The technology consulting staff of CCS provides courts and vendors with objective information on the current state of automation in the courts nationally and where appropriate, provides insight into court automation planning techniques which have proven successful or particularly difficult to implement.  Technology services include the following:

  • Review requirements and data models for court systems and comment on the applicability of the requirements to meet the court’s pre-defined business processes and data definitions. 

  • Assist the court in defining the business functions that would benefit from automation 

  • Assist in defining the court’s needs for judicial and integrated case management applications

  • Assist in defining the tasks, resource requirements and support necessary to support an integrated court system (including training, hardware and software support, maintenance, system requirements, software needs, interfaces, integration, on-line access to outside information) 

  • Develop Requests for Proposals (RFP) to assist the courts in defining the evaluation criteria and contract scope for competitive procurements 

  • Assist in negotiating, on behalf of the court, hardware/software licensing agreements, software interfaces between vendors 

  • Assist with development and implementation planning and scheduling 

  • Provide technical assistance to courts in evaluating in-house software, third party software applications which may offer alternative solutions 

 

SKILLS

NCSC staff provide the following technology skills to the courts and other government and related agencies:

  • Assess court needs for software that provides public access, case management, records management and data security 

  • Prepare strategic planning and implementation documents 

  • Draft contracts for state and local courts 

  • Prepare initial systems design and needs analysis statements 

  • Plan and monitor systems in the areas of hardware and software analysis, software engineering, data administration, internal support and management, vendor support and management, network requirements, document management 

  • Prepare and assess county and statewide systems for records management, and public access 

  • Evaluate electronic document management systems and off-site storage systems 

  • Design and develop survey instruments and data collection tools 

  • Assess current statutes for regulation of technology and develop new statutes for incorporation of technology into court daily operations 

  • Assess current data base models, data elements and collection procedures 

  • Provide subject matter expertise to vendors for software development
