ACCOUNTANT I: Alabama Administrative Office of the Courts, Montgomery, Alabama. Summary: This is accounting work in the application of accounting principles, methods, and procedures in the establishment, analysis, and maintenance of fiscal records for the AOC. Employees in this class perform professional accounting work of routine difficulty according to established procedures and regulations. Work involves keeping all accounting records accounting records; maintaining less complex control accounts; reviewing accounting reports; or assisting higher level accountants in providing specific analyses, interpretations, etc. Employees work under general supervision, and instructions are usually given only when they begin new work or when new procedures are instituted. Work is reviewed at completion for overall standards of performance. Duties: Working knowledge of professional accounting principles, methods, and procedures and ability to apply and adapt established methods to varied accounting transactions. Working knowledge of related fields such as economics, business law, data processing, general management, and of the interrelationships of accounting with these process. Returns audit and investigative reports to field staff with specific instructions for completion; handles related correspondence by letter or phone. May supervise a small clerical and/or technical unit in keeping routine accounting operations. Performs related work as assigned. Qualifications: Any combination of training and experience equivalent to: Graduation from a standard high school, and a Bachelor of Science Degree in Accounting, Business Administration, or equivalent. Considerable progressively responsible office experience including recent experience in accounting in government or private business. Knowledge of the State of Alabama’s Fiscal Policy and Procedures manual, and knowledge and experience with the State of Alabama’s Accounting System (FRMS) is highly desirable. Salary: $27,994- $42,458. (2006) 

SENIOR ACCOUNTANT: California AOC, San Francisco, California. Summary: Under supervision, the senior accountant will perform the full range of analytical tasks, to help in the development and implementation of a Trial Court Financial System for the California trial courts. Duties: Planning and implementing the financial system infrastructure for the trial courts; Configuring and testing the financial system; Consolidating financial information for the State’s Comprehensive Annual Financial Report (CAFR); Updating the Trial Court Financial Policies and Procedures manual; Legislative review of all financial statutes and rules being considered that pertain to the trial courts; Documenting the financial system being developed; and Providing experienced accounting assistance to the trial courts. Qualifications: Equivalent to possession of a bachelor’s degree, preferably with major course work in accounting and three years of professional accounting experience, including one year of lead experience for positions with lead responsibility. Additional directly related experience may be substituted for the education on a year-for-year basis. This position requires statewide travel and may require evening and weekend hours. Salary: $5,850 – $7,109 per month. (2006)

