establishment of work teams. Manage and direct state reporting, both automated and manual, and request for information or assistance by governmental and professional agencies, private companies, law firms or individuals. Manage large projects, including implementation of large scale technology improvements. COURT ADMINISTRATOR: Bismarck, ND. Summary: Under the direction of the state court administrator, the court administrator plans, organizes and directs court administrative activities for all courts within one of the four state administrative units. This position serves as a manager to a large staff engaged in providing service to high volume and complex caseloads including comprehensive district-wide programs, juvenile, and court administrative services. As the senior administrative position within the administrative unit, the position is responsible for providing leadership and guidance in all administrative areas with emphasis on the development and implementation of efficient and cohesive administrative processes. Staff oversight is provided through subordinate supervisors within the administrative unit. Duties: include, but are not limited to, the management of juvenile, fiscal, docket and case flow, jury, records, personnel, facilities, data processing and various district or state-wide functions. Plans, organizes and directs all judicial district programs to provide required court services in accordance with court rules, applicable laws and policies. Determines organizational requirements and assigns personnel as needed to develop and maintain court programs. Serves as a manager to a large staff of supervisory, professional and clerical personnel engaged in providing district-wide court administrative services. Hires, orients, trains, assigns work, reviews and evaluates performance, counsels and takes disciplinary actions, if necessary. Prepares district budgets, approves and monitors expenditures to assure proper management and distribution of funds, procures equipment and supplies and prepare financial reports. Supervise the case assignment system for all district court judges and referees in the district; assists the state court administrator and presiding judge in docket management activities to expedite case flow and to monitor district court cases to ensure compliance with case management and docket currency standards and prepares required reports. Administers records management, automated information systems, application of computerization of court processes and caseload, calendar and jury management processes. Determines district court facility needs, plans office lay out and space utilization, works with facility committees, Board of Commissioners, architects and other interested parties to obtain facility alterations and additions. Serves as the spokesperson for the judicial unit. Interacts with judges, staff of other courts, attorneys, local officials, media representatives, staff of governmental and private agencies, and the public to explain and interpret judicial district policies and activities and to ensure the implementation and administration of court programs. Identifies needs for, establishes and directs the development of policies, standards, work procedures affecting all of the judicial district operations. Establishes priorities, monitors and evaluates the effectiveness and efficiency of judicial district programs. Develops and implements methods to improve services. Investigates, analyzes and resolves problems related to program coordination and operation. Qualifications: Requires a bachelor's degree in judicial administration, public administration or a related field and four years of progressively responsible administrative experience in a court or legal setting. Preference will be given to those individuals who have a Master’s Degree in judicial administration and have completed the National Center for State Courts Institute for Court Management Executive Development Program. CIRCUIT COURT ADMINISTRATOR: Prince George's County Circuit Court, Upper Marlboro, MD. Summary: This position functions under the direction of the County Administrative Judge. Duties: All non-judicial administrative functions of the Circuit Court are included as part of the managerial responsibilities of this position. Direct a staff responsible for personnel and fiscal management, information technology, calendar management and caseflow assessment, research and planning, family law, grant initiatives and the other operational units of the Court, establish systems, programs and operations to implement policies and directives of the Administrative Judge and Bench, develop fiscal resources to meet workload demands and legal mandates and achieve Court programming with substantial resources, design alternatives for and monitor the expedition and timeliness of case processing, provide managerial leadership for the selection, supervision and periodic evaluation of non-judicial staff, resolve inquiries, issues and complaints affecting the availability or quality of courts services, act as the Court's liaison with judicial, executive and legislative branches of government at the state and local levels, members of state and county bar associations and the public at large, manage the planning and use of court facilities, and administer the planning and operation of the Court's IT resources and staff. Qualifications: Master's degree in court/public/business administration or law; and 10 years court administrative and supervisory experience. Preferred Qualifications: A Fellow of the National Center for State Courts' Institute for Court Management; experience leading large organizations; and established quantitative and analytical skills, ability to lead, manage and supervise day-to-day activities of subordinates and work in teams with judges, staff and external court staff to foster a teambuilding environment, ability to interact professionally with judges, attorneys, court, public officials, co-workers and colleagues, and ability to speak Spanish a plus. DIRECTOR OF COURT OPERATIONS: Superior Court of California, County of Sonoma, Santa Rosa, CA. Summary: The individual in this position will develop and implement organizational