CHIEF OF STRATEGIC PLANNING: AOC, Tallahassee, Florida. Summary: This highly professional position is responsible for providing guidance and assisting in the development of the Judicial Branch’s strategic direction, accountability development, court resource methodology development, and other initiatives that have statewide impact, affect multiple levels of the court system, or affect multiple constituencies in the court and justice community. Duties: This position leads and supervises the strategic planning unit, which is responsible for conducting research and analysis on branch-wide issues, and documenting policy recommendations or decisions of the judicial branch in reports or other written formats. The work is done through staffing policy advisory committees, developing forums and mechanisms designed to gather input from affected constituencies, including the public, and by facilitating the decision-making processes. This position provides leadership and guidance to the unit, collaborates with other managers, and is a member of the management team. This position engages in outreach, research and consultation with court leadership and personnel throughout Florida as well as with other stakeholders, the public, and other state and national organizations. Extensive work is performed with the guidance of various Supreme Court committees. Qualifications: Desired education and training includes graduation from an accredited four year college or university with a major in court administration, public administration, criminology, strategic planning or other related social science and a minimum of seven years of professional experience in court or public administration, including at least four years in a supervisory or management position. A master’s degree in an area cited above may substitute for two years of the non-supervisory experience. COURT EXECUTIVE 2B: IT Office, AOC, Trenton, NJ. Summary: The New Jersey Judiciary is seeking an individual with strong leadership skills and commitment to the provision of quality service. This individual is responsible for the development, administration, design, and enhancement of court information systems application development projects for the New Jersey State Courts System. Duties: Under the general direction of the Court Executive 3B (IT Development Manager), or Court Executive 3A (Senior Project Manager), this manager will have the opportunity to develop and implement project work plans, define business strategies, manage major systems development contracts, assist in policy development and implementation toward the improvement of specific procedures as they related to IT for the Courts of New Jersey using Enterprise Servers, Client-Server, Internet-Intranet, and eCommerce systems solutions. Qualifications: Graduation from an accredited college or university with a bachelor’s degree. COURT EXECUTIVE 2A: Office of Trial Court Services, Programs and Procedures Division, AOC, Trenton, New Jersey. Summary: The Judiciary is looking for a person with strong leadership, managerial, training and administrative skills to serve as Court Executive 2a with the responsibility for managing a statewide program or programs, including the Complementary Dispute Resolution (CDR) program. Duties: Under the general direction of the manager of the Special Programs Unit within the Programs and Procedures Division, the individual will promote uniformity and quality of “best practices” and work with vicinages to ensure effective implementation of standards; provide direction and feedback on policy and programmatic issues to various vicinage coordinators; develop special training programs as needed; coordinate and assist with training programs such as the annual law clerk mediation training program and the basic mediation training programs; provide staff support to the Supreme Court Committee on Complementary Dispute Resolution and the Advisory Committee on Mediator Standards; and work with other AOC divisions to develop and foster pilot projects and monitor and evaluate CDR programs at the state level. COURT EXECUTIVE 2B: Facilities Management, AOC, Trenton, New Jersey. Summary: The New Jersey Judiciary is seeking a highly motivated executive to provide space planning and utilization services for court offices throughout the state. Judiciary staff occupies over 100 facilities, most of which are owned and/or managed by local county governments. Duties: This individual will oversee the facilities management operation with direct responsibility for leasing and lease compliance issues in over 30 sites throughout the state. This entails coordination of efforts among other state agencies, landlords, contractors and Judiciary staff to ensure timely establishment of workplaces suitable for Judiciary functions. Also included is responsibility for facilities management of space occupied by over 900 staff in the Richard J. Hughes Justice Complex in Trenton. This individual will also provide direction and leadership to staff in the areas of telecommunications, fleet management, central printing and related support services. The incumbent will monitor the progress and effectiveness of staff activities through a formal performance evaluation process. COURT EXECUTIVE 2B: Appellate Division, AOC, Trenton, NJ. Summary: The Judiciary is seeking an experienced attorney with administrative skills to supervise other attorneys on the Appellate Division’s Central Appellate Research Staff and to be responsible for the research and preparation of memos in complex legal cases. Duties: The position entails training new attorneys to research and write complex research memos for the judges of the Appellate Division; reviewing and editing the work of two to three staff attorneys; monitoring the workflow of supervisees; researching and writing his or her own memos in the most complex cases that come to the Appellate Division; accepting other research and administrative assignments as required; and filling in for the Director of the Central Appellate Research Staff on occasion. Qualifications: Graduation from an American Bar Association-approved law school. Three years of professional administrative and/or program management experience as a practicing attorney, including supervision of staff, as well as responsibility for program development and/or implementation. SENIOR JUSTICES AND JUDGES PROGRAM COORDINATOR: AOC, Carson City, Nevada. Duties: Under the direction of the Director of the Administrative office of the Courts (AOC), this position is responsible for directing the Senior Justices and Judges Program, making assignments of justices