Information Technology Director

CHIEF INFORMATION OFFICER -- The Wyoming Supreme Court seeks someone to fill a highly responsible, professional, technical and management position. Duties: Plans and directs all the data processing activities and services in the judicial information system including: management of multiple platform (NT,Novell) and database environments with mainframe, client-server and personal computer workstations under LAN's and WAN's system analysis, programming and application development; operation, installation, maintenance, and networking of computer hardware and software; evaluation of current system, coordination, development, and implementation of a future case management system for 150 users; management of all technical staff; and in-depth contact with vendors, end-user technical committees, judges, clerks of court, legislators and other professionals. Qualifications: Must have proven management experience in planning, development, implementation and management of a court automation project, at least a bachelor's degree in computer science, or a master's degree in a related field and five years of experience with court automation projects. DIRECTOR OF TECHNOLOGY -- North Dakota Supreme Court, Bismarck, ND.  Summary: Under the direction of the state court administrator, responsible for the planning, development, acquisition, and implementation of technologies in the courts.  Develops long-range plans for various court technologies.  Supervises programmers and related data processing staff.  Qualifications: Bachelor's degree with a major in computer science or related field, supplemented with at least five years of computer management experience.  Prefer documented programming experience in mainframe or mini-computer language (such as Visual Basic, Access, SQL server, C, RPG), extensive background in network administration and extensive experience with the IBM AS/400, Windows NT, Microsoft Back Office, Microsoft Office Suite, with client-server background and understanding.  Prefer knowledge of the operations of courts normally gained through two years of experience within a court system or specialized education.  Good communication and interpersonal skills required.  Starting salary:  $36,960. DIRECTOR OF INFORMATION, RESEARCH AND PLANNING SERVICES -- The Superior Court of Pima County in Tucson, AZ.   Duties: Reporting directly to the Court Administrator/Chief Adult Probation Officer, plans, directs and oversees management of the Information Technology, Research, Evaluation & Statistics, and Planning functions of the Court.  This includes management of all automated information services and related budget, and reviewing, evaluating and making recommendations for the integration of information systems within Pima County Courts and the Clerk of the Superior Court.  The Director will also develop and manage the Court's budget for data processing systems and equipment, research and planning functions, and associated resources; recommend policy and procedural changes; implement and evaluate policy decisions; analyze complex data and make decisions within scope of authority; conduct and participate in special administrative and operational studies or projects.  Qualifications: are a master's degree from an accredited college or university with a major in computer science, MIS, business, public or judicial administration or a closely related field and five years of professional level administrative experience, preferably in a court organization.  (Additional relevant experience/education may substitute for a portion of the aforementioned education/experience.)  Salary negotiable. DIRECTOR, JUDICIAL INFORMATION SYSTEMS -- The Administrative Office of the Courts is seeking a dynamic senior technical manager to lead the Maryland Judicial Information Systems.  Duties: Manages 100+ staff; plans and administers operational budget.  Determines long-term needs and overall strategies for development and management of Judiciary-wide information technology.  Oversees software, hardware and related technology design, development, acquisition, maintenance, and integration (mainframe, micro, mini and client/server computing applications); computer-based transaction processing and reporting; and data and information warehousing and analysis.  Assures integrity of Judiciary data through information security and access management.  Identifies changes and trends in computer and systems technology.  Qualifications:  BS or equivalent experience in Computer Science or related field: 10 years of progressively responsible experience in a computing environment (5 years at managerial level); familiarity with state-of-the-art technologies (relational databases, 4th generation languages, multiprocessing, imaging, large-scale communications networks); demonstrated ability to successfully manage concurrent, multiple large-scale projects; exceptional oral/written communications and interpersonal skills.  Prefer:  experience with IBM mainframe systems networked into a distributed environment (mini and microcomputers).  Salary negotiable.   (1998)

