ADMINISTRATIVE SUPERVISOR 3 (CONFIDENTIAL): Office of Attorney Ethics, AOC, West Trenton, New Jersey. Summary: The New Jersey Judiciary, Office of Attorney Ethics, is seeking a supervisory professional possessing strong administrative, financial management and communication skills. This individual will be expected to coordinate and oversee human resource functions, support staff operations, facility issues and purchasing; as well as recommend and implement improvements in administrative procedures and effectively manage multiple and diverse projects. This individual will also formulate the annual budget submitted to the Supreme Court, perform and/or oversee accounting functions, maintain the general ledger, implement cost controls, prepare quarterly revenue and expenditure analysis reports, as well as other financial analyses as required. This position directly supervises four employees and functions under the general direction of the Director, Office of Attorney Ethics. Qualifications: Graduation from an accredited college or university with a bachelor’s degree. Five years of increasingly responsible professional experience, two years of which shall have included experience in Program Administration including: development, coordination, analysis, implementation, administration or research. ADMINISTRATIVE SPECIALIST 3 (CONFIDENTIAL): Superior Court of New Jersey, Middlesex County. JUDICIARY CLERK 3 (CONFIDENTIAL): Human Resources Division, AOC, Trenton, NJ. Summary: The New Jersey Judiciary is seeking a detail-oriented individual with strong customer service and organizational skills to work in the Payroll and Benefits Unit, under the supervision of the Administrative Supervisor 2. Duties: The selected individual will assist Human Resources (HR) representatives with clerical tasks and payroll and benefits issues, and will be responsible for completing and processing position and employee transactions through the Personnel Management Information System (PMIS) and the Judicial Human Resources Information System (JHRIS). The successful candidate will be responsible for interacting with Judiciary employees; answering routine employee inquiries involving payroll and benefits issues and procedures; typing routine letters, correspondence and forms; and maintaining accurate logs for timely processing and tracking of forms and documents. Additional duties include salary verification for promotional increases and new hires; recording the use of leave in the Time and Leave Reporting System (TALRS) for the Unit; assisting in other TALRS duties and report distribution as needed; and assisting in the maintenance and purging of employee personnel files in accordance with Judiciary records management guidelines. Summary: The AOC Human Resources Division is seeking a self-motivated analyst with strong analytical and organizational skills, an eye for detail, a customer service philosophy and the ability to succeed in a fast paced environment. Summary: The New Jersey Judiciary is seeking a detail-oriented professional with excellent customer service skills to perform duties associated with the recruitment function in the HR Division. EXECUTIVE ANALYST: Personnel Division, Oregon Judicial Department. Summary: This position reports to the Director of the Personnel Division, and will join three incumbent HR Managers who provide professional consultation and advice to: 1) OJD administrators, supervisors, and presiding judges; 2) current OJD employees; and 3) prospective OJD job applicants. Each of the four HR Managers is the primary point-of-service “generalist” for HR matters (excepting benefits and safety/workers’ compensation) within an assigned group of OJD courts and offices. In addition to HR generalist duties, each of the four HR Managers carries a “portfolio of expertise” in one of the following areas: law/rule/policy; recruitment/outreach; classification/compensation; employee and organizational development. (This position is currently assigned the latter portfolio). Duties: Typical job duties include, but are not limited to, the tasks listed below. Assigned tasks may be changed to accommodate work load and organizational needs. Provide advice and consultation to management and non-management staff regarding a wide variety of HR issues (excepting benefits and safety/workers’ compensation). Interpret laws, rules and policies relating to HR administration for staff. Review Judicial Department Personnel Rules and make recommendations for revision based upon employee input as well as changes in the law. Participate in developing new or revised rules. Visit client courts to meet with court staff, administrators, and judges on current HR matters. JUDICIAL PERFORMANCE REVIEW ADMINISTRATORSummary: In conjunction with the Commission on Judicial Performance Review, administers the projects, staff and operations of the Commission to ensure Constitutional mandates, goals and objectives are met. This position also oversees the recruitment and appointment of presiding judges, judges pro tempore and of members to Supreme Court administrative committees and commissions. Duties: Provides both short-term and long-range planning for significant projects, including but not limited to the Commission on Judicial Performance Review, Judicial Performance Review conference teams, Responds to ad hoc inquiries from the court community, media, public and government agencies, Maintains cooperative working relationships with members of the court community at all levels, private business personnel, the public, and members of various committees and commissions, Develops, implements and evaluates training programs for the public, judges, attorneys and court staff to assist them in completing their judicial performance review responsibilities, Develops and reviews reports, administrative orders, court rules, policies and procedures, Plans, coordinates and disseminates publicity for judicial performance voter information materials, Coordinates procurement of services, including development of bidding criteria and preparation of bidding documents, ensures that databases, files and procedure manuals concerning presiding judge, judge pro tempore, performance review, and committee and commission appointments are maintained, manages the budget for the Commission on Judicial Performance Review, coordinates with the Judicial College of Arizona regarding educational goals developed through the judicial performance review process, assists in tracking legislation and prepares materials to assist in implementing new or revised legislation for judicial selection and evaluation, ensures appointment orders for presiding judges, judges pro tempore, and committee and commission members are prepared, filed and communicated in a timely manner. Qualifications: Bachelor’s degree in public administration, court administration or personnel management or three years experience in related fields, three years experience in public administration, court administration, or a related field. PERSONNEL TECHNICIAN: Los Angeles Superior Court, Los Angeles, CA.  Summary: A Personnel Technician is responsible for performing technical human resources duties where policies, methods, procedures, and standards are established. Incumbents perform assignments in a variety of human resources areas by analyzing and making recommendations involving matters concerning employee relations, classification/compensation, training, and recruitment/selection.  Duties: investigating allegations of employee misconduct and recommending appropriate action; administering and/or interpreting provisions of negotiated memorandums of understanding (M.O.U); writing policies and procedures governing the Courts’ Employee Relations Program; reviewing performance evaluations for consistency and completeness and making recommendations as required; representing the Court in meetings with union officials and representatives from other organizations. performing job analyses; developing exam plans with recruitment strategies and appropriate selection devices; conducting recruitments, evaluating applications and coordinating selection activities; interpreting and applying provisions of personnel policies and procedures manuals, conducting job analyses and classification studies and then preparing written reports of findings with recommendations; assisting managers/supervisors in resolving classification issues and interpreting and applying classification policies and procedures; compiling compensation data used to make salary recommendations.  Selection Requirements:  At least one year of full-time experience, with minimal supervision, performing journey level duties in the specialized area for which you are applying (i.e., Employee Relations, Recruitment or Classification).  Desirable Qualifications:  A Bachelor’s Degree or higher in Public or Business Administration, or a closely related field from an accredited institution; experience performing responsible/complex human resource duties for a public sector organization.  Salary $3,289.09 - $4,076.09.  (1999)

