Overview:
Trial by jury is a hallowed institution in the American justice system. It serves as a necessary bulwark against governmental tyranny and judicial bias, it interjects community values into the adjudicatory process, it educates citizens about self-governance, and by doing so, it confers public legitimacy on the justice system and on the entire governmental infrastructure. Administering the jury system, however, is a complex endeavor that requires court managers to understand how to summon and qualify a sufficient number of prospective jurors from which to select juries, how to ensure that the jury pool reflects a fair cross section of the community, how to use jurors' time and court resources efficiently in jury operations, and how to treat jurors with the dignity and respect that their role in the justice system merits. This 2.5-day workshop provides an overview of contemporary jury management practices with a focus on effective practices, procedures, and technology to support the jury system. Paula Hannaford-Agor, Director of the NCSC Center for Jury Studies, is the primary faculty for the workshop.
