Information Technology Director

CHIEF DEPUTY OF INFORMATION TECHNOLOGY: U.S. District Court of Maryland, Baltimore. Summary: The Clerk of the US District Court for the District of Maryland is seeking qualified applicants for the full-time position of Chief Deputy of Information Technology (IT). The incumbent is responsible for managing all facets of the district court’s IT program as well as the technical support staff. Beyond overseeing the implementation and maintenance of equipment, software and data communication systems, the incumbent will also play a leading role in helping formulate the court’s ongoing short and long range IT plan. Duties: Recommend and implement standard policies and procedures on matters relating to the implementation, utilization and maintenance of hardware, software and databases. Responsible for the procurement, inventory and accountability of all IT support equipment and operational databases in use in the district. Manage all IT activities for the Data Communications Network (DCN). Act as primary liaison with the Administrative Office and vendors for all DCN related hardware and software upgrades as well as installation and testing of various upgrades. Responsible for the management and supervision of the day-to-day operations of the IT staff, including overseeing work responsibilities and evaluating performance on an annual basis. Formulate and manage the court’s IT budget. Identify and develop IT applications that improve operational and administrative functions within the court. Provide support and offer guidance on IT and data communication issues to system staff members in other court units. Qualifications: BS degree in Computer Science, or related field, with four years progressively responsible administrative, technical, and managerial experience. Excellent technical, human relations and communication skills. Required technical skills include proficient experience with PC hardware, software, LAN/WAN, communications, TCP/IP, Microsoft Windows, Novell NetWare, Windows 2003 Active Directory, WordPerfect, Lotus Notes, Lotus Calendar, Microsoft Office and others. Knowledge of relational databases. Knowledge of UNIX and courtroom technology, as well as federal experience, desirable. Required Knowledge, Skills and Abilities: Knowledge and demonstrated expertise in the area of IT, to include the administration and operation of data structure and file systems; data storage and retrieval systems; telecommunications systems; system security; client-server operating systems; testing and quality assurance; system documentation procedures; programming languages and software development methodologies; and network protocols. Ability to communicate with others effectively, both orally and in writing, in order to interact with and make presentations to management and program stakeholders to report project status, develop solutions, resolve problems, or respond to inquiries relating to information systems projects, security technology issues, strategic planning initiatives, and personnel and resources management. Ability to accomplish multiple IT tasks and project assignments, including analyzing a number of alternative approaches in the process of advising management on all aspects of IT system administration and operations. DIRECTOR, INFORMATION TECHNOLOGY: (General Description) Duties: Directs the activity of the Information Technology Department to provide the judiciary with up to date information systems and technological support on a statewide basis. Serves as a key liaison for the judicial branch and related statewide, federal and local automation committees to establish policy, long range planning, inter-branch and inter-agency coordination involving technology integration. Work performed: Identifies, formulates and recommends IT tactical and strategic plans; develops long and short range hardware, software and resource allocation plans; reviews all proposed acquisitions for appropriateness, cost justification and funds availability. Prepares and manages IT budget including determination of needs and justification of requests; monitors fiscal activity to assure conformity to goals and budget constraints; develops short and long range budget plans. Qualifications: Bachelor’s degree in management information systems, computer science, technology management or related field plus eight years of related experience, at least three of which must have been in a supervisory or management capacity.