ADMINISTRATOR, INFORMATION SERVICES BUREAU -- Los Angeles Superior Court and Administratively Unified Courts.  Duties:  Overall administrative and technical responsibility for managing and integrating comprehensive information systems and technology programs and services including planning, analysis, design, implementation, operation, and maintenance of new and existing automated systems, networking and data communication systems and technology.  These systems include, but are not limited to case processing and management, legal research and judicial support, support of administrative and financial functions, data collection and management reporting, and office automation for twelve Superior Court districts and three Municipal Courts in 28 locations throughout Los Angeles County.  Qualifications: (preferred)  Bachelor’s degree in information systems management, computer science, public administration, business administration or a related field and five years of experience in an administrative or management capacity directing or assisting in the direction of a large court information systems division.  Additional desirable qualifications:  experience in planning, acquisition and implementation of automated case management systems in a large trial court environment; managing and building Information Technology teams, working effectively across all levels of the organization, creating an end-user service orientation and optimizing limited resources; administering a computer center with extensive network systems; and working with other agencies in development and implementation of coordinated information systems.  Extensive technical knowledge and skills in a variety of hardware and software environments and excellent interpersonal and oral/written communications skills are a must.  Annual salary range:  $69,567 - $104,351.   (1997)

DIRECTOR OF AUTOMATION AND TECHNOLOGY -- District of Maryland.  Summary: The Director is a member of the Clerk’s staff and is responsible for managing all facets of the automation program as well as the technical support staff.  Incumbent will also play a leading role in helping to formulate the court’s ongoing short- and long-range automation plan.  Qualifications:  Applicants must possess a MIS degree with five years of managerial experience and excellent technical, human relation and communication skills.  Annual salary:  $51,625 - $83,951 (CL30). COMPUTER SERVICES MANAGER -- King County Superior Court, Seattle, Washington.  Seeking a Computer Services Manager to manage the King County Superior Court computer systems and assigned staff.  Duties: include: managing staff including Sr. LAN Administrator, Data Base Administrator, PC Technician, trainer and programmers involved in the design, analysis, maintenance, programming and resolution of user-problems for automated, information systems. Develops needs assessments; cost benefit and alternative analysis; evaluates computer proposals, selects and negotiates contracts with vendors; and manages contracts and related budgets.  Serves on the Superior Court management team; provides advice and direction to Court Administrator, Judges and staff on computer related projects.  Qualifications:  Bachelor’s degree in computer science, engineering or related field and four years of experience in systems development, project management, computer programming and system modeling and design.  A master’s degree is preferred.  Experience managing multiple complex projects and supervising staff is required.  At least two years of working knowledge with the following is required:  RDBMS (Informix), SQL (direct and embedded), Power Builder, Visual Basic, COBOL and HTML.  Working knowledge of Internet/Intranet with experience setting up WEB pages is required.  Familiarity with automated court information systems is desirable.  Annual salary range:  $55,889 - $70,366. DIRECTOR/JUDICIAL DATA CENTER -- Alabama Unified Judicial System, Montgomery, Alabama.  The Alabama Administrative Office of Courts is accepting applications from qualified, motivated individuals to fill the position of Director/Judicial Data Center.  Duties: This employee coordinates and directs all data processing activities for the Judicial branch of government (trial courts) in the State of Alabama, including equipment selection, systems analysis, programming, and operations within a large (IBM-9121-62) mainframe class environment with 4,000 terminals and 600 printers installed statewide.  Duties include supervision and management of a staff of 13.  Some travel is required.  The employee reports directly to the Administrative Director of Courts.  Qualifications:  Bachelor’s degree in computer science or management information services preferred.  Minimum of five years recent mainframe experience in a management role in MIS, including supervisory/management responsibilities.  COBOL and CICS experience required.  Annual salary range:  $58,188 - $88,582. COURT TECHNOLOGY MANAGER--Kern County Superior and Municipal Courts, Bakersfield, California.  Duties:  coordinates and provides systems development planning and analysis, implementation services, training, and on-going support/management of a diverse range of technologies utilized throughout the Kern County Courts including but not limited to:  LAN/WAN/Microsoft Windows NT/Novell, mainframe criminal justice information system (CJIS), civil case processing (CPS), collection case management (CUBS), telecommunications, and video technology.  Familiarity with a fourth generation language, client-server, and modular systems development through standard protocols is desired.  Supervises technical and support staff; participates in and coordinates training and implementation activities; prepares program and project plans to implement program goals and objectives; prepares written operations and training manuals; conducts studies; analyzes and meets with users to identify automation solutions to improve procedures and recommends the appropriate application; researches and evaluates package software; and, upgrades existing software.  Qualifications:  bachelor’s degree in information systems or a related field, minimum five years of technical and management experience, experience in justice system operations and specifically in court support is also desired.  Strong planning, organizing and managing abilities, good oral and written expression, ability to successfully complete multiple projects and tasks is required.  Annual salary range:  $46,140 - $56,328, plus a competitive management benefits package.  (1996)

