INTERNATIONAL PROJECT ASSOCIATE

Full-time position available in Arlington, VA with the International Programs Division (IPD) of the National Center for State Courts.  IPD designs and implements international rule of law programs.  Project Associate responsibilities include: serving as point of contact for Field Office Operations and expatriates; receives, reviews, and approves accounts payable vouchers, consultant service invoices, and expense vouchers to ensure accuracy and timely processing; responsible for the procurement of equipment and sub-contractor services needed for specific contracts; will assist the Project Directors and Managers in monitoring projects for compliance with donor policy and procedural requirements, providing guidance on compensation, allowances, and benefits for expatriates and third country national employees and consultants; assist in the planning and organization of meetings and events to include drafting agenda, schedule of travel and arrangement of venue logistics and accommodations as needed; will assist in the drafting, review, editing of new proposals and insures the timely assembly and delivery of proposals; maintains open communication with donor agency points of contact as well as with staff of potential new partners.  Qualified candidates must have a degree in public administration, international studies, business administration, law, or related discipline or a combination of education and experience that demonstrates ability to perform the job.  Candidates must demonstrate the ability to evaluate organizational processes and technical activities, communicate effectively orally and in written English, analyze budgets, use word processes and spreadsheet software, work independently in fast paced environments, function as a team member, solve problems, and be flexible.  Preference will be given to candidates who have knowledge of and experience in justice systems, the ability to effectively communicate in a second language, and working knowledge of USAID or other international donor regulations and procedures.  Salary range:  $46,286 - $50,000 depending on qualifications and experience, plus competitive benefits.  Resumes will be accepted until the position is filled.  For earliest consideration, submit resumes by 5:00 p.m. Monday, March 10, 2008.

RESEARCH ANALYST

Courts (NCSC) provides leadership and service to state courts through research, training, technical assistance and other services. The Research Division of the NCSC is seeking a Research Analyst to work in a team-based, applied research environment in Williamsburg, VA, providing court leaders with research services that shape the future direction of the courts (see the Research link at http://www.ncsconline.org/D_Research/index.html for our research program). RESEARCH ASSOCIATE

SENIOR ADMINISTRATIVE SPECIALIST

The Institute for Court Management (ICM), the educational division of the National Center for State Courts, is seeking applicants for a senior administrative specialist position. The person in this position performs a variety of advanced clerical functions in support of division objectives. Responsibilities include: assisting in the preparation of course materials; transcribing, editing, finalizing correspondence; responding to inquiries regarding course offerings; processing payable vouchers; records management; updating and maintaining databases; coordinating mailings; registering participants for courses; and maintaining and updating the ICM web site. WEB CONTENT MANAGER/EDITOR

The National Center for State Courts (NCSC) is a court improvement organization located in Williamsburg, VA. The NCSC is seeking to fill a Web Content Manager/Editor position.
This position reports to the Director of Communications and Marketing and is responsible for managing the governance of a content-driven Web site. Duties include:

  • Maintain editorial responsibility for Web content and manage layout; 

  • Coordinate, organize, and edit material for Web site;

  • Ensure strategic direction and initiatives set by senior staff are reflected in current Web site design and communications;

  • Review all existing content for preservation, revision or elimination;

  • Develop, edit, and archive graphic content, develop and facilitate schedule to audit web content;

  • Develop and maintain content design and utilization standards;

  • Provide guidance and support to content contributors for their creation and posting of content to the website;

  • Maintain a cooperative relationship with the NCSC’s Technology Office to understand the direction of technology initiatives and to participate in strategic technology planning efforts related to Web standards, development and delivery;

NCSC NTERNATIONAL POSITIONS

  ADVISOR TO THE MINISTRY OF JUSTICE

Afghanistan

NCSC International, the International Programs Division of the National Center for State Courts, is seeking an Advisor to the Ministry of Justice for an existing justice sector reform activity in Afghanistan. The project seeks to build institutional capacity within the criminal justice system in Afghanistan, and is implemented in partnership with PAE-HSC, Inc., under the direction and funding of the U.S. Department of State.