FINANCIAL SPECIALIST 2: Office of the Deputy Administrative Director, Internal Audit, AOC, Trenton, NJ. Summary: The NJ Judiciary is seeking a professional to work under the general direction of the Chief of Internal Audit. Duties: This individual will be responsible for examining and evaluating existing internal controls, procedures, and recommended enhancements. In addition, this individual will prepare audit reports including background, scope, objective, findings, recommendations and conclusions; coordinate and perform post-audit reviews of audits performed by the State Auditor, the Judiciary Internal Audit Department and independent public accountants performing audits at the Judiciary; and work with vicinage personnel to develop accounting and internal control procedures. Qualifications: Bachelor’s degree from an accredited college or university including or supplemented by 21 accounting credit hours. College or university transcript is required, and must be received before candidate is considered for interview. Five years of professional accounting, auditing or budgeting experience. Applicants who do not possess the required education, but do possess the 21 accounting credit hours, may substitute paraprofessional and professional experience on a year for year basis. A master’s degree in business or public administration, accounting or finance may be substituted for one year of experience. This position requires travel throughout the State of New Jersey. Employee may be required to provide their own mode of transportation to and from field locations; subject to reimbursement as is allowable by the Judiciary and State Regulations. COURT EXECUTIVE 2B: Office of Deputy Administrative Director, Internal Audit Unit, AOC, Trenton, NJ. Duties: The New Jersey Judiciary is seeking an individual to direct and coordinate the conduct of financial and program audits for the Judiciary to ensure compliance with state financial transaction rules and regulations as well as with Judiciary policies and procedures. The selected individual will develop detailed plans to meet the demands of the Internal Audit Unit and will direct and coordinate the work and activities of this unit. Other duties include supervising audit staff; establishing procedures for investigating, as well as reviewing audit worksheets and reports; and recommending operational improvements to strengthen internal controls or prevent recurrence of unusual situations or problems. The selected individual will be responsible for developing vulnerability assessment questionnaires, audit guide manuals, and other official documents and reports relating to audit standards, procedures and operations. The Court Executive 2b will report to the Deputy Administrative Director or his designee. Qualifications: Graduation from an accredited college or university with a bachelor’s degree, including or supplemented by 21 credit hours in accounting, business administration, public administration or finance (12 of these credit hours must be in accounting). Five years of professional administrative and/or program management experience in accounting, auditing and/or budgeting, three of which shall have included responsibility for and supervision of staff. Possession of a valid certificate as a Certified Internal Auditor (CIA) issued by the Institute of Internal Auditors , or as a Certified Public Accountant (CPA) issued by the New Jersey Board of Accountancy. A Master’s degree may be substituted for one year of experience. College or university transcript is required. A copy of your transcript must be provided prior to interview. FINANCIAL SPECIALIST: Office of Attorney Ethics, Supreme Court of New Jersey, AOC, West Trenton, NJ. Duties: The New Jersey Judiciary, Office of Attorney Ethics, is seeking a motivated individual who works well under time guidelines to conduct field and office investigations, primarily of a financial nature, into the conduct of attorneys who are members of the New Jersey Bar; including auditing of attorney trust and business accounts involving reconstruction of accounts when necessary. The selected individual will also gather evidence; interview witnesses; prepare accurate, detailed reports; and assist in preparing and planning for proposed witnesses in formal ethics proceedings. Qualifications: Financial Specialist 2: Graduation from an accredited college or university with a bachelor’s degree including or supplemented by 21 credit hours in accounting. Five years of professional auditing or budgeting experience. Financial Specialist 1: Graduation from an accredited college or university with a bachelor’s degree including or supplemented by 21 credit hours in accounting. DEPUTY STATE COURT ADMINISTRATOR FOR BUSINESS OPERATIONS: Financial and Administrative Services Division (FASD), Office of the State Court Administrator (OSCA), Salem, OR. Summary: The Deputy State Court Administrator (SCA) for Business Operations position provides coordination, review and oversight of the budget and business policy, procedures, systems and operational aspects that cross divisional and court lines for effective administration of the Oregon Judicial Department (OJD) in keeping with its identified needs, goals and business requirements. Duties: The position coordinates the cross-functional business, financial, audit, technical and personnel resources by assigning policy, procedure and distribution methodologies with the strategic direction and needs of the department to best fulfill its public mission. In this capacity, the position is responsible for identifying, developing and implementing short-and long-range department strategies that result in the timely meeting of significant business objectives and in the effective and best use of state resources. The position is also involved in the preparation and presentation of OJD budget and business system issues before the legislature and certain other bodies. The planning and implementation of the comprehensive financial management program for the OJD is the primary role of the Deputy also serving as the Director of the FASD. Qualifications: A bachelor’s degree in accounting, business administration, finance, public administration, economics, or a related field, and minimum of five years’ of progressively responsible professional experience having a major emphasis on financial or budget policy development and management. In addition you should have at least two years’ experience supervising in a fiscal work-related staff. Preference may be given to applicants who have: been responsible for all or a substantial portion of budgeting and financial management for a complex state or public sector agency; significant experience in fiscal/budget policy development/implementation; experience working with elected and/or appointed officials; or a master’s degree in a related field or have a professional certification (CPA, CMA, etc.). ADMINISTRATIVE SUPERVISOR 3 (CONFIDENTIAL): Office of Management & Administrative Services, Accounting Unit, AOC, Trenton, NJ. Summary: The New Jersey Judiciary has an opportunity for a results-oriented professional to supervise the functions and staff associated with various forms of financial operations and reporting. Duties: Specific responsibilities may include, but are not limited to: Position Control; Staffing Models & Staffing Target administration; Accounts Payable; Cash Receipts; Financial Analysis; formulation and analysis of budgets and expenditures; review of operating procedures and administrative practices; grant administration; financial administration of the Child Support and Paternity Program (Title IV-D); Cash Management activities including bank and sub-system reconciliations, trust and dedicated fund administration; purchasing functions; and the provision of technical support, training, and guidance to vicinage Finance Division staff. Qualifications: Graduation from an accredited college or university with a bachelor’s degree, including or supplemented by 21 credit hours in accounting, business administration, public administration, or finance (12 of these credit hours must be in accounting). Five years of increasingly responsible professional experience, two years of which shall have included experience in accounting, auditing, or budgeting. FINANCIAL SPECIALIST I: Arizona Supreme Court, Phoenix, Arizona. Summary: The Financial Specialist I position performs a variety of complex accounting tasks and provides accounting assistance to Financial Office staff, customer departments, and auditors. Duties: Duties include monitoring for compliance with established policies, and reconciling capital expenditures activities, accounts receivable, income statement accounts, bank reconciliations, and revolving fund for the Administrative Office of the Courts. Additional duties include month end close reporting, monitoring and recording fixed assets and conducting an annual inventory. This position will also communicate with Court departments to determine changing needs and problems. This position may also advise and train court departments on finance and account related policies and procedures. Qualifications: Requires training and experience equivalent to a Bachelor's degree in Accounting or Finance. Preference is given to individuals who demonstrate experience in the governmental sector specifically relating to the accounting and finance arena. Salary: $32,000-49,000. (2005)