COURTS USER LIAISON-- County of Chester, West Chester, Pennsylvania.  Duties:  coordinates all computer usage within the court system and serves as liaison between the courts and court-related departments and the central computing agency of the County.  Incumbent will investigate, evaluate and make recommendations on all aspects of technology for use within the court system.  Qualifications:  associate’s degree or equivalent experience with working knowledge of Banyan Vines LAN.  Working knowledge of WordPerfect, WordPerfect Office, Lotus 1-2-3, on-line applications and database design is also helpful.  Annual salary range:  $29,473 - $44,210.  (1995)

DEPUTY ADMINISTRATOR FOR INFORMATION TECHNOLOGY--State Judicial Council/Third Judicial Circuit, Detroit, Michigan.  Duties:  under the administrative direction of the Circuit Court Administrator, plans and directs the development of proposed strategic policies for information technology; implements the approved strategic policy for information technology by planning, directing, and evaluating its tactical implementation; administers the staff and activities of the medium-sized data center; and performs related duties as required.  Subject to specific assignments and approval of plans by the Chief Judge and/or Circuit Court Administrator; acts in accordance with established court policies, directives, rules and regulations; with authority to plan and organize procedures, and with accountability for the efficient operation of activities.  Qualifications:  bachelor’s degree with a major in computer science or a related field, preferably a master’s degree in business, public or judicial administration; seven years of progressively more responsible experience in systems development or technology planning, preferably in a DEC environment, including five years of supervisory or managerial experience; excellent work organization skills, initiative and resourcefulness in collecting, analyzing, and presenting information and identifying and resolving problems; excellent human relations and oral and written communication skills.  Starting annual salary range:  $52,435 - $72,793. DIRECTOR OF INFORMATION AND REVENUE--Payments and Collections, Information Systems, and Customer Service Divisions, Municipal Court of Seattle, Seattle, Washington.  Duties:  plans and directs the administrative and technical activities of a multidisciplinary staff of over 70 employees; formulates policy; assures accountability for revenue collection and reporting; represents the court in sensitive negotiations; administers contracts and system support services; and handles inquiries and filings by the public and the bar.  Qualifications:  equivalent of a B.A. degree in business or public administration, criminal justice, computer science, or a related field, and at lease five years of experience managing and administering a service agency in the development and operation of comprehensive MIS/DP systems, and supervising employees representing a wide variety of cultural backgrounds.  Background in court or criminal justice systems is desirable.  Monthly salary:  $4,755. PROGRAM COORDINATOR-- County Attorney Information Systems, Maricopa County.  Duties: direct, plan, budget, coordinate, and prioritize technology-related projects of the county attorney; conduct business, strategic, and tactical technology planning and budgeting for all county attorney projects; manage the intra-agency projects in support of strategic goals of the county criminal justice system; review and monitor projects to ensure consistent and valued results; select and prioritize systems projects that restructure the workplace through technology to produce more effective use of time and resources; provide technical, operational, and security services for all information and telecommunications systems that serve the county attorney; monitor the work of consulting program managers and coordinate objectives;  provide reports and counsel; attend meetings and conferences; and perform other related work.  Qualifications: a bachelor's degree in business administration, computer science, or a related field, and ten years of progressively responsible experience in senior information systems management.  A master's degree in a related field may substitute for up to two years of experience.  Preferred qualifications: experience in advanced project management techniques, matrix management, business re-engineering, and budget decision making; project oversight of information systems projects in distributed computing client/server, and cross-platform architectures; proven implementation records; and success in influencing senior management.  Salary: $60,507.  (1994)

