Issue:    Drug Abuse Education, Prevention, and Treatment Act of 2001, S. 304

Impact:            If funded, the bill would provide for drug treatment programs and reentry partnerships.

Summary: S. 304 is a bipartisan bill that was intended to be a major piece of crime legislation in the 107th Congress. The stated purpose of the bill is to reduce illegal drug use and trafficking and to help provide appropriate drug education, prevention, and treatment programs. The bill would establish six grant programs to be administered by the Attorney General.
  1. Drug-free prison and jail programs, including jail-based substance abuse treatment programs and nonresidential aftercare services; states, local units of government, and tribes would be eligible to apply
  2. Drug treatment alternative to prison programs; state and local prosecutors would be eligible to apply
  3. Juvenile substance abuse court programs; the chief executive or the chief justice of a State, or the chief executive or chief judge of a unit of local government or Indian tribe would be eligible to apply
  4. Drug courts for non-violent offenders; the chief executive or the chief justice of a State, or the chief executive or chief judge of a unit of local government or Indian tribe would be eligible to apply
  5. Adult offender state and local reentry partnerships; states, territories, and tribes would be eligible to apply
  6. Juvenile offender state and local reentry partnerships; states, territories, and tribes would be eligible to apply 

The bill would have authorized funding for coordinated juvenile services grants. The grants would be awarded to multi-disciplinary consortiums. Programs funded would have to include collaboration across child serving systems, appropriate screening and assessment of juveniles, individual treatment plans, and significant involvement of juvenile judges.