DIRECTOR OF PERSONNEL: District of Columbia Courts, Washington, D.C.   Duties:  Plans, develops and manages a full service human resource program to support judicial and non-judicial employees of the Courts.  Delivers on-going service in: position classification and compensation, employment, employee-management relations, maintenance of official personnel records, equal employment programs, performance management and pay and benefits administrations. Qualifications: a bachelor's degree and seven years of experience in human resource functions, including at least five years in a supervisory or managerial capacity.  Starting salary: $70,440.  (1998)

DIRECTOR OF HUMAN RESOURCES: Administrative Office of the Courts, Santa Fe, NM.  Duties: Full-time, unclassified position, responsible for continuing the creation and maintenance of a positive and progressive working environment in every court and judicial agency in order to obtain, develop and retain the best possible employees for the New Mexico Judicial Branch.  Manages the work and supervises the staff of the AOC Human Resources Division; plans, coordinates and implements the state-wide judicial branch human resources system and provides assistance to all agencies and courts regarding personnel issues; and, prepares division budget and annual judicial branch compensation plan request to the State Legislature.  Serves as liaison to the Judicial Education Center in the design and delivery of judicial and staff training.  Qualifications:  Any combination of education, training and experience that provides the desirable qualifications to perform the duties listed above.  An example of this would be a master’s degree in public administration, business administration or related field with extensive experience in human resources management.  Administrative and supervisory experience are required.  Annual salary range:  $40,541 - $60,813. PERSONNEL DIRECTOR: State of Oregon, Judicial Department, Salem, Oregon.  Duties: Reporting to the State Court Administrator, this position is responsible for the maintenance and administration of the Judicial Department personnel and payroll systems.  This position provides advice and consultation to a variety of individuals on federal and state laws and department rules and policies, investigates harassment and discrimination claims, coordinates personnel related activities, supervises the personnel/payroll staff, and promotes and provides support for a positive work environment for 178 judges and 1500+ employees.  Qualifications:  A bachelor’s degree in public, personnel, or business administration or a closely related field and five years of increasingly responsible experience in the area of personnel administration, three of which must have been in a supervisory or management level position.  A law degree or a master’s degree may be substituted for two years of the experience.  Related personnel experience may be substituted for the degree requirement on a year for year basis.  Monthly salary range:  $4,211 - $5,375 (salary currently under review). (1997)

