Research/Court Analyst Managers

SUPERVISING COURT SERVICES ANALYST.  Judicial Council of California, Administrative Office of the Courts, San Francisco, Trial Court Services Division.  Duties: Organizes, assigns, supervises, reviews, and evaluates analyst and support staff.  Qualifications: three years of professional analytical or managerial experience in court or governmental operations, administration, or management including one year of supervisory experience.  Monthly salary range:  $5,254 - $6,386. (1998)

RESEARCH AND PLANNING MANAGER: Judicial Council of California, Administrative Office of the Courts, Council and Legal Services Division, San Francisco, California.  Duties:  Directs the Research and Planning Unit which is comprised of a staff of 11 who conduct research and planning projects that provide Council, AOC management, and trial and appellate courts with information to enhance court administration and judicial branch policy decisions.  The manager will be responsible for establishing program goals; selecting, developing, and evaluating staff; developing policies and procedures; and seeking improved technology to meet the goals of the unit.  Qualifications: Bachelor's degree (or equivalent experience) and six years of experience in a policy and research position, including a minimum of two years of increasingly responsible management experience.  Monthly salary range: $6,073 - $7,382. RESEARCH AND STATISTICS UNIT MANAGER II:  Arizona Supreme Court, Administrative Office of the Court, Court Services Division, Phoenix.  Duties: Supervises staff of the unit in providing statistical support for short and long term Arizona court projects, including collecting statistics from the courts and issuing reports based on those statistics; establishes links to national statistical sources in the area of courts, and criminal and civil justice; and oversees court operations and criminal justice research projects.  The main functions of the position are: supervises two statistical specialist and one statistical assistant; oversees design, maintenance and utilization of all databases related to statistical reporting; supervises statistical and related research; supervises the production, maintenance, and distribution of Supreme Court monthly caseload reports, quarterly revenue and annual expenditure and personnel surveys, annual Data Report publication, quarterly Statistical Bulletin, and additional and regular ad hoc reports.  Qualifications:  Knowledge of social science or related research methods and statistical analysis principles and procedures; experience with SAS software; relevant research experience in courts or criminal justice; and five years of administrative and applied statistical research experience.  Master's degree or Ph.D. preferred.  Education may substitute for experience.  Annual salary: $48,235.   (1998)

ASSOCIATE DIRECTOR: Virginia Criminal Sentencing Commission, Richmond, Virginia.  Duties: The Associate Director manages research projects on sentencing, recidivism, prison population impacts and other justice system topics.  Incumbent provides daily oversight to the analysis and evaluation activities of the staff.  This position is responsible for ensuring the appropriate selection and application of sophisticated research methodologies for sampling, surveys, data collection instruments, multivariate statistical analysis, and general research design.  The primary requirement for this position is demonstrated proficiency in social science research methods and multivariate statistical analysis of data.  Qualifications: Professional work experience using both descriptive and multivariate statistical techniques and working with large data sets is highly desirable.  Ability to effectively communicate complex information to lay audiences is required.  Prior experience in supervising professional research staff is highly desirable.  Compensation is very competitive and will be commensurate with training and experience. JUDICIAL PLANNER: The Supreme Court of Iowa in Des Moines, is accepting applications for the new position of Judicial Planner.  Duties: Incumbent will be responsible for directing and coordinating research and planning projects that provide the court with analytical, quantitative and qualitative information to assist in planning for the future including enhancement of court administration, judicial branch policy decision making, and public education programs. Incumbent will oversee the consideration by the court of recommendations contained in the Report of the Iowa Supreme Court Commission on Planning for the 21st Century, consistent with long and short-range policy objectives identified by the supreme court; develop and direct an ongoing long-range planning function, producing periodic strategic plans with goals, strategies, performance measures and benchmarks; support administrative initiatives and reforms designed to implement strategic planning recommendations; and support public education efforts of judicial branch.  Qualifications:  Master’s degree with major course work in social science or public, judicial or business administration with a concentration in planning and research methods and experience in a court or related judicial environment.  Bachelor’s or law degree with substantial experience in court planning may qualify.  Annual salary range:  $52,873 - $66,913.   (1997)

COURT OPERATIONS CONSULTANT: Office of the State Courts Administrator, Tallahassee, Florida. Duties: Working under the limited supervision of a Senior Court Operations Consultant, incumbent serves as a project leader supervising and directing the work of court analysts and support staff in planning, managing, and implementing projects for improving court operations. Also responsible for providing specialized, technical assistance to judges, court administrative officers, judicial committees and commissions and program managers. Successful candidates should have the ability to staff, coordinate, and facilitate Court-constituted committees comprised of judges and other Constitutional officers. Develops policies, procedures and implements plans for trial and appellate court case management in individual cases, performance measures for all cases collectively, and management accountability for the judicial branch. Special consideration shall be given to applicants with operational experience with Court or other justice-related organizations. Qualifications: Bachelor’s degree with a major in public or judicial administration, criminology, systems analysis, political science, statistics, or a related field and five years of applicable experience, including two years of experience as a project manager. Advanced degrees may substitute for two years of experience. Monthly salary range: $3,521 - $5,282. (1997)

