Duties: Under the general direction of the Trial Court
Administrator, the Vicinage Finance Manager, or other supervising officer,
reviews action forms from the point of view of funds and the necessity and
advisability of the requests, collects information for and prepares
statistical and other data for the use of the supervisor and for inclusion
in the annual budget; on the basis of information at hand, organizes data
and information with a view toward the development, formulation and
recommendation of standards to be applied; critically reviews budget
requests submitted by division managers and prepares recommendations
thereon; confers with and advises managers concerning their operating
requirements, fiscal procedures, and budget requests; examines accounting
methods and procedures and recommends changes to bring about increased
accuracy, economy of operation and improved reporting; interprets
technical accounting and financial data; maintains records and files; acts
as a liaison between the budget officer, the human resources manager and
the division managers; and performs other related duties.
Qualifications: Bachelors
degree with two years of experience in the maintenance or review of
budgetary and fiscal records. Applicants
who do not possess the required education may substitute experience as
indicated above on a year-for-year basis.
A masters degree in business or public administration,
accounting or finance may be substituted for one year of the indicated

Duties: assists
the Court Controller plan and directs court financial management
activities; supervises the performance of assigned auditing, budgeting,
accounting, and related financial activities; individually performs
difficult and responsible special assignments relating to budget analysis,
accounting, and financial problems. Qualifications:
bachelors degree with a major in accounting and preferably
college-level course work or professional seminars in finance and
budgeting; five years of increasingly responsible, successful accounting
experience in public accounting or for a medium to large organization
including a minimum of two years in a supervisory capacity, preferably for
the same employer; knowledge of contemporary accounting and budgeting
theories and practices as applied to governmental and administrative
decisions affecting court financial management; familiarity with data
processing applications for accounting and financial management systems
including data processing auditing practices and procedures; knowledge of
effective management techniques for a large, unionized court setting;
demonstrable skills in organizing work, research, auditing, oral and
written report preparation and delivery, identifying and resolving
problems, as well as demonstrable abilities to develop financial and other
operational systems to accurately control financial management activities;
ability to work well with judges, court executives, government officials,
auditors, members of the public, and subordinate employees.

BUDGET
ANALYST (COURT MANAGEMENT ANALYST II): The
Judicial Council of California
, San Francisco.
Duties: The incumbent will assist with the development and
preparation of trial court budgets and support general budgeting and
strategic planning activities of the Judicial Council.
Specifically, the budget analyst will conduct special studies, data
collection, statistical research, and fiscal (revenue and expenditure)
analysis; prepare management reports concerning trial court funding;
review, analyze, and summarize court budget requests; monitor budgetary
appropriations; perform fiscal and policy analysis of legislation
affecting the judicial system; and provide justifications for budget
requests submitted to the legislature.
Qualifications: graduation
from a four-year college or university, preferably with a major in
business, economics, public administration, political science, or closely
related field; three years of increasingly complex analytical experience
with nonprofit government budgeting, fiscal and policy analysis, or
program evaluation, preferably including at least one year of
court-related experience. (Additional
relevant experience may be substituted for the required education on a
year-for-year basis.) One year
of analyst experience in the California
judicial branch at a level
equivalent to a Court Management Analyst I may substitute for other
education and experience requirements.
Desirable qualifications: a
graduate degree in any of the above fields and proficiency with PC
spreadsheets, databases, and word-processing programs.
Salary, $4,029-4,897 monthly. (1994)
COURT
COLLECTIONS OFFICER:
Mohave
County
Superior Court, Kingman, Arizona. Duties: under
direction of the court administrator, performs administrative
work in developing, analyzing, and coordinating the fines
collection program and activities for the county court system,
which includes performing field and administrative work to
locate individuals and collect outstanding fines and payments. Qualifications:
three or more years of progressive experience in skip tracing
and use of government records; bachelors degree in
accounting, business, or public administration is desirable.

incumbent performs work in the administration and supervision of
the court collections program. Qualifications: include an
associate's degree in criminal justice, administration,
psychology, sociology, or a related field and 3-5 years of
progressively responsible experience collecting and processing
payments, preferably in a public/governmental agency. Salary is