TRAINING OFFICER: Administrative Office of the Courts, Augusta, Maine.  Duties:  responsible for the development, implementation, and coordination of judicial and staff education and training  (E&T) curriculums, conferences, and programs; oversees the development of “in-house” faculty for E&T programs; and works closely with and acts as the liaison officer to the Judicial Education Committee and to employee E&T committees.  Additionally, this position shall provide assistance in the administration of other human resource activities, as assigned, and shall report to and work under the guidance of the State Court Administrator.  Qualifications:  bachelor’s degree in an appropriate field of study, plus a graduate degree or certification in education or a related discipline, and two years of directly related experience.  Specialized courses of study, training, or additional relevant experience may be considered to offset the aforementioned graduate academic requirement.  Annual salary:  $34,242. PERSONNEL DIRECTOR: Alaska Court System, Anchorage, Alaska.  Duties:  responsible for developing and administering the personnel system of the Alaska Court System; work under the general direction of the administrative director and the deputy administrative director.  Qualifications: (minimum):  bachelor’s degree in business administration, public administration, management or related field, plus three years of work experience in personnel systems.  (Preferred): experience in labor relations and familiarity with a court system.  Salary range:  $53,304 - $61,008 (22A-24A). PERSONNEL SERVICES ADMINISTRATOR: Administrative Office of the Courts, Raleigh, North Carolina.  Duties: Incumbent directs a comprehensive personnel program for the Judicial Branch’s 5,000 employees.  Responsibilities include compensation and benefits administration; employee relations; employee recruitment and selection; safety and health; employee assistance; records and reports; policy development and administration.  Provides advice and assistance to judicial hiring authorities; interprets personnel rules, practices, and statutes; provides technical guidance to judicial hiring authorities in the administration of transactions affecting the status of judicial employees and assists hiring authorities in resolving problems.  Participates as a team member in strategic planning and policy development for the Administrative Office of the Courts.  Reports to the director of the Administrative Office of the Courts; supervises twenty employees.  Qualifications: The position requires an extensive knowledge of personnel laws and practices.  Skills required include planning and organization, communication, and consultative skills.  Incumbent must have the ability to identify and resolve problems, make effective and timely decisions, and make innovations and increase productivity.  Minimum requirements: are a master’s degree in personnel, business, or public administration, or a related field, and eight years of experience in a comprehensive personnel program, four years of which must have been in a managerial role.  Equivalent combination of education and experience may be considered, but four years in a managerial role is essential.  Salary is competitive and commensurate with experience. PERSONNEL ANALYST: Administrative Office of the Courts, San Francisco, California.  Duties: conduct classification and compensation studies; and organize development, policy development, AA and EEO, benefits, recruitment, training, and workers' compensation.  Qualifications: a bachelor's degree and three years of analytical personnel management experience; additional experience may substitute for the required education.  Salary: $4,029 - $4,897 per month.  (1994)

DIRECTOR OF HUMAN RESOURCES: New York State Judicial Court System, New York, New York.  Summary: The incumbent coordinates human resource administration and develops and implements programs in the areas of personnel, training, employee relations, equal employment, and payroll.  Qualifications: include a law or master's degree and eight years of appropriate experience, or an equivalent combination of education and experience.  Salary is $85,000+ annually, depending on experience, with excellent benefits.(1993)

JUDICIARY PERSONNEL ASSISTANT I: Administrative Office of the Courts, Trenton, New Jersey.  Duties: The incumbent provides professional and technical assistance and support to vicinages on human-resource-related matters, including position classification, performance evaluation, employee incentive/recognition programs, and recruitment, selection, and appointment of R.1:33 employees; helps develop and implement personnel policies and procedures affecting trial court employees; works with vicinage personnel coordinators; and directs the collection of data and the preparation of management reports regarding personnel issues.  Qualifications: include a bachelor's degree from an accredited college and four years of technical experience in a personnel program of a public or private organization, one year of which must have been in a supervisory capacity.  Knowledge of dBase III is desirable.  Experience as indicated above may be substituted for the required degree on a year-for-year basis.  Educational substitutions may be made.  Salary is $39,867-55,820 annually.  (1992)
