Chief Probation Officer

COURT EXECUTIVE 2B – VICINAGE CHIEF PROBATION OFFICER: Superior Court of New Jersey, Camden Vicinage, Probation Division. Summary: The Camden Vicinage is seeking a progressive, visionary and visible leader to manage its Probation Division. The selected candidate will be responsible for managing the Adult, Juvenile and Child Support units within the division. This dynamic individual will oversee all post-disposition activities, including monitoring and enforcing court orders, collecting fines, restitution and child support, and supervising individuals as directed by the court. The incumbent will work closely with other divisions to ensure that efforts are coordinated and orders are implemented. Additional duties include preparation of the division’s budget; monitoring staffing levels; evaluating division and staff performance; resolving grievances and disciplinary matters; formulating and directing the implementation of Judiciary plans, programs, and procedures; and managing Judiciary resources. Qualifications: Graduation from an accredited college or university with a bachelor’s degree. Five years of professional administrative and/or program management experience, three of which shall have included responsibility for program development and/or implementation and for supervision of staff. Applicants who do not possess the required education may substitute experience on a year-for-year basis. A master’s degree may be substituted for one year of experience as indicated above. CHIEF PROBATION OFFICER: Superior Court of Arizona, Mohave County. Duties: At-will position appointed by and serving at the pleasure of the presiding superior court judge. Position is responsible for planning, developing, organizing and directing the activities and staff of the adult and juvenile probation department, currently comprised of 122 staff in four branch offices and a juvenile detention facility. Qualifications: Requires a Master’s degree in business, management, the social sciences or a related field degree from an accredited college or university, ten years experience in the fields of corrections or probation, or working with offenders or delinquents in some equivalent capacity, with at least five years of progressively increasing responsibility in an administrative and supervisory capacity. The successful candidate will be at least 21 years of age, a citizen of the U.S. or have legal resident status, and will be required to undergo a polygraph, psychological and criminal background check. Salary: $2,420 - $3,540 bi-weekly. (2005)

CHIEF PROBATION OFFICER: (General Description) Summary: Under general direction, manages probation and intake operations within a region or functional division of a large urban juvenile or adult court district. Oversees development, implementation and evaluation of services and programs. Duties: Provides leadership and directs the probation/intake operation. Monitors staff performance; oversees the evaluation process; makes personnel action recommendations; assesses the effectiveness of existing programs and services and identifies additional service needs; makes recommendations regarding staffing, technology, equipment, and financial resources required to implement proposed programs; maintains statistical records and prepares statistical reports; secures program funding from budget and grant sources; participates in statewide program development efforts; coordinates interagency programs and represents the court in community and interagency relations. Qualifications: Bachelor's degree in behavioral sciences, criminal justice or related field and six years as a probation officer. Master's degree in judicial or public administration or directly related field may be substituted for two years of experience. Supervisory/leadership experience is also required. 

