FACILITY DIRECTOR: Swannanoa Valley Youth Development Center, Buncombe County, NC. Duties: This position provides direction and leadership for staff working in a secure, confined facility for committed delinquent juveniles. The juveniles are at least ten years of age and are committed for an indefinite period of at least six months. Responsible for leading a multi-disciplinary staff comprised of a therapeutic approach, direct care, clinical, educational, medical, food service, maintenance, and supervisory staff to provide for the safety, treatment, and educational needs of the juveniles. The Facility Director ensures that staff and program delivery efforts comply with federal laws, North Carolina General Statutes, and Departmental policies and procedures. Qualifications: Master’s degree in human services, business, education, psychology, social work and/or criminology; or, four-year degree with a major in human services, business, and/or public administration; and four years administrative experience in the planning and management of a business or governmental program with an equivalent combination of training and experience. DIRECTOR OF JUVENILE COURT SERVICES: The individual in this position plans, develops, implements, coordinates, directs, reviews and evaluates policies, programs, and procedures, including judicial activities, of Ada County Juvenile Court Services, in conjunction with appropriate parties; confers with the Ada County Board of Commissioners, the Trial Court Administrator, and juvenile court judges as necessary, establishes Departmental goals, after working with others to interpret issues/problems of crime and delinquency, develops a budget emphasizing the Balanced Approach to juvenile probation and is responsible for controlling and monitoring expenditures, works with managers and supervisors to plan and direct the work of probation officers, detention officers, program staff, and others. Duties:  Plans, develops, implements, coordinates, directs, reviews and evaluates all aspects of Juvenile Court Services' operations, resolves complex and/or sensitive, case-related problems and/or systems problems encountered by departmental staff, county and agency officials, attorneys, judges, residents, parents and the public, plans, develops, implements, manages and evaluates the operation of Juvenile Court Services in accordance with guidelines and legal mandates, establishes and maintains liaison with the Ada County Commissioners and reports to them on all matters relating to juvenile court operations, maintains communications, cooperates, and coordinates with Ada County departmental directors, establishes and maintains accounting systems which provide a detailed, current status of Juvenile Court Services' budget and financial position, prepares annual budget proposal, presents it to the Fourth Judicial Administrative Judge for review; and submits it to the Ada County Commissioners for approval, monitors current-year budget and expenditures, establishes and staffs all essential functions for the effective operation of probation, detention, clinical services and administrative support programs of Juvenile Court Services, establishes program goals and objectives and monitors progress in achieving such, develops proposed and/or final policies and procedures, and implements and enforces same, adheres to the principles of the Juvenile Detention Alternatives Initiative, and provides leadership to the agency and community in that effort, interviews, hires, and trains subordinate staff, supervises and evaluates performance; recommends merit increases, and disciplines staff, conducts staff meetings and represents Juvenile Court Services in other meetings, maintains cooperative relationships with state and local service agencies, institutions, and law enforcement agencies, participates in coordinating councils, committees, and other groups interested in juvenile probation and/or delinquency; and maintains a consistent flow of grant funding by identifying, writing, obtaining and managing grants to support Juvenile Court Services program, compiles and/or reviews reports, and performs related duties as required. Qualifications:  Any combination of education, training and/or experience, which demonstrates competence in each of the following: Master's degree in Social Work or Criminal Justice/corrections, and at least seven (7) years of progressively responsible administrative experience in juvenile justice systems, including at least five years of supervision; or a Bachelor's degree in Social Work or Criminal Justice, and at least ten years of progressively responsible administrative experience relevant to the position.  Salary: $3,000 to $75,000 annually; depending on experience. JUVENILE COURT ADMINISTRATOR: Pierce County Juvenile Court, Washington. Summary: This is a highly responsible management and administrative position. The Juvenile Court Administrator performs his or her work with considerable independence. Receiving general direction and review from the Juvenile Court Executive Committee, the position is responsible for coordinating and facilitating the activities of the Administrative and Information, Probation, Detention and Facilities and Court Services departments of the juvenile court. Personnel in these departments are directly or indirectly responsible to the Juvenile Court Administrator. The agency has 187 employees. Duties: Setting overall policy, directions and organizational objective for departmental managers in conjunction with the Juvenile Court Executive Committee; Reviewing operational effectiveness through departmental managers; Coordinating and facilitating interdepartmental activities; Defining responsibility and authority of departmental managers and establishing standards of accountability; acting as primary liaison with other governmental departments, agencies and the community; Maintaining primary responsibility for departmental budget; Overseeing and directing the activities of the departmental management team. Representing Pierce County, serving on many statewide committees, taskforces and within juvenile rehabilitation organizations, Monitoring all Annie E. Casey Foundation grants/research activities within the Juvenile Court Services. Qualifications: Minimum of a BA/BS in an appropriate field. Preference may be given to candidates with Graduate degrees. Thorough knowledge of the principles and operations of the Juvenile Justice System, including knowledge of the laws and procedures of the Juvenile Court. Contemporary knowledge of the principles of public administration and management practices. Executive level leadership and management experience with large and complex organizations that includes the ability to plan, organize, and coordinate the work of subordinate personnel. Hands-on experience preparing, advocating, and defending large budgets with multiple funding sources. Salary: $75,530 - $101,920. (2004)