DIRECTOR OF INFORMATION TECHNOLOGY: Berlin, Vermont. Summary: The person in this position will be responsible for developing long-range plans and programs related to overall policy directions and organizational goals and will oversee the development, integration, and maintenance of the Judiciary's complex information technology systems. The position will report directly to the Court Administrator. The position will be responsible for overall, vision, goals, and objectives for information technology and network systems for the Judiciary.  This person will develop high level processes and data models to support the Judiciary's information technology needs and determine the impact of information technology decisions on the organizational structure and delivery of services. Duties: Manage the information systems department responsible  for supporting the State's multiple jurisdiction courts, including the selection, supervision, training, and evaluation of professional staff. Develop tactics and strategies to enhance information technology efficiency and effectiveness, initiate innovative uses and integration of data systems and advocate for required changes in the areas of principles, policies and design.  Establish and maintain an infrastructure to support information systems within the Judiciary and, where appropriate, with other state agencies. Develop, implement, and maintain the Judiciary's policies and procedures covering information technology, the privacy and security of all protected information an appropriate access to public information. Oversee software development and documentation. Develop and administer the informational technology budget for the Judiciary and identify and seek funding, including grants, for program activities.  Draft product specifications, negotiate the purchase and oversee the testing and implementation of new products. Undertake specified projects and direct task forces for the Court Administrator or designee, including program evaluation and policy analysis. Work is performed with considerable latitude for the exercise of independent judgment and initiate while maintaining an effective and cooperative working relationships with judicial officers, senior directors and managers, and co-workers. Qualifications: Bachelor's Degree AND Six(6) years professional level experience in information technology, project management, system modeling and design, data base administration or systems analysis and operations, INCLUDING four(4) yes in supervisory capacity. M.S. INFORMATION TECHNOLOGY ANALYST 2: Office of Attorney Ethics, Supreme Court of New Jersey, AOC, West Trenton, NJ. Duties: Under the general direction of the Administrative Supervisor 4 (Information Technology Manager), the selected individual will administer a Local Area Network (LAN); monitor communications and/or computer system performance; conduct diagnostic routines and analyze (troubleshoot) advanced information processing, system error conditions, and system hardware and software; evaluate computer system performance data; organize (tune) operating system and network software for optimum performance; implement information security procedures; install, configure, and maintain PC and network hardware and software; analyze (troubleshoot) system hardware and software problems; maintain computer and communication links between the Administrative Office of the Courts and the Office of Attorney Ethics; and perform other related tasks as necessary. Qualifications: Graduation from an accredited college or university with a Bachelor’s Degree. Two years of professional experience in analyzing, designing, programming, troubleshooting, resolving technical problems and/or installing computer systems applications in a mainframe, local area network, or personal computer environment; planning, acquiring, installing and implementing telecommunications facilities and services, wide area networks, or local area networks; generating and maintaining system software; database administration; or systems security. A Bachelor’s or Master’s Degree in Computer Science may be substituted for the required education and one year of experience. ADMINISTRATIVE SPECIALIST 4: Appellate Division, AOC, Trenton, NJ. Summary: The New Jersey Judiciary is seeking an individual who has a theoretical and working knowledge of audio and video recording equipment and its application in the courtroom. Duties: A necessary job component is to provide effective training to operators of court recording and videoconferencing equipment. The selected individual will: monitor recording operators’ performance by visits to courts and identify deficiencies and training needs; work with local personnel to improve performance of these operators; possess knowledge of the use of special equipment to meet ADA requirements (including assistive listening devices); assist judges and trial court staff in developing technical requirements for new courts; oversee the Municipal Courts recording process and video arraignments; develop and design training programs and manuals for audio and video systems; keep an up-to-date inventory of all judiciary equipment in assigned counties; record judicial conferences, seminars, hearings and other confidential matters as required; keep abreast of advances in electronic recording technology; properly maintain vehicle and vehicular records and coordinate preventive maintenance of vehicle. Summary: The New Jersey Judiciary is seeking an administrative professional supervisor to work under the direction of the Court Executive 2b, Manager, IT Operations or other supervisory personnel. Duties: The selected individual will supervise the problem reporting area (Help Desk) and administer Magic TSD software. Other duties include evaluating training needs and insuring that the appropriate personnel are instructed in the use of new equipment or software. Qualifications: Graduation from an accredited college or university with a bachelor’s degree. Three years of increasingly responsible professional experience in customer service large scale mainframe computer systems and complex teleprocessing networks, one year of which