Washington State Court Executive Joins 
National Center for State Courts

Williamsburg, VA (April 12, 2005) – The National Center for State Courts (NCSC) has hired Dr. Tom Clarke, former chief information officer and director of Research for the Administrative Office of the Courts in Washington State, as its new vice president of Research and Technology. 

“Tom brings extensive knowledge to the National Center, and with a Ph.D. from Cornell University and recognition as a Fulbright Scholar, he is exceptionally qualified to lead NCSC’s research and technology efforts,” said NCSC President Mary Campbell McQueen.

While in Washington State, Clarke directed several research efforts including judicial workload analysis, performance measures, and applied research. Clarke was also instrumental in helping the Administrative Office of the Courts implement an effective judicial impact statement process that was recognized by the legislative and executive branches of government. He also managed a statewide migration plan to Web-based technology. 

 The National Center, headquartered in Williamsburg, Va., is a non-profit court reform organization dedicated to improving the administration of justice by providing leadership and service to the state courts. The National Center, founded in 1971 by the Conference of Chief Justices and Chief Justice of the United States Warren E. Burger, provides education, training, and technology, management, and research services to the nation’s state courts. The National Center also is taking the lead on several key issues facing the justice system, such as strengthening court security, improving judicial selection, increasing citizen participation in jury service.
