CHIEF OF PARTY – ANGLOPHONE / FRANCOPHONE AFRICA

NCSC International is accepting expressions of interest from qualified Chief of Party candidates for anticipated donor-funded rule of law programs in Africa. Successful candidates will implement a broad range of technical assistance, training, and institutional support to targeted partners, and will liaise with a variety of local and international stakeholders.

Qualifications: 

  1. Advanced degree in law or a related discipline;

  2. Strong knowledge of and prior experience in Africa;

  3. Prior Chief of Party experience and/or a minimum of 10 years’ experience managing
    international rule of law programs;

  4. Subject matter expertise and demonstrated experience in one or more of the following areas: justice sector and court administration strategy and planning; establishment of high-level working relationships with judicial system operators and institutions; planning and managing judicial and legal training programs; guiding participatory reform and transition processes, particularly with justice sector institutions;

  5. Strong team leadership and ability to manage under complex and stressful conditions;

  6. Experience working in transition/fragile-state environments is highly desirable, particularly in Sub-
    Saharan Africa;

  7. Experience supervising complex, fast-paced and challenging field operations in developing countries.

  8. Demonstrated history of providing deliverables on time and within budget;

  9. Substantial supervisory, managerial and technical experience with USAID or other donor-funded
    conflict or post-conflict programs;


  10. Experience working with multiple stakeholders including government officials, donor organizations,
    and local community organizations;


  11. Proven experience managing all aspects of field operations for donor-funded programs, including
    procurement, financial management, grants administration, and human resources administration; and

  12. Written and spoken English fluency. For francophone Africa, written and spoken English
    and French fluency required.

COURT ADMINISTRATION ADVISOR

NCSC International, The International Programs Division of the National Center for State Courts (NCSC) is seeking applicants for a court administration advisor to work full-time to support court administration reforms being implemented by the Strengthening the Independence of the Judiciary and Citizen Access to Justice Project (SIJCAJ Project) in Beirut, Lebanon. The SIJCAJ project is committed to strengthening the institutional capacity of the Lebanese judiciary and to support on-going judicial reforms. The SIJCAJ Project consists of five programmatic tasks. The court administration advisor will support Task 3 or the project - court administration reform at a policy-making level and implements reforms in model court setting. 

The SIJCAJ project is beginning its second year of programming with court administration activities currently in progress with local counterparts. Among other things, Task 3 reforms include court administration policy initiative with the Ministry of Justice and other counterparts, the implementation of a court administration improvement plan in a model courts, and manual and automated records management, management and leadership training, improved court information and services, etc. The applicant shall have experience in implementing court administration reforms and with model courts in developing countries. Qualifications for the position include: 

  • Minimum of seven years or progressively responsible experience in court administration, including implementing court administration reforms in an international development setting. 

  • Direct professional experience in the following areas: court administration, case management, backlog and delay reduction; streamlining case timelines; development of court administration policies and procedures; court automation; court finance and budgeting; court facilities management; and court services and information. 

  • Demonstrated ability to implement work plan and meet goals/deadlines and to design long-term strategy for developing court administration policies and procedures in international setting. 

  • Experience in designing performance monitoring plans and measuring progress 

  • Fluency in English language and proficiency in Arabic and/or French.

COURT ADMINISTRATOR

NCSC International, the International Programs Division of the National Center for State Courts, is seeking a Court Administrator for an anticipated justice sector reform activity in Pakistan. The Strengthening Justice Project (SJP) seeks to strengthen the Pakistani judiciary to achieve progress in judicial efficiency, transparency, accessibility, independence and accountability with funding by the U.S. Agency for International Development. 

Qualifications

The Court Administrator must demonstrate the below listed qualifications, expertise and experience. A degree in court administration or a management-related field or some post-graduate formal court administration training is preferred: 

  • A minimum of seven years progressively responsible experience working as a court administrator. 

  • A track record of developing and implementing plans for court administration/case management that reduce case delay and enhance transparency and accountability. 

  • Problem solving ability. 

  • Demonstrated commitment to customer/court user service. 

  • Ability to foster a team approach and work collaboratively with judges and court staff. 

  • Overseas experience, preferably in an Asian country or Pakistan, Iraq and Afghanistan, providing court administration technical assistance desirable. 

  • Working knowledge of common law legal systems and comparative law expertise desirable.

JUSTICE SECTOR STRATEGIC PLANNING EXPERT

The National Center for State Courts (NCSC) International Division, is seeking an individual to provide short-term technical assistance (STTA) to its Lebanon project - Strengthening the Independence of the Judiciary and Citizen Access to Justice Project (SIJCAJ), who is qualified to plan, evaluate and facilitate a strategic planning process for the justice sector in Lebanon. This assignment will involve as many as 15 – 20 weeks of STTA over a period of six to twelve months, depending upon organizational readiness and institutional consensus on methodology. The planning process will be implemented in phases, requiring multiple trips to the Lebanon and will target participation of justice sector stakeholders – the Supreme Judicial Council, the Ministry of Justice, the Judicial Training Center, courts, prosecutor offices, the bar associations, civil society and the public. The strategic planning process will involve NCSC’s local partner, the Lebanese Center for Strategic Planning, to support and train local counterparts on strategic planning. The strategic planning process will be implemented in phases with emphasis on local ownership and strengthening the capacity of of justice sector institutions to design and implement strategic vision for the judiciary. 

The applicant shall have experience in designing and facilitating strategic planning process for the public sector, in particular the judiciary, in an international development setting.

Qualifications for the position include: 

  • Minimum of seven years or progressively responsible experience in justice sector planning at a policy or administrative level, including implementing strategic plans in an international development setting. 

  • Direct professional experience in the following areas: judicial policy-making, ministry of justice, court administration, constitutional analysis, access to justice, judicial administration and economic growth, organizational management, and civil law judicial systems. 

  • Demonstrated ability to design a strategic planning process in stages involving stakeholder assessment, SWOT analysis, organizational readiness, facilitating institutional analysis, strategic planning methodologies and processes, change management, and monitoring implementation results.

  • Experience in working with justice sector counterparts in developing countries, especially in the Middle East, on sector planning and policy initiatives. 

  • Fluency in English language and proficiency in Arabic and/or French.