ASSISTANT CIRCUIT EXECUTIVE FOR COURT POLICY AND RESEARCH: Office of the Circuit Executive, Ninth Circuit, San Francisco.  Duties:  Directs court policy unit, develops court management standards and programs, deploys judicial and staff resources to meet case management or court operational needs, and conducts long-range and short-term policy research studies.  Qualifications:  Seven-plus years of successful management, consulting, or research.  Public speaking and court management experience preferred.  Experience with a wide variety of software applications, advanced degree in management, public policy, or related area.  Annual salary:  commensurate with experience; excellent benefits; no relocation allowance. COURT PROJECTS SUPERVISOR: California Administrative Office of the Courts, San Francisco, California.  Duties:  supervises a small technical staff, assesses the informational needs to support projects; develops analysis and project plans; coordinates the development of sampling and analysis plans, data collection methodologies, forms, and data dictionaries for complex data collection projects; oversees the design and management of databases; analyzes, summarizes, and presents complex qualitative and quantitative data using various software applications; writes reports, summaries, press releases, and newsletter articles; writes RFP’s, monitors contractors’ work, and makes presentations.  Current projects include analysis of the three strikes law, affect of cameras in the courtroom, and the effectiveness of alternative dispute resolution.  Qualifications:  equivalent to BA and four years of professional analytical research and planning, including at least one year of supervisory experience (additional experience may substitute for the education).  Starting annual salary range:  $57,324 - $63,060. MANAGER, RESEARCH & INFORMATION SERVICES: Washington State Office of the Administrator for the Courts, 1206 S. Quince, Olympia, Washington   98504.  Duties:  reporting to the Director of the Judicial Services Division, responsible for the overall operation of the Research and Information Services Section which involves managing the activities of six professional staff.  Plans, organizes and directs the activities of the section to include research and evaluation for the Office of the Administrator for the Courts; court information access to the Judicial Information Systems; collection of case management information for Washington State courts; measurement of administrative aspects of court operations; and staff motivation and supervision.  Qualifications:  doctoral degree with major study in social, political, or related area; AND five years of experience in research, including two years at an administrative or supervisory level; AND three years of experience in a data processing position related to management information processing information center operation; AND publication of at least five research articles in professional journals or chapters in published research-related books.  Doctoral degree waiver:  the above degree requirements may be waived for candidates having a national reputation in a specific research field plus a minimum of eight years of research experience, including three years at an administrative or supervisory level, and who have published a minimum of at least seven research articles in professional journals or chapters in published research-related books.  Annual salary range:  $50,532 - $64,668. DIRECTOR OF RESEARCH, PLANNING, AND COURT SERVICES: Office of the State Courts Administrator, Tallahassee, Florida.  Duties: The director supervises a large staff of court operations consultants, statisticians, court analysts, and secretarial and clerical support who use work teams in their assignments; manages and coordinates strategic planning, program development, establishment of long-term performance measures and standards, and policy implementation in such areas as jury management, case management, family court, drug court, teen court, domestic violence court, guardian ad litem, witness management, court statistics, court technology, and judicial workload; and tracks and analyzes pending legislation for programs and fiscal impact (may involve testimony before legislative committees).  Qualifications:  Bachelor's degree from an accredited four-year college or university with a major in court administration, criminology, statistics, management, or a related social science and seven years of professional experience in court or public administration, including four years in a management position.  A master's degree in an area cited above may be substituted for two years of non-management experience.  Salary, $4,277-6,201 monthly.  Submit a current and complete State of Florida application and verification of education. COURT OPERATIONS CONSULTANT: Office of the State Courts Administrator, Tallahassee, Florida.  Duties: The incumbent performs independent, responsible, and advanced work in planning, managing, and implementing projects for improving court operations and court management; serves as a project leader supervising and directing the work of court analysts and support staff on a variety of court studies; provides specialized, technical assistance to judges, court administrative officers, judicial committees and commissions, and program managers on a variety of studies and issues related to court operations and program development; and establishes working relationships with court personnel, professionals on judicial committees, clerks of court, attorneys, and the general public.  Qualifications: include graduation from an accredited four year college or university with a major in public or judicial administration, criminology, systems analysis, political science, statistics, or a related social science and five years of experience in research and analysis or judicial management, two years of which must have been as a project manager.  A master's degree in an area cited above may be substituted for two years of the required experience.  Salary is $3,098-4,648 monthly.  (1993)
