The ICM Fellow Star Award

The Star Award is conferred on an ICM Fellow who demonstrates excellence in the advancement of court administration through leadership and education.  Once each year, ICM notifies Fellows of the Institute for Court Management that it is accepting nominations of ICM Fellows to be considered for the Star Award.  After a review of the nominations, the Vice President of ICM selects the winner and announces the Star Award winner at a Fellows reception typically held at the annual conference of the National Association for Court Management.

Collins E. Ijoma

The 2007 Star Award was given to Collins E. Ijoma, Trial Court Administrator for the Superior Court of New Jersey, Essex Vicinage. Mr. Ijoma completed the Court Executive Development Program (CEDP) and became an ICM Fellow in 1991. He was elected to the National Association for Court Management (NACM) Board of Directors in 2000 and served as president of NACM from 2004 to 2005. He is the immediate past chair of the New Jersey Judiciary’s Administrative Council and is vice president of the International Association for Court Administration.

Mr. Ijoma has dedicated his career to improving judicial education and training for court staff, both in the Essex Vicinage and abroad. He was instrumental in bringing ICM’s Court Management Program curriculum to New Jersey. He has also consistently supported New Jersey court managers in pursuing the CEDP. As chair of the New Jersey Judiciary’s Education and Training Committee, he helped establish ten standards for a comprehensive statewide training program. He sponsors a Quarterly Management Convocation which brings speakers and programs to New Jersey in support of the professional development of court managers. He has worked with international colleagues from Nigerian courts and from the Eastern Caribbean Supreme Court in St. Lucia to help them improve electronic recording and caseflow management.
