PERSONNEL TECHNICIAN:
Los Angeles Superior Court, Los Angeles, CA. Summary: A
Personnel Technician is responsible for performing technical human resources
duties where policies, methods, procedures, and standards are established.
Incumbents perform assignments in a variety of human resources areas by
analyzing and making recommendations involving matters concerning employee
relations, classification/compensation, training, and recruitment/selection.
Duties: investigating
allegations of employee misconduct and recommending appropriate action;
administering and/or interpreting provisions of negotiated memorandums of
understanding (M.O.U); writing policies and procedures governing the
Courts’ Employee Relations Program; reviewing performance evaluations for
consistency and completeness and making recommendations as required;
representing the Court in meetings with union officials and representatives
from other organizations. performing job analyses; developing exam plans
with recruitment strategies and appropriate selection devices; conducting
recruitments, evaluating applications and coordinating selection activities;
interpreting and applying provisions of personnel policies and procedures
manuals, conducting job analyses and classification studies and then
preparing written reports of findings with recommendations; assisting
managers/supervisors in resolving classification issues and interpreting and
applying classification policies and procedures; compiling compensation data
used to make salary recommendations. Selection
Requirements: At least one
year of full-time experience, with minimal supervision, performing journey
level duties in the specialized area for which you are applying (i.e.,
Employee Relations, Recruitment or Classification).
Desirable Qualifications:
A Bachelor’s Degree or higher in Public or Business Administration,
or a closely related field from an accredited institution; experience
performing responsible/complex human resource duties for a public sector

DIRECTOR
OF PERSONNEL:
District of Columbia
Courts, Washington, D.C.
Duties: Plans,
develops and manages a full service human resource program to
support judicial and non-judicial employees of the Courts.
Delivers on-going service in: position classification and
compensation, employment, employee-management relations,
maintenance of official personnel records, equal employment
programs, performance management and pay and benefits
administrations. Qualifications: a bachelor's degree and
seven years of experience in human resource functions, including
at least five years in a supervisory or managerial capacity.
Starting salary: $70,440.

DIRECTOR
OF HUMAN RESOURCES:
Administrative Office of the Courts, Santa Fe, NM.
Duties: Full-time, unclassified position,
responsible for continuing the creation and maintenance of a
positive and progressive working environment in every court and
judicial agency in order to obtain, develop and retain the best
possible employees for the New Mexico Judicial Branch.
Manages the work and supervises the staff of the AOC
Human Resources Division; plans, coordinates and implements the
state-wide judicial branch human resources system and provides
assistance to all agencies and courts regarding personnel
issues; and, prepares division budget and annual judicial branch
compensation plan request to the State Legislature.
Serves as liaison to the Judicial
Education
Center
in the design and
delivery of judicial and staff training.
Qualifications:
Any combination of education, training and experience
that provides the desirable qualifications to perform the duties
listed above. An
example of this would be a masters degree in public
administration, business administration or related field with
extensive experience in human resources management.
Administrative and supervisory experience are required.
Annual salary range:

PERSONNEL
DIRECTOR: State of Oregon, Judicial Department, Salem, Oregon.
Duties: Reporting to the State Court
Administrator, this position is responsible for the maintenance
and administration of the Judicial Department personnel and
payroll systems. This
position provides advice and consultation to a variety of
individuals on federal and state laws and department rules and
policies, investigates harassment and discrimination claims,
coordinates personnel related activities, supervises the
personnel/payroll staff, and promotes and provides support for a
positive work environment for 178 judges and 1500+ employees.
Qualifications:
A bachelors degree in public, personnel, or business
administration or a closely related field and five years of
increasingly responsible experience in the area of personnel
administration, three of which must have been in a supervisory
or management level position.
A law degree or a masters degree may be substituted
for two years of the experience.
Related personnel experience may be substituted for the
degree requirement on a year for year basis.
Monthly salary range:
$4,211 - $5,375 (salary currently under review). (1997)

OFFICER: Administrative
Office of the Courts, Augusta, Maine.
Duties: responsible
for the development, implementation, and coordination of
judicial and staff education and training
(E&T) curriculums, conferences, and programs;
oversees the development of in-house faculty for E&T
programs; and works closely with and acts as the liaison officer
to the Judicial Education Committee and to employee E&T
committees. Additionally,
this position shall provide assistance in the administration of
other human resource activities, as assigned, and shall report
to and work under the guidance of the State Court Administrator.
Qualifications:
bachelors degree in an appropriate field of study,
plus a graduate degree or certification in education or a
related discipline, and two years of directly related
experience. Specialized
courses of study, training, or additional relevant experience
may be considered to offset the aforementioned graduate academic
requirement. Annual
salary: $34,242.

Alaska
Court System, Anchorage,
Alaska.
Duties: responsible
for developing and administering the personnel system of the
Alaska Court System; work under the general direction of the
administrative director and the deputy administrative director.
Qualifications: (minimum):
bachelors degree in business administration, public
administration, management or related field, plus three years of
work experience in personnel systems.
(Preferred): experience in labor relations and
familiarity with a court system.

PERSONNEL
SERVICES ADMINISTRATOR: Administrative
Office of the Courts, Raleigh, North Carolina.
Duties: Incumbent directs a comprehensive
personnel program for the Judicial Branchs 5,000 employees.
Responsibilities include compensation and benefits
administration; employee relations; employee recruitment and
selection; safety and health; employee assistance; records and
reports; policy development and administration.
Provides advice and assistance to judicial hiring
authorities; interprets personnel rules, practices, and
statutes; provides technical guidance to judicial hiring
authorities in the administration of transactions affecting the
status of judicial employees and assists hiring authorities in
resolving problems. Participates
as a team member in strategic planning and policy development
for the Administrative Office of the Courts.
Reports to the director of the Administrative Office of
the Courts; supervises twenty employees.
Qualifications: The position requires an extensive
knowledge of personnel laws and practices.
Skills required include planning and organization,
communication, and consultative skills.
Incumbent must have the ability to identify and resolve
problems, make effective and timely decisions, and make
innovations and increase productivity.
Minimum requirements: are a masters degree in
personnel, business, or public administration, or a related
field, and eight years of experience in a comprehensive
personnel program, four years of which must have been in a
managerial role. Equivalent
combination of education and experience may be considered, but
four years in a managerial role is essential.
Salary is competitive and commensurate with experience.

Administrative Office of the Courts, Trenton, New Jersey.
Duties: The incumbent provides professional and
technical assistance and support to vicinages on
human-resource-related matters, including position
classification, performance evaluation, employee
incentive/recognition programs, and recruitment, selection, and
appointment of R.1:33 employees; helps develop and implement
personnel policies and procedures affecting trial court
employees; works with vicinage personnel coordinators; and
directs the collection of data and the preparation of management
reports regarding personnel issues.
Qualifications: include a bachelor's degree from
an accredited college and four years of technical experience in
a personnel program of a public or private organization, one
year of which must have been in a supervisory capacity.
Knowledge of dBase III is desirable.
Experience as indicated above may be substituted for the
required degree on a year-for-year basis.
Educational substitutions may be made.
Salary is $39,867-55,820 annually.