CHIEF ADULT PROBATION OFFICER: Arizona Superior Court in Cochise County. Summary: Under administrative direction of presiding judge and court administrator, performs work of considerable difficulty in planning, developing organizing and directing the activities of the adult probation department, currently comprised of 48 person staff and four branch offices. Performs related work as required or assigned. Duties: Develops and implements departmental policies and programs; prepares and monitors departmental budgets; maintains contact with the Arizona Supreme Court, presiding judge and court administrator; recommends the appointment of department staff to the presiding judge, reviews and directs changes in the department; reviews programs, services, and functions of the department to determine effectiveness, efficiency and adherence to policy and law; address governmental bodies, legislative committees, public community organizations. Knowledge: Principles of administration, personnel, budgeting, supervision and staff development and evaluation; Principles and practices of social and correctional case management regarding adult offenders; Federal, state, and local statutes, laws, regulations and rules pertaining to the provision of probation services; Psychological, sociological and cultural influences on interpersonal relationship and human behavior; Public sector management and administration; Courtroom protocol and criminal justice system. Ability: Plan, organize, direct multifaceted department; Work under pressure in highly dynamic work environment with changing program demands and priorities; Establish and maintain a professional leadership role; Supervise professional, administrative, and support staff; Analyze administrative problems and issues and adopt effective solutions; Establish and maintain effective working relationships; Communicate clearly and concisely, both orally and in writing with persons of diverse backgrounds. Qualifications: Master's degree from an accredited college or university, in a behavioral science, social work or public administration.  Ten years of increasingly responsible experience in the field(s) of probation, community corrections, law enforcement or human services casework, with at least five years of progressively increasing responsibility in a management or administrative capacity or any combination of academic education, professional training or work experience which demonstrates the potential to perform the duties of this position.  Must obtain and maintain a valid Arizona driver's license. Applicants must submit to criminal history back ground check and fingerprinting.  Pursuant to A.R.S. 12-251, position serves at the appointment and pleasure of the superior court presiding judge.  This position is unclassified, FLSA exempt. PROBATION DIRECTOR III: Broome County, New York. Summary: Responsible for planning, organizing, directing and coordinating the activities of a probation agency having a professional staff or between 36 and 70 probation officers at various levels and a sizeable clerical and administrative staff. A Probation Director III is responsible for providing and maintaining effective probation services in accordance with established laws and regulations and receives general supervision an assistance from the State Division of Probation. Duties: Plans, organizes and directs the activities of the probation agency. Controls the work of the agency through direction of administrative and supervisory personnel and review of their performance. Conducts staff meetings to discuss overall program and plan more effective and efficient operating methods. Develops and maintains cooperative working relationship with courts, attorneys, police, educational and social agencies, and other concerned with the activities of the agency. Plans and directs training activities for professional and non-professional staff.  Speaks to various groups in the community about the work of the agency and in a variety of ways disseminates information to the public. Directs formulation and implementation of agency policies and procedures. Develops and oversees implementation of administrative processes for intake, investigation, report preparation, case record-keeping, probation supervision, and declaration of delinquency. Administers the maintenance of clerical and financial records and the preparation of budgets and reports. Abilities/Skills: Comprehensive knowledge of modern management principles and practices. Comprehensive knowledge principles underlying human behavior, growth and development.  Comprehensive knowledge of investigative, interviewing, case recording and report preparation techniques as applied to probation work. Comprehensive knowledge of current trends and developments in the fields of probation and correction.  Comprehensive knowledge of functions and procedures. Comprehensive knowledge of community organization principles and practices. Ability to operate at a high administrative level in overseeing varied aspects of managing an independent professional unit of government. Ability to establish and maintain effective public relations.  Emotional maturity.  High degree of resourcefulness and initiative. Qualifications: Graduation for a New York State registered or regionally accredited four year college or university with a  bachelor's degree and five years of managerial experience.  Managerial experience shall include either: Positions having direct responsibility for 25 or more professional employees or positions providing comprehensive management related services to probation agencies, including the activities of budgetary review and analysis, organizational diagnosis, agency performance assessment, program plan analysis and staff development programming. Three years of the experience must have been within a probation agency.  Completion of all requirements for a graduate degree in public administration, management, probation studies, criminal justice or a related field may be substituted for one year of the above managerial experience. Special Requirement: Incumbents in this position are required by the County Legislature to reside within the County of Broome at all times during their employment in the title. (2004)

 

