Finance Director

ACCOUNTS MANAGER: (Unclassified) New Jersey Judiciary - Middlesex Vicinage, New Brunswick, NJ.  Duties: Under the direction of the Vicinage Finance Manager or other high level supervisor, manages the financial operations within several court divisions including the collection of revenues, bail, bail forfeitures, cash disbursements, analysis and reconciliation of daily, monthly and quarterly reports and bank reconciliations, preparation of periodic financial reports, supervises staff and performs related work as required.  Qualifications:  Graduation from an accredited college or university with a bachelor's degree including or supplemented by 21 credit hours in accounting.  Three years of accounting and financial experience in a public or private organization, one year of which shall have been in a supervisory/managerial capacity.  A master's degree in accounting, business administration, public administration or closely related field may be substituted for one year of non-supervisory experience.  Salary Range :  $33,000 - $53,000*.  *Starting salary commensurate with experience and will not exceed $43,000. JUDICIAL BUDGET AND FINANCE MANAGER: Nineteenth Judicial Circuit, Waukegan, Illinois.  Summary: Reporting to the Court Administrator, this position is responsible for the effective management and efficient coordination of the Court’s budget, accounting system and purchasing program.  Candidate must be proficient in the use of automated systems.  Qualifications:  Bachelor’s degree in public, personnel, business administration (with course work completed in government finance or accounting), criminal justice or a closely related field is required with three to five years of experience in the maintenance, analysis, development and implementation of fiscal procedures, systems and controls, or review of budgetary and fiscal records for a public or private organization.  A master’s degree is highly desirable and may substitute experience as indicated above on a year-for-year basis.  Starting salary:  $37,150 with (up-to) probation period raise of 4.6%. (1998) 

MANAGEMENT ANALYST - BUDGET: Trial Courts of Alameda County, CA .  Summary: Provides professional-level support in analysis, development, and implementation of $85 million Trial Courts budget and related financial projects, and to county-wide trial court budgeting process.  Qualifications:  Bachelor’s degree in business, public administration or finance or related field and two years of experience in program or administrative support with budget development, analysis and planning or some combination of education and experience that could provide required knowledge and abilities.  Public Sector or Court budgeting experience preferred.  Monthly salary:  $3,995 - $5,204. (1997) 

VICINAGE FINANCE MANAGER: Superior Court of New Jersey, Union Vicinage, Elizabeth, NJ.  Duties: Under the general direction of the Trial Court Administrator, plans, directs and administers all work pertaining to the management of the financial resources unit, including accounting, revenue, budgeting and purchasing.  Functions as liaison to the Administrative Office of the Courts and Executive Branch agencies with respect to all finance-related matters.  Performs related duties as required.  Qualifications:  Bachelor’s degree including or supplemented by 21 credit hours in accounting.  Possession of a valid certificate as a Certified Public Accountant may be substituted for the bachelor’s degree with the 21 credit hours in accounting.  Three years of accounting and financial experience in a public or private organization which included the review, analysis, development and implementation of fiscal procedures, systems and controls, one year of which shall have been in a supervisory/management capacity.  A master’s degree in a closely related field may be substituted for one year of non-supervisory experience.  Applicants who do not possess the bachelor’s degree but who do possess the twenty-one credit hours in accounting may substitute the remaining education with experience as indicated above on a year-for-year basis.  Annual salary range:  $45,000 - $70,000. (1997)

DIRECTOR OF INFORMATION AND REVENUE: Payments and Collections, Information Systems, and Customer Service Divisions, Municipal Court of Seattle, Seattle, Washington. Duties: plans and directs the administrative and technical activities of a multidisciplinary staff of over 70 employees; formulates policy; assures accountability for revenue collection and reporting; represents the court in sensitive negotiations; administers contracts and system support services; and handles inquiries and filings by the public and the bar. Qualifications: equivalent of a B.A. degree in business or public administration, criminal justice, computer science, or a related field, and at lease five years of experience managing and administering a service agency in the development and operation of comprehensive MIS/DP systems, and supervising employees representing a wide variety of cultural backgrounds. Background in court or criminal justice systems is desirable. Monthly salary: $4,755. (1995)  

CHIEF FISCAL MANAGER: The consolidated Superior and Municipal Courts of San Francisco, CA. Duties: Under the general direction of the Chief Executive Officer, plans, organizes, directs, and coordinates the activities and operations of the Fiscal and Budgetary Division.  Supervises division staff, directly and through subordinate supervisors.  Directs the preparation of the Trial Courts' budgets and provides policy direction throughout the Court on budget preparation, justification analysis, consultation, and budget monitoring.  Speaks on behalf of the Courts, as needed, to the Judicial Council, the State Department of Finance, the Legislature, the Board of Supervisors and any other involved governmental jurisdictions.  Qualifications:  BA in finance, public or business administration and four years of increasingly responsible managerial or administrative experience in a governmental jurisdiction, including at least two years of budget or fiscal program management experience.  Related work experience may be substituted for the required education on a year-for-year basis.  Annual salary range:  $70,470 - $81,589.   (1998) COUNTY AUDITOR -- Bexar County , San Antonio , Texas .  Requirements:  a minimum of two years' experience in auditing and accounting; CPA desirable.  Background investigations will be conducted.  Base salary:  $77,500.  (1994) 

FINANCIAL ADMINISTRATOR: Los Angeles, California.  Summary: The incumbent serves as the principal accounting and finance authority, supervises the accounting of all monies paid into the court, and supervises a staff of eight.  Qualifications: include seven years of experience, five years of which must be specialized in the areas of rules, regulations, and terminology relating to finance.  A bachelor's degree is preferred.  Salary is $41,970-54,577 annually. (1992)  

FINANCE OFFICER: Orange County Superior Court, Santa Ana, California.  Duties: The incumbent manages and administers budgets of more than $23 million; plans, analyzes, and coordinates financial and accounting programs, and supervises all budget, payroll, accounts payable, and financial reporting activities.  Qualifications: include four years of progressively responsible experience that demonstrates knowledge of the principles, practices, and program of financial management and budget administration.  Graduation from an accredited four-year college with a degree in accounting, finance, or business administration and certification as a public accountant or internal auditor are highly desirable.  Salary is $3,461-5,224 monthly. (1991)