CLERK OF THE COURT: Danville Juvenile and Domestic Relations District Court. Summary: The Clerk serves as the Chief Administrator of the Court and is responsible for the management and application of court resources. Duties: The position maintains authority over financial performance, staffing, budgets, and efficient caseload processing; monitors and performs procedures to ensure compliance with statutory requirements, the needs of the Court, other criminal justice agencies, and the public, consistent with sound management principles. Personnel management consists of supervising five fulltime positions and one 8-hour per week wage position. The Clerk may also be required to perform pre-court and post-court case processing tasks and other tasks connected with the functioning of the office in order to provide timely public service. Qualifications: High school diploma or equivalent required; college degree preferred. Substantial experience, or combination of experience and education, required in court, business or office which provides knowledge, skills, abilities in public relations, recruitment/personnel management and evaluation, individual and group training expertise and advanced ability in word processing software, specifically Microsoft Office. Knowledge of judicial or regulatory requirements that affect court operations desirable. Salary: $56,848. (2004)

DIVISION DIRECTOR OF DOMESTIC RELATIONS OFFICE: Travis County Juvenile Court Department, Austin, Texas.  This position reports to Chief Juvenile Probation Officer and the Juvenile Board of Travis County as appropriate.  Duties: Essential job functions of this position and the percentage of time spent at each duty:  1) 20% - Directs and manages the Domestic Relations Division of the Juvenile Court Department in compliance with departmental policies and procedures and applicable state and federal statutes.  The Division consists of four units:  Registry, Legal, Accounting and Family Services; 2) 20% - Ensures that policies and procedures provide adequate protection for the prompt turnaround of, and accurate record keeping of child support payments collected and distributed; 3) 20% - Manages personnel, equipment, facilities, and finances; 4) 20% - Plans for future services and budgetary needs of the four units mentioned; 5) 20% - Serves as a liaison with other county departments, local and state entities and general public.  Monthly salary range:  $4,694 - $5,867.   (1998)

TRIAL COURT EXECUTIVE: The Utah State Courts is seeking an experienced Court Executive for the Third Juvenile District ( Salt Lake, Summit, and Tooele Counties ).  Duties: This position is responsible for the administration of the juvenile court which includes providing administrative support to eight judges, managing support operations consisting of 100+ probation, special services, and clerical staff, case management, court facilities and court security.  Develops, justifies and manages the court budget, serves as liaison with other government agencies, the bar, news media and the community.  Qualifications:  Bachelor’s degree and 6 years of directly related experience or graduate degree in judicial or public administration, law or related field plus 4 years of experience, or an equivalent combination of education and experience.  Beyond the traditional management activities, a successful Juvenile Court Executive will possess a leadership style that fosters participation and innovation at all levels of court operation, the interpersonal skills necessary to advocate and manage change in a collaborative manner, and solid organization and technical skills, including case management procedures.  Annual salary range:  $42,741 - $64,185.(1998)

DIVISION MANAGER: Ada County Juvenile Detention Center, Fourth District Court, Boise, Idaho. Ada County is Idaho 's largest and most populace court district, centered in Boise. Summary: The Detention Facility is a division of the overall Court, housing 87 beds, both detention and treatment, within the newly expanded facility. The Division Manager is an exempt employee, serving under the Court Director. The Manager must possess general overall knowledge of detention and residential treatment systems, inclusive of the medical, food service, financial and personnel components. Strong written and verbal skills are required with a progressive perspective. Qualifications:  include a bachelor's degree with 5 years of direct experience in a detention center or residential treatment program (master's degree preferred with 3 years of experience) in the academic field of criminal justice, sociology, social work or similar credentials. COURT ADMINISTRATOR: Denver Juvenile Court, Denver, CO.  Looking for a hands-on administrator to function as both clerk of the court and court administrator.  Must possess excellent communication skills, be a team player and a decision-maker for this rapidly growing court.  Qualifications:  include graduation from a college or university, six years of supervisory or administrative experience, including two years in a court-related environment.  Additional qualifying experience may be substituted for the required formal education.  Annual salary range:  $48,000 - $55,000, depending on experience, skill and ability.  (1997)