CHIEF PROBATION OFFICER Summary: Chief Judge Donald P. O'Connell announced that applications are being accepted for the position of Chief Probation Officer, Adult Probation Department, Circuit Court of Cook County, Chicago, Illinois.  The Chief Probation Officer oversees the department's 800 employees, a $38 million budget and 45,000 probationers.  Duties: encompass all aspects of program administration, including long term planning, fiscal management, daily supervision and training of employees, and community relations.  Qualifications: (minimum): as established by the Illinois Supreme Court through the Administrative Office of the Illinois Courts are as follows:  a master's degree in management, public administration, criminal justice, or social services, and five or more years employment in probation or a court social service department, at least three of which are at a supervisory or administrative level, or a bachelor's degree and seven or more years employment in probation or a court social service department, at least four of which are at a supervisory or administrative level.  Starting salary:  $99,782. COURT EXECUTIVE 2 (Vicinage Chief Probation Officer): New Jersey Judiciary - Middlesex Vicinage, New Brunswick, NJ. Summary: Under the general direction of the Trial Court Administrator, directs and supervises the daily operations of the Probation Division, including development and administration of policies and directives along with enforcement of statutes and court rules regarding probation; supervision of probationers and other persons under the control of the Court; supervision of activities relating to the enforcement of Court Ordered Child Support; supervision of the collection and disbursement of all monies ordered by the Court; personnel administration; negotiation and/or execution of the terms of collective bargaining agreements; and other administrative functions. Performs related duties as required. Qualifications: Bachelor's degree with five years of administrative and program management experience, 3 years of which shall have included experience in probation services and the supervision of staff. Additional education/experience to substitute. Human resources and labor relations experience is helpful. Salary Range: $57,000 - $82,000. (1998)

ASSISTANT CHIEF PROBATION OFFICER: County of Alameda, California.  (Population: 1.3 million).  Summary: The Probation Department has a proposed FY98-99 budget of nearly $55 million, with 696 FTE staff.  The Department's major divisions are: Administrative Services, Human Resources, Program Development, the Training Unit, Juvenile Services, Adult Services, and Juvenile Institutions Services.  This Civil Service position reports to the Chief Probation Officer and requires a relevant BA/BS, as well as significant management experience in probation, corrections or other human services.  Salary open, DOQ. DIRECTOR OF PROBATION: 48th Judicial District Court which serves the communities of Bloomfield Township, Birmingham, West Bloomfield, Bloomfield Hills, Orchard Lake, Sylvan Lake and Keego Harbor, Michigan.  Duties: Under the direction of the Court Administrator, plans, organizes, directs and evaluates staff, volunteers, and programs relative to the probation department.  Must be able to conduct assessments, pre-sentence reports and handle an active caseload.  Must demonstrate leadership ability, have knowledge of procedures and laws affecting probation and employee supervision.  Must have at least 5 years of experience in management and supervision.  Qualifications: bachelor's degree, master's degree preferred.  Proficient in computer systems/word processing abilities.  Annual salary range: $42,138 - $52,190, depending on experience.  (1998)

SUPERINTENDENT OF DETENTION SERVICES: Cuyahoga County Juvenile Detention Center is among the largest centers in Ohio.  Summary: The Superintendent is responsible for direct administration and management of the Detention Services Department in accordance with the mission of the Juvenile Court.  Plans, organizes, leads and controls a management team consisting of the Deputy Superintendents to ensure the safe, secure and humane operation of the Detention Center and other detention services.  Qualifications:  Demonstrated leadership skills; ability to select, lead, motivate and supervise staff; and leadership skills in managing a diverse and multifaceted residential and non-residential program.  Master’s degree from an accredited college or university in criminal justice, corrections, public administration, social work, social/behavioral sciences or a closely related field plus 4 years of additional appropriate experience may be substituted for a master’s degree.  Experience:  At least 7 years of experience in administering a juvenile detention center, or having operational responsibility for a major function in a public/private residential facility or a closely related field.  Candidates with a bachelor’s degree must have at least 11 years of experience; at least 3 years of this experience must be in a management or supervisory position with demonstrated ability in supervision, budgeting, planning and program services.  An advanced degree, beyond a master’s degree, may substitute for 6 years of experience. CHIEF ADULT PROBATION OFFICER: San Francisco Superior Court.  A top-level executive is sought to manage the San Francisco Adult Probation Department. Summary: The Chief Adult Probation Officer formulates policies and procedures for the department programs, which includes preparing pre-sentence and diversion reports, adult supervision and collections, and represents the department before the Superior Court, Board of Supervisors and the public. Qualifications: (minimum): a college degree in relevant field (advanced degree desirable); 10 years of increasingly responsible experience in the field of probation, community corrections, law enforcement, or human services; at least 5 years in a management or supervisory capacity. Annual salary range:  $83,232 - $101,085. Comparable public sector benefits. DIVISION DIRECTOR: Probation Department, Alameda County, Oakland, California.  Summary: Alameda County is seeking an exceptional individual to join the Probation Department’s Management team. This challenging position will be responsible for the administration of a major division; including planning, organizing and directing the division’s functions. Qualifications: a BA degree in a behavioral science and 4 years of managerial or administrative experience. Monthly salary range:  $5,772 - $7,022. (1997)

