General Counsel and Lawyers Committee
The NCSC has created the resources and an environment to build a strong constituency of support for the state courts. Much of this is achieved through the work of the NCSC’s General Counsel Committee and Lawyers Committee, which work in partnership to heighten visibility and support of the NCSC’s court improvement mission. Each member provides valuable outreach through the justice, legal, and business communities. They have made significant strides in building a constituency of support for state courts by partnering with leaders of the courts and the state bars. Through a national framework, business/bench/bar leaders are using state-by-state action to protect judicial independence and to promote public understanding and support of the state courts.
In 2006 members of the General Counsel Committee successfully helped South Dakota’s judicial system fight against the JAIL for Judges initiative by helping to educate South Dakotans about the importance of the courts being independent from political and social pressure. The initiative was defeated at the polls.
The General Counsel Committee in 2006 also worked with the Conference of Chief Justices to develop the guidelines for State Trial Courts Regarding Discovery of Electronically Stored Information.
In addition, these committees provide advice and guidance to ensure that the Center’s work remains relevant and timely. Special focus has been directed to the civil justice reform intiatives such as electronic discovery guidelines, the National Program to Increase Citizen Participation in Jury Service, complex civil litigation judicial education curricula, and the Mass Torts Clearinghouse.