The Ministry of Justice (MOJ) has a leading role in the development of rule of law in Afghanistan. Its broad mandate includes, inter alia, drafting, publishing, and distributing legislative documents, resolving disputes in civil cases, protecting state properties, managing correctional institutions, and raising legal awareness among the Afghan people. In accordance with the Afghanistan National Development Strategy (ANDS), the MOJ is the lead institution for achieving the goals of the rule of law and human rights sectors.

The MOJ Advisor will assist in developing the capacity of the Ministry of Justice to carry out its mission. The MOJ Advisor will:  

  • Assist in enhancing the capacity of key departments within the Ministry of Justice including the Legislative Drafting Department, Government Cases, and Administration through the development of departmental strategies and strengthening communication among central, district, and provincial offices. 

  • As a member of the MOJ team, serve as the Ministry’s Focal Point for the Afghanistan National Development Strategy (ANDS) process, and assist the Ministry in the development of the Consolidated Justice Sector Strategy as well as accompanying benchmarks and monitoring plans;

  • Support the newly-established Policy and Strategy Unit within the MOJ and its primary goal of enabling the MOJ to take the lead in identifying solutions to justice sector challenges, and promote more effective coordination among national and international justice sector actors.

  • Organize other special projects and assist in coordinating donor efforts within the MOJ.

  • Supervise Afghan legal consultants, and work with them to identify the MOJ’s needs.

  • Draft reports, work plans, and statements of work as needed.

U.S. citizenship is required.

  • Requirements: law degree and experience in international organization development; developing and providing training with relevant materials in a multicultural context; extensive international development experience; demonstrated knowledge of institutional reform principles; demonstrated ability to work collaboratively with local and international colleagues; strong interpersonal skills.

CHIEF OF PARTY (COP)

Southern Sudan

NCSC International, the International Programs Division of the National Center for State Courts (NCSC), is seeking qualified Chief of Party candidates for an anticipated judicial training program in Southern Sudan

Qualified candidates for the position of Chief of Party (COP) will have: 

  1. Advanced degree in law or a related discipline;

  2. Prior Chief of Party experience and/or a minimum of 10 years’ experience managing international rule of law programs;

  3. Subject matter expertise and demonstrated experience in one or more of the following areas: justice sector and court administration strategy and planning; establishment of high-level working relationships with judicial system operators and institutions; planning and managing judicial and legal training programs; guiding participatory reform and transition processes, particularly with justice sector institutions

  4. Substantive experience working in post-conflict environments.

  5. Regional experience strongly preferred.

The Chief of Party position is a senior-level management position. The Chief of Party will: 

  • Be responsible for the successful management and implementation of a training program for judges; 

  • Act as primary liaison with local and international stakeholders;

  • Establish and maintain relationships with key justice stakeholders including local government officials; local and international organizations involved in the justice sector; and customary and traditional law actors;

  • Establish field office in Sudan.

  • Maintain consistency of project approach with the client funding agency and counterparts, in collaboration with the NCSC Home Office.

  • Manage the delivery of technical assistance and training activities implemented by long- and short-term trainers;

  • Manage the procurement and delivery of material assistance or technical services under contract with local or international sub-contractors, as needed. 

  • Develop training methodology, curricula, lesson plans as appropriate;

  • Supervise and conduct performance reviews for all team members;

  • Draft program reporting, including weekly, quarterly and annual reports, as well as work plans and statements of work; 

  • Report to the client funding agency and NCSC Home Office;

  • Other related tasks, as assigned.

DEFENSE ADVISOR

Afghanistan

NCSC International, the International Programs Division of the National Center for State Courts, is seeking a Defense Advisor for an existing justice sector reform activity in Afghanistan. The project seeks to build institutional capacity within the criminal justice system in Afghanistan, and is implemented in partnership with PAE-HSC, Inc., under the direction and funding of the U.S. Department of State.

The Defense Advisor will design, organize, and provide training on defender skills, particularly investigatory and trial advocacy techniques. The Defense Advisor will:  

  • Organize and conduct training sessions.