VICINAGE ASSISTANT CHIEF PROBATION OFFICER (Unclassified): Child Support Enforcement Unit, New Jersey Judiciary - Middlesex Vicinage, New Brunswick, NJ. Duties: Under direction of the Vicinage Chief Probation Officer, administers, directs and coordinates all activities for the Child Support Enforcement Unit of the Probation Division; assists in developing and administering policies, statutes, court rules and directives; prepares and administers the budget; recommends assignment of personnel; determines goals and objectives; administers grievance procedures and disciplinary actions; oversees the collection and disbursement of all court ordered monies; arranges training for personnel; and, supervises and evaluates staff. Qualifications:  Bachelor’s degree from an accredited college with or supplemented by 24 credit hours in the social or behavioral science field with four years of managerial or administrative experience in one or more of the following areas:  probation, case management, development and implementation of social service programs, two years of which shall have been in a supervisory capacity over professionals. Applicants who do not possess the 24 credit hours in the social or behavioral science field may substitute one year of additional non-supervisory experience as indicated. A master’s degree in a social science field may be substituted for one year of non-supervisory experience.  Annual salary range:  $45,000 - $70,000. (1997)

DIRECTOR OF PROBATION AND COURT SERVICES: The 18th Judicial Circuit Court of DuPage County, Wheaton, Illinois. Summary: The position is the Chief Managing Officer for a 175 plus person department encompassing adult probation services, juvenile probation services and detention services.  The minimum start salary for the position is $57,000 and is negotiable.  (1997)

CHIEF JUVENILE PROBATION OFFICER: Lycoming County, Williamsport, Pennsylvania. Summary: This position reports to the Director of Court Services and the Juvenile Court Administrative Judge.  This is a professional position of supervisory and administrative responsibilities in a juvenile court system.  The work involves diversified activities within the juvenile court system as well as interfacing with government and community agencies relating to case management and daily operational objectives.  Duties: involve participating, under the direction of the Director of Court Services who reports to the Court Administrator, with policy and program development and implementation according to local court objectives and state law. The Chief will supervise all daily activities of staff, allocation of work, methods of case management employed, coordination of department activities with other court appointed and related offices, interfacing with numerous local and private agencies in order to coordinate services to juvenile offenders, and establish departmental procedures and practices to reflect policy in the community. Qualifications: Bachelor’s degree required; master’s degree preferred in social work, criminal justice, public administration, or any other related area. Minimum of two years of supervisory experience. Annual salary range:  $32,489 - $46,765. (1997)

