Personnel/Human Resources Administration

PERSONNEL OFFICER : Superior Court in Mohave County, Kingman, Arizona.  Summary: This is a new unclassified (At-Will) position which is responsible for personnel administration including recruitment and selection; classification and compensation; Merit Rules and Commission administration; disciplinary investigations; EEO compliance; and related areas.  Qualifications: Requires bachelor's degree in public, business, judicial or human resources administration or related field and 3 or more years of relevant experience.  A master's degree and additional 2 years of supervisory experience are preferred.  Annual salary range:  $32,323 - $43,160.  (1998)

PERSONNEL COORDINATOR (Unclassified) : New Jersey Judiciary-Middlesex Vicinage, New Brunswick, NJ.  Summary: Under the direction of the Human Resource Manager and Administrative Assistant I for Human Resources, ensures the effective implementation of personnel systems and procedures by administering, coordinating and overseeing the personnel function for the vicinage including recruitment, classification and payroll/benefits administration.  Qualifications:  Graduation from an accredited college with a bachelor's degree and two years of professional experience in coordinating and administering the activities of a personnel program in a public or private organization.  Applicants who do not possess the required education may substitute additional experience as indicated on a year-for-year basis.  A master's degree in human resources, public administration, business administration, or related field may be substituted for one year of experience.  Annual salary range:  $26,000 - $60,000.   (1998)

PERSONNEL ASSISTANT, 203 : Office of Human Resources and Statistics, Human Resources Division, Court Services Branch, Washington, D.C.  Summary: This is a temporary position not-to-exceed three years.  The Human Resources Division administers a comprehensive excepted service human resource program for over 20,000 employees of the Federal Judiciary.  The Court Services Branch provides personnel management services to the courts in the areas of position classification, organizational and qualifications analysis, staffing, and benefits administration.  The incumbent may be assigned to the Systems Modernization Project (SMP) implementation team participating in sessions with the contractor in which detailed design requirements are developed and settled and test scenarios are written and validated.  Finally the team would serve as the equivalent of a regular operations unit for all parallel testing activities (input and quality control of personnel and payroll actions).  Alternatively, the incumbent may be assigned to a team with responsibilities for providing day-to-day payroll and personnel services to an assigned servicing area.  Salary potential:  $42,209. HUMAN RESOURCES SPECIALIST : Michigan Court of Appeals, Court Administrative Office, Lansing, Michigan.  Summary: Progressive State Court organization seeks experienced personnel generalist.  Knowledge of recruitment, skills assessment, selection and orientation, performance evaluation, employee recognition, training, preparation of employee manuals, records and timekeeping and employee relations.  Occasional statewide travel.  Annual salary range:  $39,300 - $54,705.  (1997)

TRAINING OFFICER: Administrative Office of the Courts, Augusta, Maine.  Duties:  responsible for the development, implementation, and coordination of judicial and staff education and training  (E&T) curriculums, conferences, and programs; oversees the development of “in-house” faculty for E&T programs; and works closely with and acts as the liaison officer to the Judicial Education Committee and to employee E&T committees.  Additionally, this position shall provide assistance in the administration of other human resource activities, as assigned, and shall report to and work under the guidance of the State Court Administrator.  Qualifications:  bachelor’s degree in an appropriate field of study, plus a graduate degree or certification in education or a related discipline, and two years of directly related experience.  Specialized courses of study, training, or additional relevant experience may be considered to offset the aforementioned graduate academic requirement.  Annual salary:  $34,242. HUMAN RESOURCES SPECIALIST (two vacancies): Los Angeles Municipal Court, Los Angeles, California.  Duties:  assists with matters of employee relations, recruitment and selection and generalist duties.  Must be able to provide support in employee relations, workers’ compensation, recruitment and selection, test development, HR training, and union relations.  One specialist will have primary responsibility with recruitment and selection activities, while the other specialist will be primarily involved with employee relations activities.  Qualifications:  candidates will have at least three years of increasingly responsible professional experience providing personnel support in either employee relations or recruitment, selection, and test development.  Candidates must be proficient with HRIS and computer applications.  No salary information given. PERSONNEL ANALYST:Administrative Office of the Courts, San Francisco, California.  Duties: conduct classification and compensation studies; and organize development, policy development, AA and EEO, benefits, recruitment, training, and workers' compensation.  Qualifications: a bachelor's degree and three years of analytical personnel management experience; additional experience may substitute for the required education.  Salary: $4,029 - $4,897 per month.  (1994)

JUDICIARY PERSONNEL ASSISTANT I: Administrative Office of the Courts, Trenton, New Jersey.  Duties: The incumbent provides professional and technical assistance and support to vicinages on human-resource-related matters, including position classification, performance evaluation, employee incentive/recognition programs, and recruitment, selection, and appointment of R.1:33 employees; helps develop and implement personnel policies and procedures affecting trial court employees; works with vicinage personnel coordinators; and directs the collection of data and the preparation of management reports regarding personnel issues.  Qualifications: include a bachelor's degree from an accredited college and four years of technical experience in a personnel program of a public or private organization, one year of which must have been in a supervisory capacity.  Knowledge of dBase III is desirable.  Experience as indicated above may be substituted for the required degree on a year-for-year basis.  Educational substitutions may be made.  Salary is $39,867-55,820 annually.  (1992)

PERSONNEL TECHNICIAN: Municipal Court Personnel Division, Los Angeles, California.  Summary: The incumbent assists with general and specialized personnel assignments and must be able to provide specialist support in one or more of the following areas:  compensation/classification, benefits administration and workers’ compensation, labor relations and negotiations.  Qualifications: include a bachelor’s degree from an accredited college and three years of experience in a responsible staff capacity in a personnel office, analyzing and making recommendations for solving human resource issues in the workplace.  Understanding of civil service rules, background in benefits administration, background in labor relations and negotiations, strong oral and written communication skills, and computer literacy are desirable.  Salary is $3,102-3,844 monthly.  (1991)

EQUAL EMPLOYMENT OPPORTUNITY OFFICER: Administrative Office of the Courts, Trenton, New Jersey.  Summary: The incumbent directs and manages the EEO/AA unit of the human resources division.  Qualifications: include a bachelor’s degree form an accredited college; four years of professional experience involving the development, design, and implementation of EEO/AA plans or involving the development and monitoring of programs designed to further the training and employment opportunities of the protected class members in a medium-sized private or public organization, two years of which must have been in a supervisory capacity overseeing a professional and clerical staff.  Non-supervisory experience may be substituted on a year-for-year basis for the required degree.  A master’s degree in public or personnel administration or a related field may be substituted for one year of the non-supervisory experience.  Salary is $46,152-64,620 annually.  (1991)