  • Provide technical direction to nongovernmental organizations.

  • Organize conferences, trainings, and special events to educate the public on legal rights and responsibilities under Afghan law.

  • Developing work plans and technical strategy for defense-related activities in urban and rural settings

  • Write reports, work plans, and statements of work as needed.

  • Work with provincial justice teams to identify, create, and develop defense training programs in the provinc

  • Work collaboratively with defense providers in the NGO and international community.

Qualifications:

  • U.S. citizenship is required.

  • At least three years experience as a criminal defense attorney, with management or organizational experience in public defender’s office preferred.

  • Good organizational and networking skills, with experience in organizing special events. Prior experience training Afghans a plus, experience in training and mentoring lawyers or law students required.

GENDER ADVISOR

NCSC International, the International Programs Division of the National Center for State Courts, is seeking a Gendor Advisor for an existing justice sector reform activity in Afghanistan. The project seeks to build institutional capacity within the criminal justice system in Afghanistan, and is implemented in partnership with PAE-HSC, Inc., under the direction and funding of the U.S. Department of State.

The Gender Advisor will:  

  • Act as specialist for the team, particularly focusing on providing support to Family Response Units and other JSSP programs. 

  • Assist in conducting training programs in coordination with advisors to the Attorney General’s Office and Access to Justice advisors.

  • Work with the Afghan government to help develop initiatives in support of women seeking redress for crimes committed against them, such as family violence.

  • Work with the Corrections Sector Support Program to monitor the situation of women detainees and access to justice issues.

  • Report to and perform related duties or special assignments as assigned by the Section Leader or the Chief of Team.

Qualifications:  

  • U.S. citizenship, J.D. with at least 3 years of experience in international human rights and rule of law, in particular experience working with disadvantaged groups such as women, refugees, and displaced persons. POLICE PROSECUTION ADVISOR

Afghanistan

NCSC International, the International Programs Division of the National Center for State Courts, is seeking a Police Prosecution Advisor for an existing justice sector reform activity in Afghanistan. The project seeks to build institutional capacity within the criminal justice system in Afghanistan, and is implemented in partnership with PAE-HSC, Inc., under the direction and funding of the U.S. Department of State.

The Police Prosecution Advisor will:  

  • Provide direct advice to the Attorney General’s Office of Afghanistan, and liaise as appropriate and as needed with the Ministry of Interior of Afghanistan, working in close coordination with the Justice Sector Support Program Team, INL, and other relevant donors. The efforts of the Advisor will strengthen mechanisms for regular constructive coordination between the police and prosecutors in Afghanistan, led by relevant institutions of the GOA. The topical areas in which the Advisor will provide technical expertise include: missions and functions of the AGO; organizational, administrative, and management structures and infrastructures of the AGO; staffing levels; human resource management, staff development and skills training; budgeting and financial management; development and promulgation of standard polices and procedures; accountability and internal control mechanisms; legislative and regulatory drafting; and other organization and management issues central to the efficient and effective coordination between police and prosecutors. 

  • Perform related duties or special assignments as assigned by the Section Leader or the Chief of Team.

Qualifications:

SENIOR ANTI-CORRUPTION JUSTICE ADVISOR

Afghanistan

NCSC International, the International Programs Division of the National Center for State Courts, is seeking a Senior Anti-Corruption Justice Advisor for the Attorney General's Office (AGO) for an existing justice sector reform activity in Afghanistan. The project seeks to build institutional capacity within the criminal justice system in Afghanistan, and is implemented in partnership with PAE-HSC, Inc., under the direction and funding of the U.S. Department of State.

The Senior Anti-Corruption Justice Advisor will assist the Attorney General’s Office as it develops as an institution. The Senior Anti-Corruption Justice Advisor will:  

  • Lead the AGO team’s efforts on anti-corruption initiatives.

  • Assist the AGO in the design of an anti-corruption strategy.

  • Advise the AGO on appropriate mechanisms to conduct anti-corruption prosecutions.