CHIEF PROBATION OFFICER: Juvenile - Family Court - Juvenile Branch, First Judicial District of Pennsylvania, Philadelphia, Pennsylvania. Duties:  Directs the administration and supervision of juvenile operations involving delinquent and dependent cases; responsible for managing, supervising and training probation staff, generating program policy, procedural developments, interpreting and implementing probation investigations and supervision of programs; manages research, data processing and other support activities; and, establishes and maintains effective relationships with State agencies, professional organizations and service provider organizations. Qualifications: B.S. degree in sociology, psychology, criminal justice or related social service is mandatory, preferably a master’s or doctorate degree. Seven years of progressively responsible professional experience in the field of juvenile probation or juvenile corrections, at least 4 years must have been in a high level administrative management capacity, involving a major function with a large scale juvenile probation or juvenile corrections operation; or an equivalent combination of training and experience. Annual salary range:  $65,000 - $75,000. CHIEF PROBATION OFFICER/COURT ADMINISTRATOR: Family Court of Jefferson County, Birmingham, Alabama.  Duties:  plans and directs administrative and professional social work services in Family Court Administration including juvenile probation services, administrative services, and clerk and register to assure compliance with federal, state, and local guidelines and Judge’s rulings.  Administers contract for child support collection services.  Develops programs and directs interagency endeavors, serves at the pleasure of the presiding judge.  Qualifications:  minimum of master’s degree in Social Science or related field or the combination of master’s degree and experience in related fields, and Alabama Department of Youth Services Certification.  Five years in responsible supervisory position including personnel and budget experiences.  Knowledgeable regarding computers and good communications skills.  Knowledge of laws pertaining to the jurisdiction of the court; rules and regulations of the Personnel Board; good accounting principles; and rules, regulations, and guidelines prepared by state and federal agencies.  Ability to deal courteously and diplomatically with public, able to independently assimilate facts and draw sound conclusions, and to serve the presiding judge in a confidential and loyal capacity.  Performs other related duties as required.  Starting annual salary range:  minimum $50,440. CHIEF PROBATION OFFICER: Court of Common Pleas, Adult Trial Division, First Judicial District of Pennsylvania, Philadelphia, Pennsylvania. Duties: Articulates a vision for the Probation Department and clearly communicates that vision to superiors, subordinates, and those outside the judiciary with whom the judiciary works; directs and supervises all adult probation services; formulates and implements changes in agency policy and regulations; confers with judges and others both within and outside the criminal justice system in order to establish common objectives and goals; supervises in-service training through probation staff and in cooperation with the Office of the Executive Administrator; supervises agency research and data processing activities in cooperation with the Office of the Executive Administrator staff; assists in the preparation of the annual budget (identifies funding resources); coordinates grant programs and manages grants; addresses community organizations and others, and actively participates in local, state, regional, and national meetings; prepares reports on the activities and progress of the agency; reviews pre-sentence or supervisory reports and monthly work analyses to determine staffing and training needs; and evaluates progress in overcoming identified deficiencies. Qualifications: 10 years of professional experience in the field of probation or equivalent juvenile probation or adult or juvenile corrections experience, of which at least 4 years must have been in a high level administrative position. A bachelor’s degree from an accredited college or university in Sociology, Psychology, Criminal Justice, or related social science is mandatory. Appropriate master’s degree is strongly preferred. Experience in urban setting is highly desirable. Applicants must be successful in completion of a selection/interview process and meet approved minimal physical demands of a position in this class. Knowledge, skills, and abilities: thorough knowledge of organizations and management, criminal statutes and case law, probation regulations, criminal justice administration, major state and local agencies and their interaction in urban settings, federal and private grant preparation and administration, human resource management, budgeting and accounting, research methods, computer hardware and software, progressive programs and technologies and their effective application in probation and correctional settings; and supervises the preparation and distribution of various reports and records. Annual salary range:  $55,676 - $77,946. DIRECTOR: Adult Services Division, Arizona Supreme Court, Phoenix, AZ. Duties: Direct state level staff and probation programs.  Manage a multi-million dollar budget; make site visits to adult probation departments; direct development of a statewide automation system for adult probation; coordinate services with other divisions. Qualifications: A minimum of five years broad based adult probation experience and three years of experience supervising professional level staff; bachelor’s degree in criminal justice, psychology or related field. Advanced degree preferred. Must have excellent fund management capabilities, as well as written and verbal communication skills to work successfully with high level executives and legislative representatives e.g., judges, probation chiefs, and staff at all levels. Should understand technical concepts and be computer literate. CHIEF PROBATION OFFICER: San Bernardino County Probation Department, San Bernardino, California. Duties: Formulate and implement policies and programs for the continuous improvement of department operations; direct the preparation of the annual department budget; interface with private and public agencies; and provide recommendations to the superior court regarding changes in the structure and responsibilities of the department. Qualifications: five years of administrative or management experience in a county probation department or similar correctional agency, including experience in program planning and evaluation, fiscal administration, and human resource management.  Salary: $92,138.  (1994)

CHIEF PROBATION OFFICER: Denver County Court, Denver, Colorado. Summary: The Denver County Court is a court of limited jurisdiction; its probation caseload (over 9,000 cases) consists primarily of alcohol-related offenses, domestic violence cases, and weapons cases. The chief probation officer supervises 25 probation officers and 20 support staff in providing probation services for the county court system. Qualifications: baccalaureate degree; three years of experience in senior management, administrative experience in criminal justice, or similar experience. Salary range, $3,390 - $5,407 (monthly). (1994)