DIRECTOR OF INFORMATION SERVICES-- Franklin County Municipal Court, Columbus, Ohio.  Duties:   provide information-processing services to all divisions and departments of the Franklin County Municipal Court and the Franklin County Municipal Court clerk by directing long-term MIS planning; enhance, expand, and manage existing computer systems; develop and implement new computer systems; advise the court and the clerk on information-processing matters; manage technical support staff; investigate and make recommendations on the use of technology to improve court operations; and interact with other public and private entities.  Qualifications:  bachelor’s degree in any field plus four years experience in strategic MIS planning and the development, implementation, and management of multi-user computer systems; or a post-baccalaureate degree in the computer science field plus two years of such experience; or eight years of such experience with less than a baccalaureate degree.  Salary:  $42,500 - $50,000. COURT INFORMATION SYSTEMS (CIS) MANAGER-- Douglas County Courts, Minden and Lake Tahoe, Nevada.  The CIS manager will be responsible for two Novell 3.x installations.  Duties:  providing help desk and training to system users; maintaining the documentation library; maintaining tables for the CIS custom software package; working with the hardware and network support vendor; and providing liaison with county information systems.  Qualifications:  Novell experience; expertise with DOS, WordPerfect for DOS, and Lotus; knowledge of hardware and software components.  Novell certification; SQL, C, and Microsoft Mail experience; and a background working with judges and clerks are highly desirable.  Salary commensurate with experience.  (1994)

DIRECTOR, MANAGEMENT INFORMATION SERVICES (MIS)-- Montgomery County Common Pleas Court, General Division, Dayton, Ohio.  Duties:  develops and operates computer systems and networks within the court; develops budget proposals and long-term MIS plans; assigns project tasks and supervises staff engaged in analysis and system development; analyzes information-processing needs and recommends solutions; participates in development of a system wide justice information system for the county; and supervises modification, maintenance, and customization of software used by the court.  Qualifications:  M.S. in computer science or MIS with three years' experience in system development or B.S. with nine years' applications-programming experience; experience in managing software and hardware development; knowledge of various fourth-generation software packages; working knowledge of DOS and UNIX or other mini- and mainframe operation systems.  Knowledge and interest in expert systems and experience in systems analysis and design, software engineering, and related system design preferred.  Salary:  $50,000 - $62,500.  (1994)

MIS DIVISION DIRECTOR-- Arizona Supreme Court, Phoenix, Arizona.  Duties:  direct the projects, staff, and operations of the management information systems division in automating the Arizona court system; provide support with PCs, terminals, printers, etc.; manage the data center operations and managing systems networks; develop management information systems division policies, procedures, and standards; ensure effective coordination between court projects and application systems; serve as staff to committees and the statewide commission on technology; manage automation contracts and a multimillion dollar budget; and maintain cooperative working relationship with other courts, AOC staff, and contractors to achieve general organizational and specific project goals.  Qualifications:  training and experience equivalent to a bachelor’s degree in computer information systems, public administration, or a related field plus seven years’ related experience, including four years of management experience.  Some court experience is highly desirable.  Must have demonstrated ability to plan, organize, and manage multiple large-scale projects simultaneously, strong management skills, excellent verbal and written communications skills, and contract and budget management skills.  Applicant will be required to undergo a background investigation.  This position is not covered by state merit system.  Salary range:  $60,230 - $70,676. MANAGER OF INFORMATION SYSTEMS--Judicial Information Division, New Mexico Supreme Court, Santa Fe, New Mexico.  Duties:  responsible for developing an appropriate organizational structure to support current and future statewide information systems’ objectives, proposing and monitoring staffing and budgeting requirements, hiring and training qualified personnel, ensuring staff maintains highly technical and specialized knowledge, and developing reporting methods to establish program accountability; responsible for large complex information systems’ budget submission, justification, and monitoring, involving multiple funding sources; confers with and advises subordinates on administrative policies and procedures, technical problems, priorities, and methods; and ensures that activities are completed in the most competent, efficient, and effective manner.  Qualifications:  advanced knowledge of systems analysis, program design, and current practices and developments in data processing; knowledge of administrative, personnel, fiscal, planning and management principles, methods, and techniques; knowledge of court functions, responsibilities, and procedures; ability to analyze manual systems, perform cost analyses, develop recommendations regarding hardware and software needs, and design and organize automated systems; ability to effectively manage a professional, technical, and clerical staff; and ability to teach a professional discipline as necessary.  A bachelor’s or advanced degree in computer science or a related field, together with significant continuing education, and extensive experience in systems analyses requiring high-level decision making and significant management experience are desirable.  Salary range:  $63,989. JUDICIAL INFORMATION LIAISON--Court of Common Pleas, West Chester, Pennsylvania.  Duties: provide user liaison support for judges; provide technical advice on acquisition of office automation; assist the court staff in the use of office automation systems; evaluate computer hardware and software and make recommendations on their use; and repair user documentation as required.  Qualifications: computer experience directly related to court function, and a working knowledge of Bayon Vines LAN, Word Perfect Office, and Lotus 123.  Salary range: $31,080 - $46,620.  (1994)