  • Provide technical assistance in partnership with the AGO training department on the design of effective investigation, prosecution, and anti-corruption modules based on an AGO stage training for anti-corruption prosecutors.

  • Design training curricula, including class materials and lecture notes, for a cadre of dedicated anti-corruption prosecutors.

  • Conduct a training program of select anti-corruption prosecutors and coordinate with other U.S. and international partners as appropriate.

  • Mentor targeted prosecutors so they may more effectively prosecute cases according to the AGO’s anti-corruption strategy.

  • Work primarily at the Afghanistan Attorney General’s Office, Provincial Prosecutor’s Office, courts or police stations directly mentoring and advising Afghan prosecutors to effectively develop investigations and prosecutions of anti-corruption cases.

  • Draft reports on AGOAS activities and accomplishments on a weekly, quarterly and annual basis as well as other ad hoc reports as assigned by the Section Leader or Chief of Team.

  • Assist in writing the work plans and statements of work for the AGO team, its advisors and Afghan legal consultants as needed.

U.S. citizenship is required.  

  • Requirements: J.D., extensive prosecutorial experience (over 7 years required; 10 or more years preferred); specialized experience in anti-corruption, public integrity or related fields of prosecution; and experience in supervising and managing prosecutors. At least 1 year of international criminal justice experience; experience as a prosecutor in an international tribunal, hybrid international-national court, or in a civil law prosecution office; and legal training and mentoring experience preferred. Must have demonstrated ability and initiative to design and manage complex programs from the ground up and be able to work collaboratively with local and international colleagues. Ability to communicate in Dari, Pashtu, Farsi or Arabic a plus.

  • Must have strong technical and report writing skills, including fluency in MS Word, Visio, PowerPoint, and Excel.

TECHNICAL AND EVALUATION DIRECTOR

Afghanistan

NCSC International, the International Programs Division of the National Center for State Courts, is seeking a Technical and Evaluation Director for an existing justice sector reform activity in Afghanistan. The project seeks to build institutional capacity within the criminal justice system in Afghanistan, and is implemented in partnership with PAE-HSC, Inc., under the direction and funding of the U.S. Department of State.

The Technical and Evaluation Director will monitor and report on the implementation of project activities working in conjunction with the Chief of Party, operations support staff, and NCSC Home Office.  The Director will:  

  • Assist in the development of a comprehensive work plan for the Justice Sector Support Program (JSSP). 

  • Monitor and track the progress of all activities in the workplan to ensure program objectives are realized.

  • In coordination with JSSP section leaders, gather and maintain statistics on all program activities.

  • In coordination with JSSP section leaders, draft weekly reports on Kabul and provincial training programs in addition to quarterly reports.

  • Draft newsletters, bi-weekly cables for U.S. embassy and other ad hoc reports as needed.

The Director will also serve in a substantive technical advisory role on the project, as needed and as appropriate.

U.S. Citizenship is required.

Qualifications:  

  • Advanced degree in law with at least 3 years of experience.

  • Prior experience in monitoring and evaluation and excellent writing skills required. Must have strong sense of organization and attention to detail; ability to work under pressure and multi-task; strong technical and report writing and production skills including fluency in MS Word, Visio, PowerPoint and Excel. Experience with MS Publisher, Adobe Photoshop and Acrobat and photo editing software preferred. 

  • Subject matter expertise and demonstrated experience in one or more of the following areas: criminal justice reform; justice sector and court administration strategy and planning; planning and managing judicial and legal training programs; guiding participatory reform and transition processes, particularly with justice sector institutions.

TRAINING COORDINATOR

Southern Sudan

NCSC International, the International Programs Division of the National Center for State Courts, is seeking a Training Coordinator for the Judicial Training Program to be established in southern Sudan.  The Training Coordinator will be a full-time position reporting to the Chief of Party.  This project will focus on working with the Ministry of Legal Affairs and Constitutional Development and the Judiciary of Southern Sudan to strengthen the legal skills of judges in southern Sudan.