shall have included computer operations experience. ADMINISTRATIVE SUPERVISOR 4: Information Technology Office, AOC, Trenton, NJ. Summary: The New Jersey Judiciary is seeking an individual that will supervise/lead professional network and support staff in the Open Systems group. Duties: Requirements will be to analyze, implement and resolve technical problems associated with New Jersey Court TCP/IP network, and security infrastructure. Responsibilities of this position will also include support of the application server environment on IBM RS6000 and pSeries servers, Windows 2003, Firewalls, Switches, Intrusion Protection systems and Wireless devices. INFORMATION TECHNOLOGY ANALYST: Municipal Court Services Division, ATS/ACS Support Unit, AOC, Trenton, NJ. Summary: The New Jersey Judiciary is seeking a qualified candidate to work under the general direction of a Chief Executive in the Municipal Court Services Division, ATS/ACS Support Unit, or other supervisory personnel. Duties: The Selected individual will function as a member of a training, technical assistance or customer support team. In addition to conducting comprehensive ATS/ACS training to municipal courts, vicinage staff, State Police, local law enforcement and other agencies, the individual will also perform needs analysis, prepare statistical reports and correspondence, design and distribute documentation, complete program enhancement specifications and system testing, and perform other related duties. The individual will respond to customer service inquiries from ATS/ACS and related system users and will travel statewide to complete field service and customer support/technical assistance visits. Qualifications: Graduation from an accredited college or university with a Bachelor’s Degree. One year of professional experience using and supporting data processing information systems; conducting data processing user training; and/or teaching or training. COURT EXECUTIVE 2A: Office of Communications, AOC, Trenton, NJ. Duties: The Office of Communications is seeking a highly motivated individual with strong management and communications skills who, under the general direction of the Court Executive 3B (Assistant Director of Internet Services) will be responsible for managing the Judiciary’s Internet and Intranet Web Sites. This individual will also be responsible for developing and implementing short and long-term goals, objectives, policies, and procedures for the Web Sites that support the mission, goals, and objectives of the Judiciary, and for coordinating the work of a web team comprised of six IT professionals. The selected candidate will coordinate and track team work flow and schedules, organize and prioritize projects, assign daily tasks and manage the workload for the web team, compile required statistics, evaluate and assess the work accomplished by the web team to ensure quality, and supervise staff by providing guidance, assistance, and training as required. Additional duties include incorporating the principles of teamwork in the resolution, completion and follow-up of various responsibilities, and serving as the point of contact to the organization on Internet and Intranet web-related matters. ADMINISTRATIVE SUPERVISOR 4: Office of Trial Court Services, Probation Services Division, Intensive Supervision Program, AOC, Trenton, NJ. Duties: The New Jersey Judiciary is seeking an individual to supervise/lead a professional staff and to oversee computer hardware/software installation and support, as well as network operations for both the Intensive Supervision Program and Probation Services Division. The selected candidate will also oversee software development and data collection for the Intensive Supervision Program; assist in the development and administration of policies, programs and procedures; recommend, oversee, conduct and analyze research and statistical reports on various aspects of the Intensive Supervision Program; prepare a computer hardware/software budget; prepare staff performance evaluations; and perform other duties as required. COURT EXECUTIVE 3A: Office of Trial Court Services, Automatic Trial Court Services Unit, AOC, Trenton, NJ. Summary: The New Jersey Judiciary is seeking a dynamic manager to manage and administer the operations of the Automated Trial Court Systems Unit (ATCSU). This unit assists the Information Technology Office (ITO) in the introduction of software enhancements for systems to the vicinages, including the requisite training for staff, state courts and federal agencies. The ATCSU also maintains a help desk for ongoing questions from the field and assists ITO development staff in the specification and design of new development and conducts corollary system testing. Duties: Under the general direction of the Court Executive 4 (Director, Office of Trial Court Services), the selected candidate will manage the coordination of all Superior Court judicial applications, training and implementation of all application areas. This individual will conduct field visits and evaluate Superior Court and Criminal Justice Practices; meet with Executive and Judicial branch representatives; manage the implementation and enhancement of existing software packages; coordinate activities with the ITO; supervise and cross-train professional staff; and work as a member of a team in the Office of Trial Court Services to implement priorities in the computerization area. DATABASE ADMINISTRATOR: Arizona Supreme Court, Phoenix, Arizona. Summary: This position is responsible for technical and administrative work on Arizona Supreme Court’s IBM Informix and Microsoft SQL enterprise databases. Duties: This position a member of database team responsible for daily administration of over 150 IBM Informix and Microsoft SQL databases. The position will act as the control point for identifying, trouble-shooting and resolving system problems and consult with customers on database requirements. In addition, the position will monitor the database management system (DBMS); monitor and tune the database engine based on standard policies; and debug development programs and functions. Qualifications: The position