and judges to various courts. Incumbent must have working knowledge of office computer applications in order to compile and prepare correspondence and spreadsheets; plan, organize, assign, supervise, review, and evaluate the work of assigned justices and judges; develop and implement goals, objectives and policies, procedures, and work standards for the program; collect and analyze program statistics and performance indicators; develop, administer, and monitor the program budget; and other responsibilities and tasks as assigned. The incumbent will be required to attend meetings outside of normal working hours; work occasional evening and weekend hours; and may be required to travel statewide as necessary. Qualifications: Bachelor’s degree from an accredited college or university in a related field (court, business or public administration) and three to five years experience in the field; OR an equivalent combination of education and experience on a year-for-year basis. ADMINISTRATIVE DIRECTOR: Court Rehabilitation & Corrections Services, Lucas County, OH. Summary: The Administrative Director (AD) serves as a primary assistant to the Court Administrator (CA) and shares in the work of managing and administering the Court. The AD exercises supervisory control and management control over the four major components of trial court services operations (Adult Probation Department, Correctional Treatment Facility, Pretrial/Pre-sentence Department, Work Release Department) as well as the Human Resources Department. This position also acts as liaison with the Integrated Justice System personnel to meet Court automation needs and directly supervises the CR&CS Applications Specialist. Duties: Participates in regular decisional and informational discussions with the CA on all matters under the supervision or brought to the attention of the AD. Assists in the development of policies or procedures in all areas of the Court, including case management. With the Assistance of the CA and Department Directors, prepares the annual budget and the annual report for the Court. With the assistance of the CA, is responsible for preparing and processing all contracts for the Court. As requested, represents the Court and/or the CA at meetings or as a member of various advisory boards or committees. Upon request of the CA or a Judge, directly communicates on matters under the supervision of the AD. Attends, as requested, the monthly Judges’ meeting and relevant Judges’ Committee meetings. Qualifications: Minimum of a Bachelor’s Degree in Criminal Justice, Public Administration, Business Administration or Judicial Administration; Master’s Degree and/or Law Degree desirable. Minimum of 10 years of progressively responsible administrative, supervisory, managerial or professional work experience. Minimum of 5 years in a Court or Criminal Justice setting. Must possess basic computer/keyboarding skills and be knowledgeable about all aspects of court technology. Experience in the management of a court automation project helpful. DIRECTOR OF OFFICE OF CLERKS OF COURT: Administrative Office of the Courts, Maine. Summary: This is highly responsible administrative work overseeing the functioning and staffing of Law Court, Superior Court and District Court Clerks’ Offices throughout the state. Position reports to the state Court Administrator. Position is based in Augusta. Duties: Supervision of clerks and their employees; selection, discipline, training and evaluation of employees; workload and staffing assessments; preparation and administration of Clerks’ Office budgets and purchases. Extensive statewide travel is required. FAMILY DIVISION MANAGER: State of Maine Judicial Branch. Summary: This is highly responsible administrative work directing operational activities of the Judicial Branch’s Family Division, including child support, child protection, guardian ad litem, domestic violence and juvenile matters. Duties: The manager oversees an office that supports case management and case processing activities in family related proceedings and coordinates specialized programs that help the court better serve families whose circumstances have led to litigation. The Manager is responsible for management in the areas of Family Division personnel and budget, and serves as Judicial Branch liaison with representatives of various governmental and social services agencies. Position is based in Augusta and statewide travel is required. DIRECTOR OF JUDICIAL BRANCH EDUCATION: Administrative Office of the Courts, Arkansas. Summary: Director of Judicial Branch Education is responsible for the development, planning, implementation, and evaluation of continuing education and training for judges and judicial branch staff. Qualifications: The successful applicant should hold a law degree or masters degree in education, communication, business management or a related field, supplemented with experience in the delivery of adult education. Strong organizational skills, excellent written and oral communication skills and experience teaching adults is desired. Background and/or experience working in the judicial branch is a plus but not required. DIVISION DIRECTOR, ADMINISTRATIVE SERVICES DIVISION: Arizona Supreme Court, Administrative Offices of the Court. Summary: This position serves as a member of the AOC's top executive management team. Duties: The director oversees Budget and Finance, Human Resources, Facilities, Legal Services, and Security departments; and is heavily involved with AOC policy development, procurement, and risk management. This positions leads, directs, manages and coordinates diverse division functions and activities. Qualifications: The ideal candidate demonstrates a comprehensive knowledge of the principles and practices of public administration and public sector operations, including government budgetary procedures, financial requirements, and strategic planning. Excellent public speaking and report writing skills are also required. COURT EXECUTIVE 3B: Office of Trial Court Services, Probation Services Division, AOC, Trenton, NJ. Summary: The New Jersey Judiciary is seeking a dynamic manager to lead the Administrative Office of the Courts (AOC) Probation Services division and to coordinate with and advise the Conference of Vicinage Chief Probation Officers on the development of strategic plans for and management of the delivery of Probation services throughout New Jersey. Duties: Under the general direction of the Court Executive 4 (Director, Office of Trial Court Services), the selected candidate will promote the welfare of children, families and communities in New