Legal Counsel

DEPUTY COUNSEL FOR STATEWIDE COURT COMMUNICATIONS: Supreme Court of Missouri. Duties: Successful candidate for this full-time legal position will be responsible for assisting the communications counsel in all external communications activities for the Missouri judicial branch, including but not limited to assistance with: Managing statewide communication with the media, other governmental entities and the public about cases pending in the Court, the role of the state courts, rules and procedures, and issues impacting the courts; Responding to requests for information from the media, governmental entities and the public; Managing annual reports and informational publications about the state courts; Writing speeches and columns for judges; Managing the Web presence of the state's courts and judges; Coordinating public tours of the Supreme Court Building; Developing state court outreach programs, as directed by the Court; Assisting state courts and judges with communication projects, as approved by the Court; and coordinating with local, state and national organizations such as the various bar associations, American Judicature Society, Justice at Stake, the National Center for State Courts, and the Conference of Court Public Information Officers, including attending state, regional and national conferences, as directed by the Court. Qualifications: Successful candidate should be licensed as a Missouri attorney or should become licensed as a Missouri attorney within one year of accepting the job; have a background in communications, journalism, education or related field; should have excellent oral and written communication skills, including proficiency in legal research and writing; and should be familiar with Missouri legal procedure and Supreme Court rules, including those governing cameras in the courtroom.

COURT EXECUTIVE 2A (ASSISTANT CHIEF FOR THE OFFICE OF FORECLOSURE): Civil Practice Division, Office of Foreclosure, AOC, New Jersey Judiciary. Summary: The New Jersey Judiciary is seeking an experienced attorney with strong leadership and administrative skills to serve as an Assistant Chief for the Office of Foreclosure. Duties: The selected individual will direct a staff of attorneys and support staff personnel responsible for a caseload of approximately twenty-four thousand annual foreclosure filings; oversee the accuracy of legal documents and records associated with foreclosure cases, data entry and computer-related activities of the office; and the development and preparation of reports for the Administrative Director and the Supreme Court. Reporting to the Chief, Civil Practice Liaison in the Civil Practice Division of the Administrative Office of the Courts, the Assistant Chief will assist in directing operations; insure that the staff operate effectively and efficiently in processing mortgage and tax foreclosure cases applying foreclosure rules, statutes and case law; issue writs of execution and possession; calculate taxed costs; and provide courteous service to judges, attorneys, court staff and the general public. Qualifications: Graduation from an American Bar Association-approved law school. Three years of professional administrative and/or program management experience as a practicing attorney, including supervision of staff, as well as responsibility for program development and/or implementation. Admission to practice and current good standing as an Attorney-at-Law in the State of New Jersey. Foreclosure litigation experience would be helpful. ATTORNEY 2: Supreme Court of New Jersey, Bar Examiners. Trenton, New Jersey. Duties: The Judiciary is seeking an experienced attorney with administrative skills for a long-term temporary assignment with the Supreme Court of New Jersey, Board of Bar Examiners. This position entails assisting in the administration of the in-house counsel limited licensure program by reviewing applications, credit reports, employment forms and other documentation submitted by applicants. GENERAL COUNSEL: Office of Court Administration, Austin , Texas . Duties: Reporting to the Administrative Director, performs highly responsible and complex professional, legal, and administrative tasks.  Advises agency management and judicial officers on interpretation of constitutional and statutory provisions, court opinions, and agency policies and procedures.  Takes a leadership role in identifying legal issues which may affect the agency or courts in the Texas judicial system.  Serves as legal counsel to the Texas Judicial Council, the Judicial Committee on Information Technology, and the Council of Chief Justices as well as other judiciary-related boards and task forces for which the agency provides secretariat services.  Serves as agency ethics adviser and drafts a Judicial Services Handbook.  Drafts legislation, rules, legal briefs and policy statements.  Qualifications:  LL.B. or J.D. degree, licensed to practice law in the state of Texas , 10 or more years of progressively increasing responsibility and experience in state-level administration or governance issues, preferably court administration.  Knowledge of legal principles, practices, and laws relating to the agency and the Texas court system.  Ability to plan, assign, and/or supervise the work of staff; to conduct hearings; to draft legal opinions and briefs; and to interpret and apply laws.  Demonstrable ability to communicate effectively orally and in writing.  Extensive experience in and strong knowledge of state and federal laws and regulations relating to employment and personnel issues.  Ability to work well with judges and other court personnel.  Annual salary:  up to $80,000. Judicial Conduct Disciplinary Board