CHIEF PROBATION OFFICER: Northern District of Florida. Grade: JSP 14, 15, 16, and 17.  Duties: organize the office; establish policies and procedures to ensure efficient completion of investigative work; ensure the use of appropriate case management methods in supervision programs involving pretrial releases, probationers, parolees, and supervised releases; review and analyze statutory, Judicial Conference, and Parole Commission requirements for administration of pretrial, probation, and parole services; maintain administrative liaison with judges and other agency heads serving the court; direct administrative staff; prepare reports; submit operating budget request to the administrative office; administer annual budget; oversee contractual services for pretrial and probation substance abuse treatment and mental health treatment; recommend candidates for appointment as probation officers; and perform other related duties. Qualifications: a four-year degree from an accredited college with specialization in one or more of the appropriate social sciences; progressively responsible experience managing and working with offenders in community corrections or pretrial programs; and specialized experience of six years (JSP 14), seven years (JSP 15), eight years (JSP 16), or nine years (JSP 17), acquired after receipt of bachelor's degree. Experience in closely related fields such as educator, caseworker, and correctional researcher may satisfy a portion of the specialized experience. Salary: $58,377 - $104,696. CHIEF PROBATION OFFICER: Monroe County, Indiana.  Duties:  manager of adult, juvenile, court alcohol and drug program, community corrections and support staff services, staff of 39, working seven courts. Qualifications:   BA degree, master’s preferred, with five years’ probation experience, two years supervisory, with excellent communication and community relations skills required. Salary range: $35,000 - $40,000. (1994)

ASSISTANT CHIEF PROBATION OFFICER: Alameda County Personnel & Labor Relations, Oakland, California. Duties: prepare and administer annual budget; coordinate probation department's training program; oversee the administrative and financial operations; and act as assistant department head.  Qualifications: A bachelor's degree in a field directly related to human services administration; and five years of full-time experience at the level of camp superintendent, including the supervision of a major program or division in an organization associated with the delivery of services in probation or other justice program. A master's degree in a field directly related to human services administration may be substituted for two years of the required experience. Salary: $71,056 - $86,244.  (1994)

CHIEF JUVENILE PROBATION OFFICER: Allen Superior Court, Family Relations Division, Fort Wayne, Indiana. Duties:  coordinate and supervise juvenile probation services; implement departmental training programs; oversee divisional administrative functions; plan, develop, implement, and evaluate probation programs and services to ensure the effective supervision of juvenile offenders conditionally released into the community; and prepare and administer annual budget of the juvenile probation department and related programs within the Family Relations Division. Qualifications:  A master’s degree in a field directly related to human services administration; and five years of professional, full-time experience involving the development, coordination, analysis, and evaluation of probation or social services. Salary:  $42,759 - $48,909. CHIEF PROBATION OFFICER: County of Alameda, California. Summary: This position is under Civil Service. The department employs approximately 800 full- and part-time staff with a total budget of about $38.9 million. Major services areas are adult and juvenile probation, juvenile halls, an in-custody facility for seriously delinquent boys, and a crisis intervention program. Qualifications: include a B.A. or B.S. in an appropriate field and five years of increasingly responsible broad administrative or managerial experience in probation or corrections. An advanced degree is preferred. Salary open, depending on qualifications. DIRECTOR OF SOCIAL SERVICES (PROBATION): District of Columbia Courts, Washington, D.C.   Duties: The incumbent is responsible for the administration and management of the social services division, which constitutes the probation system for D.C. and consists of approximately 280 employees within three major branches--adult, family, and special services--with responsibility for probation services, intake procedures, marital and family counseling, social casework, or rehabilitation, training, and education programs for adults and juveniles. Qualifications: include a bachelor's degree from an accredited college or university in public administration, social science, or a related field and seven years of managerial experience where the candidate demonstrated the ability to develop, organize, direct, and evaluate policies, programs, budgets, and grant proposals. Evidence must be shown of five years of supervisory experience where the candidate was responsible for an operation consisting of 50 or more employees, or a master's degree in the above fields and six years of managerial experience as indicated above as well as the five years of supervisory experience. Salary is $74,599-90,191 annually.  (1993)