requires a minimum of five years experience with client/server systems with at least three years as an Informix DBA. The position needs experience as an Enterprise Microsoft SQL DBA with knowledge of complex data manipulations and database security. Technical support experience in an AIX and Windows in a multi-system and/or multi-platform environment is essential. COURT OPERATIONS SPECIALIST V COURT SERVICES DIVISION: Arizona Supreme Court Administrative Office of the Courts. Summary: Assists the Automated Services Unit of the Court Services Division in meeting the goals and objectives of the unit, and assists Arizona courts in enhancing the quality of justice provided through improvements in court operations using the AZTEC court automation system. Essential Functions: Provides support to courts on correct and appropriate use of the statewide AZTEC court automation system when calls require knowledge of both court operations and the software product. Duties: include coordination of incident/problem solving efforts between court users and AOC. Manage the expectations of customer base regarding resolution of their reported problems through Remedy (problem tracking software). Responsible for recognizing, researching, isolating and resolving AZTEC problems. Coordinates referrals to appropriate technical, professional or service personnel for services, repairs, training and follow-up. Assists with AZTEC table updates, changes and maintenance. Develops materials to assist users in understanding the table data in the statewide court automation system. Documenting solutions that have been provided to customers to assist in continual building of a knowledge base. Qualifications: Bachelor’s degree and four years of related experience or the equivalent. Excellent oral and written communications skills. Ability to provide highly responsible administrative and technical work performed independently with minimal supervision. Demonstrated ability to work on multiple projects simultaneously. Ability to work effectively with judges, court staff and the public. Ability to communicate orally and prepare written materials using a computer terminal and keyboard. Ability to travel to courts and training sites within Arizona; overnight stays of several days duration may periodically be necessary. Position is not covered by the State Merit System. ADMINISTRATIVE SUPERVISOR 4: New Jersey Judiciary. Municipal Court Services Division, AOC, Trenton, New Jersey. Summary: The New Jersey Judiciary is seeking a qualified candidate with strong organizational, communication and customer service skills to supervise a team within the Municipal Court Services Division Automated Traffic System/Automated Complaint System (ATS/ACS) Support Unit. The systems provide centralized integrated case management and court financial record keeping for the 536 municipal courts and include an on-line statewide electronic traffic and criminal warrant system available to all of the state’s law enforcement agencies. Duties: The team is responsible for program specification development, system, documentation, customer notification and training programs for all system modifications, new releases and interfaces. Reporting to the Chief of Municipal Court Services within the Administrative Office of the Courts, the selected candidate will have extensive contact with municipal court officials, representative of the executive branch at the state, county, and local levels and other public and private organizations. Qualifications: Bachelor’s degree from an accredited college or university needed. Summary: The selected individuals will work in an enterprise service/web environment with the opportunity to use multi-platform technology, structured life cycle methodology and object-oriented methodology. Our software and database environments include: Software: CIC/COBOL, IDMS/ADSO, JAVA, WASD, Visual Basic, Websphere, Focus, Lotus Notes, JAVA Script, MQ Series, PowerBuilder, Rational; Databases: IDMS, DB2, Oracle, Sybase, Lotus Domino, Content Manager, Focus. TELECOMMUNICATIONS ENGINEER: Duties: Under direction, provides engineering and technical telecommunications support for state-wide LAN, WAN and frame relay systems. Designs, plans, configures, implements, controls, monitors and maintains a multi-user, multi-site network in a client server environment. Seeks innovative and state-of-the-art solutions to develop the highest level of responsiveness, production and functionality from the network infrastructure investment. Work performed: Manages a multi-site telecommunications environment to provide network connectivity and stability for court operations and the case management application. Monitors the network for errors that are transparent to users. Resolves problems with the network, including routers, frame relay and modem connection. Orders, or oversees the ordering of, all the hardware and vendor service. Develops technical documentation to incorporate configurations for capacity planning and budget submissions. Qualifications: Bachelor’s degree in engineering, telecommunications, computer science or a related field and six years of general experience in network administration and telecommunications support activities in a multi-user, multi-site environment as a network administrator or network manager. DATABASE ADMINISTRATOR: Duties: (General Description) Under general direction, controls, monitors and maintains data bases for a statewide client-server system with relational databases for multiple servers by combining data from all local servers and providing other justice agencies with access to information. Resolves problems occurring on the system, oversees the management of the data dictionary, installs system software, coordinates database management functions with other information system areas and advises management on planning the database environment. This position is the final arbiter of database modifications and performance initiatives. Work performed: Designs databases and resolves database management problems to ensure data availability and integrity. Implements and maintains database security; defines, allocates