SUPERVISING INTERNAL AUDITOR: Administrative Office of the California Courts. San Francisco, California. Summary: The mission of Internal Audit Services is to assist the Judicial Council and its staff agency, the Administrative Office of the Courts, and all members of the judicial branch in the effective and efficient discharge of their administrative and operational responsibilities. Duties: Plans, organizes, assigns, supervises, reviews, and evaluates the work of internal audit staff. Recommends selection of staff, trains staff, and provides for their professional development, including identifying and proposing training and development workshops; and administers discipline as required. Directs the design, planning, scheduling and implementation of complex organization-wide audits with minimal direction. Supervises the internal auditors in the preparation of working papers, schedules, and audit reports related to audit assignments throughout the organization. Administers standardized audit procedures to ensure uniformity. Provides advice and guidance to audit staff on solutions to problems arising during audits or financial evaluations. Oversees audit entrance and exit conferences with court executive staff and AOC management explaining audit findings. Prepares and provides review of reports and presentations regarding audit findings. Recommends effective methods of audit resolution. Analyzes audit related situations and problems accurately and adopts an effective course of action to promote enforcement and uniformity of rules and regulations. Develops or makes recommendations on matters requiring new policy or changes to existing policy based on audit findings. Provides expert assistance and advice on the application of judicial policy, law and auditing procedures and techniques through written and oral communication with personnel in the superior courts, AOC, Judicial Council, legislative branch and executive branch. Prepares and submits weekly work plan updates to management. Responds to or assists contracted or other State of California auditors, as needed. Participates in the development and maintenance of the Trial Court Financial Policies and Procedures Manual. Evaluates legislative proposals, identifies potential problems, and makes recommendations accordingly. Conducts special studies, reviews, or other related audit work. Qualifications: Equivalent to possession of a bachelor's degree, preferably with major course work in accounting and four years of professional auditing experience, including a minimum of one year of supervisory experience. Two year as a Senior Internal Auditor or four years as an Internal Auditor with the judicial branch. Additional directly related experience may be substituted for education on a year-for-year basis. Possession of a directly related postgraduate degree may be substituted for one of the four years of required experience. Salary: $6,741 - $8,192 per month (2004)

DIRECTOR OF FISCAL SERVICES: Administrative Office of the Courts, Santa Fe , New Mexico .  Duties: Directs the fiscal and budget analysis activities of the AOC and supervises the fiscal services division staff.  Identifies, formulates, and recommends overall judicial fiscal policies and procedures; analyzes fiscal management and control practices and develops procedures to ensure compliance with state and federal laws and GAAP.  Directs the development and installation of automated accounting systems.  Establishes statewide standards of fiscal reporting and fiscal compliance in the judicial branch.  Directly responsible for all receipts and disbursements of funds to and from litigants in all magistrate courts.  Qualifications:  High school diploma or GED and any combination of education, training and experience that provides the desired qualifications to perform the duties listed above.  Bachelor’s degree in economics, business, finance or accounting with eight years of combined budget and finance experience preferably in the public sector, including three years of supervising others, is preferred.  Experience in governmental accounting procedures and knowledge of the legislative process is preferred.  Annual salary range:  $40,541 - $60,813.   (1997)

 DIRECTOR OF FINANCE: Colorado Judicial Branch, Denver , Colorado .  Duties:  highly responsible professional work in the formulation, justification, submission and administration of the Judicial Branch budget; and supervision of the Financial Services Division of the State Court Administrator’s Office.  Qualifications:  bachelor’s degree from an accredited college or university with six years of experience in governmental accounting, auditing, or budget analysis and preparation, or management of these functions, as well as three years of supervisory experience.  The position requires strong analytical ability and the ability to work effectively with others.  Annual salary range:  $55,680 - $74,616 with a possible increase next fiscal year to $58,464 - $78,348.  (1996)

MANAGEMENT SERVICES DIRECTOR: Office of the State Court Administrator, Salem , Oregon . Summary: The incumbent is top financial officer of the Oregon Judicial Department, reports directly to the state court administrator, and supervises a technical staff of 11 employees.  Duties: Responsibilities include developing, monitoring, and analyzing a $228 million departmental budget and formulating department fiscal policies and procedures.  Qualifications: include a bachelor's degree in accounting, finance, or a related field and five years of experience in financial or budget management with two years supervising a budgeting and accounting staff.  Salary is $3,969-5,066 monthly.  (1992)