CHIEF PROBATION OFFICER: Juvenile Court of DeKalb County, Georgia.  Duties: The incumbent performs work of considerable difficulty in the management and administration of the probation division of the juvenile court; supervises probation staff consisting of 24-hour intake, assessment, and field supervision officers (40 officers); manages validated case classification system; obtains and administers assignments; prepares and monitors division budget, including supervision fees; coordinates with community leaders, school officials, and interested groups and organizations on delinquency and delinquency prevention efforts; develops and implements programs; develops and implements divisional policies and procedures; reviews practices and policies of divisions to determine effectiveness and adherence to county, state, and federal mandates; and performs related duties as assigned. Salary is $33,504-47,160 annually.  (1993)

CHIEF PROBATION OFFICER IV: 8th Judicial District Probation Department of Colorado.  Summary: Successful applicant will have demonstrated leadership experience and considerable knowledge of current program and multi-disciplinary staff management practices, preferably in probation or closely related field. This position administrates one of the larger adult and juvenile combined probation departments in the state.  Incumbent formulates policies and procedures for the administration of the probation department. Qualifications: include a bachelor's degree in psychology, sociology, business or public administration, or a closely related field, and five years of experience in probation or a related field, including two years in a supervisory capacity. Salary range is $49,416 to $55,216. VICINAGE CHIEF PROBATION OFFICER: Essex County Superior Court, Newark, New Jersey.  Duties: The incumbent supervises and manages probation services within the vicinage; develops and administers policies and directives; enforces statutes and court rules; oversees the supervision of probationers and the enforcement of court-ordered child support; oversees the administrative procedures for the collection and disbursement of court-ordered monies; formulates annual operation plan and budget; ensures the implementation of collective bargaining agreements; acts as hearing officer in grievance and disciplinary actions; and does related work as required.  Qualifications: include graduation from an accredited college with a bachelor's degree in a social or behavioral science field or other field (supplemented by 24 credit hours in a social or behavioral science field) and five years of managerial or administrative experience in one or more of the following areas:  probation, case management, and development and implementation of social service programs (two years of which must have been spent supervising other professionals).  Educational substitutions may be made.  Salary is $51,000-70,000 annually. (1992)

CHIEF PROBATION OFFICER: Court of Common Pleas, Franklin County, Columbus, Ohio.  Summary: Under the direction of the administrative director, the incumbent supervises the work of the adult probation department; ensures enforcement of applicable statutes, court rules, and judicial policies; develops and implements programs and procedures; and performs related work as required.  Qualifications: include a bachelor's degree in the social or behavioral sciences and seven years of experience as a probation officer, four years of which must have been in an administrative or supervisory capacity.  A master's degree in psychology, sociology, corrections, criminal justice, criminology, penology, or public administration is desired.  Salary is competitive and based on qualifications and experience.  (1992)

Pre Trial Services

DETENTION RELEASE OFFICER: Orange County, California. Summary: Under direction, to conduct pre-arraignment interviews and to perform in-office investigations of character and financial status of in-custody defendants, as authorized by a magistrate to determine suitability and approve pre-trial release on own recognizance or ball reduction; to determine eligibility for representation by Public Defender; to present bail and release recommendations to the Court; and to do other work as required. Duties: Investigates background information for in-custody defendants through criminal records, warrant, and computer inquires. Interviews in-custody defendants to obtain factual personal and financial information, such as employment, personal and community ties and references. Verifies financial data and character assessment by contacting family, employers, references, creditors, attorneys, etc. Evaluates defendant's attitude, character, personal and community ties to determine probability of court appearance if released, and evaluates nature of crime committed in order to determine eligibility and as authorized by a magistrate, approve pre-trial release on own recognizance or bail reduction. Confers with district attorneys, defense attorneys, probation and parole officers, public assistance workers, jail staff, and law enforcement agencies regarding defendants. Qualifications: Three years of experience which would have applied the knowledge and abilities listed as minimum qualifications, such as experience in law enforcement or criminal investigation, in the State of California. Education or training in criminology, police administration, or behavioral science may be substituted for one year of experience at the rate of three semester units for one month of experience and one hour of related training for one hour of experience. Salary: $48,318.40-$61,630.40.  (2005)