DIRECTOR OF INSTITUTIONAL SERVICES: State of Washington, Department of Social and Health Services, Juvenile Rehabilitation Administration (DSHS-JRA).  Summary: Under determinate sentencing laws and utilizing continuum of care, JRA provides for the protection, care, treatment and custody of juvenile offenders in community and institutional settings.  JRA operates three juvenile correctional institutions, three youth camps, one boot camp, as well as mental health, substance abuse, vocational, educational and sex offender treatment programs.  The biennial budget for juvenile institutions is approximately $115 million dollars ($60 million operating, $55 million capital.)  The average daily juvenile offender population in institutions is about 1000 (ages range from 11-21 with a median of about 16), there are approximately 900 employees and 200 volunteers.  JRA institutional facilities are located throughout a wide area of Western Washington.  Incumbent must provide the leadership which assures that available resources, public safety, treatment and welfare of the juvenile offenders remain in their proper balance, ensuring the maintenance of the continuum of care for juvenile offenders in the State’s care.  This requires that the Director exercise a strong collaborative leadership style which fosters partnership with the institutional superintendents he/she supervises and the staff of Community Services in JRA.  The Director must develop consensus and seek out policies, practices and procedures which enhance efficiencies, seeing to it that care of juvenile offenders is not compromised or denigrated.  This is no small task and is often fraught with seemingly conflicting elements which must be reconciled as well as integrated into a comprehensive program, which meets present and future resource and population trends.  Annual salary:  $66,288. SUPERINTENDENT OF DETENTION SERVICES: Cuyahoga County Juvenile Detention Center is among the largest centers in Ohio.  The Superintendent is responsible for direct administration and management of the Detention Services Department in accordance with the mission of the Juvenile Court.  Duties: Plans, organizes, leads and controls a management team consisting of the Deputy Superintendents to ensure the safe, secure and humane operation of the Detention Center and other detention services.  Qualifications:  Demonstrated leadership skills; ability to select, lead, motivate and supervise staff; and leadership skills in managing a diverse and multifaceted residential and non-residential program.  Master’s degree from an accredited college or university in criminal justice, corrections, public administration, social work, social/behavioral sciences or a closely related field plus 4 years of additional appropriate experience may be substituted for a master’s degree.  Experience:  At least 7 years of experience in administering a juvenile detention center, or having operational responsibility for a major function in a public/private residential facility or a closely related field.  Candidates with a bachelor’s degree must have at least 11 years of experience; at least 3 years of this experience must be in a management or supervisory position with demonstrated ability in supervision, budgeting, planning and program services.  An advanced degree, beyond a master’s degree, may substitute for 6 years of experience. (1997)

JUVENILE COURT ADMINISTRATOR: Administrative Office of the Courts, Salt Lake City, Utah.  Reporting to the State Court Administrator, this senior management position is responsible for directing all non-judicial activities of a statewide juvenile court system, including juvenile intake, probation and clerical services.  Duties: include utilizing management information to monitor, evaluate and enhance system performance; project management/program development; budget preparation and justification; and preparation/advancement of proposed rules, regulations and legislation relating to juvenile court operation.  Beyond traditional management activities, the successful candidate will provide vision and leadership in advancing both the interests of the juvenile court and the juvenile justice system as a whole.  This role requires effective interaction, both within the court system and with state and local executive branch agencies, the legislative branch, child advocacy groups, and service providers.  Qualifications:  Bachelor’s degree in public or business administration, or related field and 8 years of progressively responsible management experience in a complex governmental or similar setting.  A graduate degree in judicial, public or business administration, social sciences or related field and management experience in juvenile justice are preferred.  A law degree is a plus.  Experience should demonstrate a commitment to juvenile justice, a leadership style that fosters participation and innovation at all organizational levels, and the interpersonal skills necessary to advocate and manage change in a collaborative manner.  Salary range:  $53,077 - $79,720.  (1997)