JUDICIARY CLERK 3: Office of Attorney Ethics, Supreme Court of New Jersey, AOC. West Trenton, NJ. Summary: The New Jersey Judiciary, Office of Attorney Ethics, is seeking an individual with strong clerical and computer skills who is able to organize and prioritize work in order to meet deadlines. Duties: The selected individual would be responsible for the assembling and computerizing of all docketed ethics files, accurate and timely updating of the case management information system, maintaining accurate and detailed records and organizing and retrieving case files. The selected individual would also be responsible for handling inquiries for public records, verifying specific case information for accuracy and completeness, performing data entry of attorney registration information and performing other clerical support duties as required. Qualifications: One year of experience in an office environment performing a variety of clerical and support services to include keyboarding and one or more of the following: document or information processing, handling payments for fees, recording monies received, transcribing information, reconciling balances or accounts, scheduling meetings or appointments. Applicants selected to interview must pass an appointing authority administered examination to demonstrate keyboarding skills at the Judiciary standard of at least 25 wpm, or must have otherwise demonstrated this competency as detailed below. COURT EXECUTIVE 3B: Disciplinary Review Board, Supreme Court, Trenton, New Jersey. Summary: The New Jersey Judiciary is seeking an experienced attorney with strong leadership and administrative skills to serve as Chief Counsel to the Supreme Court's Disciplinary Review Board. Duties: This position directs the operations and staff of the Office of Board Counsel, which provides all administrative support for the Board. Chief Counsel manages the preparation of attorney discipline cases by the Office of Board Counsel for presentation to the Disciplinary Review Board. Responsible for the development of an annual budget for the Board, Chief Counsel must work closely with the Board and the Disciplinary Oversight Committee to assist in the establishment of a disciplinary system budget for the review and approval by the Supreme Court. The position of Chief Counsel oversees all computer-related activities of the Office and the Board is responsible for the development and preparation of reports to the Supreme Court, the Board, and the Disciplinary Oversight Committee. EXECUTIVE DIRECTOR, COMMISSION ON JUDICIAL CONDUCT: (General Description) Summary: The Commission on Judicial Conduct hears cases and makes recommendations related to the conduct of judges throughout the state, and issues opinions and clarification regarding the Judicial Code of Conduct. The Executive Director provides professional support to and manages the staff supporting the Commission. Duties: Supervises staff, investigates complaints, prepares recommendations, and manage cases and records. Sets policies and procedures and advises the Commission on trends and issues. Qualifications: Bachelor’s degree and five years management experience in a regulatory environment or in court administration. Advanced degree or graduation from an accredited law school and admission to the state bar, and experience working with elected officials preferred.

ADMINISTRATIVE SPECIALIST: Office of Attorney Ethics, Supreme Court of New Jersey. Summary: The New Jersey Judiciary, Office of Attorney Ethics, is seeking a motivated individuals who works well under time guidelines to conduct field and office investigations into the conduct of attorneys are members of the New Jersey bar; including examining attorney trust and business accounts. The selected individual will also gather evidence; interview witnesses; prepare accurate detailed reports; and assist in preparing and planning for proposed witnesses in formal ethics proceedings; and mentor co-workers in areas of specific expertise. Qualifications: Graduation from an accredited college or university with a bachelor's degree. Three to five years of professional experience in conducting investigations which shall have included the review and analysis of legal and financial records/statements, interrogatories, and similar documents. ADMINISTRATOR OF THE BOARD OF ATTORNEYS PROFESSIONAL RESPONSIBILITYSummary: The Wisconsin Supreme Court's Board of Attorneys Professional Responsibility is seeking an Administrator to supervise the investigation and prosecution of alleged lawyer professional misconduct and medical incapacity. Qualifications: Candidates must be ABA-accredited law school graduates with ten years of legal experience that includes case management and professional supervisory responsibilities and have knowledge and understanding of the rules of professional conduct for attorneys. OHIO DISCIPLINARY COUNSEL: The Board of Commissioners on Grievances and Discipline of the Supreme Court of Ohio will interview and appoint, subject to the approval of the Ohio Supreme Court, the Ohio Disciplinary Counsel for a four-year term beginning in September 1977. Duties: The Disciplinary Counsel serves as the state’s chief lawyer charged with investigating and prosecuting charges of ethical misconduct lodged against Ohio lawyers and judges. Disciplinary Counsel’s jurisdiction also covers unauthorized practice of law, appeals from complainants whose grievances were dismissed by local bar association grievance committees, and reciprocal complaints from other courts and states. Incumbent appoints and supervises a legal staff of seven lawyers, an investigator and eight non-lawyers located in Columbus . Incumbent is also responsible for preparing and administering the budget and financial affairs of the office. The annual budget for 1997 exceeds $1,000,000. Qualifications: Admission to the Ohio bar and at least ten years in practice is required. Trial experience plus a background in legal/professional ethics, investigation and prosecution of cases, law office management and public speaking are desired qualities. Travel within the state is necessary. Salary is commensurate with experience and qualifications and includes full state benefits. (1997)

DIRECTOR OF MINNESOTA OFFICE OF LAWYERS PROFESSIONAL RESPONSIBILITY AND CLIENT SECURITY BOARDS: Minnesota Supreme Court, St. Paul , Minnesota . Duties: The Office of Lawyers Professional Responsibility investigates complaints of unprofessional conduct against Minnesota attorneys. The Director supervises a staff of 24, including 9 lawyers. The Director and assistants also litigate contested cases, presents serious cases to the Minnesota Supreme Court, and provides advice and education programs to attorneys. The position is subject to the supervision of the Lawyers Professional Responsibility Board, composed of 23 members including 9 non-attorneys. Volunteer district ethics committees also investigates complaints and reports findings/recommendations to the Director. The Director of the LPRB is also the Director of the Client Security Board, a group of 7 volunteers appointed by the Supreme Court which compensates the victims of intentional dishonesty by Minnesota lawyers. The Director is responsible for preparing and administering the budgets for both Boards. Qualifications: Applicants must have been admitted to the practice of law for at least 5 years and have had at least 3 years of trial experience. Administrative, supervisory and attorney disciplinary case review experience is highly desired. Annual salary range: $52,889 - $81,369. (1997)