PRETRIAL OFFICER: Kentucky. Duties: Responsible for conducting background interviews with defendants detained in local jails within twelve hours of arrest. The purpose of this interview is to provide verified information to the trial courts. This information assists in determining if the appropriate conditions exist to obtain pretrial release while ensuring both the return to court and maintaining public safety. Qualifications: Graduate of a college or university and/or equivalent experience preferred. Related training and experience will be considered as a substitute on a year for year basis. Experience with Windows and Microsoft Office Suite preferred. Good communication skills and the ability to cross-train and multi-task are a must. Salary: $10.54/hour. (2005)

PRETRIAL SERVICES INVESTIGATOR: Bartow, Florida. Summary: Comprehensive review of inmates in the Polk County Jail. Daily maintenance of assigned caseload. Investigations into residence, employment, mental health status, third party custody and any other area requested by the court. Duties: Explain PTS program to defendants released from jail. Verification residence, employment and other related information for the court. Obtains local, state and national criminal history information and arrest reports. Contacts law enforcement, public defender, parole officers and community representatives to obtain recommendations, verification and confirmation of information obtained from defendants. Contact victims and family, as appropriate, in order to assist Director in making appropriate release recommendations to the court. Maintain assigned caseload. Send letters to clients who fail to call. Update client’s personal data when necessary. Provide information to clients regarding their case. Attend first appearance. Obtain and verify information on defendants for bond hearings. Attends and testifies during legal proceedings as necessary. Performs any services of investigative or informative nature for the court. Prepares and completes applicable and required forms, report and memorandum. Performs other duties as assigned by the Director. Qualifications: Graduate of an accredited four-year college or university with a Bachelor’s Degree in Criminal Justice, Criminology, Psychology, Sociology or a related field and have a minimum of one-year investigative, criminal justice, social services or related work experience. A comparable amount of training and experience may be substituted for the minimum qualifications. Salary: Hiring Salary: $12.04 Hourly $25,043.20 Annually. (2005)

PRETRIAL SERVICES SPECIALIST: Santa Cruz, California. Summary:  Under general supervision, to interview detainees to gather and analyze background information; make recommendations to the Court concerning bail adjustments and "own recognizance" releases; and performs other duties as required. Pretrial Services Specialists interview detainees, evaluate information provided, and make recommendations regarding release based upon a combination of established criteria and judgment. Duties: Review detention housing files on all inmates brought into custody to determine those eligible for the possibility of release and place those files in priority order; interview detainees in a locked facility covering areas such as residence, ties to the community and employment; verify information obtained in interviews; conduct background checks; gather and review criminal history records; obtain information from a variety of sources such as judges, victims, employers, families and friends of detainees, Probation, Parole, and Mental Health; act as a liaison with records personnel, judges, court staff and other criminal justice and social service agencies; evaluate information, prepare reports, and make recommendations to the Court concerning bail adjustments and conditions for release; appear in court as required to provide information and testimony; maintain files and records regarding case disposition; monitor the status of released persons and investigate the whereabouts of defendants who fail to appear in court; prepare correspondence and paper work such as agreements to appear, reminder letters, bail enhancement forms; compile statistics; answer inquiries from the public, court and detention personnel regarding detainee's status; and enter and access computerized information. Qualifications: Any combination of education and experience, which would provide the required knowledge and abilities, is qualifying, unless otherwise specified. A typical way to obtain the knowledge and abilities would be: two years of experience which demonstrates the ability to investigate and/or interview in a legal, criminal justice or social service environment; or one year of experience and two years of college (the equivalent of 60 semester units) in criminal justice, psychology, penology, sociology or a related field.