INFORMATION RESOURCE SERVICES MANAGER-- South Carolina Court Administration, Columbia.  Duties: perform needs assessment activities, tactical and strategic planning, and program development; organize and allocate resources; and design, procure, implement, and monitor information systems.  Qualifications: a bachelor's degree and five years' experience in automated information systems design, procurement, implementation, and operation, including three years of supervisory or management experience; or any combination of years of equivalent education, training, or experience.  Applicant must possess extensive knowledge of the operating policies and procedures typically observed in state government.  Maximum salary: $48,960.  (1994)

INFORMATION SYSTEMS ADMINISTRATOR--Superior Court of Arizona in Maricopa County, Phoenix, Arizona.  Qualifications:  bachelor’s degree and seven years’ experience in senior information systems management; pertinent experience includes project management of systems migration from mainframe to distributed computing; i.e., client/server, networks, in large, complex organizations; proven implementation history required; master’s degree will substitute for two years of required experience.  Salary range:  $55,099 - $68,868. DIRECTOR OF INFORMATION SYSTEMS--Administrative Office of the Courts, Judicial Information Systems, Annapolis, Maryland.  Summary: The incumbent manages all data processing activity of a department with 100+ employees and provides leadership in the selection, development, and application of all information technology and the planning, scheduling, coordination, and analysis of all computer systems projects.  Qualifications:  A bachelor's degree in computer science, information systems, or related work experience; demonstrated technical ability; strong managerial background; seven years of progressively responsible experience in a computing environment; and familiarization with state-of-the-art technologies utilizing relational databases, multiprocessing, imaging, and large scale communications networks.  Preference will be given to those with exposure to large IBM mainframe systems, which are networked into a distributed computing environment, consisting of both mini- and microcomputers.  Salary to high 60s, depending one experience.  (1993)

DIRECTOR OF INFORMATION SYSTEMS--Municipal Court, Seattle, Washington.  Summary: The incumbent plans and directs all information systems activities for the court and leads the court's transition to full client/server computing as the court's information system is expanded and enhanced to a state-of-the-art INFORMIX OnLine/4GL system that runes on a Sequent 2000/700 (one of the largest Informix OnLine/4GL applications in the world).  Qualifications: A related B.A.; five years of professional data-processing experience; and five years experience as a systems manager.  Preferred background includes project management, planning, budgeting, and UNIX environment.  Salary is $52,012 annually, with an increase in six months to $53,995.  (1992)

DIRECTOR OF TECHNOLOGY AND PLANNING--State Court Administrator's Office, Bismarck, North Dakota.  Duties: The incumbent has overall responsibility for statewide judicial planning and acquisition and implementation of technologies in the state court system, including the installation of a statewide trial court information system; trains personnel to use the trial court information system and PC-based software, such as dbase and Lotus; and oversees the development of the biennial state judicial master plan.  Qualifications:  include a degree in judicial administration or completion of the ICM Court Executive Development Program and three years of administrative experience in the courts, a strong background in computer hardware and software in a court setting, and considerable experience in judicial planning.  Salary is $32,748 annually.  (1992)

INFORMATION SYSTEMS MANAGER-- Orange County Superior Court, Santa Ana, California.  Duties: The incumbent develops, directs, and implements all policies and activities that support the court and county clerk information/computer systems operation; is responsible for hardware and software design and implementation; development of requirements and scope of work documentation and contract development and administration.  Environment includes IBM 3090, Unysis 5000/95 and 6000/80 UNIX-based systems and FileNet document image processing.  Qualifications: Seven years of progressively responsible systems project administration and management, two years of which must have included supervisory experience and completion of 24 semester units of college level computer science courses or equivalent training.  Salary is $5,379-6,613 monthly.  (1992)