Jersey by providing leadership in the enforcement of court orders, including major customer service initiatives regarding child support orders and payments; and in the supervision and monitoring of adult and juvenile offenders sentenced to a term of probation or admitted to an intensive supervision program including innovative initiatives such as the Outcome-Based Supervision Mode. COURT EXECUTIVE 3B: Appellate Division, AOC, Trenton, NJ. Summary: The New Jersey Judiciary is seeking an innovative, service-oriented leader with strong analytical and managerial skills. The individual selected for this position will direct and manage all staff operations of the New Jersey Judiciary’s Appellate Division. Duties: The Clerk is responsible for the oversight and leadership of all operations in three major areas of responsibility: Case Management (7,000 appeals filed annually); Administrative Services (transcript production, facilities, personnel, information technology and budget); and Central Appellate Research. The selected candidate will be expected to develop goals and strategies for accomplishing objectives; analyze current case processing methods; devise streamlined and expedited workflow systems, and implement new processes while assuring a high level of quality control. Summary: The New Jersey Judiciary is seeking a manager with strong organizational and team leadership skills to supervise the day-to-day operations of a regional office that provides intensive probation supervision to juveniles. COURT EXECUTIVE 3A: Office of Trial Court Services, Automatic Trial Court Services Unit, AOC, Trenton, NJ. Summary: The New Jersey Judiciary is seeking a dynamic manager to manage and administer the operations of the Automated Trial Court Systems Unit (ATCSU). This unit assists the Information Technology Office (ITO) in the introduction of software enhancements for systems to the vicinages, including the requisite training for staff, state courts and federal agencies. The ATCSU also maintains a help desk for ongoing questions from the field and assists ITO development staff in the specification and design of new development and conducts corollary system testing. Duties: Under the general direction of the Court Executive 4 (Director, Office of Trial Court Services), the selected candidate will manage the coordination of all Superior Court judicial applications, training and implementation of all application areas. This individual will conduct field visits and evaluate Superior Court and Criminal Justice Practices; meet with Executive and Judicial branch representatives; manage the implementation and enhancement of existing software packages; coordinate activities with the ITO; supervise and cross-train professional staff; and work as a member of a team in the Office of Trial Court Services to implement priorities in the computerization area. MANAGER, BAY AREA/NORTHERN COASTAL REGIONAL OFFICE: AOC, San Francisco, CA. Summary: The Bay Area/Northern Coastal Regional Office (BANCRO) provides timely and relevant technical assistance to the trial courts within the region through experienced and respected personnel whose primary role is to partner with the trial courts in assessing problems, challenges and opportunities. The Manager of BANCRO will provide technical and consultative assistance in establishing and evaluating court programs and procedures, as well as provide localized assistance for BANCRO office programs to ensure the accomplishment of the organization’s goals and objectives. Duties: Serving as a technical court consultant to perform and coordinate specialized work in court operations, programs, administration and management; Developing and implementing goals, objectives, policies, procedures and work standards for the BANCRO regional office. Disseminating information to trial courts with an emphasis on how policy implementation would impact individual courts; Coordinate AOC divisions and trial court resources to provide comprehensive and consistent solutions to trial court issues; Communicate trial court issues, questions and concerns to the AOC and advocate for trial court interests via court site visits, participation in regional meetings, and conferences; Planning, organizing, administering, reviewing and evaluating the work of staff; Creating performance and development plans for employees; Planning, managing, reviewing and evaluating programs related to the regional office including a broad variety of issues affecting the trial courts such as legislative advocacy, budget administration, human resources, education and trial court policies and procedures; Developing, administering and monitoring the BANCRO budget; Partnering with trial court staff, judges and AOC management; Serving on various AOC committees to develop strategic initiatives, policies, and priorities; and Representing the judicial branch to both internal and external customers including the other California governmental agencies. CHIEF OF COURT IMPROVEMENT: Florida Supreme Court. Duties: This highly professional position is responsible for implementing, organizing, managing and evaluating court improvement initiatives for numerous types of court dockets in the trial and appellate courts. The Chief of Court Improvement oversees professional and support staff that performs complex analytical and statistical research, prepares detailed written reports and makes formal presentations and recommendations on a variety of court management studies and projects. In addition to the oversight of the unit’s general revenue budget, the Chief is responsible for overseeing numerous federal grants. The unit maintains relationships with other units within the Office of the State Courts administrator (OSCA), the Florida Supreme Court, judges, executive management within the Executive Branch and other professionals associated with the judiciary, primarily through providing staff support to numerous committees. The Chief of Court Improvement exercises considerable independent judgment and works under the limited supervision of the Deputy State Courts Administrator. This position is a member of the OSCA management team and assists with the analysis of pending legislation for program and fiscal impact. Qualifications: Graduation from an accredited four year college or university with a major in court administration, public administration, criminology, statistics, management, or a related social science, and seven years of professional experience in court or public administration including four years in a supervisory or management position, or in program management, in a court environment.