DIRECTOR OF JUVENILE COURT SERVICES: (Chief Juvenile Probation Officer):Superior Court of Arizona, Maricopa County, Phoenix, Arizona.  Duties:  under the overall direction of the Juvenile Presiding Judge, manages and directs a multi-faceted, urban juvenile probation and detention system, involving pre-disposition investigation, field services, intensive probation services and various special-purpose programs; supervises and directs division directors regarding operations; and coordinates organization activities with other agencies.  Departmental duties include but are not limited to:  organizing, planning, directing and administering the activities of the Department; formulating policies and administrative procedures; reviewing and evaluating the effectiveness and efficiency of programs and services; preparing and administering the budget; evaluating staff performance; directing research and preparing reports; and performs other high level executive functions related to probation services.  Qualifications:  a master’s degree from an academically accredited college or university in a behavioral science, social work or public administration and ten years of experience in the field of justice and/or juvenile probation with at least five years of progressively increasing responsibilities in an administrative capacity.  Incumbent must have the ability to establish and maintain effective working relationships; demonstrated ability in enlisting community involvement in juvenile justice issues and programs; the ability to consistently search for new and innovative ways to improve the Department and its processes; must be able to communicate enthusiasm and energy to others in promoting a shared future; and be able to clearly promote a positive and hopeful outlook for the future of the Department.  Annual salary range:  $66,622 - $99,944. JUVENILE COURT ADMINISTRATOR: Snohomish County Superior Court, Everett, Washington.  Duties:  responsible for preparation, justification and administration of a $5.5 million budget; probation services and related programs for youth that are mandated by laws and/or court rules; safe and secure operation of the juvenile detention facility and coordination of a new detention facility to open in 1997; volunteer guardian ad litter program and community relations; and administration and direction of 70 staff.  Qualifications:  bachelor’s degree in social services, human services, justice, public or business administration, or related field and 5 years of experience in a responsible senior management position directing a division or organization with programs serving children and families; OR, any equivalent combination of training and/or experience that provides the required knowledge and abilities.  A master’s level degree is preferred.  Knowledge of judicial, juvenile, dependency, and criminal justice process.  Ability to work collaboratively and communicate clearly and effectively.  Preference will be given for training and experience in juvenile justice administration and facility construction completion.  Starting salary range:  $4,739 - $6,697.  SUPERINTENDENT: Detention Services Department, Secure Detention Unit, Cuyahoga County Juvenile Court, Cleveland, Ohio.  Duties:  responsible for direct administration and management in accordance with the mission of the juvenile court and leads a three-person management team consisting of the superintendent, deputy superintendent for program, and deputy superintendent for administration to ensure the safe, secure, and human operation of the detention center.  Qualifications:  ability to select, lead, motivate, and supervise staff.  Education:  master’s degree from an accredited college or university in criminal justice, corrections, public administration, social work, or social/behavioral sciences; bachelor’s degree in the areas mentioned plus two years of additional appropriate experience may be substituted for a master’s degree.  Six years’ experience in administering a juvenile detention center or having operational responsibility for a major function in a public or private residential facility.  Candidate with a bachelor’s degree must have at least eight years of experience with three years of this experience being in a management or supervisory position with demonstrated ability in budgeting, planning, and program services.  Candidates must also have two years’ experience in direct work with juveniles.  No salary range given. DIRECTOR OF DEPARTMENT OF YOUTH SERVICES (DYS): King County, Seattle Washington.  Duties: DYS is responsible for operating the county's juvenile detention facility; administering intake, placement, support services, and supervision for youthful offenders, and providing staff support to the King County Juvenile Court.  The director reports directly to the deputy county executive for operations and the King County Superior Court and is exempt from the county's civil service system.  Qualifications:  a degree in social services, human services, criminal justice, public or business administration, or a related field (master's degree preferred); at least five years of experience directing large organizations with programs serving children and families; exceptional communications skills.  Salary:  $65,283 - $82,108, with benefits. (1994)

DIRECTOR OF JUVENILE COURT SERVICES: Coconino County, Flagstaff, Arizona.  Administers Juvenile Court Center, including detention, supervision, and treatment services.  Qualifications: bachelor's degree in public or business administration, criminal justice, sociology, or a related field; five years of responsible management experience at director or assistant director level; strong skills in management, motivation, and public relations.  Preferred qualifications: master's degree; experience with juvenile probation and/or detention at manager level; experience with juvenile justice data-processing systems.  Salary range, $42,330 - $48,679.  DIRECTOR OF JUVENILE COURT SERVICES: Fourth District Court, Boise, Idaho.  Summary: The court processes all county youth offenders, child protection cases, and mental commitment hearings and operates the county juvenile detention facility.  The incumbent is an exempt employee and serves under the trial court administrator, directing the court’s professional staff in the design, development, implementation, and evaluation of new and existing programs and supervising a staff of approximately 71, including juvenile probation officers, detention, clerical, administrative, security, cooks, and maintenance.  Qualifications: include a master’s degree in business, public, or court administration, social work, social sciences, or criminal justice and at least seven years of administrative experience or a bachelor’s degree in any of the above fields with at least ten years of administrative experience.  Salary is $30,000-41,000 annually. (1991)

DIRECTOR OF PROBATE AND JUVENILE COURT SERVICES: Berrien County Probate Court, St. Joseph, Michigan.  Summary: Under the direction of the chief probate judge, the incumbent administers and directs the personnel, services, and programs of the probate and juvenile court including the youth service bureau, probation division, community placement services, juvenile center, probate office, business office, and volunteer coordinator.  Duties are carried out in accordance with the court's statutory purpose, policies, and procedures and in accordance with Berrien County policies and procedures.  Qualifications: include a master's degree (in social work, social sciences, business or public administration, education, or criminal justice) or a law degree and five years of administrative or supervisory experience in a public or private agency; or a bachelor's degree in the areas listed above and five years of supervisory experience in the Berrien County Probate and Juvenile Court.  Salary is negotiable.