and loads physical databases; controls and executes system utilities to create and modify database structure and establishes standards for database performance. Coordinates interfaces with other databases to facilitate data sharing and ensure compatibility. Analyzes system failures and executes procedures to restore system and database operations. Qualifications: Bachelor's degree in computer science, engineering or related field and five years of database administration experience in a multi-user environment, application programming or systems analysis and design. CHIEF INFORMATION OFFICER -- The Wyoming Supreme Court seeks someone to fill a highly responsible, professional, technical and management position. Duties: Plans and directs all the data processing activities and services in the judicial information system including: management of multiple platform (NT,Novell) and database environments with mainframe, client-server and personal computer workstations under LAN's and WAN's system analysis, programming and application development; operation, installation, maintenance, and networking of computer hardware and software; evaluation of current system, coordination, development, and implementation of a future case management system for 150 users; management of all technical staff; and in-depth contact with vendors, end-user technical committees, judges, clerks of court, legislators and other professionals. DIRECTOR OF INFORMATION AND REVENUE--Payments and Collections, Information Systems, and Customer Service Divisions, Municipal Court of Seattle, Seattle, Washington.  Duties:  plans and directs the administrative and technical activities of a multidisciplinary staff of over 70 employees; formulates policy; assures accountability for revenue collection and reporting; represents the court in sensitive negotiations; administers contracts and system support services; and handles inquiries and filings by the public and the bar.  Qualifications:  equivalent of a B.A. degree in business or public administration, criminal justice, computer science, or a related field, and at lease five years of experience managing and administering a service agency in the development and operation of comprehensive MIS/DP systems, and supervising employees representing a wide variety of cultural backgrounds.  Background in court or criminal justice systems is desirable.  Monthly salary:  $4,755. PROGRAM COORDINATOR-- County Attorney Information Systems, Maricopa County.  Duties: direct, plan, budget, coordinate, and prioritize technology-related projects of the county attorney; conduct business, strategic, and tactical technology planning and budgeting for all county attorney projects; manage the intra-agency projects in support of strategic goals of the county criminal justice system; review and monitor projects to ensure consistent and valued results; select and prioritize systems projects that restructure the workplace through technology to produce more effective use of time and resources; provide technical, operational, and security services for all information and telecommunications systems that serve the county attorney; monitor the work of consulting program managers and coordinate objectives;  provide reports and counsel; attend meetings and conferences; and perform other related work.  Qualifications: a bachelor's degree in business administration, computer science, or a related field, and ten years of progressively responsible experience in senior information systems management.  A master's degree in a related field may substitute for up to two years of experience.  Preferred qualifications: experience in advanced project management techniques, matrix management, business re-engineering, and budget decision making; project oversight of information systems projects in distributed computing client/server, and cross-platform architectures; proven implementation records; and success in influencing senior management.  Salary: $60,507.  (1994)

COURT INFORMATION SYSTEMS (CIS) MANAGER-- Douglas County Courts, Minden and Lake Tahoe, Nevada.  The CIS manager will be responsible for two Novell 3.x installations.  Duties:  providing help desk and training to system users; maintaining the documentation library; maintaining tables for the CIS custom software package; working with the hardware and network support vendor; and providing liaison with county information systems.  Qualifications:  Novell experience; expertise with DOS, WordPerfect for DOS, and Lotus; knowledge of hardware and software components.  Novell certification; SQL, C, and Microsoft Mail experience; and a background working with judges and clerks are highly desirable.  Salary commensurate with experience.  (1994)

MIS DIVISION DIRECTOR-- Arizona Supreme Court, Phoenix, Arizona.  Duties:  direct the projects, staff, and operations of the management information systems division in automating the Arizona court system; provide support with PCs, terminals, printers, etc.; manage the data center operations and managing systems networks; develop management information systems division policies, procedures, and standards; ensure effective coordination between court projects and application systems; serve as staff to committees and the statewide commission on technology; manage automation contracts and a multimillion dollar budget; and maintain cooperative working relationship with other courts, AOC staff, and contractors to achieve general organizational and specific project goals.  Qualifications:  training and experience equivalent to a bachelor’s degree in computer information systems, public administration, or a related field plus seven years’ related experience, including four years of management experience.  Some court experience is highly desirable.  Must have demonstrated ability to plan, organize, and manage multiple large-scale projects simultaneously, strong management skills, excellent verbal and written communications skills, and contract and budget management skills.  Applicant will be required to undergo a background investigation.  This position is not covered by state merit system.  Salary range:  $60,230 - $70,676.