goals, policies, and programs; plans, organize, coordinate and direct, through subordinate managers and supervisors. Duties: Develops and maintain division policies and procedures in coordination with other managers, reviews and analyzes legislation and determine effects on court procedures and operation, formulates and implements new programs, policies and procedures in consultation with the Deputy and Court Executive Officer, judges, and others, review and evaluate programs and anticipate future needs of the divisions of responsibilities, assist in preparing the court's budget; monitor expenditures and revenues in compliance with State reporting requirements, and serves on committees and task forces both within the court and with local and state agencies. Ability to establish and maintain liaison with judicial officers, legislative bodies, the Bar and other public or private organizations, prepare and present clear, concise and logical oral and written reports, communicate the Court's mission, goals and vision, establish and foster an effective team atmosphere and to provide leadership in solving problems in a collaborative and systematic fashion, and manage multiple projects strategically and effectively. Individual will have skills in leading key management and line personnel in order to meet goals, objectives and timetables, emphasizing results and service ethically, efficiently and effectively, and finding ways to improve the business operations of the court and to implement changes in the organization. TRIAL COURT ADMINISTRATOR (government sev.) Summary: Administers non-judicial functions of court. Duties: Coordinates activities such as jury selection, notification, and utilization, case scheduling and tracking, personnel assignment, and space and equipment allocation to accomplish orderly processing of court cases. Investigates problems that affect case flow and recommends or implements corrective measures. Compiles and analyzes data on court activity to monitor management performance and prepare activity reports. Conducts research to analyze current and alternative personnel, facilities, and data management systems and consults with judicial staff of court to evaluate findings and recommendations. CHIEF MUNICIPAL COURT ADMINISTRATOR: Judiciary of New Jersey. Summary: Under direction of the Municipal Court Judge or the Municipal Court Director, in a municipal court system consisting of multiple courts within a single municipality, supervises a large staff performing quasi-judicial and administrative functions related to the operation of a municipal court; does related work as required. Duties: Plans, develops, coordinates, and implements procedures for the efficient and effective operation of a large municipal court system consisting of multiple courts. Assigns duties to court personnel and supervises and evaluates their performance. Provides instructions to office staff on activities related to the implementation of court rules, state statutes, local ordinances, and local court policies. Provides and/or arranges for training for all office staff in their respective functions. Develops administrative programs designed to achieve the objectives of the Municipal Courts. COURT ADMINISTRATOR: Wilmington Superior Court, Delaware Judiciary. Summary: The class incumbent reports to the Presiding Judge and is responsible for managing the administrative activities of the court including all non-judicial operations, interpreting court rules, and responding to inquires from the public. Duties: The incumbent is responsible for developing administrative policies and procedures. The incumbent directs and coordinates through subordinate managers a wide range of court operations functions such as civil and criminal case management, and the provision of security, court reporting and jury management services. Work includes preparing and managing the court budget and overseeing fiscal actives. The incumbent also manages the space, equipment and facility needs of the Court. Representing the court in non-judicial matters with other courts, public officials, public groups, conferences, news media, and criminal justice planning groups is a significant aspect of this class. DISTRICT COURT ADMINISTRATOR II: South Central District Court, Bismarck, ND. Summary: Seeking a full time District Court Administrator. Must be a highly trained court professional with proven leadership skills and a thorough understanding of the principles of court administration. Incumbents are required to design and implement policies and procedures as part of a comprehensive business system to effectively and efficiently support the implementation of judicial rulings and/or orders. Duties: include case flow management, records management, managing budget and fiscal functions, statistical analysis and projections of court workload, public relations and personnel management. Work requires application of problem solving skills as well as considerable initiative and independent judgment within the framework of court policy guidelines, and oversight of 50+ employees. Essential Functions: (Illustrative) Be an integral part in a system that prides itself in quality work. The Court of Common Pleas of Bucks County is a court of general trial jurisdiction consisting of 11 common pleas judges and 19 district justices of the peace, (courts of limited jurisdiction). Qualifications: a baccalaureate or graduate degree in law, court administration, public administration, business administration, or a related field and three years of increasingly responsible administrative experience in a court system, law office, governmental agency, or other legal setting; knowledge of management methods, including principles of personnel management and supervision, budget preparation and administration, grant application, organizational analysis, legislative analysis, and data processing; ability to manage personnel, communicate well, and maintain effective relationships with judges, attorneys, county officials, the public, and court staff. Administrative experience in court operations and in the coordination and consolidation of municipal courts is desirable. Salary range: $43,440 - $52,812. (1994)
