Holly Shaver Bryant

Holly Bryant works for the Knowledge and Information Services Office (KIS) of the National Center for State Court.  She conducts research and develops content for the Court Information Database and responds to information requests at the National Center's new Customer Service Desk.  She earned a J.D. at the William and Mary School of law in 2002.  She also received a B.A. in English from the College of William and Mary.

Alan Carlson

Alan Carlson is President of the Justice Management Institute (JMI).  His responsibilities include serving as project director and senior staff on technical assistance projects for states and local jurisdictions; developing programs in justice system education; and serving as liaison with the National Association for Court Management (NACM) and the COSCA/NACM Joint Technology Committee.  Mr. Carlson received his J.D. from Hastings College of the Law and his B.S. from the University of California at Berkeley.

Kala M. Finn

Kala Finn is the Deputy Director of the International Visitors Education Program of the National Center for State Courts and is the Administrator for the International Partners Program.  She also works with the Knowledge and Information Services Office (KIS), conducting research and developing content for the Court Information Database and responding to information requests.  Ms. Finn received her J.D. from Franklin Pierce Law Center and her B.A. from Concordia College in Moorhead, Minnesota.  She is an active member of the Virginia State Bar and a member of the American Bar Association.

Carol R. Flango

Carol R. Flango is the Director of Knowledge and Information Services at the National Center for State Courts.  She has directed projects in the family and appellate areas; has written several articles on families and the courts and a book on adoption; and was the lead author of How Are Courts Coordinating Family Cases? (NCSC 1999).

Paula L. Hannaford-Agor

Paula L. Hannaford-Agor is a principal court research consultant in the Research Division of the National Center for State Courts.  She is a project director and has authored or contributed to several publications, particularly on the subject of jury system management and trial procedure.  Her other areas of expertise include access to justice for pro se litigants; management of complex litigation; legal and judicial ethics and discipline; state-federal jurisdiction; and probate and guardianship procedure.  She received a law degree and a Masters degree in public policy from the College of William and Mary.

Madelynn M. Herman

Madelynn M. Herman has been a Knowledge Management Analyst for the National Center for State Courts' Knowledge and Information Services Office (KIS) since October 1998.  She responds to requests for technical assistance from decision and policymakers in the judicial system, develops content for the National Center's Web site, and assists with various research projects.  She was a domestic violence shelter director and certified mediator before joining the National Center.  She received her B.S. from Northern Illinois University and has attended graduate courses at San Diego State University.

Ann L. Keith

Ann L. Keith is a Court Research Associate in the Research Division of the National Center for State Courts.  Her research projects include Expediting Appeals for Dependency Cases and Family Courts with Criminal Domestic Violence Jurisdiction.  Before joining the National Center, she was an elementary school principal in Tucson, Arizona.  She received a J.D. at the William and Mary School of Law.  She also has an M.Ed. in educational leadership from Northern Arizona University and a B.A. in elementary education from the University of Arizona.

Amanda C. Murer

Amanda Murer is a Knowledge and Information Specialist.  She provides information and technical assistance to the court community in the areas of court security, disaster recovery, and the Americans with Disabilities Act (ADA).  She was the project assistant for the ADA Resource Center for State Courts, where she helped establish ada4courts, an exclusive listserv for the ADA coordinators Ms. Murer also staffs the National Center's Customer Service Desk.  She received her bachelor's degree in political science from East Carolina University.

Kenneth G. Pankey, Jr.

Kenneth Pankey is a Senior Information Analyst in the Knowledge and Information Services Office (KIS), where he concentrates on the areas of court financial issues, court structure, and futures thinking and planning.  He is the editor/coordinator of the 2002 Report on Trends in the State Courts.  Mr. Pankey earned his J.D. from the College of William and Mary.  He is a Phi Beta Kappa graduate of Hampden-Sydney College with honors in political science and history.  He became a Fellow of the Institute for Court Management in 1999.

Wanda L. Romberger

Wanda Romberger is a Manager, Court Interpreting Services, in the Research Division of the National Center for State Courts.  She coordinates and facilitates the activities of the Consortium for State Court Interpreter Certification and assists the project director of the Federal Court Interpreter Certification program.  Before joining the National Center, Ms. Romberger was a Court Operations Consultant with the Florida Office of the State Courts Administrator, where she implemented, evaluated, and managed the Court Interpreters Program.

Ann Endress Skove

Anne Skove, a Knowledge Management Analyst with the Knowledge and Information Services Office (KIS), joined the National Center in December 1996.  Her KIS subject areas include substance abuse, family and domestic issues, ADR, juries, the legal profession, indigent defense, rulemaking, and court futures.  She also assists the Ohio State University School of Law with its ADR Court Consultation Project, linking student researchers with court mediation programs.  Ms. Skove received her J.D. from Washington and Lee School of Law in 1996 and her A.B. in English from the University of Chicago in 1991.  She is certified as a mediator by the Virginia Supreme Court.

Martha Wade Steketee

Martha Steketee is a Research Associate in the Washington Office of the National Center for State Courts.  Her work at the National Center includes court-based domestic violence cse processing; interdisciplinary and interorganizational initiatives to address both child maltreatment and domestic violence; child and family welfare-based court caseload and judicial workload measures; and policies to address public access to court electronic case records.  Ms. Steketee received an A.B. from Harvard College, an M.S.W. with a specialty in child welfare policy frmo Washington University in St. Louis, and additional doctoral training at the University of Michigan and University of Pittsburgh.

J. Douglas Walker

Doug Walker is a Principal Court Technology Consultant in the National Center for State Courts' Technology Services unit.  He has served as director of court technology research since 1992 and is responsible for national-scope technology projects to develop a Web-based information clearinghouse, determine guidelines for electronic exchange of court documents, design efective display systems for court management information, and investigate the effective court use of other advanced technologies.  Mr. Walker received a B.A. degree in English and earned an M.S. degree in computer science from the University of North Carolina at Chapel Hill.

Linda L. Walker

Lin Walker joined Technology Services as a Technology Specialist in February 1994, where she served as project director of the Technology Information Service before joining the Knowledge and Information Services Office.  Her primary responsibilities include the National Center's Web site, the Court Information Database, and Court Technology Conferences.  She received her Master's degree in Computer Information Systems from New Hampshire College Graduate School.
